The City Planning Commission of the City of Arcadia met in regular
session in the Council Chamber of the City Hall.

The minutes of the meeting of July 23, 1957 and the adjourned
regular meeting of July 30, 1957, ware approved as written
and mailed.
Pursuant to notice given, a public hearing was held on the appli-
cation of J. D. Mullender for a change of zone from Zone R-l to
Zone C-2 on property east of 101 West Huntington Drive, being
a portion of the abandoned Pacific Blectric Railway right of way.
This property, as right of way, had been unzoned, but upon re-
version to private ownership automatically became a portion of
Zone R-l. Mr. John C. Beaton, 122 San Miguel Drive, inquired
about the proposed use of the property. He was informed that
the application only requested a change of zone to Zone C-2,
. and any C-2 use would be permitted.
Mention was made of reserving this right of way for a future
street. The Secretary pointed out that a part of the right of way
was still used for railroad purposes; that a grade separation
would be required at the Santa Fe Railway; and a bridge across
Santa Anita Wash.
Mr. John B. Henessy, Santa Anita Motor Inn, inquired about tbe
building setback line. The Secretary stated that the building line
east of this property was at the property line, and that there was
a .25 foot setback line west of this property. The Chairman stated
that a proper setback line would be considered and recommended.
The matter of drainage through the property was discussed. Also th:
required side yard along any proposed building. It was stated that
any building IllU8t comply with the zoning and fire zoning regulations,
No otber person desired to be heard. The Chairman declared tbe
hearing continued until the next regular meeting for tbe sole pur-
pose of receiving and considering reports from the Zoning Committee
and the staff. Tbe Chairman requested that the matter of drainage

The Commission considered a decision on the application of Setab,
Inc., (Bates Chevrolet) for a change of zone from Zone R-3 to Zone
C-2 on property located in the rear of 855 S. Baldwin Avenue. Report
from the Zoning Committee and staff was read, pointing out that the
subject property could be used and developed as R-3 property alens
with that to the west, but that it would leave the C-2 property on
Baldwin Avenue witb a deptb of only approxtmately 160 feet. It was
felt tbat there would be a need for more parking for tbe C-2 property,
witb tbe possibility of the formation of a public parking district
in the future. The Committee also pointed out tbat if the change
of zone were granted, the applicant would hava the rigbt to build
buildings on the property, doing away with the parking and which
migbt be detrimental to the residential property surrounding tbis
property. The Committee recommended that tbe request for a change
of zone be denied, and that a variance be granted to allow the pro-
perty to be used for automobile parking and sales of new or used
automobiles, subject to the following conditions:
1. Thet no buildings of any description be constructed
on the property.
2. That a solid masonry wall six feet high be conetructed
and maintained along tbe south, west and north
boundaries of tbe property.
3. That the entire area of the property be paved.
4. That any flood lighting of tbe area be so arranged
tbat it does not shine on residential property.
5. That any variance granted be lim!ted to a period
of not more than five (5) years.

Moved by Mr. Pratt, seconded by Mr. Davison and carried that
the Commission accept the recommendation of the Zoning Committee
and instruct tbe City Attorney to prepare the necessary resolution
to recommend that the request for a change of zone be denied,' but
that a zone variance be granted for the purposes and subject to
the conditions contained in the report of the Zoning Committee.
The Commission considered a decision on tbe proposal to amend
Sections 8.1 to 12, inclusive, redefining the rear yard in Zone
c-o and prohibiting dwellings in commercial and manufacturing
zones, as contemplated by Resolution No. 256. The report of the
Zoning Committee and the staff was read. The report pOinted out
tbat the purpose of increasing the required rear yard in Zone C-O
was to preserve land free 'from buildings to provide for future
alley where needed, and that tbe prohibition of the construction of
dwellings in the commercial and manufacturing zones would preserve
the land now zoned in C and M zonea for commercial and manufacturing
ponpos~. dnd cltmiu8to. the objectionable features created by mixing
residential with those uses. The Committee recommended that tbe
Zoning Ordinance be amended as follows:
"SECTION 8.1, c-o PROFESSIONAL OFFICE ZONE
Paragrapb E. Rear Yard.
There shall be on every lot or parcel of land a rear yard having
a minimum depth of thirty (30) feet. For the purpose of this
section the rear yard shall be measured from the rear lot line.
Where the rear line of tbe lot abuts a dedicated alley not less
than twenty (20) feet wide, the rear yard shall have a minimum
depth of twenty (20) feet, and such rear yard may be measured
to the center of said alley.

SECTION 8.2, ''C-l" LIMITED COMMERCIAL ZONE.
Paragraph A. Use, item L
Any use pelooitted in the c-o Zone, except that no
building shall be erected or used as a dwelling except
those dwellings which are incidental to the use of the
land, such as dwellings for caretakers and watchmen.
Motion was made by Mr. RobertGon, seconded by Mr. Acker and
carried that the C~ission accept the recommendation of the
Zoning Committee and instruct the City Attorney to prepare the
necessary resolution to recommend that the zoning ordinance
be amended as outlined in the report. of the Zoning Committee.
Lot split N. 163, being the request. of Ralph M. Burston, 215
S. Baldwin Avenue, was considered. Communication from Mr,
Burston explained the conditions which led to the actual
deeding of the property prior to approval by the City.
Report from the City Engineer pointed out that the property
was deeded on April II, 1956, creating two lots of 50 feet
frontage each, and recOIllDlending that if the request were
granted that a final map be required and payment of the usual
recreation fee.
Mr. Robertson reported that he had .been informed that some
five or six other parcels of property in this area had been
encumbered on only a pODtion of the property. Motion was
made by Mr. Robertson, seconded by Mr. Acker and carried that
the request be recommended for approval, subject to the
following conditions:
1, That a final map be filed with the City Engineer.
2. That a recreation fee of $25.00 be paid.
Lot split No. 148, being the request of Genevieve Burnell
Forgey, 290 W. Foothill Boulevard, was considered. Two
communications from Attorney Gordon L. Lund were read. Mr.
Pratt stated that he felt the it would be a mistake to divide
two lots from the front yard of the existing large dwelling,
and that the property should remain as it is until the
dwelling is removed and the land made to conform with the
existing subdivision. Mr. Davison stated that he felt the
applicant should be required to submit sketches and elevations
sh~1ing the proposed remodeling of t~e existing dwelling to give
it the appearance of facing on Burnell Oaks Lane. Motion
wes made by Mr. Pratt and seconded by Mr. Rober~son that lot
split No. 148 be recommendad for denial. Said motion ca~ried
b, the following roll call vote:

NOES: Mr. Acker and Davison
ABSENT: Mr. Forman
Lot split No. 164, being the request of Hollis H. Barron,
1034 S. First Avenue, was considered. Report of the City
Engineer was read, stating that this split was denied as
lo.tspl1t No. 80 on October 13, 1955, because it did not
conform with the area and might be leading to a potential
depreciated value. Mr. Vachon stated that it appeared that
the only reason for requesting the split was to build a
fourth house on the lot. Motion was made by Mr. Davison

second by Mr. Vachon and carried that the request be recommended
for denial.

Lot Split No. 165, being the request of Lee H. Fultz, 2024
S. Second Avenue,was conddered. The report of the City Engineer
was read. This proposed split confortll8 with other lots in the
area. Moved by Mr. Pratt, seconded by Mr. Robertson and carried
that the request be recommended for approval, subject to the follow-
ing conditions:
1. FUe a final map with the City Engineer.
2. Pay $25.00 recreation fee.
3. Dedicate 12 feet for widen~ng Se~ond Avenue.
4. Furnish any necessary eas~nt for utility lines.
Lot Split No, 166, being the request of Delores H~stedt 'Dickens,
1004 S. Alts Vista Ave., was c~nsidered. Although these lots
are less than 75 feet wide, they conform to other lots in the
area, The rear portion of the property is in the area proposed
to be withdrawn from Arcadia and annexed to Monrovia, to be
included in a subdividon. This annexation has not yet been
made.
Moved by Mr. Acker, seconded by Mr. Michler, and carried that
Lot Split No. 166 be recommended for approval, subject to the
completion of the propo~~d tract and annexation to Monrovia,
and subject to the following conditions:
1. File a final map with the City Engineer.
2. Install a sew.;,r lateral for Par cd 2.
3. Pay $25.00 recreation fee.
Lot Split No. 167, being the request of Chatles E. McClain,
1031 South Eighth Avenue, was c.ontinued until the next regular
meeting of August 27th, for a report on other lot~ in the area.
Lot Split No. 169, being the request of Earl S. Ric~r, of 404
Harvard Drive was con~iderod. This is a di~ision of a small
area from one lot to add to the adjoining lot. No change is made
in the frontage. MoHon was mads by Mr. Acker, secor.d by Mr.
Davison that Lot Split No. 169 be approved, subject 1:0 the follow-
ing condition:
1. File a final map with the City Engineer.
T&ntative map of Tract No. 24136, located on Wistaria Avenue,
west of Holly Avenue and containing 12 lots, was discussed.
Report from the Subdivision Committae yas read. Mr. Robertson
stated that with the chenges recommended, th~ tract would conform
substan~ially with the requiremsnts of the s~bdiviEion ordinance.
Motion was made by Mr. Robertson, second by Mr. Pratt and carriecl
that tentative map of Tract No. 24136 be recommended for approval,
subject to the following conditions:
1. Shorten and relocate Bradford Drive cul de ssc to

by lot split and is not yet dedicated. This dedication must
be ude before thb new tract can be recorded. Motion was
made by Mr. RobertsOD. seconded by Mr. Pratt and carried that the

subject to the following conditions:
1. New street to be paved 40 feet between curbs with
standerd CODcrete curbs and gutters.
2. Provide standard curb and gutter on Santa Anita
Avenue along lota 1 and 2.

4. Remove all buildings within the tract except the
40' x 60' steel building.
5. Provide easement to connect water main in new street
with Colorado Blvd.
6. Post a surety bond to guarantee tmprovement of the
street.
7. pay all customary fees and deposits.
Tentative map of Tract No. 24122. located on Eighth Avenue,
connecting into Sixth Avenue. was coasidered. Report of the
Subdivision COIIlJIIittee was read. The layout of the tract was
baaed on the City contributing 2S feet of land to be included
in the tract. The balance of the SO foot strip owned by the
City was proposed to be retained for a future alley. The
subdivider requested approval of the tract as a unit. or. if
necessary. approval of the approx1mate north three quarters only.
The COIIlJIIittee recOllllllllnded that consideration be 8i ven only to
tha tract as a unit, and that if it became tmpossible to obtain
the south po~tiOD of the land that the IIIIltter should be resubmitted.
Motion was made by Mr. Robertson. s.econded by Hr. Davison and
carried that the tentative IIIIlP of Trect No. 24122 be recommended
for approval. subject to tha following conditioas:
1. Annex all the property to the City of Arcadia.
2. iearranse the rear lines of lots 3, 4, and S on the
approx1mate production of the rear lot 11nes to the
north, or provide satisfactory utility easements.

Holly Avenue and containing 39 lot was considered. The
subdivider, O. M. Knutsen Buildlng Company, proposed that s
trust be established on a portion of the tract to guarantee
payment of a portion of the expense if and when tbe owner
of the east one-half of lot 37, Tract No. 4869, wished to use
the new street. Expense items connected with the Tract had
been su~itted to the Bngineering Division and analyzed. The
amount of the expense to be made applicable to said lot had
been determined at $1,364.04. Notice of such determination
had been mailed to the owner of the lot and noUce gi ven that
matter would be considered at this meeting. No communication
relative to said proposed trust had been received. Motion
was made by Hr. Robertson, seconded by Hr. Davison and
carried that the final map of Tract No. 15033 be recommended
approval, subject to the following conditions:
1. Lot 40 and 42 should be eliminated from the tract.
" 2. That the amount of the trust to be established be
fixed at $1,364.04, and that lot 41 be deeded in
trust to a Title Company, to be held for the benefit
of the subdivider.
3. Install all improvements required by the subdivision
ordinance.
4. Pay all customary fees and deposits.
5. City to dedicate lot 19, Ttact No. 21582 for
Street purposes.
The matter of the request of JamBS L. Murray and Dr. Harold
R. Bakar for permission to establish a veterinary clinic at
727 West Duarte Road, in Zone C-2, was discussed. Report of
the Zoning Committee and the staff pointed out that in several
other jurisdictions a veterinary clinic was classified along
with veterinary hospitals in Zone M-l. Also that if allowed
at this particular address, it would also be allowed anywhere
in Zone C-2. Motion was made by Mr. Davison, second by Hr.
~chler and carried that the request to establish a veterinary
clinic in Zone C-2 be denied, and that the City Attorney be
instructed to prepare the necessary resolution to recommend
that such a use be classified 8S a use permissible in Zone H-l.

COIlIDIUnication from the City Manager stated that the Arcadia
Unified School District had requestad a modification of Section
15 of Ordinance No. 760 to allow six foot high fences inclosing
playground areas adjacent to streets. Motion was ~de by
Mr. Michler, second by Mr. Robertson and carded, that the
individual raquests be handled by the Modification Committea,
and that the ~ttars be processed by the Committee on their
own motion.
The City Attorney presented Resolution No. 260, recOIIIDl8nding tha
classificetion of the business of house treiler sales as a
special use permisaible under Section 17, of Ordinance No. 760.
Motion by Mr. Aclcer, second by Mr. Davison and carried that the
reading of the full body of the resolution be waived. Moved by
Mr. Robertson, seconded by Mr. Pratt and carried that Resolution
No. 260 be adopted.
The Chaitman announced the following committee appointments
for the ensuing year:
