The City Planning Commission of the City of Arcadia met in reaular
session in the Council Chamber of the City Hall, with Chairman
Vachon presiding. .

Approval of the minutes of August 13, 1957 was carded over to
next regular meeting of September 10, 1957.
This is an application to cOnsider a change of zone from Zone R-I
to Zone C-2 on property east of 101 Wsst Huntington Drive. The
Secretary read the report of the Zoning COlIIIIlittee. The Chairman
advised that he had attended the Committee meeting of this matter
and considered the matter thoroughly, both as to the setback and
drainage problems involved. The Committee rec~nded the C-2
zoning for this property similar to other property in the area.
There is a setback of 2S feet on one side of the property, whUe
on the other there is no setback. Hr. Robertson asked if it had been
definitely established by the City Couneil that there would be no
need of this property at any future time for right of way purposes,
probably cooperating with Monrovia in establishing a through street
from Arcadia to Monrovia. Hr. Carozza advised that within the last
two months, a letter had eome in from the City of Monrovia, ra-
questing this City, the Planning Commission particularly, to
review the possibilities of the extension of this particular right
of way between the two cities, and that the SIllllB might be preserved
ae a possible road connecting the two. The problem was studied
and a recommendation made that every possible means should be used
to protect this right of way as a possible connection for a road
some day in the future. Planning CommiSsion had recommended to
tbe City Council that Monrovia be advised in this manner and that
this community work to make this possible. The need for a road
connecting the two cities had been recognized. Hr. Carozza out-
lined the present situation of the proposed property. The Secre-
tery advised that he was in receipt of a letter from the Monrovia
Planning Commission advising that they had recommended to their
City Council that the property through the City of Monrovia be
preserved; that they not make any extensive improvements for park
or landseaping, ete. The improvements would have to coma out if
it were ever made into a roadway. Mr. Robertson adv18ed that this
application of Mr. Hullender would bloek any future plan the City
might heve for the development of this right of way. Hr. Pratt
suggested that a recommendation should be made to the City Couneil
to consider the purchase of this property for future use. Mr.
Hullendar is entitled to a IIOning on this property and that it is
logical that a C-2 zoning should be recOllllll8nded. He felt that
it would be IllUch cheaper to purchase the property before it was
~roved and before condemnation proceedings were necessary.
Ile felt this recommendation should be made to the City CouncU
and that the decision on the zoning application should be held
in abeyance until a decision could be reached as to whether or
not it should be purchased as a right of way. Hr. Nicklin was
cODlulted 88 to the time element. The ordinance statee that 35
days after the conclusion of a public hearing a decision IllUSt be
rendered by Resolution.

Motion by Mr. Pratt, second by Mr. Robertson and carried, that
the Planning Commission recommend to the City Council that
consideration should be given to purchasing the property of
J. D. Hullender and that until action is taken by the City
COlRICil, the public hearing on the zone application be continued
and a decision on the application be held over until a C"'lI"II/lli-
cation is received from the City Council.
Lot split No. 167, being the request of Cbarles B. McClain, of
1031 South Eighth Avenue was held over from the latlt meeting
for the purpose of further study as to division of other lots
in the area. A map was presented by the Secretary showing tbe
parcels of land on Eighth Avenue from the City boundary to
Camino Real. The lot is 115 feet wide and Mr. McClain is
asking to dividlit in half. This would make the lots about
57 feet each. Other lots in the north portion of the street
are larger lots. One area was split and two houees were built
but it is still under one ownership. One other owner had applied
for a similar lot split but was denied. The lots at the southern
end of the street are SUlaller lots. Mr. Acker stated that he
and Mr. Michler had gone over the area and with other houses
on lots in the area, they did not know whether there were
official splits or not. The Secretary advised if the lot split
were granted the rear house on the one lot would be over tha
line and would have to be revised to have the proper side yard.

of the City Engineer.
Mr. Acker stated tbat there are changes occuring and in view of
the regulation to maintain 75 foot frontages wherever possible,
he would recommend the denial of this lot split for the follow-
ing reasone: The lots will not have a 75 foot frontage; there
are not enough other subetandard lots in the area to warrant
granting of this split; that it runs contrary to the Ordinance
already adopted and which will soon go into effect and that
the structures already on the premises would lap over the lot
line and will not conform to Btandard side yard regulations.
.Motion by Mr. Acker, Becond by Mr. Pratt and carried, that
Lot Split No. 167 be recommended for denial for the reaaons
stated above.
Lot Split No. 168, being the request of Pat Carmical, of 624
West Norman Avenue, referred to Mr. Acker and Mr. Vachon, was
considered. Report of the City Engineer. recommended that if
spproved, the following conditions sbould be imposed:
1. File a final map witb the City Engineer.
2. Pay a recreation fee of $25.00.
The lot conforms to otber lots in the area. The lean-to
on the garage would have to be removed to meet the minimum set-
back requirements for the garage on tbe old lot. Moved by
Mr. Acker. seconded by Mr. Vachon, and carried, that Lot
Split No. 168, Pat Carmical, of 624 West Noman Avenue, be
recOllllllBtlded for approval, subject tathe following conditions:
1. That a final map be filed with the City Engineer.
2. That a recreation fee of $25.00 be paid.
3. That a portion of the garage be removed so atl to obtain the
required Bet back for tbe garage.

Lot SpUt No. 171, being the request of Joe B. Barll, 221
Bast Duarte Road W88 considered. This was granted 'JUDe 6,
1956, but the time limit has expired, and this application
is for re.approval. The orlglnal approval was granted June
6. 1956, 88 Lot SpUt No. 105. Part of the conditions have been
completed. If an extenslon or reapproval is made, a condltlon
should be imposed that all of the bul1diags should be removed
from the property, and that a covenant should be executed to the
effect that Parcel 4 should be held as one parcel and not be
further subdlvided, and that no additlonal bul1dings should
be constructed on It. The final map has been filed. No
sewer laterals are required. A deed of dedlcation is necessary

Motion by Mr. Robertson, second by Mr. Pratt, and carried,
tbat Lot SpIlt No. 171, be recommended for re.approval, with
the conditlons as above speclfled.
Revised Tentative Map of Tract No. 24122, located on the
south extenslon of Bighth Avenue, consisting of 8 lots,
was discussed. The report of the Subdivision Committee was
read by the Secretary. The Bnglneer advlsed thst he had
reviewed the recommendations of the Subdlvislon Committee and
stated that the annexation of the portlon referred to ln the
report was IIIOSt vital, as otherw1se there would be no control
of the subdlvlsion.
Moved by Mr. Robertson, Seconded by Mr. Pratt. sad carried,
that Tract No. 24122 be recommended for denisl, without
prejudice, as submltted and that a reVised tentative map
be filed with the Commission before approval, conforming
wlththe conditions as outllned in the report of the sub-
division committee.
Finsl ~ap of Tract No. 23767. located on La Ramada Avenue,
north of Sierra Madre Avenue, consisting of 10 lots, was
cons1dered. The report of the SubdiVision Committee was read
by the Secretary. The map is in substantlal complisnce with
the Tentative 1lI8p which was approved.
Moved by Mr. Robertson, seconded by Mr. Pratt. and carr.led,
that Final map of Tract No. 23767, located on La Ramada
Avenue, be recOllllllended for approval subject to the condltions
set forth in the report of the SubdiVis10n COlIIIDlttee and Staff,
as follows:
1. Move the lot Une between lots 2 and 3, 2.5 feet north
to average these two lots.
2. Show radius on the planting essement on lot 1.
3. Provide rear line easements for utilities.
4. Install all street improvements required by the
Subdlvision ordinance, including catch hesins and
connectlons to the existlng flood control channel.
5. payment of the following fees and depos1ts:

Th1s is an action to consider a rec<lllllll8ndation on the request
to annex the area bounded generally by Baldwin Avenue, Lemon
Avenue, Temple City Boulevard, CIIIII1.IIO Real Avenue, Oak Avenue,
and Duarte Road. A map showing the area to be annexed was
presented by the Secretary. Soma time back the CClIIIIIIf.ssion
had recOllllllllnded for annexation a strip on the south side of
Duarte Road and going half way to Naam1. Avenue. Also a
strip on the west side of Baldwin Avenue. Th1s portion is
included in the presently discussed area. A resume' of the
type of improvements in the area was discussed. Hr. Vachon
stated that at the present time the City Council has under
consideration a plan which would serve as a criteria for all
future annexations, as to costs and fees. Because of formula-
ting this plan or procedure, the annexation reCOllllll8nded by the
Planning CClIIIIIIf.ssion had been beld up and that under the cir-
cumstances this annexation should be held in abeyance until
sucb time as the City Council takas action on the procedure
and the former annexation. Hr. Nicklin stated that the
Council had requested the Staff to prepare for submission to
them facts for the basic criteria by which all annexetions
may be judged and even pre- judged, both by the owners of
property who might be interested in annexation, by various
members of the CClIIIIIIf.ssion and others who may.i lie asked to make
reports. It is the hope that the criteria. when adopted,
should be sufficient that many of the areas that have asked
for consideration will answer a number of their own questions.
This may facilitate some annexations and may retard others.
They do not want to pass on one phase until after they have
explored the possibilities in the areas that can annex.
Moved by Mr. Robertson, seconded by Mr. Acker, and carried,

There has recently been organized what 1a known as the WEST
SAN GABRIEL VALLEY PLANNING COUNCIL, consisting of representa-
tives from Planning COIIIIIIf.ssions and City Councilmen and Staff
members fram 10 cities, lying west of the San Gabriel River,
including Monrovia, Arcadia, Sierra Madre, Pasadena, South
Pasadena, San Marino, San Gabr:l.el, Monterey Park, Bl Monte,
and Alhambra, to co-ordinste planning, not only tbose matters
that are handled by the Planning Commission but including
freeway routes, highways, road problems, flood control,
drainage, and all problems that are of mutual interest. An
official representative should be appointed from the Planning
COIIIIIIf.ssion to attend these meetings.
Moved by Mr. Robertson, seconded by Mr. Pratt, and carried
that the Chairman of tbe Planning COIIIIIIf.ssion automatically
be appointed a member of this Council.
The C:l.ty Attorney presented Resolution No. 262, recOllllll8nding
the classification of the business of veterinary clinic, as
a use perm1.sa1ble in Zone M-l in Ordinance No. 760 of the
City of Arcadia.
Moved by Mr. Robertson, seconded by Mr. Pratt and carried
that the reading of the full body of the resolution be waived.
Moved by Mr. Acker, seconded by Mr. Forman and carried, that
Resolution No. 262 be adopted.

The City Attorney presented Resollltion No. 263, makillS certain
findillS8 and recommendatione relative to the proposed amendment of
Ordinance No. 760 of the City of Arcadia, a8 contemplated by
Re8olution No. 256. Said Resolution waa di8cus8ed and referred
to the City Attorney for further clarification.

the denial of an application for reclaasificatiOll of property
located at 855 South Baldwin Avenue and recommending the
granting of a zone variance to allow the subject property to
be used for automobile perking and for the 8ale of new or used
automobUes.
Moved by Mr. Acker, seconded by Mr. Forman, and carried,
that the reading of the full body of the Resolution be waived.
Moved by Mr. Pratt, seconded by Mr. Robertson, and canled,
that Resolution No. 264 be adopted.
Motion by Mr. Robertson, second by Mr. Pratt, and carried, that
the Secretary be instructed to request a joint meeting with
the Clty Council at the earliest convenlent date to di8cuss
matters of general policy.
