8:00P. M.
The City Planning Commission of the City of'Arcadia met in
regular session in the Council Chamber of the City Hall, with
Chairman Vachon presiding.
. PRESENT: Commissioners Acker, Davison, Forman, Michler,
Pratt and Vachon.
ABSENT: Commissioner Robertson
OTHERS PRESENT: Phillips, Cook, Talley, and Mrs. Andrews.
The minutes of the meeting of August 13 and 27 ware approved
ae written and mailed.
Pursuant to notice given, a public hearing was held on the
application of the Arcadia Parking, Inc. for a zone variance
to allow a veterinary clinic at 727 West Duarte Road, in
Zone C-2. A 1Il8p was presented showing the location. The
Secretary-read from tha application to the effect that the
ordinances do not cover this type of operation specificallYi'
that this operation WDuld not be detrimental to public
heal th or welfare i there is a public demand for the service
to be furnishediand would not be injurious to the property
in this particular area. The variance is necessary for the
preservation of the property righti would enable the owner
to realize income from the property from this buildingi
with no adverse effect on any general plan. A communication
was received from Porest L. Wilkinson, and wife, owners of
the west half of the lot on which the variance is requested,
in protest of the said variance stating that the granting
of this variance would hinder the development of their loti
and that in their opinion a clinic in this area would DOt be
to the best interests of the Arcadia shopping center; an)t
area farther away from such a busy center would be lDOre in
keeping good City planning. ~ther cOllllD1lllication was
received from Ruth Shepperd, 745 W. Duarte Road, in protest
of the granting of the variance for the following reasons:
1. Would create offenSive smelle in this area
2. Would create loud noises
3. Could be used for smell animal hospital acco:P4Kng
to the terms of "Clinic" and should DOt be.
considered in shopping or resident~al areas, in
line with other cities.
The Chairman stated thet this was the time and place set
for the hearing of this application and requested those in
favor of this Zone Variance to ,present any meterial necessary.
James Murray, representing Arcadia parking, expressed his
opinion on the subject. Be sa:l.d that he had no desire to
create a nuisance to his own property and he would enter an
arrangement with Dr. Baker, if he would so agree, that if there
should be a nuisance created by hia operation of this clinic,
he would cancel his lease, and remove him from the premises.
Dr. Baker then said again that he felt that there wee no
nuisance value in his operation. There would be no possibility
of having more than two or three animals in there at one time,
nothing there over night.

Stephen Shattles, 5110 Bolner Dr., brought up the fact that
two other hOspitale in the area are surrounded by industrial
property. Be felt that 1f the zone variance were granted it
would be a wedge end perhaps the next appUcat10n wo.uld be
for the permission of housing animals there. Be said it
would be detr1mental to all the property along the south side
of Arcadia Avenue, and voiced a strenuous objection.
James C. Shepperd, 745 W. Duarte Road, owns property near
this area and stated that he has ~aised animals and he knows
that it would be a nuisance to permit this type of operation
in th1s area.
Charles W. Me1ser, 55 West Arcadia Avenue, stated that he has
a multiple unit, and that his rentals depend upon the type
area. Had he known that th1s type of operation would be
conSidered in this area.he would not have built these rentals.
He had invested $125,000.00 and this operation would depreciate
the value. This type of operation should be confined to an
M-l use. It should not be considered in a C-2 or near an R-3
aree. Th1s building had been vacant S,ince 1952 or 53. It
ie a good area and could serve bneiness allowable in a C-2
zone.
Peter Gioia, 756 West Arcadia Avenue, spole in favor of this
type of business being located in an M-l zone. Be felt in a
C-2 zone a nuisance would be created and that this type of
business should not be allowed on Duarte Road.
R. B. Roche, 740 Arcadia Avenue, stated he owned a 4 apartment
unit. to the north of this property. Be felt that this was not
a proper place for thie type of clinic.
Mrs. Roy Hughes, 748 Arcadia Avenue stated that this would be a
detriment in a residential zone.
Mr. George Gaffney, representing the Arcadia IlIIprovement
Aesociation, stated that tbe interest of the Association wae
to keep Arcadia free from any changes that would tend to
downgrade property, and only the welfare of its inhabitants
is considered. This type of business is definitely adverse to
its principles when estabUshed in a C-2 zone. Council has
made many changes in the Zoning Ordinance since 1949, and tbe
Association feels that to permit an antmal clinic in a C-2 .
zone would be detr1mental and would work a hardship on property
owners in the area. He stressed the fact that the West Arcadia
shopping area has been kept exceptionally high class, and the
Clayton Foundation is to be complimented, but his organization
was very much opposed to this proposed use.
Marce~l Wilkinson, 1119 W. Duarte Road, stated that this clinic
should not be allowed in this location, that it would be a detd-
ment to a high clsss business aree.
The pubUc headng was declared to. be held over until the next
meeting of October 8, 1957, for the purpose of receiving Staff
Reports. It was requested by Dr. Baker that the Staff make a
survey of other clinics in other areaeas to their reletion to
hospitals to ascertain restrictions applied.

The Chairman announced tbat this was the time and place fOr
bearing on tbe al'plication of Reuben V. Senior, of 108 W. LaB
Tunas Drive to allow a !let hospital at this address. Mr. Ardene
Boller, 50 N. Pil:s:: Avef/ue, an attorney rel'resenting Mr. and
Mrs. Senior spoke in favor of the arpllcation. He stated that
this property is zoned C-Zand this type of business would not
be detrimental to property owners in the BT.ea. Also, the type
bUilding planned would be an aeset to the surrounding area. This
property W:10 Bold by the Seniors to .Dr. Blmter and Dr. Minski,
after the City Co'~cil had ap~roved the Zone change.

Mr. W. S. Spauliiing, 175 Live Oak, had forwarded a colllDlUtlicatton
to the effect that he had no objectio~ to such use in this zone.

to the north across tas Tunas, favoring this operation.
It was brought 01,lt that there ~lOuld be 140' outside runs, tbe building
would be Bound proof, and that the type beilding propolled would
cost approximately $70,000.00 to build. That Dr. Baxter had
operated, a hospital in San Gabriel Valley and was thoroughly
familiar with thio operation, and that it would be a definite
improvement to the triangle. Dr. Lalorence Minski, 652~ S. Muscatel
Avenue, San Gabriel, stated tbat he had 811\ployed a_sound engineer
to check the sound levels at his other hospitals, to eliminate any
sound problems that might occur. The building proposed is designed
witb this report as a basis, and would eliminate noise problems.
Mr. David Keith, employed as Sound Engineer, with Bolt, Beranek and
Newman toe., 435 S. La Cienega Boulevard, stated that he had done
work with the United Aircraft Corporation' to eliminate nobes, and
felt they W2re q~alified as Accoustical engineers. Laboratory
kennels ha1 been designed so that they were adjacent to office
buildings with no effect upon the occupants as to sound. He stated
that noises could be treated quantitatively. He and the Contractors
had designed an establishment that would create no disturbance aa
far as noise. The noise would be reduced to a frequency of a
Whisper at SO feet away.
Mr. ~eorge Gaffney, representing Mr. Orei and an organization in the
southern part of Arcadia, stated he felt this to be a M-luse and
therefore should be confined to an M-l zone.
The Chairman declared that the public hearing on the application
of Reuben B. Senior fora zone variance to allow a pet hospital at
108 West Las Tunas Drive be held over for staff report and a
decision at the October 8J:h meeting.
Lot Split No. 170, being the request of C. V. AlDussen to divide the
property at 1014 Hampton Road into three parcels, was considered.
The report of the City Engineer showed that deed restrictions would
not leave enough available builcl1ng area on Parcel 3 to conform
with other lots in the area, and that extensive removal and
remodeling of the east wing of the present house would be necessary
to clear the west line of Parcel 3, and that even then it would be
the'narrowest lot in the area. Vehicular access to Parcel 2 was
proposed over an easement on the south line of Parcel 3. If
granted, the requested lot split should be subject to the following
conditions:
1. That a final map be filed with the City EDgineer.
2. That sewer laterals be provided for Parcels 2 and 3.
Motion by Mr. Pratt, seconded by Mr. Porman, and carried that the
request to divide Lots 54, SS and S6, Tract No. 11284, be reco_nd~d
to the City Council for denial.

Lot Split No. 172, being tbe request of Charles Faulkner to divide
the property at 481 Palm Drive into two lots, was considered. The
report of the City Engineer stated tbat tbe lots contained more
than the required area and ,conformed with others in the neighborhood.
Motion by Mr. DaviBon, asconded by Mr. Vachon, and carried that
the request to divide a portion of Lot 3, E. J. Baldwin's Addition
No.1, be recommended for approval subject to tbe following
conditions:
1. Tbat a fin~l map be filed with the City Engineer.
2. That a rec~~ation fee of $25.00 be paid.
Lot Split No. 173, being the request of Porter E. Weigle to divide
the property at 1031 A~Gadia Avenue into two lots, was considered.
The report of the City ~ngineer stated that tbe o~~er intended to
remove all build~ngs to aLlow for the construction of apartments.
Motion by Mr. Davison, seconded by Mr. Vachon, and carried that
the request to divide Let 92, Tract No. 2731, be reeoDDDended for
approval subjeet to the following conditions:
1. That a final map be filed with tbe City Engineer.
2. That e sewer lateral be provided for the easterly
. parcel.
3. That ~ recreation fee of $25.00 be paid.
Lot Split No. 174, being the request of Herman O. Bauerle to
divide the prope::cy at 60 W. Camino Real was CO:l'l:l.dered. The City
Engineer I s report showe:l that the owner was not c,~eating a new
lot but was merely ehanging lot lines to provide lots of better
size and shape. Motion by Mr. Acker,seeoll.ded by Mr. Forman, and
carri'1d that the request to divide 11 Portion of Lot 25, Arcadia
Acreage Tract, be reco~nded for approval subject to the filing
of a final mai? ,-;.tb the City Enginee%. No recr~llt1on fee is
required inaomuch as no new lots aru being created.
The ff.nal IIIllp of Tract No. 23144. 10eated on Highland Oaks Drive,
was considered. This tract is Unit No. i of the Highlands
development and consists of SO lots. The Engineer reported that
the final map was in substantial compliance with tbe approved
tentative map. Motion by Mr. Pratt, seconded by Mr. Davison, and
carried that the final map of Tract No. 23144 be reeommended for
approval subject to the payment of the following fees without
protest:
1. SO lots (recreation fee) @ $25.00
2. 3 street name signs@ 25.00
3. 148 street trees @. 5.00

The Secretary reported that all the required fees had baen paid.
The map of Tract No. 24231, located on Pilgrim Way, east of Santa
Anita Wash and north of Duarte Road, in the City of Monrovia, was
considered. Until such time as there was further development of
the tract, it presented no problem to the City of Arcadia.
This 'is a request of Charles A. Tuttle, Jr. of 1015 South Baldwin
Avenue, for a request to classify the business of automobile
radiator repair shop as a use permissible in Zone C-2. A discussion
followed as to the type of specialized work that could be classified
in Zone C-2. Motion by Mr. Pratt, second by Mr. Davison that an
an automobile radiator repair be classified as a use permissible
in Zone C-2.
Co_ieation was received from the City of Sierra Madre advising
that a hearing will be held on Thursday, September 19, 1957, on
a proposed zone change on north Santa Anita Avenue on the west side,
300 feet north of Grandview Avenue, in Sierra Madre, to be re-
classified from Zone a-1 15 to a-l 11. InaBlllUc:h asthia has no
effect on the City of Arcadia, the communication was noted and
ordered !t1ed.

On May 10th. 1955. Lot Split No. 82 was approved by the City Council.
This was an applicatiou of the Arcadia Unified School District
for property at 305 North Santa Anita Avenue.Th'<i.ce was a condition
that S5 feet 'be dp.e~cc for street purposes and one foot be deeded
in fee to the City. Th~3 street has never been dedicated. The
County Council has ad\,inod the School Board that a deed ,in fee
could not legally be gtven; the School Board is proposing to deed the
entire 60 feet for stre(it purposes'. Motion by Mr. Acker. second
by Mr. Forman and carriact that Lot Split No. 82 approved 118y 16,
1955, be amended to del~te the one foot dedication required.
