PUBLIC COMMENTS (5 MINUTE TIME LIMIT PER PERSON) Any individual wishing to speak before the Senior Citizen Commission is limited to five (5) minutes per person, unless waived by the Senior Citizen Commission. Under the Brown Act, the Senior Citizen Commission is prohibited from discussing or taking action on any item not listed on the posted agenda. The matter may automatically be referred to staff for appropriate response or action or may be placed on the agenda of a future meeting. REPORTS FROM SENIOR CITIZEN COMMISSIONERS REPORT FROM CITY COUNCIL MEMBER LIAISON 2. CONSENT CALENDAR All matters listed under the Consent Calendar are considered to be routine and can be acted on by one roll call vote. There will be no separate discussion of these items unless members of the Commission, staff, or the public request that a specific item be removed from the Consent Calendar for separate discussion and action. a. SENIOR CITIZENS COMMISSION REGULAR MEETING MINUTES MARCH 3, 2022 SENIOR COMMISSION REGULAR MEETING CALL TO ORDER – Chairperson Salter called the meeting to order at 4:00pm. PLEDGE OF ALLEGIANCE – Commissioner Martinez ROLL CALL OF COMMISSIONERS PRESENT: Michael Cao, Charlene Martinez, Marilyn Mazone, Kathrynn Penny, Nilo Salazar, Donna Salter, and Margaret Swope ABSENT: NONE EXCUSED: NONE SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS 1. PUBLIC COMMENTS Jason Lee attended the meeting. He is a longtime resident of the City of Arcadia and said he is attending the meeting to get information and familiarize himself with what the City of Arcadia has to offer senior citizens. REPORTS FROM SENIOR CITIZENS COMMISSIONERS Vice-Chairperson Mazone reported the Travelers Club held a board meeting on February 18. There was only one trip that took place in February. Club members enjoyed a day in Palm Springs. Vice-Chairperson Mazone reported on upcoming trips. On March 15, a trip to SoFi Stadium with lunch at Farmers Market will take place. On March 22, participants will visit Bowers Museum, shop, and have lunch in Downtown Disney. Travelers will be able to enjoy The Pageant of Our Lord on April 9, Alpacas and Knotts on April 14, and Saint and Sinners will take place on April 26. Vice-Chairperson Mazone reported the Travelers Club has a special Sunshine Report they put together each month where cards are mailed to those who need a sympathy card, a get-well card, or just a simple thinking of you card. Club members will notify the Travel Office of anyone in need of a card. The next Travelers board meeting will be held on March 17 and the general meeting will be held at the Community Center March 25. Commissioner Cao reported February was heart month and wanted to make sure everyone is taking care of their heart, eating healthy, and exercising. Commissioner Cao reported he offered a heart medical lecture via zoom and the link is available on the Methodist Hospital website. Commissioner Swope reported she is happy to see the advertisement in the Connection Newsletter regarding Musical Moments returning in April. Commissioner Swope said The Brighter Side Singers from Temple City High School are an amazing group to have perform at the Community Center. Commissioner Salazar reported Dr. Michael Cao will be a guest speaker at the Golden Senior Club next month. Vice-Chairperson Mazone informed Commissioner Salazar she would be happy to stop by as a guest speaker at the Golden Senior Club or any of the senior clubs. Commissioner Penny reported she was a Brighter Side Singer from Temple City and happy to know they will be performing at the Community Center in April. Chairperson Salter reported she is happy to see applicants for Senior of the Year. Chairperson Salter reported the Bargain Box was busy and business is going well. Community volunteers are welcome. If anyone would like to become a volunteer, the information is available on the Assistance League website. Commissioner Martinez reported the Assistance League is always looking to hire volunteers and some of the reasons to become a volunteer are; The Assistance League helps children by providing them with one week of new clothing through Operation School Bell; the Assistance League empowers the youth through the Assisteens Program; the Assistance League serves the community through senior programs and the Bargain Box Thrift Store; the Assistance League promotes reading through Operation School Bell where children get to choose a book of their choice to take home; lastly, the Assistance League has heart, helping one child may not change the world, but it may change the world for one child. REPORT FROM CITY COUNCIL MEMBER LIAISON Mayor Pro Tem Paul Cheng reported on Saturday, February 26, Arcadia Little Leagues had their opening day ceremonies for the spring season. Mayor Pro Tem Cheng thanked everyone and said he may need to lean on the Senior Commission for ideas and to explore ways the City can assist homebound seniors during emergency situations. There are many senior citizens throughout the City who can use assistance during a disaster or an emergency, therefore, he would like to explore and come up with a plan for the City. Mayor Pro Tem Cheng believes everyone in the community should be taken care of. Commissioner Penny responded with plenty of good ideas and said she can reach out and ask her colleagues. Some of the ideas Commissioner Penny suggested were cooling and heating centers, figure out where seniors live throughout the City and begin a database, prepare and have care packages ready to go. Assistant Director of Recreation and Community Services (ADRCS) Candice Cheung said the City has a homebound senior list provided by Los Angeles County. Mayor Pro Tem Cheng reported there will be a very important City Council Meeting on March 15. The report and discussion on the Homelessness Five-Point Plan will be presented before City Council as well as the review of draft maps that are currently under consideration for redistricting process. City Council will consider adopting one of the five potential maps that are currently under consideration. The redistricting process must be completed by April 17, 2022, or additional public hearings will be scheduled as needed prior to the deadline. CONSENT CALENDAR a. AYES: Cao, Martinez, Mazone, Salter, Salazar, and Swope NOES: None ABSENT: None ABSTAIN: Penny 2. REGULAR ITEMS a. Senior of the Year Selection Senior Citizen Commissioners received five community nominations for the 2021 Senior of the Year. After a group discussion and careful consideration, a vote was made. ADRCS Cheung announced the honoree for the 2021 Senior of the year is Elizabeth Renfrew. Chairperson Salter and City Staff will present Elizabeth with a plaque at the City of Arcadia Library, where she volunteers. Elizabeth’s family members will be able to attend the presentation. Elizabeth’s name will also be added to the Senior of the Year City plaque located at the Community Center. b. Report of Recreation Supervisor Recreation Supervisor (RS) Gina Hernandez reported there were a few events canceled in February due to the COVID-19 surge. RS Hernandez reported ping pong and billiards have been popular and busy at the Community Center. RS Hernandez reported due to the damage from the rain at Wilderness Park that happened a few months ago, Wilderness Park is temporarily closed to the public. Unfortunately, this year, Summer Day Camp is canceled, and Senior Day Camp will take place at a different location. RS Hernandez reported registration for spring classes and programs begins Monday, March 7, online or in person. RS Hernandez reported on events in March. Dancing Through the Decades will take place on March 11, it includes dinner and dancing. Get Lucky Bingo is scheduled on Friday, March 18, and will include lunch and prizes. c. Report of Recreation and Community Services Director ADRCS Cheung updated everyone the mask mandate is still in effect and patrons are still required to wear a mask until further updates. ADRCS Cheung reported Bunny Grams are available for delivery to Arcadia residents. Bunny Grams can be ordered for delivery or pick-up through the City’s website. A staff person will dress up as a bunny and hand deliver baskets to residents of all ages. ADRCS Cheung reported City staff visited different homeless shelter locations and interacted with those who are experiencing homelessness. A report will be presented at the City Council Meeting on March 15. The multitude of programs, services, and activities offered supports the healthy and independent lifestyle of the participants. A brief description with program attendance is listed below. PROGRAM DESCRIPTION ATTENDANCE Gift Shop The gift shop provides a venue for senior crafters to sell their creations and allows the community to purchase one-of-a-kind items at a great price. 146 Visitors Monthly Revenue $518 Information & Referral Intakes This program assists seniors and their families with issues that affect their quality of life by providing information and referral that address their daily living concerns. 27 Billiard Room Three pool tables are available Monday through Friday from 7:30am-4:30pm for seniors to enjoy and make new friends. 366 Senior Nutrition Program A nutritious meal is provided Monday-Friday for senior citizens. For many seniors, this is the only hot meal they have on a daily basis. On March 17, seniors enjoyed a traditional Irish meal with all the fixings. 1,377 Average/Day 63 Classes Exercise plays a vital role in health and wellness. Classes include line dance, cardio plus, and Zumba. These courses contribute to bone density improvement, increased muscle strength, flexibility, the reduction of stress, and improved cardio. 1,950 Table Tennis Table Tennis is available Monday-Friday, from 1-3:30pm. Seniors have the opportunity to drop in and play to gain exercise and socialization. 51 Walk & Talk Every Wednesday at 10am, seniors join a staff member for a short, leisurely walk around the Community Center and surrounding areas. 14 Lions Sight The Lions Sight program is offered in conjunction with the Arcadia Lions Club. The program offers low-income seniors with free vision care. Prospective clients are screened by senior services staff that make the necessary arrangements for the service. 4 Mahjong Mahjong is a game of Chinese origin usually played by four people with 144 tiles that are drawn and discarded until a player secures a winning hand. Mahjong meets every Friday at 1pm. 32 Monday Dances This activity provides an important social element for senior participants. There is a good ratio of male and female dancers to allow this event to continue to be popular with attendees. 65 Monthly Bus Passes Monthly bus passes can be mailed to seniors to provide a way for seniors to purchase their pass. The monthly bus pass is $5 per month. 22 Notary Services Notary services are limited to three signatures or thirty minutes per appointment every 2nd and 4th Tuesday of each month. 7 Senior Seminars Every month, a non-profit agency presents on senior topics. On March 23, a seminar on Healthy Eating was presented for National Nutrition month. 95 AARP Tax Program AARP Tax Volunteers are available to assist seniors by filing their taxes electronically every Thursday and Friday through April 7, 2022. This service is free and available for those with an annual income below $58,000. 95 Tech Talk Volunteens provide assistance for seniors with electronic devices such as cell phones, tablets, e-readers, and computers. This program provides educational opportunities for the seniors and also bridges the gap between seniors and teens. 12 Veteran Peer Access Network Every Wednesday, from 10am to 2pm, Brock Milhorn from Veteran Peer Access Network is available at the Community Center to assist Veterans and family members to various services such as mental health treatment, substance abuse support, temporary and permanent housing, and more. 3 Weekly Movie New movie releases or classic movies are shown on a theater size screen every Wednesday. 51 Arcadia Travelers Club Support services include registering members for trips, signing up new members, and handling the club’s correspondence. A monthly club meeting is held at the Community Center to discuss future trips and provide a social gathering. Meeting: 62 Passes Sold: 68 Passengers: 72 Total: 202 Dancing Through the Decades On Friday, March 11, 77 seniors attended the annual Evening of Music event where seniors danced through the decades with music from Acoustic Alumni band. A delicious meal and dessert was served while everyone enjoyed the evening. 77 Senior Bingo On Friday, March 18, 74 Seniors came to the Community Center to enjoy some Bingo games. For $10 per person, Seniors received eight game sheets, highlighters, hand sanitizer, snacks and a great time! Some lucky Seniors drove away with great gift cards to local establishments. 74 Billiards Tournament On Tuesday, March 22, the annual billiards tournament was held. Twelve seniors participated in a single elimination 8-ball tournament. The winner received a $50 gift card and bragging rights for the year. 12 TOTAL Cumulative of programs, services, and special events 4,682 Connection Monthly Newsletter Total number of monthly newsletters distributed this month 700 MARCH HIGHLIGHT Senior Lunch Program On March 17, every lunch participant received a St. Patrick’s Day cookie, beaded necklace and delicious traditional corned beef meal with all of the fixings. The room was decorated to celebrate St. Patrick’s Day. Everyone was very happy and appreciative of the goodies. Dancing Through the Decades On Friday, March 11, 77 seniors attended the annual Evening of Music event where seniors danced through the decades with music from Acoustic Alumni band. A delicious meal and dessert was served while everyone enjoyed the evening. Billiard Tournament On Tuesday, March 22, the annual billiards tournament was held.
