Huntington Drive, Arcadia. 03/10/2022 HUMAN RESOURCES COMMISSION REGULAR MEETING MINUTES THURSDAY, MARCH 10, 2022 CALL TO ORDER – Chairperson Jeong called the Regular Meeting to order at 5:30 p.m. in the City Council Chambers. PLEDGE OF ALLEGIANCE – Chairperson Kaitlyn Jeong ROLL CALL OF HUMAN RESOURCES COMMISSION MEMBERS PRESENT: Commissioners Jeong, Rodriguez, Eskander, and Rock ABSENT: Commission Member Tseng SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS – None PUBLIC COMMENTS – None REPORTS FROM HUMAN RESOURCES COMMISSION MEMBERS – None REPORTS FROM CITY COUNCIL LIAISON – Council Member Sho Tay stated there are two important items coming up at Tuesday’s Council meeting. The first is the redistricting item, and the second is the homelessness issue in Arcadia for which there will be a six-month report from staff and the Police Department. 1. CONSENT CALENDAR a. Approve the Regular Meeting Minutes from January 13, 2022. Recommended Action: Approve AYES: Commissioners Jeong, Rodriguez, Eskander, and Rock NOES: None ABSENT: Commissioner Tseng 2. REGULAR ITEMS a. Recommendation to Extend Eligibility List Number 21-07 for the Position of Firefighter. Recommended Action: Approve Deputy Fire Chief Chen Suen presented this item. The current list expires on April 7, 2022. The Department is requesting a three-month extension since there are some Fire Department members in process with other agencies. The Department has reviewed the applications of candidates currently on the list, and there are several qualified candidates. The Department would be able to meet and interview the candidates with the upcoming vacancies. 03/10/2022 Commissioner Rodriguez asked why the Department is asking for three months and not more. Deputy Fire Chief Chen Suen said the vacancies are anticipated to span within three months and with the time it takes to interview people, three months was determined to be the right timeframe. Commissioner Eskander asked how many candidates are internal. Deputy Fire Chief Chen Suen said the Department encourages reserve Firefighters to take the test and one internal candidate was hired thus far. It was moved by Commissioner Rodriguez, seconded by Commissioner Eskander, and carried on roll call to approve the extension to the eligibility list number 21-07 for the position of Firefighter. Kaitlyn Jeong Chairperson By: Hue Quach Administrative Services Director DATE: April 14, 2022 TO: Human Resources Commission FROM: Darlene Bradley, Director of Library and Museum Services SUBJECT: RECOMMENDATION TO APPROVE REVISED CLASSIFICATION SPECIFICATION FOR MUSEUM EDUCATION COORDINATOR Recommendation: Approve SUMMARY In an effort to provide enhanced services to the public, it is recommended that the Human Resources Commission approve the updated classification specification for Museum Education Coordinator. DISCUSSION The classification specification was last revised in 2013 , and the Library and Museum Services Department is recommending changes to more accurately reflect the duties of the position. For instance, this position has continued to grow and is fully responsible for school class visits, scout visits, programming, and volunteers. During the first three months of this calendar year, there have been more than nine requests to do school programs on site and two assemblies off-site at Foothill Middle School and Arcadia High School. In addition, this position regularly conducts scout programs throughout the year. This past fall, 2021, the Museum Education Coordinator had to turn away both class visits and scout troops because there were not enough additi onal hours during the week to schedule them as well as prepare for those visits. In addition to school and scout visits, the Museum Education Coordinator is also tasked with engaging the community at large. This position also recruits, trains, and oversees the teen and adult volunteer program with more than 40 volunteers who have contributed more than 2000 volunteer hours this past calendar year. The Museum Education Coordinator is fully responsible for training volunteers and providing meaningful volunteer opportunities at the Museum, as well as providing team building, volunteer appreciation, and recognition for these volunteers. CITY OF ARCADIA MUSEUM EDUCATION COORDINATOR DEFINITION Under supervision of the Museum Curator, to plan and implement interpretive programs for the Arcadia Museum, addressing historic and cultural topics for various audiences with an emphasis on educational services for school children and teachers; and oversee docent, intern and volunteer recruiting, training and scheduling. SUPERVISION EXERCISED May exercise supervision over docents, interns, and volunteers. EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES Work with the Curator on direction and priorities for educational programs. Create public relations information and flyers and manage social media platforms, including but not limited to Facebook Twitter, Instagram, and YouTube. Responsible for educational programming content and promotional materials. Actively build relationships with teachers and promote the Museum in the community. Greet Museum visitors and lead tours of the Museum’s exhibits for the general public on a daily basis. Service oriented. Assist in Coordinate the supervision, training, evaluation, recruitment, and management of volunteers, interns and docents for special events. Coordinate with area schools to establish and maintain integrated curriculums. Plan, organize, supervise and participate in museum programs and educational events for adults and children. Attend community meetings when necessary. Serve as school liaison for scheduling and giving tours on site and in-person school visits. Develop resource materials that support exhibitions and compliment school curricula. Coordinate outreach programs for schools and retirement homes. Conduct local history research for programs. May participate on various employee committees. OTHER JOB RELATED DUTIES Perform related duties and responsibilities as assigned. Training: Equivalent to the completion of the twelfth grade. Bachelor’s degree in Education or Liberal Arts with education emphasis is desirable. Early Childhood Education units and Teaching Certificate is desirable. Knowledge in the field of the history of California and the West is desirable. License or Certificate: Possession of, or ability to obtain, an appropriate, valid driver's license. Special Requirements: Essential duties require the following physical skills and work environment: Ability to work a flexible schedule including weekends. Ability to work in a standard office and museum environment. Ability to travel to local sites and locations.
