in which this same buUding was moved to its present location.
It would DOt be the intent after the tract is buUt up within
a certalD percent to leave the tract office at the requested
location.
Mr. Hwt stated that it would be hard to arrive at a perc8lltage
but a reasonably full percentage. The tract office oouldlJ't
serve any purpose for just a ,few scattered lots. He was asked
if he requested Il1Iy t1m:l length for this variancs and he stated

variance be made effective for two years.
Opponents were then asked to be heard. There were no protests.
It wes moved by Mr. Pratt and seconded by Mr. Forman, and carr1ed
that the appUcatton of the George B1klos Company for a zone
variance to allow the tract sales offtce at 2251 B1sb1and Vista
Drive be recolllll18l1c1ed for approval subject to a two year t:Lme
limit, and thet the City Attorney prepare the necessary resolution.
Coneider a decia10n of the proposal to reBons Duarte Road west
of Holly Avenue to Zone R-3 on which a hearing was held at the
last meeting.
It was moved. seconded and carried that in view of tbe bare quorwn
of the Comm1sa1oners present and in view of the fact that the
re30nill8 of Duarte Road has been under conB1c1eretion by the full
Commission, that it be held over until the next regular Commission
Haeting of June 10, 1958.
The COIIllDisa1on c01l8idered a decision of the request of LeRoy
Johnson for e zone var1aDce to permit a rest hobe at 518 West
Longden Avenue in Zone a-l. The report of the 1l0D1ng cOllllllittee
stated that the property cOll8ists of a large lot 192 feat by
253.56 fest on which there are now five houses. In 1953. Mrs.
Marjorie Peareon. was granted permiesion to divide the east 65
feet of this lot and construct the fifth "-!liong. The lot was
never divided on the tAx l<"<>U oat! in 1956 was sold as one parcel
to the presBDt _1'.. Twelve ,surrounding property owners stgned
a petition fevoring the granting of the variance. Three neighbors
including one proponent protested the proposal. The COIIllDittee
feels that the applicant has failed to fulfill the conditions
required to be shown before 8 varl8nce can be granted. A state-
ment that the lot is large is DOt excsptioDal in this area. Mally

thet the City Attorney be instructed to draw a resolution recom-
mending that the request of LeRoy Johnson for a zone var1ance
to permit a rest home at 518 West Loll8den Avenue be denied.
Lot Split No. 207. Edgar E. Baxter. 521 West Norman Avenue,
referred to Mr. Acker and Mr. Prett.
Mr. Acker stated thet this property and the lot split la a
perfectly good split in this area. It is below the 75 foot
mintmum but it is in line with all of the houses 10 that block
on both sides of the street and the Ilecoud houlle should be
damolished and removed which 18 agreeable with the owners and 18
a condit10n of the split and is recolllll18l1dad for approval.

Lot Split No. 208, Alvina C. Wohlers, 1011 Mayflower Avenue,
referred to Mr. Acker end Mr. Pratt.
This lot wes divided 1.r1 1955 as Lot Split No. 66 iIIto the South
59 feet of the North 55 feet. This request is to reverse this
division into the South 55 feet end the North 59 feet. In 1955,
the staff recommended that both lots be equal at 57 feet.
Mr. Acker stated that be reviewed this lot end talked to the
daughter of Mrs. Wohlers end 1t is true that tbe lot split had
been grented in 1955 end at that time her father was stUl alive
end he died in tbe interim end now the daughter decided that
they would like to build a house end they bave architectural
plans drawn up and that they were actually intending to go ahead
and the houae will lend itself to this new lot split much better
and give better tax returns, 80 I recomm..nd that the new lot split
be granted.
It was moved by Mr. .Acker, seconded by Mr. Pratt and carried that
this tot Split No. 208, Alvina C. Wohlers, 10~1 Mayflower Avenue,
ba recommended for approval. subject to the following condition:

This tract is located on Magna Viata Avenue. east of Lyndon Way
consisting of 11 lots.
The Subdivision CollDDittee studied this IIIl!,P aDd made a recommenda-
tion au tt. As of todey there was a revised map fUed showing
larger lots. Where the lots were 75 feet wide, they were in-
creased to 80 and 83 feet with the exception of one lot which
remains at 75 feet. This straightens out the east boundary line
of the tract.
The report of the Subdivistou Colllll11ttee was read.
Mrs. Park stated that at tbe time she presented the first
subdivision map Which the Subdivtsion Colllll11ttee bsd a chance
to look over. as usual time was rwm~ out and it was prepared
in a huny. At the time it was being discussed, ohe stated that
if she bad more time sbe would like to spread tbe lots out in a
little bit better manner, to uae up this extra property aDd also
to take tbe extra footags from one lot that was 100 feet wide
because she felt that it would make the lots a little better.
Uufortunate1y, they were unable to get a map in any earlier on
thts change aDd she hopes that this will be satisfactory.
Moved by Mr. Pratt. seconded by Mr. Acker and carried that the
revised' tentative map of Tract No. 20952 located on Magna Vista
Avenue. east of Lyndon Way. consisting of 11 lots, be recOllllD8nded
for approval subject to the followiug conditions:
1. Adjuet the rear line of lots 10 and 11 to eliminate the jog
in the rsar line of lot 9.
2. Provide the necesllary easement for the sewer and street
drainage into LeRoy Avenue.
3. The City should abaDdon the present drainage easement snd
the subdivider remove the structures.
4. The subdivider shail iIIstall all street f.mprovements required
by the subdivision ordinance.

This tract is located on Winnie Way, west of Santa Anita Avenue,
conSisting of 14 lots.
It is reasonable to expect that in the future the street will be
extended further west into Tract No. 12718. This tract is covered
by restrictions which makes it very difficult to subdivide until
1970, but proviSion should be made now for another eccess, ss
wall as for street drainage snd sewer. This plan proposes a
35 foot dedication to Norman Avenue, whicb will bave about 22
feet of pavement to serve the present needs until the land to
the west is subdivided. At that t1me the street will be com-
pleted. All lots meet, min1mum requirements of area and width.

the parcel at 48 West Camino Real, north of lot 2. Remove the
garage at 64 West Camino Real, north of lot 13. Remove the
breezeway betwean the two houses at 80 West Camino Real, north
of lot 9. Remove the garage from the property at 85 West Norman
Avenue, south of lot 8.
2. Deed the property north of the street, opposite lot 1, to
the owner of the adjacent property.
3. Dedicate in fee to the City a 1 foot strip along the west
side of "A" street from Norman Avenue to the north line of Winnie

The final map conforms with the approved tentative map.
Motion by Mr. Pratt, second by Mr. Forman, and carried, that
the tract be recoumended for approval subject to the follOWing
conditions:
1. Install all street improvements required by the subdivision
ordinance.
2. Provide all necessary rear line easements for utilities.
3. The City shall accept for street purposes the portion of
lots 6 and 7, Tract No. 18784 shown as future tract.
4. Pay all fees and deposits required by the subdividon

The original tentative map consisted of 5 lots and was held
for study by the Commission on January 14, 1958, in an effort
to include additional area in the tract. On January 28, 1958,
the subdivider stated he had been unable to secure additional
land, and did not consent to an ~~tension of t~e, and the
tract, as submitted was recommended for denial. On February 4,
1958, after statements that additional property was not avail~ ..,
able, the City Council approved the 5 lot tract.
The Commission was stil~ of tba opinion that if a reasonable
effort were made, additional land could be included in the
tract, thus eliminating problema which may occur in the future
on large lots to the west and northwest.
Moved by Mr. Pratt, seconded by Mr. Robertson, and carried that
final map of Tract No. :l0'+63, located on Louise Avenue, south
of Longden Avenue, containing 5 lots, be rec~ended for denial,
inasmuch as the Commission had consifiered this tract and had
previously denied it, and the tract had not been altered or
changed.
The City Attorney presented a proposed map in coanectionwitb
tbe annexation of certain property located west of Baldwin
Avenue. Petitions had been circulated among the property owners
in the area, and it was found that in certain areaa, it was felt
that the area proposed covered property that did not lend itself
to annexation because of lack of acceas to Arcadia. On May 28,
1957, the Commission submitted a report and recommended that the
City Council give permission to commence proceedings for the
annexation of certain property on the west side of Baldwin Avenue
and the South side of Duarte Road. It is now proposed that sach
annexation cover a somewhat smaller area along Baldwin Avenue
between approx~ately the west prolongation of Walnut Avenue and
Live Oak Avenue.
The Commission feels that the report required by law to be sub-
mitted to the City Council by the Commission and heretofore made
on the larger area applies equally to the smaller area because
it was a part of the larger area, so that no additional report
is necessary. It was also the consensus of opinion that the
primary benefit to the City from such annexation was the inclusion
of the property on each side of Baldwin Avenue and Duarte Road
within the City to allow City control on both sides of the
streets, and because the revised plan of annexation would equally
accomplish this purpose, it was felt that no additional considera-
tion need be given.
It was moved by Mr. Pratt, seconded by Mr. Forman, and carried,
that the revised annexation map as presented be recommended to
the City Council for approval. as to the revieed proposed
boundary line and further that permission to given to commence
annexation proceedings.
The City attorney presented Resolution No. 288, entitled "A
Resolution of the City Planning Commission of the City of Arcadia,
California, recommending the denial of a requested zone reclassi-
fication from Zone R-l to ZoneR-3 affecting certain real property
located in the vicinity of Baldwin Avenue and Las Tunas Drive.

The City Attorney presented Resolution No. 289, entitled "A
Resolution of the City Planniq Commission of the City of Arcadia,
California, recommending the denial of a requested zone re-
classification from Zones C-l to C-2, R-l to C-2 and R-l to PR-3
affecting certain real property locsted on Las Tunas Drive.
Moved by Mr. Pratt, seconded by Mr. Forman, and carried, that
the reading of tha full body of Resolution No. 289 be waived.

The City Attorney presented Resolution No. 290, recommending
the granting of a zone variance to permit the construction of
an additional dwelling at 535 West Lemon Avenue. Inasmuch as
this is a matter that has been discussed and considered by the
Commission in its entirety, it was recommended that the formal
presentation and decision be held for cotlllideration at the next
regular meetiq of June 10.
The City Attorneypreaented Resolution No. 291, recommending
the denial of a requested zona variance to permit the construction
of an additional dwelling at 1320 South Second Avenue. This
matter has been coneidered by the Commission as a whole, and it
was recommended that decision be made at the next regular
Planning Commission meeting of June 10.
The City Attorney presented Resolution No. 292, recommending
the denial of a requested zone variance to permit the construc-
tion of additional dwellings at 1234 So~th Second Avenue. The
Commission recommended that this matter be heid over until the
next regular meetiq of June 10, a.t which time there would be
a full representation of the Commission.
The City Attorney presented Resolution No. 293, entitled, "A
Resolution of the City Planning Commission of the City of Arcadia,
California, recommendiq the grantiq of an application for a
special use permit for the construction and maintenance of a pet
hospital".
Moved by Mr. Forman, seconded by Mr. Acker, and carried, that
the reading of the full body of the Resolution be waived.

Resolution No. 293 be adopted.
The City Attorney preeented Resolution No. 294, entitled,. "A
Resolution of the City Planning Commission of the City of Arcadia,
California, declaring its intention to institute proceedings for
the consideration of and making recommendations concerning the
reclassification of certain real property in said City to Zone D
(Architectural Overlay) in addition to the besic zoning applicable
to said property, and architectural restrictions to betmposed
thereon under such Zone D.
Moved by Mr. Pratt, seconded by Mr. Forman, and carried, that
the reading of the body of Resolution No. 294 be waived.

The Secretary presented a letter that had been received fram
the Arcadia Unified School District in which the Board of Bduca-
tion had requested a recOllllll8ndation on the I""'cltaee Df "he
Oberly property nortb of Sycamore Avenue by the Arcadia Dntfte4
School District for the purpose of the erection of a school
building. This property hed been before tha ColIImission at
previous meetings when the Church of Religious Science had
attempted to acquire the property for a Church. There bad also
been presented at that time a tentative Tract Map (No. 18403)
which had been discussed as possible land use. The Planning
Commission had been requested to make investigatiou and report
to the Board sfter such study. The School Code provides that
the Planning Commission report on the acquisition of the school
site before it is acquired by the School Board. However, in the
absence of a rec0Ga8ndation ~~8 School Board may take action
after thirty days. Mr. Nicklin stated that a report could be
made and upon presentation of the Staff report, the matter then
would be forwarded to the Clty Council for final action or
recommendation. Mr. Carozza stated that a recommendation could
be made after the Staff bad had an opportunity to review the
matter. This should be considered along with the land use study
and that a consideration should be givan to the widening of
Sycamore Avenue. Consideration shou~d also be given to access
to tbe property.
It was moved by Mr. Pratt, seconded by Hr. Acker, and carried,
that the communicationfram the Arcedia Unified School District
pertaining to tbe purchase of the Oberly property , north of
Sycamore Avenue, be held for Staff Reporte. /',.
Mr. Sherwood E. Wise, of 17 South Fourth Street, requested an ,~.~
early decision of the matter of a determination of his property~'
on Fourth Avenue which he plans to develop and on which he is
organizing a ''Leisure Club". He was advised that at the previous
meeting, the Commission and City Attorney had requested a detailed
report of the technical organization of the Club, and the manner'
in which it is to be operated, ao that a determination of its
proper classification could be made. It had not been possible
to hold a meeting of the Zoning Committee since the receipt of
the report.
Mr. Carozza, City Engineer, stated that he and Councilman
C8JDPbouse had both attended a meeting held in San Francisco
during the past week, on Urban Rehabilitation and Urban Develop-
ment. It was a most comprehensive and enlightening session. He
was preparing a report and copies would be forwarded to the City
CouneU and to the Planning Commission.
There being no further matters to come beforo the Comadssion,
the meeting adjourned.
