PLANNING COMMISSION OF THE CITY OF ARCADIA
REGULAR MEETING
SEPTEMBER 23, 1958
The Planning Commission of the City of Arcadia met In regular session in
the Council Chamber of the City Hall at 8:00 o'clock P.M., September 23,
1958.
PRESENT: Commissioners Acker, Forman, Davison, Michle~ Stout and Vachon
ABSENT:

The minutes of the meeting of September 10, 1958 were approved as written
and mai'led.
Consideration was given the application of Fred Kovanen, Lessee, for a
zone variance to permit the installation and use of mechanical equipment
in a hand operated auto laundry at 1414 S. Baldwin Avenue.
,The report of the Zoning Committee was read showing that the modern trend
.in car laundries is toward the use of mechanical equipment. Noise is
about the only complaint that could develop.
The Committee recoDUnended the granting of the variance provided that all
compressors, boilers and exhaust fans be construc,ted and maintained in a
closed section of the structure and adequately sound-proofed, all to the
satisfaction of the Building Department and the Planning Commission.
Motion by Mr. Michler. second by Mr. Vachon and carried, that the appli-
cation of Fred Kovanen for a variance to permit the installation and use
of mechanical equipment in a hand operated auto laundry at 1414 S.
Baldwin Avenue in Zone C-2 be recommended for approval, subject to the
conditions outlined in the Zoning Committee report.
Application of the Foothill Jewish Community Center for a variance at
Foothill Boulevard and Second Avenue. The Secretary stated that due to
the Jewish Holidays and to the fact that the drawings had not been com-
pleted by the Architects for this group, a request had been made that
the matter be continued until the next regular meeting.
Motion by Mr. Michler, second by Mr. Vachon and carried that this matter
be continued until the next regular meeting of the Planning Commission
to be held on October 14, 1958.
This matter was continued from the meeting of Septenrner 10, 1958 for the
purpose of receiving a report from the Zoning Committee. The Secretary
read the report showing that this area had been studied on the south side
of Huntington Boulevard from Baldwin Avenue to the west City boundary.
In the area now having a 50 foot setback, there are 38 lots of which 28
have requested a change to 35 feet.
The buildings are predominately single family dwellings which are 25 or
more years old. Some of the lots are developed with a series of compar-
atively small dwelling units. Two lots have new apartment buildings.
Plans for a 39 unit apartment are on file in the Building office.
Another large apartment is in the planning stage. The future development
will be apartment house use, and probably, in most cases, will involve the
removal of the old houses. The requested change ,will add about 900

square feet of building area to the average lot. If the building is two
story, this could add two more living units.
A surveyor the area shows some encroachments' into the setback area.
Nine parcels have porches which encroach from 1-1/2 feet to a maximum of
9 feet in one case and 8 feet in another. Five parcels have houses which
encroach from 1 foot to a maximum of 8 feet in one case. These encroach-
ments should not be a deciding factor, because most of them are minor in
nature and with development of the lot, ,the old buildings will probably
be removed.
lihen the Commission was considering the change of zone on Huntington
80ulevard, between Baldwin Avenue and Holly Avenue, from Zone R-3 to Zone
C-O, there was vigorous protest agains't any change in the 50 foot setback
requirement. It would seem reasonable to maintain a uniform setback on
the south side from Holly Avenue to Michillinda Avenue.
Because the Commission does not hold public hearings on setback changes,
the Committee feels that it is not proper to make a definite recommendation,
and suggests that the matter be referred to the City Council with this state-
ment of conditions to be considered at the public hearing.
If such a change in setback is to be made, it should be before any new
substantial improvements are built.
The Secretary presented a supplementary petition, signed by 5 additional
owners (making a total of 33) in this area, all favoring the granting of
this setback. This represents 87% of the owners affected. Discussion
followed, and the Chairman declared the meeting in recess so that the
Zoning Committee could restudy the report as presented. Upon reconven-
ing, Mr. Michler, speaking for the Zoning Committee stated they had
reconsidered the matter, and were in accord that thl! report be amended by
deleting the following:
"It would seem reasonable to maintain a uniform setback on the south
side from Holly Avenue to Michillinda Avenue. Because the Commission
does not hold public hearings on setback changes, the Committee feels that
it is not proper to make a definite recommendation, and suggests that the
matter be referred to the City Council with this statement of conditions
to be considered at the public hearing."
They fUl~ner recommended that the last sentence be amended to read as
follows ':
"If such a change in setback is to be made, it should be before any
new substantial improvements are built, and that the 35 foot setback, as
requested be recommended to the City Council for approval."
Motion by Mr. Michler, second by Mr. Vachon and carried that the report of
the Zoning Committee, as amended, be accepted, and that the request for a
change of setback from 50 feet to 35 feet be reconnnended to the City Council
for approval.
The Assistant City Attorney presented Resolution No,. 312, entitled "A
Resolution of the City Planning Commission of the City of Arcadia,
CaliforniaI recommending the reclassification from Zone C-2 to Zone R-3
of certain real property south of Huntington Drive and west of Fourth
Avenue. II
Moved by Mr. Forman, second by Mr. Michler and carried th4t the reading of
the full body of Resolution No. 312 be waived.
Motion by Mr. Vachon, second by Mr. Forman and carried that Resolution No.
312 be adopted.
The applications of Giles G. Meade and Ph~lip C. Cain for variances to
allow additional houses on property located on South Second Avenue,
referred back to the Planning Commission by the City Council were
considered. Both applications had been modified by the filing of plot

plans and building plans. In the opinion of the Commission the amend-
ments were sufficient to warrant the holding of another public hearing.
Moved by Mr. Davison, seconded by Mr. Stout "nd carried that public hear-
ings be set for the abpve appl~cations for variances. Said hearings to be
held on October 14, 1958, at 8:00 o'clock P.M. and th~ Secretary is
instructed to notify all interested parties of said hearings.

There being no further business to come before the Commission, the meet-
ing adjourned.
