PLANNING COMMISSION OF THE CITY OF ARCADIA
REGULAR MEETING
OCTOBER 14, 1958
The Planning Commission of the City of Arcadia met in regular session
in the Council Chamber of the, City Hall'at 8:00 o'clock ~.M., October
14, 1958, w~th Chairman Acker presiding.

The minutes of the meeting held September 23, 1958 were approved as
written and mailed.
Consideration was given the application of Giles G. Meade, of 1234
S. Second Avenue, for a variance to allow additional dwellings on the
property located at this address,. An application had been filed April
22, and later modified. This matter had been considered by the City
Council, and referred back to the Planning Commission for a recommenda-
tion, inasmuch as the change in the application made it necessary to
call for another public hearing.
Pursuant to the notice given, hearing was held on this amended appli-
cation.
The Chairman requested those in favor of the application state their
opinions:
Tracy R. Bousman, 1224 South Second Avenue, stated that there was s
considerable area on Second Avenue which has, by reason of adjacent
subdivision~ been left in a condition where the rear yards could not be
developed from the standpoint of the property owner. He felt that some
means of relief should be given. Whether this is the solution or not,
he was not sure, but fel t it was'. He fel t that by exercising the vari-
ance ,the applicant should be granted the privilege of developing the un-
used portion of his property.
Those opposed were asked to be heard. No one desired to be heard.
The Secretary read two communications relative to this matter from
Richard Fenner, l328 S. Second Avenue and F. S. Campbell of 1211 S.
Third Avenue. Each opposed the granting of the variance.
The Chairman declared the hearing continued until October 28, for the
purpose of receiving Staff and Zoning Committee reports and decision.
Application of Philip C. Cain for a zone variance for a permit to erect
an additional dwelling at 1320 S. Second Avenue, which said application
was modified and referred back to the Planning Commission by the City
Council for another hearing and recommendation.
The Chairman requested those appearing in favor of the application to
state their views. Mr. Philip C. Cain stated that l~ felt this vari-
ance qualifies under what had been determined from Ordinance No. 990,
as a legitimate use. He felt that he had met all the requirements out-

lined, and asked that the variance be granted.
Those opposed were asked to be heard.
Communications were received from Sarah and William F. Amendt, of l400
S. Second Avenue, and from Don L. Morgan, 1404 S. Second Avenue, stating
they were opposed to the second dwelling for the reason that they had
made large investments as a single family area, and they felt that it
should remain.
No others desiring to be heard, the Chairman continued the hearing until
October 28, 1958 for Zoning Committee and Staff reports and a decision.
This matter was continued from the meeting of September 23, 1958 due to
the Jewish Holidays, and to the fact that the drawings had not been com-
pleted by the Architects for this group.
The Secretary read the Subdivision and Zoning Committees' report showing
that the Committee had previously recommended the dedication of an alley
to serve the rear of the business property to the west. After examining
the plans submitted, it is evident that an alley at the proposed location
would require a material change in the building plans to make such a dedi-
cation. There are 329 feet of commercial frontage between the subject
property and the Santa Anita Wash. There is no alley at the rear of this
property now. If an alley is required in the future, it might be opened
to Foothill Boulevard instead of to Second Avenue.
In the opinion of the Committee the proposed development is reasonable,
and will be an asset to the neignborhood. The variance is recommended
for approval, subject to the following conditions:
1. The south 252 feet of the property to be used for a temple
and religious school purposes.
2. The north 183 feet of the south 435 feet of the property to
be used for automobile parking purposes.
3. The north 150 feet of the property to remain in Zone R-l.
4. Construct a 6 foot high block wall along the west line of
the property from a point 150 feet south of Sycamore Ave-
nue to a point 375 feet south of Sycamore Avenue and con-
nect the wall to the school building wall. Also construct
a 6 foot high block wall along the north line of the park-
ing lot, reducing the height to 4 feet at the building
line of Second Avenue.
5. Construct and maintain a 5 foot wi~e planting area with
adequate provision for watering to screen the parking
lot from Second Avenue.
6. Dedicate the north five feet of the property, with adequate
corner radius at Second Avenue, for widening Sycamore Ave-
nue. Dedicate an adequate corner radius at Foothill Boule-
vard and Second Avenue.
7. Construct curb and gutter along the Second Avenue and
Sycamore 'Avenue frontages of the property.
8. The final plot plan and building plans shall he submitted
to the Planning Commission for approval before the issuance
of a building permit.
9. The Committee recommends that the portion of the building
within Zone C-2 and No. 1 Fire Zone be relieved of the
construction requirements of No. 1 Fire Zone.

Mr. Robertson asked that the original application be read. Dr. Kent
Nebeker I living next to the property involved, stated he felt that
this matter had been continued from time to time and that the present
report and recommendations 'had not come before the residents in the
area. Measurements had been taken of how the layout would affect his
property. At the last meeting the alley had been recommended, but
present pla~s have eliminated it. He was not opposed to the Church,
but felt that the surrounding properties should be taken into consid-
eration. He felt that the people interested should be notified of the
amended application.
Mr. Robertson asked for a ruling on the application by the City Attorney.
Mr. Cook stated that the Ordinance did not provide for an amended appli-
cation; that in the event of modification, it should be set for a pub-
lic hearing and the people living in the area should have the opport-
unity of knowing what the modified application contains; that it was
only fair to the people to be given an opportunity of knowing what
the application contains.
Discussion followed as to the time element. The matter was continued
originally by the Jewish Center applicants; that if it had been heard
at the time set, those interested would have appeared.
The City Attorney advised that if no action were taken, within 35 days,
it would go to the City Council for consideration. At that time the
interested people could appeal and a public hearing would be set; or
that action could be taken and an appeal forwarded to the City Council,
wherein a public hearing would be set.
Mr. Thomas Buckley, of l30 E. SycamoreAvenue stated he felt that the
main issues he opposed had been removed, but that most of the people in
the area were not apprised of the various changes. Mr. VerI Blanchard,
also opposed a decision at this time. Mr. Treadwell, Engineer for the
organization represented them. He stated that they had attempted to
comply with the facts brought out at the time the matter came before
the Planning Commission. He stated there were now plans and a definite
outline of what is needed, and he would like to see steps taken to
assure an early decision.
It was moved by Mr. Michler, seconded by Mr. Stout and carried, inas-
much as the original application had been modified, the Secretary be
instructed to set the variance for public hearing to be held on the
next regular Planning Commission meeting of October 28, 1958
No. 217 - Lot Split No. 217. of Camden-Wilshire Co. for a division of
a small portion of property on Topaz Place, referred to Mr. Vachon and
Mr. Forman. Neither of the Commissioners were present, who had inspect-
ed this minor change, but the split was to correct an error in connec-
tion with a slope to make the ownership line correspond with the exist-
ing top of slope.
Moved by Mr. Robertson, seconded by Mr. Stout and carried that Lot
Split No, 2l7, of Camden-Wilshire Co. be recommended for approval, sub-
je~t to the following condition:
1. File a final map by a registered engineer.
Final map of Tract No. 21215 located on the westerly extension of Santa
Anita Terrace, consisting of 10 lots" was presented. This final map
confoip!s substantially whh the approved tentative map.. The Subdivision
Committee report waS re~d.
Moved by Mr. Robertson, seconded by Mr. Stout and carried that the final
map of Tract No. 21215 be recommended for approval, subject to the fol-
lowing conditions:

1. Remove all existing buildings within the tract
except the dwelling on Lot 9. Remove the garage
portion of this dwelling to provide clearance from
the lot line, and add the garage at an approved lo-
cation. This existing house will have a non-con-
forming rear yard. No additional house to be
placed on this ,lot.
2. Provide rear line easements for utility lines.'
3. Dedicate Lot II to the City to control future
extension.
4. Install all street iwprovements as required by the
subdivision ordinance.
5. Pay all required fees and deposits as follows:

6. City to dedicate Lot 13, Tract No. 24031 for street
purposes.

Final map of Tract No. 24548, located on Loganrita Avenue, north of,
Altern Street, consisting of 23 lots was submitted. The final map con-
forms substantially with the approved tentative map. The Subdivi-
sion Committee report was read. Discussion followed relative to the
concrete slab on the adjoining property to the rear of Lot 6. The
Committee had recommended in Item No. 4 the removal of the concrete slab
from the lot directly west of proposed Lot No. 6 so that a required
3 foot rear' yard would be provided. After discussion the 3, foot distance
was changed to 2 feet.
Moved by Mr. Robertson, seconded by Mr. Stout and carried that Final
map of Tract No. 24548 be' recommended for approval, subject to the
conditions set out in the amended report of the Subdivision Committee,
as follows:
1. Deed Lot 24 to the City in fee to control future
extension.
2. Remove all buildings within the Tract except the
houses on Lots 7, l6 and 17. Remove all build-
ings across the tract line.
3. Provide all necessary rear line easements for
util ities.
4. Remove that portion of the concrete slab from lot
directly west of proposed Lot No. 6 so that a
required 2 foot rear yard will be provided.
5. Remove guest house from Lot 16 prior to building
on it.
6. Deed Lot 1 to the owner of Lot 5, Tract No. 13439.
7. Install all street improvements required by the
subdivision ordinance.

9. The City should accept the future street at the end
of Altern Street, and abandon the unused portion of
future street along Lot 5, Tract No. l3439.
The Secretary presented a letter from the Regional Planning Commis-
sion, advising that Vincent Iii Theresa Agostino, of 9812 Duarte Road
had applied for an exception to the zoning and setback requirements
of the R-A (ReSidential-Agriculture) Zone, in order to establish,
operate and maintain a retail plant nursery on a 63' by 350' parcel,
located at said address. A hearing had been set for Thursday,
October 23, 1958, at 10:00 A.M. before the Zoning Board in Los
Angeles. The matter was discussed, and the Secretary was instructed
to write a letter of protest to the Regional Planning Commission,
inasmuch as the area situated across the street from this parcel is
within the City of Arcadia and zoned R-3, and the City is opposed to
commercial enterprises opposite this zoning. Also this is a portion
of the property now under consideration for annexation to the City of
Arcadia.
No. 313 - The Assistant City Attorney presented Resolution No. 3l3,
entitled:
"A Resolution of the Ci:ty Planning Commission of the City
of Arcadia, California, recommending the granting of a
variance to permit the installation and use of mechani-
cal equipment ,in an auto laundry.."
Moved by Mr. Michler, seconded by Mr. Robertson and carried that the
reading of the full body of Resolution No. 313 be waived.
Moved by Mr. Robertson, seconded by Mr. Stout and carried that Resolu-
tion No. 313 be adopted.
The Secretary presented plans for an apartment building to be erected
at 836 W. Huntington Drive. The question had arisen on the interpreta-
tion of a two and one-half story limitation as outlined in the Zoning
Ordinance. It was determined that a meeting should be held with the
Staff and the City Attorney to clearly define the intent and meaning of
the two and one-half stories set forth in the Zoning Ordinance, and
report back to the Planning Commission.
The Secretary stated that numerous inquiries had been made relative to
whether or not a guest house could be built on the rear of many proper-
ties located in the City of Arcadia. The size and number of rooms were
discussed.
It was determined that this should come before the Staff and City Attor-
ney, and report their findings to the Planning Commission.
The Planning Commission members were adv~sed of the meeting of the
League of California Cities to be held in Los Angeles on October 27, 28
and 29.
There being no further business ,to come before the Commission, the
meeting adjourned.
