PLANNING COMMISSION OF THE CITY OF ARCADIA
REGULAR MEETING
NOVEMBER 12, 1958
The Planning Commission of the City of Arcadia met in regular session
in the Council Chamber of the City Hall at 8:00 o'clock P.M., November
12, 1958, with Chairman Acker presiding..

Vachon.

The minutes of the meeting held October 28, 1958 were approved as
written and mailed.
Consideration was given the application of Lillie Vetter for a variance
to allow an apartment at 614 S. First Avenue.
The report of the Zoning Committee was read showing that the applicant
requested permissiqn to construct an apartment over a two-car garage at
the rear of the lot in Zone C~2.
Zone C-2 requires that one-half ,of the area of each building must be
devoted to commercial purposes. This plan contemplates no commercial
use. Zone C-2 requires a 20 foot tear yard. This proposed building is
in the 20 foot required yard and at the rear proper.ty line. This pro-
perty is in No. 1 Fire Zone which requires a masonry building: The pro-
posed building shows a masonry wall on the east side only with the
balance of the building to be frame and stucco.
A large majority of the owners within 300 feet have signed consent, but
protest was registered by the owner of the lot to the east. This lot
is improved with a new 5 unit apartment building and garage. The
garage at the rear is masonry construction and on the west property line.
The rear upstairs apartment has a balcony extending to 3 feet from the
west property line. The construction of a two story bllllding on the
site proposed by the applicant would place a two story blank wall within
3 feet of the apartment house balcony and extending along 7 fe.et of its
length.
In the opinion of the Committee, this application does not corfnrm to the
requirements of the zoning ordinance nor the existing development of the
area and is recommended for denial.
Moved by Mr. Michler, seconded by Mr. Stout, and carried that the public
hearing be closed on this application and that the recommendation of the
Zoning Committee be approved; that the application of Lillie Vetter for a
zone variance to allow the construction of an apartment, over a two-car
garage at the rear of the lot in Zone C-2 be recommended for denial,
Consideration was given the application of Tony Panzich for a variance to
allow s convalescent home at 452-464 W. Huntington Boulevard.
The report of the Zoning Committee was read by the Secretary, as follows:

This is the application of Tony Panzich for a variance or special use
permit to allow a 48 bed convalescent home in Zone C-O'.
In the opihion of tbe Committee this type of use is somewhat related
to and would not be incompatible with the uses allowed in Zone C-O.
This applicant proposes to remove all buildings now on the site, and
construct a new building designed for the particular purpose.
Zone CoO requires a. 30 foot rear yard. It is planned by the Commis-
sion that at some future time an alley might. be opened in this 30 feet.
The Committee recommends that the entire project, including the parking
lot, be moved 30 feet forward on the lot, and that the 30 foot str.ip be
landscaped until such time as an alley is opened.
The Committee sees no objection to the granting of this variance under
the following conditions:
1.
Move the entire project 30 feet forward on the lot
to' clear the required rear yard.
2.
Landscape and maintain the rear 30 feet.
3..
Final plans to conform substantially with the tenta-
tive plans revised as herein suggested, and with land-
scaping plans, to be submitted to the Planning Commission
for approval prior to the issuance of a building permit.
Numerous persons in the audience desired to protest to the application.
The Secretary read a written protest filed by Helene Wachsman, of 442-A
'Huntington Boulevard; also George B. Smith and five others, all residing
at 448 W. Huntington Boulevard. A ,communication had also been received
from H. Louise Hastings of 461 Fairview Avenue favoring the application
if certain specified conditions were made a part of the variance. Mrs.
Grosby B. Jackson, 481 La Cadena, Mrs. Ferris 915 La Cadena Avenue, Mrs.
Alice Obergjel of 475 Fairview and Winifred Ray 826 W. Huntington Boule-
vard; each spoke against. the granting of the variance.
Discussion followed as to the recommendations of the Zoning Committee.
It was the concensus that more restrictions should be included if approval
is given, particularly with reference to the proposed 30 foot alley
dedication at the rear of the property, similar to that requested on
other property on Huntington Boulevard; also the restriction that no
alcoholics and mental cases should be admitted as patients.
Mr. Forman stated that he had visited the structure buUt by the appli-
cants at Santa Ana' and in his opinion it would not devaluate the
surrounding area; that it was a beautiful structure and resembled a
private residence. It was brought out that the State Board of Health
rigidly inspected such places and maintained control over the operations
ao that mental cases and alcoholics would not be admitted. Such places
admitting these cases necessitated different structures other than that
proposed by the applicant. The Chairman s.tated that in considering the
decision, if it be in favor of granting the application, that the matter
of the alley dedication, restricting the use of the building for mental'
patients, alcoholics and contagious diseases should be considered.
Moved by Mr. Vachon, seconded by Mr. Michler and carried that the public
hearing on the application o~ Tony Panzich for a variance to allow a
convalescent home at 452-46'4 W. Huntington Boulevard, be closed. It
was further moved by Mr. Michler, seconded by Mr. Vachon that 'said .appli-
cation be recommended for approval, subject to the following conditions:
1. Move the entire project forward on the lot to clear the
required rear yard, and submit a revised plot plan.

2.
Landscape and maintain the rear 30 feet.
3.
Final plans to conform substantially with the revised
tentative plans revised as herein rtlquired and, with
landscaping plans', to be submitted to the Planning
Commission for approval prior to the issuance of a
building permit.'
4.
That any lights of the parking area be indirect and
hooded and directed away from the residences in the
area.
5. The use of the building shall be restricted 80 that
no mental patients, alcoholics, or contagious disease
cases are admitted.
6. That a 6 foot concrete block wall be erected on the
rear lot line and around the parking lot.
7. That the applicants record an irrevocable offer of
dedication and covenant to convey an easement for
the alley upon demand of the City and tender a deed
at this time.
The applicants would then have the surface use, and the covenant should
provide that no structure should be built thereon, "so that there would' be
no demolition problem. The acceptance of the dedica~~on at this time,
makes it a public street or alley and the resultant Habtlity on the part
of the City with no immediate need for it. The o.wner shoul'.d retain the
right of surface use provided it is available to tb" ....~ty at"a future time.
This should be an irrevocable offer of dedication, with a tendered deed,
for the 30 feet required. If the area dtlvelops to' a'rnore,commercial type
use, an alley will be necessary and at that time acceptance and improve-
ment can be made.
Said motion was carried on the following roll call vote;
AYES: Commissioners Acker, Forman, Michler, Robertson and Vachon.

Consideration was given the application of the Iboth!ll Je~ish Community
Center for a var.iance to allow a temple and religious 8chool ,'at Foothill
Boulevard and Second Avenue.
The report of the Subdivision and Zoning Committees'were,..read, showing
that this development is located at the 'northwest corner of Foothill
Boulevard and Second Avenue.
The Committee has met with representatives of the applicant and bf the
surrounding property owners in an effort to reach" solution, which will
be: to the bes't interes ts of all parties and the area in general.
The applicants have agreed to eliminate the recreation 'area shown in the
parking lot, and use the inner court of the buildinR tor any needed play
area. This will provide additional parking space towAro tne ,south side
of the parking lot. If the north row of parking spaces were.eliminated,
the entire parking area WDuld be further removed from"'the. .re8.10"nce on
the lot to the west and additional depth would be provtaed tor the R-l
lots on Sycamore Avenue.
The applicants have agreed to enter into a covenant off~tn8. t~ dedicate
the west 10 feet of the property to a depth of 210.iee"uo.th,of' Foothill

the C-2 property to the west, and if the owners of tbe C-2 lots dedicate

portion of the alley. This offer to terminate if the full dedication
and opening of the alley is not accomplished within a ten year period.
In the opinion of the Conunittee the proposed development is reasonable,
and will be an asset to the neighborhood. The variance is recommended
for approval, subject to certain specified conditions.
Moved by Mr. Vachon, ,seconded by Mr. Robertson, and carried that the
public hearing be closed.
Moved by Mr. Michler that the application of lobe Jewish Community Center
for a variance to allow a temple and religious scbool at Foothill Boule-
vard and Second Avenue, in accordance with lobe revised tentative plans
be reconunended for approval subject to the following l:onditions:
1. The south 252 feet of the property to be used for a temple
and religious school purposes.
2. The north 158 feet of the south 410 feet of the property
to be used for automobile parking'purposes.
3. The north 175 feet of the property to remain in Zone R-l.
4. Construct a 6 foot high block wall along lobe west line
of the property from a point 175 feet south of Sycamore
Avenue to a point 375 feet south of Sycamore Avenue and
connect the wall to the school building wall. Also
construct' a6 foot higb block wall along the north line
of the parking lot, reducing the height to 4 feet at lobe
building line of Second Avenue.
5. Construct and maintain a 5 foot wide planting area witb
adequate provision for watering to screen the parking
lot from Second Avenue.
6. Dedicate the north 'five feet of lobe property, with
a 20 foot ~orner radius at Second Avenue, for widening
Sycamore Avenue. Dedicate a 20 foot corner radius at
Footbill Boulevard and Second Avenue.

7. Construct a curb and gutter along the Second Avenue and
Sycamore Avenue frontages of lobe propert~.
8. Enter into a covenant agreeing to dedicate the wes.t 10
feet of the property to a depth of 210 feet north of Foot- .
bill Boulevard for alley purposes if an alley becomes
necessary at the rear of the C-2 property to the west,
and if the owner.s of the C-2 lots dedicate .an additional
10 feet for the entrance alley along with the east-west
portion of the alley. This offer to terminate if the
full dedication and opening of the ,alley is not accom-
plisbed within a ten year period.
9. Any needed play area shall be located only within the
inner cour.t of the building.
10. Any lighting of the parking lot shall be indirect, and
hooded and directed away from reSidential property.
11. The final plot plan and building plans shall be sub-
mitted to the Planning Commission for approval before
lobe issuance of a building permit.
12. The Conunittee recommends that the portion of the building
within Zone C-2 and No. 1 Fire Zone be relieved of the
construction requirements of No. 1 Fire Zone.

No. 219. Property of Johanna M. Wenz, 1820 S. Santa Anita Avenue,
referred to Mr. Stout and Mr. Acker. Enginee~'s report was read showing
that this property is 231 Ieet frontage on Sarita Anita Avenue and 127
feet deep. The improvements consist of a large two story house and
a small guest house. It is proposed to divide a vacant lot on the south
side facing Santa Anita Avenue and another lO.t facing Lemon Avenue, and
containing the guest house. The guest house is very low to the ground,
and apparently termite infested.
Motion by Mr. ~tuut, seconded by Mr. Vachon and unanimously carried that
Lot Split No. 219 be recommended for approval, subject to the following
conditions:
1. File a final map prepared by a registered engineer or
licensed surveyor.
2. Provide sewer laterals for all three parcels. This will
require a sewer main line extension on ~emon Avenue.
3. Pay $50.00 reereationfee for the two new lots.
4. Make pueel 3 sixty-nine (69) feet wide instead of 65
feet as shown. thIs will. st.ill leave legal clearanee
to the existing dweUing.
5. Either remove the guest house from parcel 2 or make it
eonform to the building code.
6. Cut all existing water lines and sewer lines between the
existing two story house and the divided portions. If the
guest house is to remain on pareel ~ reconnect the sewer
and water lines to new services.
No. 220. Property of Margaret Thomas arid Margaret T. Rogers, 1919.
S. Second Avenue, referred to Mr. Stout and Mr. Acker.
Engineer's report was read showing that th~ property is 92.5 feet
frontage on Second Avenue by 229 feet deep. The proposal is to divide
a vaeant lot at the rear portion, making a new lot 82 feet wide faeing
Wistaria Avenue, containing 7585' square feet.
Moved by Mr. Stout, seconded by Mr. Vaehon and carried. that Lot Split
No. 220 be recommended for approval, subject to the following eonditions:
1. File a final map prepared by a registered
engineer or licensed surveyor.
2. Provide a sewer lateral for parcel. 1.
3. Dedicate 12 feet for future widening of Second
Avenue.
4. Pay $25.00 recreation fee for the new lot.
Commissioner Vachon requested and was granted permission to b.e excused,

RESOLUTION No. 314. The City Attorney presented Resolution No. 314, entitled:
No. 314
"A Resolution of the City Planning Commissi.on of the
City of Arcadia, California, recommending the denial,
without prejudi'ce, of a variance for parking purposes
of property at 1150 W. Foothill Boulevard."
Moved by Mr. Michler., seconded by Mr. Forman, and carried that the read-
ing of the full body of Resolution No. 314 be waived.
Motion by Mr. Robertson, seconded by Mr. Stout and carried that Resolu-
tion No. 314 be adopted.
RESOLUTION The City Attorney presented Resolution No. 315, entitled:

"A Resolution of the City Planning Commission of the
City of Arcadia, California, recommending the denial
of a zone variance to permit the construction of
additional dwellings at 1234 S. Second Avenue."
Moved by Mr. Stout, seconded by Mr. Michler and carried that the read-
ing of the full body of Resolution No. 315 be waived.
Motion by Mr. Forman, seconded by Mr. Robertson and carried that' Resolu-
tion No. 315 "be adopted.

The City Attorney presented Resolution No. 316, entitled:
"A Resolution of the City Planning Commission of the
City of Arcadia, California, recommending the denial
of a zone variance to permit the construction of an
additional dwelling at 1320 S. Second Avenue."
Moved by Mr. Stout, seconded by Mr. Forman and carried, that the read-
ing of the full body of Resolution No. 316 be waived.
Motion by Mr. Michler, seconded by Mr. Stout and carrled, that
Resolution No. 316 be adopted.
RESOLUTION No. 317. The City Attorney presented Resoluti.on No. 317, entitled:
No. 317
"A Resolution of the City Planning Commission of the City
of Arcadia, California, declaring its intention to
institute proceedings for the consideration of and
making recommendations concerning the amendment of
Sections 2, 4, 5, 6 and 7 of Ordinance No. 760 of th'e
City of Arcadia."
Moved by Mr. Forman, seconded by Mr. Robertson and carried that
the reading of the fu~l body of Resolution No. 317 be waived.
Motion by Mr. Robertson, seconded by Mr. Forman and carried that Resolu-
tion No. 317 be adopted.

Michler and Mr. Stout to investigate.
NEW ZONE
Discussion followed .as to a meeting to commence proceedings for a zone
to relieve properties now Zoned R-l, but with enough property to allow
a second dwelling, where a subdivision development is not feasible. It
was decided that a tentative date be set .for 8:00 P.M., December 1, 1958
at the City Hall. This will be an open meeting of the Subdivision and
