PLANNING COMMISSION OF THE CITY OF ARCADIA
REGULAR MEETING
FEBRUARY 10, 1959
The Planning Commission of the City of Arcadia met in regular session in
the Council Chamber of the City Hall at 8:00 o'clock P.M., February 10,
1959, with Chairman Acker presiding.
PRESENT: Commissioners Acker,Forman Robertson, Stout and Vachon
ABSENT:
Commissioners Davison and Michler
OTHERS PRESENT: Assistant City Engineer Forbes, Talley and Mrs. Andrews.
Motion by Mr. Vachon, seconded by Mr. Forman and carried that the minutes
of January 27, 1959 be amended to correct a typographical error on page
four, wherein a recommendation was made that a masonry wall five (5) feet
high s~ould be constructed , to read: "Construct a 6 foot high masonry
wal1." The minutes as amended were approved.
Lot Split No. 221 (Revised) - Marc Harris, .1930 S. Second Avenue, was
reviewed by Mr. Michler and Mr. Stout. The Engineer's report was read
by the-Secretary. This split was approved December 2, 1958, as 55 feet
and 65 feet. The present requ~st is to make the lots 52 feet and 68 feet.

The shed does not meet the building code in any way.
Moved by Mr. Stout, seconded by Mr. Vachon, and carried, that Lot Split
No. 221 in the name of Marc Harris, 1930 S. Second Avenue, be recommended
for denial, for the reason that a 52 foot lot is entire~y out of keeping
in the neighborhood
Lo.t Split No. 232 - Vinita E. HGlard, 37.9 W. Lemon Avenue was continued from
the previous meeting. for further study and report from the staff.
Mr. Brauffman, Attorney, representing Mrs. Howard was present.
This lot is located at the northeast corner of Lemon Avenue and Holly Ave-
nue, and is Zoned R-O. The deed restrictions on this property expired in
1950. Mrs. Howard's request is to divide two lots, each 100 feet wide,
facing on Holly Avenue. A verbal offer had been made to dedicate the north
30 fe~t for the extension of a new street (Sharon Road).
The Commission has consistently denied splits in this area until such time
as the area could be developed to benefit all owners, and in a manner that
will conform with the established pattern of development;
The report of the Subdivision Committee was read.
Moved by Mr. Robertson, seconded by Mr. Forman and carried that Lot Split
No. 232, 379. W. Lemon Avenue, be recommended for approval, subject to the
following conditions:
1. Record an irrevocable offer of dedication and improvement
for street purposes of the north 30 feet of the lot, includ-
ing a 15 foot corner radius, in a form approved by the City
Attorney.

future street and approximately 150 feet deep:

3. Any building erected on the split portion to provide a 30 foot
front yard along the proposed street, as provided in Zone
R-O, and a 20 foot side yard along Holly Avenue to conform
with existing improvements
4. Any proposed building to b~ designed to have a pleasing
appearance facing. the proposed street as well as facing Holly
Avenue. The plans for such building to be approved by
the Planning Commission.
5. File a final map With the City Engineer,
6. Install a sewer lateral for the new lot.
7. Install a water service, without meter, for the new lot.
8. Pay ~25.00 recreation fee.
Lot Split No. 233 - George E. Joyce - 250 E. Sycamore Avenue, was reviewed
by Mr. Robertson and Mr. Davison.
The Engineer's report was read showing that this is an application to
divide a vacant lot at the front, leaving a 20 foot driveway to tbe exist-
ingdwellins on the rear portion of the lot. This conforms with other
splits granted at 210, 220 and 228 Sycamore Avenue and an existing split
at 242 Sycamore Avenue. It was the concensus of opinion that these splits
were not conducive to good. planning, but some had been granted, and there-
fore, there was no other way to develop the few lots remaining.

Moved by Mr. Robertson, seconded by Mr. Forman, that Lot Split No. 233,
George E. Joyce, 250 E. Sycamore Avenue, be recommended for approval,
subject to the folloi>1i.ng conditionS:
1. File a final map with the City Engineer.
2. Give an easement across the 20 foot driveway, and install
a sewer lateral for parcel 1.
3. Install a new water service and meter for parcel 2.
4. Construct concrete curb and gutter on Sycamore Avenue
with a separate driveway to eacb parcel.
5. Pay $25.00 recreation fee.
Said motion was carried on the following roll call vote:
AYES: Commissioners Forman, Robertson, Stout and Vacbon.
NOES: Commissioner Acker
ABSENT: Commissioners Davison and Michler.
Lot Split No. 234 - W. Po. Mills, 1210 Short Street - was reviewd by Mr.
Acker and Mr. Vachon.
The Engineer's report was read, showing that the applicant owns the lot
at 110.6 Mayflower Avenue, on which there are two houses, and the lot at
1110 Mayflower. The request is to divide the rear of the 1110 Mayflower
property to use with the 1210 Short Street property, making an ilL" shaped
lot. Discussion followed as to the manner in which a split Should occur
at this location. It was recommended that both properties be divided to
make a 93 foot lot facing Short Street, and two lots facing Mayflower
Avenue.

by Mr. Forman and Mr. Vachon.
The Engineer's report was read, showing that this request is to divide 40
feet, in Zone C-2, to be used for automobile parking for the restaurant
adjacent.
Moved by Mr. Forman, seconded by.Mr. Vachon, and carried that Lot Split
No. 235, Don F. Richardson, 21 W. Duarte Road, be reco11Dllended for approval,
subject to the following conditions:
1. File a final map with the City Engineer.
2. Install a sewer lateral for parcel 2.
3. Dedicate 12 .feet for widening Duarte Road.
4. Pay $25.00 recreation 'fee.
Lot Split No. 236, Leo F. Didier, 310 S. Firs t Avenue, 'was reviewed by
Mr. Forman and Mr. Vachon.
The Engineer's report was read, showing that this is a request to divide
the north 4.75 feet to be sold to the lot to the north to make ownerShip
lines correspond with possession lines, where a portion of the building and
a block wall are encroaching on this property.
Moved by Mr. Vachon, seconded by Mr. F~rman, and carried, that Lot Split
No. 236, Leo F. Didier, 310 S.. Firs~ Avenue be recoDDDended for approval,
subject to the following condition:
1. File a final map with the. City Engineer.
Tentative Tract No. 17746, located on Magna Vista Avenue, west of Second
Avenue, containing 7 lots was presented.
The report of the Subdivision C011Dllittee was 'read, showing that this tract
consisting of 7 lots is located on Magna Vista Avenue, west of Second
Avenue. The street is shown as 50 feet wide and four of the lots are
only minimum area. All existing buildings are to be moved, if approved.
Dedication for widening Second Avenue has been provided.
Moved by Mr. Robertson, seconded by Mr. Stout and carried, that Tentative
Tract No. 17746, located on Magna Vista Avenue, west of Second Avenue,
containing 7 lots, be recommended for approval, subject to the following
conditions:

1. Provide 5 foot planting and sidewal. k easements on each side
of the street.

2. Provide all necessary utility easements.
3. Install all street improvements required by the
subdivision ordinance.
4. Pay all fees and deposits required by the subdivision
ordinance.
The Los Angeles County Flood Control District submitted a communication
requesting approval of the location, character and extent of proposed
storm drains and acquisition of the necessary rights of way for the work
to be done under the Storm Drain Bond Issue voted at the last election.
Mr. Frank Forb~s, Assistant City Engineer,'presented a schedule of the pro-
jects that had been proposed to be commenced under. this bond issue; he
stated that a master plan had been developed by the Engineering Division
of the Public Works Department, and 20 storm drains throughout the City
had been proposed, and had received Council approval.
Tbe amount of money to be scheduled for this .area was to be considered
and the areas most ~ntly needed would take precedent.
The areas scheduled were as follows:
1. Duarte Road from the High School to Second Avenue and
west on Duarte to Baldwin Avenue, listed as project No.
404.
2. No~ 405 which consists of three drains, estimated at
$566,800. One will start at Holly Avenue, at hospital
property, go west to Old Ranch Road, up Old Ranch Road
to the intersection of Coronado Road. The second part
of this project would drain to Santa Anita Wash at
Longden . This would be an 87" pipe. Tl:1is would go
across Longden to Second Avenue, up Second Avenue to
Los Flores, across Las Flores to Santa Anita. The
third portion of this project would drain Camino Real
Avenue, starting at Arcadia Wash at El Monte, to the
drain that come.s through the middle of the block and
drains into Camino Real. This covers the main two
projects in the report.
3. A supplemental project that we do not know at this time
whether they will be built or not, this will depend
upon the amount of money necessary to do the main pro-
jects, then some of the supplemental projects could
be considered. The total amount of the supplemental
drains would be estimated at $327,000.00, whicb are the
one on Camino Real and extending over to Santa Anita
Avenue. The second part is the drain on Camino Real
at Santa Anita Wash and extending to Sixth Avenue.
The third is a drain on Las Tunas Drive from Arcadia
Wash, west to Holly Avenue
Moved by Mr. Robertson, seconded by Mr. Vachon, and carried, that the
Commission recommend to the City Council that said locations heretofore
stated be approved.
Communication was received from the Regional Planning Commission regard-
ing Amendment No. 368 to the Master Plan of Highways. The print was exhi-
bited. The amendment proposes to remove We.st Hondo Parkway. between Rose-
mead and Huntington Drive, and East Hondo Parkway between Garvey Avenue
and Lower Azusa Road, easterly of the San Gabriel Kiver. Also proposed

for removal were those po~tions of Lambert Avenue, Sunset Avenue, River
Avenue, Rio Hondo Avenue, Arden Drive, which constitute connectors with the
parkway alignments. There is proposed to be added as major highways 100
feet i~ width Duarte Road from a point approximately 250 feet west of Den-
ning Avenue, to approximately 4200 feet easterly, Arrow Highway from a
pointapproximate1y l300 feet easterly from Peck Road, easterly approxim-
ately 3500 feet. There is proposed to be added as secondary highways 80
feet in width an alignment from the vicinity of the existing Rio Hondo Park-
way and Rancblto Road, so~therly to existing Hoyt Avenue, north of Valley
Boulevard and the extension of Buena Vista Street, southerly from the
Buena Rio Drive to Arrow Highway.
A publ1c hel\ring on this matter is to be held by the Regional Planning
Commission in the naar future, and tbe communication requested .that the
Planni~g Division and City Council indicate if the above meets with the
approval of the City of Arcadia.
Motion by Mr. Robertson, seconded by Mr. Vachon and. carried, that tbe
matter be referred to the staff to report to the Regional Planning Com-
mission, as to what action they deem necessary after a study of the pro-
posed changes. The Commission had no objection to the amendment.
The Secreta~y, in the absence of the City Attorney, introduced Resolution
No. 324, entitled:
"A Resolution of the City Planning Commission of the City
of Arcadia, California, recommending the granting of a
variance to permit the installation and use of mechanical
l!quipment in an auto laundry."
Moved by Mr. Robertson, seconded by Mr. Forman, and carried that the read-
ing of the full body of Resolution No. 324 be waived.
Moved by Mr. Forman, seconded by Mr. Vachon, that Resolution No. 324 be
adopted.
ROLL CALL VOTE WAS AS FOLLOWS:
AYES: Commissioners Forman, Robertson, and Vachon
NOES: Commis.sioners Acker and Stout
The Resolution was therefore not adopted inasmucb as a majority vote is
neceSSary, which requires four votes.
The Cbairman announced that the matter would be continued until the next
regular meeting of the Planning Commission for action.
Mr. Vachon reported that the committee appointed by the Commission had held
a meettng for tbe purpose of coming up with some type of map that would
show the zoning of the city, and bring the Commission more up to date with
actions and an overall view of tbe future planning. The matter is now
with the. staff who are assembling ideas .and figures on what the cost would
be and what it would take to put it into form. This will be presented to
the group, so that if they so desire a resolution can be authorized recom-
mending it to the City Council.
There being no further business to come before the Commission, the meeting
adjourned.
