REGULAR MEETING MINUTES
THURSDAY, JANUARY 13, 2022
ARCADIA BEAUTIFUL COMMISSION REGULAR MEETING
CALL TO ORDER – Chairperson Brink called the meeting to order at 6:00 p.m. in the Council
Chambers Conference Room.
ROLL CALL OF COMMISSIONERS
PRESENT: Burton Brink, Gary Brewer, Sheryl Hunter, Ethel Laczko, Barbara Lyle,
Robert Miller, Lee Shimmin
ABSENT: None
SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS – None.
1. PUBLIC COMMENTS – None.
2. REPORT FROM CITY COUNCIL MEMBER LIAISON – Mayor Pro Tem Cheng said that
the City of Arcadia will be closed on Monday, January 17, 2022, in observance of Martin Luther
King Jr. Day. Mayor Pro Tem Cheng also stated that effective January 1, 2022, food waste should
be put into the green waste trash bins along with yard waste. Mayor Pro Tem Cheng said that an
Anti-Smoking Ordinance would be discussed at the January 18, 2022, City Council Meeting.
Commissioner Laczko asked if trash that she said she observed at the 99 Cent Store parking lot
(140 E. Duarte Road) could be picked up.
3. REPORT FROM COMMISSIONERS – Commissioner Laczko said that the Commission
should reach out to more businesses and schools to invite them to participate in the Holiday
Decoration Awards Program. Commissioner Shimmin said that there should be a separate
category for condos and townhomes. Commissioner Laczko also asked about the City’s Anti-
Camping Ordinance and requested to see the signs that are posted throughout the City to deter
encampments. Staff Liaison Brutus said that she would follow-up with the images.
4. CONSENT CALENDAR
a. Approve the meeting minutes of December 16, 2021.
It was moved by Commissioner Shimmin, seconded by Commissioner Brewer, and carried on roll
call vote to approve the minutes.
AYES: Brink, Brewer, Hunter, Laczko, Lyle, Miller, and Shimmin.

5. ATTENDANCE POLICY AND 2022 MEETING CALENDAR

Staff Liaison Brutus said that the Commission meets quarterly on the second Thursday of the
month. Staff Liaison Brutus distributed copies of the updated 2022 Arcadia Beautiful Commission
calendar of events and indicated that some of the event dates were tentative until they could be
permanently scheduled.
6. DEBRIEF OF 2021 HOLIDAY DECORATION AWARDS & SANTA SQUAD VISITS
Chairperson Brink referenced a letter from Dr. Clarizio stating that properties should be allowed
to win a Holiday Decoration Award every year, instead of once every four years. Chairperson
Brink said that he understands limiting awards to properties once every four years as it spreads
the wealth and allows more property owners the opportunity to win, but that it makes it more
difficult to find properties to nominate in some areas. Commissioner Hunter said that Dr. Clarizio
owns several properties and a home with one of them winning an award almost every year, and
that she prefers to keep the award winners to once every four years. Commissioner Miller said
that anyone should be allowed to be nominated and that awards could be given more than once
every four years to a property. Commissioner Brewer said that judging takes place too early in
December as he counted 266 homes decorated with Christmas lights when he went out to view
properties, and counted 450 homes decorated the following week. Commissioner Laczko said
that there should be more media posts and reminders to the community to put up holiday
decorations and participate in the City’s Holiday Awards Program.
7. DISCUSSION OF 2022 ARBOR DAY CELEBRATION
a. Arbor Day Proclamation at City Council Meeting (Date: March 15, 2022)
b. Arbor Day Recognition (Date: TBD)
c. Discussion related to the need for an Arbor Day Subcommittee
d. Discussion of how Arbor Day can tie into Concerts in the Park
Commissioner Miller said that the Commission needs to have a booth at City functions and a
banner for branding identification, and should again hand out tree saplings and doggie waste
bags. It was decided the Commission should attend three Concerts & Movies in the Park dates
to hand out the items. Commissioner Miller said that commissioners could promote the Holiday
Awards Program at the concerts. Commissioner Hunter said that the newsletter could also be
distributed at the concerts. Staff Liaison Brutus said that she is looking into designing and ordering
a custom tablecloth with the Arcadia Beautiful Commission logo, which could be displayed at the
booth at the concerts. Staff Liaison Brutus said that the Arbor Day Proclamation would be issued
at the March 15, 2022, City Council Meeting. Staff Liaison Brutus asked if there was a need for
an Arbor Day subcommittee. Chairperson Brink said that he preferred to promote Arbor Day at
concerts instead of doing a tree planting event, and to forgo forming a subcommittee. The
Commission agreed and it was the consensus of the Commission to dissolve the Arbor Day
subcommittee.
8. DISCUSSION OF 2022 SPRING HOME AWARDS
a. Assignment of individual judging zones (Date: April 14, 2022 ABC Meeting)

c. Group judging (Date: TBD – early May)
d. Spring Home Awards Presentation at City Council Meeting (Date: May 17, 2022)
