The statewide program provides passes giving free parking to 200 California state parks. The passes (eventually the library will have three) can be checked out for ten days and can be put on hold like other library materials. The first pass was checked out on the very first day of the program! There were also several changes to library staffing this month. The part-time Technician for Children’s Services moved on to a full-time Teen Librarian position for the City of Los Angeles. A new Passport Services Clerk and full-time Technician for Account Services started their new positions, and interviews to fill the part-time Technician position for Children’s Services took place the last week of April. Account Services worked with Human Resources to bring the new aides onboard, while two of the current aides began training to assist in Information Systems and Services. Administration staff finished up the Capital Improvement and Equipment budget, which will be presented to City Council at a study session in May. The California State Library hosted a virtual California Director’s Forum three afternoons this month. Many of the presentations and discussions were on the importance of diversity, inclusion, and equity in the profession as well as services, collections, and programs for the communities that libraries serve. April Activity Visitors: 20,046 (est.) Holds Processed: 1,659 Physical Items Checked Out: 59,620 eBooks/Audiobooks/Magazines Downloaded: 4,052 Virtual Programs/Attendance: 34/736 Passports Issued: 111 2 Adult Programs, Classes, Technology Literacy, and Events: In honor of National Poetry Month, a Blackout Poetry program was hosted in April. Patrons were encouraged to find the poem within the page by selecting and blacking out words found on a single book page until all that remains is a poem. Kits were given to 45 participants to get them started. The winner was awarded a writing kit with a journal, pen set, and Starbucks gift card. Community Craft Circle was held in early April. This program encourages a sense of community by providing a safe space to meet and craft with your neighbors. Ten patrons watched and discussed Another Round at The Movies You Missed on April 20, while seven attended the April Bookish meeting on April 26th and discussed The Last Night at the Ritz, by Elizabeth Savage. Patrons learned, through a virtual course, how to how to use Google Flights to locate the cheapest times to fly in this month’s Tech Tips. Over 70 viewers learned how to conduct a broad and refined search, making the most of the function and features offered by Google. As part of Adult Services goal to make Arcadia history accessible and compelling, staff assisted a patron to locate a specific episode of a public access show called Simply Leticia that ran on Channel 3 in Arcadia about 20 years ago. The customer’s mother, then President of the American Cancer Society-San Gabriel chapter, was interviewed on that show and he thought it was filmed in Arcadia in a tiny studio by the freeway, perhaps in Oct 2004, and aired 2004 or 2005. Staff conducted research and found the name of a defunct nonprofit, Simply Leticia Foundation, and the name of the agent. Also, it was discovered that KGEM, the TV studio in Monrovia that produced the show might have videotapes of show Teen Programing: Make-it or Bake-it tackled melted crayon art. Students watched a teen-created online tutorial and created their own mini canvas works of art in Teen Zone. There were 136 views. The TAG (Teen Advisory Group) worked with library staff to implement a new social media marketing campaign: Book Face Friday. This has been well received by our community and the library’s teen volunteers enjoy finding the perfect book which results in the perfect photo. Children’s Programming and Services: Over 270 children took part in the Library’s Spring Reading Program: 201 children read and logged five books to earn one themed prize bag and 188 completed the program by logging ten books and received two prizes for their efforts. A total of 2,332 books were logged throughout the program. The Library’s Annual Bookmark Contest wrapped up in April: the entries of 110 children will be judged by library staff and eight will be selected, professionally printed, and distributed throughout the library’s summer reading program. In celebration of National Library Week, 50 special postcards were placed inside various books shelved throughout the Children’s Room: 16 cards were found and redeemed for free children’s paperback books. The Toddler and Family storytime programs offered throughout the month were enjoyed by 105 participants. Children’s Services distributed 525 Busy Bee craft kits to families. Each kit contained one of three different bee crafts as well as an information sheet with an interesting bee fact. Two teens from the local High School hosted four Learn to Code workshops and 3 introduced the fifth to seventh grade participants to basic HTML concepts. The program will continue through May with four additional offerings. Customer Services: Account Services Staff processed 1,659 holds and checked out 38,989 physical items. They also processed 14 requests to book the auditorium, a significant increase over previous months. Passport Services only processed 111 applications this month, but also took 46 photos, worked with 20 walk-in customers, and fielded 381 phone calls. Once the new Passport Agent has been certified, the number of passports processed should increase. Collections: Cataloging and Acquisitions staff continued to work on the Authority Database projects. This is part of the routine work to keep the databases/catalog up-to-date, consistent, and error- free. Staff catalogued and processed the California State Library Parks Pass. Discards continue to be high as Library staff weeds the collection heavily in preparation for the RFID project. Thanks to the aides that helped pull and shift the books, the Teen New Book section made its debut in April. Adult and Teen Services’ goal was to make the new teen books more accessible and that was achieved. The Teen New Books are now searchable in the catalog and browsable in the library. Account Services aides shelved an average of 266 items per shift (more depending on the section) and shelved a total of 46,683 items in April. The most popular item in the Adult collection this month was Shou Xi Yu Yi, by Rongpeng Xie. The most popular title in the Children’s collection again this month was the graphic novel Pokémon Adventures, by Hidenori Kusaka. For teens, the top title was Naruto, by Masashi Kishimoto. Facilities and Technology: In an effort to improve a patron’s experience when using the library’s website, Adult and Teen Services staff have been conducting UX (User Experience) research by hosting a series of meetings to test scenarios regarding how teens use the library’s website and addressing issues that arise. A new Teen Homework Help webpage was created in response to this UX research. More research and consequent changes are on the horizon. The library’s gate counters were not working between March 20 and April 28. A service call was made, and a technician was sent out: gate counts resumed on April 22. One of the self-check credit card machines continued to have outages periodically throughout the day. When a patron would attempt to make a payment, the screen on the credit card reader would go blank and the self- check would freeze. Bibliotheca was contacted mid-month and a representative responded a week later. A representative suggested we email specific dates and times so they could look further into the issue, but also suggested that we contact Comprise because it sounded like the problem was an issue on their end. The issue was not resolved. Staff and Training: In addition to the changes reported above, the Principal Librarian for Children’s Services attended PLA in March, and Building Equity Based Summers through California Libraries and Communities monthly meeting in April. Account Services Aides continue to assist Children’s Services by pulling items for discard on Tuesdays and Thursdays. The Principal Librarian for Adult and Teen Services attended a meeting about the grant-funded Memory Lab project. 4 Community Outreach/Collaboration/Volunteers: Friends of the Arcadia Public Library hosted their Spring Half-Price Book Sale the first week of April. The AUSD art display was installed in April. The local community enjoyed browsing the art of our local students. The Children’s Services Principal Librarian met with Sandy Burch, who will be the AUSD Summer School Principal, to discuss the library’s plans for summer and explore opportunities for collaboration. Children’s Services staff visited a faculty meeting at Baldwin Stocker Elementary School, shared about the library’s upcoming Summer at Arcadia Public Library program, and distributed informational packets to all in attendance. Children’s Services accepted 42 teen applicants who had applied to be volunteers for the library’s summer reading program. The perspective volunteers will go through an orientation and training to be ready for their summer service. Children’s Services staff met with the off-site Book Buddies program coordinators to assess the current program and plan for the coming year. There will be two half hour sessions, staffed by Assisteens, offered each month for children ages four to eight years. Children’s Services staff visited five first grade classes at Baldwin Stocker Elementary School, shared a story about Rachel Carson’s contribution to the environmental movement, and carried out a fun bug activity. Students from Mr. Anderson’s Arcadia High School class also visited the library. Adult and Teen Services staff attended the Arcadia High School PTA meeting and a meeting of the Arcadia Historical Society. The Transition Partnership Program (TPP) & Workability worked 20 hours in April for Account Services. Marketing and Publicity: Library staff continued to take advantage of social media to promote library services and programs and have developed a strong following on Facebook (1,541 followers), Twitter (609 followers), Instagram (1,193 followers), and YouTube (170 subscribers). Adult and Teen Services created displays on National Garden Month, the Gilded Age, Financial Literacy, Teen Short Stories, and Poetry. Children’s Services offered book displays in the main hall on bugs, careers, the environment, and dinosaurs. The AUSD art display was featured throughout the library. ARCADIA PUBLIC LIBRARY MEETING ROOM RULES The Cay Mortenson Auditorium is available to community groups or organizations for events of a civic, cultural, charitable, intellectual or educational nature. This policy is in keeping with Article 6 of the Library Bill of Rights which the Library Board has adopted: “Libraries which make exhibit spaces and meeting rooms available to the public they serve should make such facilities available on an equitable basis, regardless of the beliefs or affiliations of individuals or groups requesting their use.” Events in the Auditorium must be free and open to the public. The facilities are available at no charge to the following organizations:  City of Arcadia  Friends of the Library  Arcadia Unified School District (District activities of community interest not normally held at a school site.) The facilities are available for a fee to the following:  Music teachers and students for music recitals.  Non-profit organizations Please include your proof of non-profit status with your application The facilities are not available for the following:  Commercial organizations  Private parties  Use by organizations on a regular basis (every day, week or month.) Application for the use of the Auditorium shall be made with Account Services staff no more than three months in advance and at least 48 hours prior to the date of use. Priority will be given to Library- sponsored activities. The Auditorium is available only during the hours the Library is open to the public. The Library may at its sole discretion reject an application. Any scheduled group may be asked to reschedule a particular meeting in order to make the room available for a special purpose. Fees for the use of the Auditorium are payable preferably at the time of application, but not later than two weeks prior to the scheduled date or the reservation will be cancelled.  Rental fee of $125 per hour for the Auditorium, with a two hour minimum. The total fee is derived by multiplying the hourly fee by the number of hours (including any portion of an hour which shall be rounded up to a full hour) of the proposed and approved use.  When groups will be serving food or beverage in the Auditorium, there is an additional charge of $50.00.  When use of the Library’s piano is proposed, there is a $50 rental fee.  A $150 security deposit is required. This deposit may be refunded if/when City staff has determined no City property is damaged or missing, and the group leaves on time as scheduled. Additional charges may be necessary if the deposit amount does not cover costs of damaged or missing property.  Fees will be refunded only if applicant notifies the Library of intent to cancel at least two full weeks prior to the scheduled event. (continued on reverse → )  Certificate of Liability Insurance: The City of Arcadia requires the individual or entity securing the use of the facility to produce a valid Certificate of Liability Insurance in the amount of one million ($1,000,000) dollars to cover the event(s) for which they have applied. The Auditorium will be available at no charge for setup thirty (30) minutes prior to the scheduled start time of the event. Cleanup must be completed by the end of the scheduled time. The Library reserves the right to bill a user after an event if the time used exceeds the schedule. Permission to use the meeting rooms is not transferable. Alcoholic beverages may not be served. The fact that a group is given permission to meet in the Library in no way constitutes endorsement by the Library or the Board of Trustees of the policies or beliefs of that group. Neither the name nor the address of the Arcadia Public Library may be used as the official address or headquarters of an organization. Any printed publicity must include the following statement: “This program is not sponsored by the Arcadia Public Library,” unless the Library has agreed to co-sponsor the event. The applicant agrees to hold the City harmless and indemnifies the City with regard to any liability arising out of use of the premises. The applicant must execute an agreement in a form and substance approved by the City Attorney reflecting the foregoing, among other terms and conditions. The applicant will be required to pay for any damages to property or equipment. The Director of Library and Museum Services shall have authority regarding facility usage and interpretations of policy decisions. Appeals may be made to the Library Board of Trustees in writing. ARCADIA PUBLIC LIBRARY 20 W. DUARTE RD. ARCADIA, CA 91006 (626) 821-5571 Rev. 05/2022 CAY MORTENSON AUDITORIUM AGREEMENT The Cay Mortenson Auditorium Agreement (“Agreement”) is entered into by and between (the “User”) and the Arcadia Public Library (the “Library”). The User and the Library agree as follows: 1. The Library grants permission to the User to use the Cay Mortenson Auditorium (the “Auditorium”), pursuant to the terms and provisions hereof, and subject to any and all rules, regulations and policies adopted by the Library now existing or as they may be hereafter amended by the Library. The User agrees to abide by the terms and provisions of this Agreement and any and all of the rules, regulations and policies of the Library. 2. The Auditorium may be used by the User only on the date and within the time set forth below. The User understands and agrees that the Auditorium is available only during hours the Library is open to the public. The User understands and agrees that the meetings in the Auditorium must be free and open to the public. 3. The Auditorium will be available at no charge for setup thirty (30) minutes prior to the scheduled start time of the event. Cleanup must be completed by the end of the scheduled time. The Library reserves the right to bill a user after an event if time used exceeds the schedule. 4. Fees for the use of the auditorium are payable preferably at the time of application, but not later than two weeks prior to the scheduled date or the reservation will be cancelled. Fees are as follows: a. Hourly rate: A sum equal to $125 multiplied by the number of hours (including any portion of an hour which shall be rounded up to a full hour) of the proposed and approved use of the Auditorium with a minimum use of two hours; and b. Cleaning fee: $50 In the event that the User proposes to serve any food or beverage. c. Piano rental: $50 When use of the Library’s piano is proposed. d. Security deposit: $150 is required. This is refundable if the facility and equipment are left in satisfactory condition determined by City Staff, no City property is missing or damaged, and the group leaves on time as scheduled. After the event, the renter will be notified of the amount of additional charges incurred; building damage, higher attendance, food, major set up changes. e. Refund policy: Fees will be refunded only if applicant notifies the Library of intent to cancel at least two full weeks prior to the scheduled event. f. Certificate of Liability Insurance: The City of Arcadia requires the individual or entity securing the use of the facility to produce a valid Certificate of Liability Insurance in the amount of one million ($1,000,000) dollars to cover the event(s) for which they have applied. 5. The User shall maintain the Auditorium at all times during its use of the Auditorium in a neat and orderly fashion. In the event that the use of the Auditorium by the User requires any use of the kitchen, then this requirement shall apply to the kitchen, as well. The User hereby agrees to promptly clean up the Auditorium (including the kitchen) following completion of its use of the Auditorium. 6. The User shall be responsible for making sure that maximum occupancy does not exceed the posted maximum of 175 for assembly and 70 for dining. 7. If the User will be using the Library’s data projector, in conjunction with a personal laptop computer, an appointment must be made with Library Staff at least one week prior to the event to insure compatibility with the Library’s equipment. (continued on reverse → ) 8. The User shall be responsible for causing all persons who use the Auditorium to vacate the Library at or prior to the close of the Library to the public on that date. 9. The User shall indemnify, defend and hold harmless the Library, the City of Arcadia and their officials, officers, employees, agents and volunteers from and against any and all claims of injury or damage to persons or property caused by or related to the use of the Auditorium by the User. LIBRARY BOARD OF TRUSTEES REGULAR MEETING MINUTES THURSDAY, APRIL 21, 2022 CALL TO ORDER: Chair Pro-Tempore Elizabeth Renfrew called the meeting to order at 4:34 p.m., in the Conference Room of the Library. PLEDGE OF ALLEGIANCE – Trustee Barbara Delphey ROLL CALL: Chair Miriam Carter; Trustees Barbara Delphey, Elizabeth Renfrew, Carlton Seaver, Alice Wang; Director of Library & Museum Services Darlene Bradley (Secretary); Library Services Managers Roger Hiles, Pat Smith ABSENT: None PUBLIC COMMENTS: None MOTION TO EXCUSE CHAIR CARTER: As Chair Carter is not feeling well, she requested that she be excused from her duties for today’s meeting. She planned to stay for the remainder of the meeting. Chair Pro-Tempore Renfrew agreed to take her place. Trustee Seaver moved to let Chair Pro-Tempore Renfrew chair the Library Board Meeting in place of Chair Carter as she is not feeling well. The motion was seconded by Trustee Delphey and passed on a unanimous voice vote. AYES: Chair Carter; Trustees, Delphey, Renfrew, Seaver, Wang NOES: None ABSENT: None REPORTS FROM LIBRARY TRUSTEES / LIAISONS Trustee Renfrew reported on the Friends of the Library book sale held earlier in the month. The Friends experimented with a three-hour members-only sale, which allowed members to pay half- price for items in advance of the official start of the sale and let non-members pay full price. The experiment was successful and $137 was raised. By the end of the sale week, $1,500 had been raised from two pop-up sales and the week-long half-price sale. The Friends will be having a paint-night fundraiser on June 9, the event will cost $40, part of which will go to the Friends. REPORTS FROM THE DIRECTOR Announcements / Statements / Future Agenda Item Director’s Update: Director Bradley reported that Library Services Manager Roger Hiles will be retiring at the end of June 2022. She described the process of filling this position. The Director reminded the Board that there were only two more meetings during this fiscal year and that Trustees Wang and Delphey will be leaving the Board; the City Council will pick their replacements. The deadline to apply to be on the Board is May 29. The Board and the City Manager will conduct the Director’s annual evaluation at the June meeting. Monthly Statistical Report: March 2022: The Library’s statistics are improving, perhaps helped by the increase in the number of items that can be checked out to 60. Passport revenues are down due to having only one part-time clerk. A second clerk has been hired and should be certified soon. Monthly Report Narrative: March 2022: It was noted that the upgrade of the Windows 7 PCs was completed. The Director discussed the changes in the City Council and noted that the new Library Liaison will be announced in July. Financial Report: March 2022: Director Bradley let the Board know that last year’s fiscal year report will be discussed next meeting. Budget Narrative and Workplan for 2022-2023: The Director explained that the workplan sets out the goals and new programs for the coming year: next year will be devoted to seeking input from the community. A discussion followed regarding the challenges and issues involved in attracting the public back to the library. The Summer at your Library program, a centerpiece of this effort, will be presented at the next meeting. Staff Reports: Library Services Manager Hiles reviewed the on-going RFID project, noting that this was the library’s first experience with it and that, as of five years ago, 50% of libraries in California use RFID. He reported that staff will be meeting with the vendor sometime over the next few weeks. It is believed that RFID will provide a better user experience. The public broad band project is funded by a grant made available to all public libraries in California. The library will receive $38,000 in equipment and heavily discounted access. The grant will provide less expensive, yet better, service to library customers. It should be in place this summer. RFID Project Update: Equipment (SIP) testing is ongoing, and staff are completing a questionnaire for the vendor. A site walk-through and staff training will follow. Automatic Renewal Update: A goal of the automatic renewal project is to have items automatically renewed three days before they are due. The KOHA update from late last year has blocked that option. Library staff have been informed by the provider that steps will be gradually taken to solve this problem. Staff Update: Passport Clerk Eduardo Topete was promoted to the half-time Tech position in Children’s Services; however, he was offered a full-time librarian position with Los Angeles Public Library and his last day will be April 22. Three aides have been offered part-time positions and have gone through the LiveScan process and medical examinations. A new full-time Tech, Danielle Oldfield, will be starting in Account Services on April 25. Jack Yan is the new part-time Passport Services Clerk. Gilb Museum of Arcadia Heritage: The Arcadia Chinese Association is celebrating its 40th birthday. Dr. Edward Wong will be discussing the history of the ACA at a special Coffee Talk on Saturday, April 30, at 10 a.m. in the MEC. Calendar of Activities for Children’s Services: May 2022: May is generally a quieter month in Children’s Services. The Spring Reading program is finishing up; Book Buddies is on-going; and the PTA Reflections artwork is on display. Summer at your Library will start in early June. Calendar of Activities for Adult and Teen Services: April 2022: Adult Services is offering a Blackout Poetry program this month in honor of Poetry Month. Featured History Room Photo: The Board discussed the photo of the Santa Anita Assembly Center from the library’s local history collection. Flyers/Articles/Posters/Attachments: The Board reviewed flyers promoting April’s Blackout Poetry program and May’s painting program. CONSENT CALENDAR a.
