HomeMy WebLinkAboutMARCH 28, 1961 ,. ~', , r , ~ MINUTES PLANNING COMMISSION OF THE CITY OF ARCADIA REGULAR MEETING MARCH 28, 1961 The Planning Commission of the City of Arcadia met in regular session in the Council Chamber of the City Hall at 8:00 o'clock P.M., March 28, 1961. ROLL CALL PRESENT: Commissioners Ferguson, Forman, Michler, Rutherford and Acker. ABSE~: Commissioners Golisch and Norton OTHERS PRESENT: Director of Public Works C. E. Lortz Planning Secretary L. M. Talley MINUTES The Planning Commission approved the minutes of the regular meeting of March 14, 1961 as written and mailed. WATER SERVICE The Planning Secretary read a communication from the City Manager which endorsed the attached request of the Water Superintendent for the addition of a condition in granting of lot splits, zone changes, etc. The condition should read that the water service to the property must comply with .the Uniform Plumbing Code of the City of Arcadia. The Planning Secretary then read the memorandum from the Water Super- intendent which requested the addition of the above described con- dition when the property is developed. Mr. John Grivich. the Water Superintendent, addressed the commission stating that if the condition of requiring compliance with the Uni- form Plumbing Code were added whenever the new property owner wishes to build on the property. then an adequate water service would result. The Water Superintendent explained that in the case of a new, undev- eloped lot resulting from a lot split;when the original owner wishes to sell the vacant part, many times the new owner would like 1-1/2" service because he wishes to have an extensive sprinkling system. The Water Department doesn't know these details until the time of the building permit issuance. If the owner is told that he must comply with the Uniform Plumbing Code, then when he comes to the Water Department to apply for water service there is no problem. The service would not be required until the property is improved. The Director of Public Works suggested that the condition also include the additional words "all other water appurtenances, such as fire hydrants, etc. The commission concurred with the suggestion and the Director of Page One March 28, 1961 '" , r of Public Works was advised to include this additional condition on future lot splits, zone changes, etc. REPORTS The Planning Commission considered the rElPort of the Modification Committee on the inspection of property at 455 W. Duarte Road owned by Mr. James H. Sorgo Commissioner Forman, advised the commission that the committee viewed the property in the field, and he stated that it was a unanimous agreement that the plan as proposed is a good one. The narrowness of the driveway for the last 75 feet, he did not believe a hindrance to fire control. Actually, in viewing the property and seeing the relatively short distance a fire hose would have to be taken to control a fire, it should cause no great problem. A dwelling is already existing on the rear 45 feet, and he did not feel that the building should necessarily be removed except in the case of the opening of Arcadia Avenue in the future. Commissioner Forman stated that in concurrence with the Water Super- intendent's request, since there are two new houses going in . the water service which will be necessary for the additional two build- ings should be taken into consideration. Commissioner Ferguson stated he felt some statement should be made that for this particular case only, the commission is making an excep- tion. This would discourage someone else on the street from request- ing exceptions to the conditions of the zone variance. Commiss.1oner Forman, stated that this approval of Mr. Sorg I s request should not set a precedent. Commissioner Michler advised the commission he would like to compli- ment the Modification Committee for its recommendations in granting this exception. Motion by Commissioner Forman, seconded by CommiSSioner Michler and carried unanimously to approve the construction of two more dwellings on the lot as shown on the tentative plan, without meeting the full requirements of the driveway and unoccupied rear 45 feet of the lot in the zone variance. J jI RESOLUTION No. 406 - In the absence of the City Attorney, the Planning Secretary presented ~esolution No. 406, entitled: "A RESOLUTION OF THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALIFORNIA, RECOMMENDING THE DENIAL OF AN APPLICATION FOR CHANGE OF ZONE FROM ZONE R-2 TO ZONE R-3 OF PROPERTY LOCATED AT 747 TO 803 WEST CAMINO REAL IN SAID CITY." The Planning Secretary read the full body of the resolution, there- fore motion was .made by Commissioner Michler, seconded by Commissioner Ferguson and carried for the adoption of Resolution No. 406.
