PLANNING COMMISSION OF 'THE CITY OF ARCADIA
REGULAR MEETING
September 12, 1961
The Planning Commission of the City of Arcadia met in regular session
in the Council Chamber of the City Hall at 8:00 o'clock P.M.,
September 12, 1961, with Chairman Golisch presiding.
PRESENT: Commissioners Acker, Ferguson, Forman, Michler, Norton,
Rutherford and Golisch.
ABSENT: None

The minutes of the meeting of August 22, 1961 were approved as
written and mailed.
The Chairman expressed thanks and appreciation on behalf of the
Commission for the leadership of Commissioner Acker in his capacity
as Chairman during his many years of service.
The application of.!. Guardalabene and Hazel M. Guardalabene for
a zone variance to allow the 'construction of one additional dwelling
unit on a lot located at 517 to 519~ South Third Avenue was
considered. The Planning Director presented a map and discussed
the characteristics of the area. The property is located in R-2
zoning and the surrounding properties are rentals. The total area
of the lot is 22,121 sq. ft. and is developed with four units . To
build another duplex or two single family residences would require
only an additional 380 sq. ft, of land. The applicant is requesting
a variance for only one more single family dwelling.
The Planning Director read the sta.ff report as follows:
"Thi~ is the application of 1. Guardalabene for a zone vari"ance to
allow one additional dwelling on. the property located at 517 to' 5l9~
South Third Avenue.
The pr!?perty is an ilL" shaped piece on the west side of Third Avenue
between Eldorado Street and Genoa Street. It has a frontage of
87.11 feet on Third Avenue and an area of 22,120 square feet. It
is in Zone R-2 and is short 380 square feet for a total of six liv-
ing units.
It is now improved with four living units, with covered park;ng
space for five cars. Paved parking area for three additional cars
now exists. There is ample room for the additional house to be
placed aod conform with all yard requirements.
It is proposed to erect a two bedroom, stucco dwelling, containing
880 square feet of floor area.."

The Chairman announced that this was the time and place for the
hearing on the application of Ignazio Gua'rdaiabene and Hazel M.
Guardalabene and requested those in favor of the application to
present ,supporting material.
Mr. Ignazio Guardalabene addressed the Commission. He stated the
lot is in R-2 zone and has four units which use 15,000 sq. ft.
There is still 7120 sq. feet of vacant land. This is 380 sq. feet
short of two singles or one duplex. He, is requesting a single
family house - not another duplex. There would be 10 feet from the
rear line; 25 feet on the,west side, five feet on the east property
line, 34' 7" between the existing house and the proposed house.
There is a 10 I driveway with a 4" planting space in between with
another 8' driveway leading to the existing carport. It is entirely
possible to create a driveway l2~ feet to the rear. There is pro-
vided l~ spaces for cars.
Mr. Freemont C. Bishop, 511 South Third Avenue, stated his property
adjoins the above property, and it was his opinion the area would
be improved with the development as proposed.
Those opposed to the variance were requested to come forward. There
was no opposition.
Discussion followed:
The proposed dwelling would be-constructed within, the required set-
back lines. There is no provision in the Code,where a lot has less
than the required 7500 sq.. ft. for two single family dwellings and
the owner desires to place one single family dwelling on the property.
The matter of the driveway was discussed. The present driveway does
not meet the code. The density factor was also considered.
Motion by Commissioner Forman, seconded by Commissioner Norton, and
unanimously carried, th~t the hearing on the variance be closed.
Motion by Commissioner Forman, seconded by Commissioner Ferguson,
that the application of Ignazio and Hazel M. Guardalabene, 517 -
5l9~ South Third Avenue for a zone variance to allow the erection
of one additional dwelling unit on a lot that contains 380 sq. ft.
less than the required area be recommended for denial.
The application of the American Lutheran Church, for a zone variance
to allow the erection of a church, including Sunday School class-
rOOll\8, kitchen facilities and automobile parking on property located
at 130 West Duarte Road ,was considered.
The Planning,Director presented a map of the area and outlined the
property requesting the variance and the property owners who had
signed in favor of the zoning.
A communication was read from Mrs. Lornetta C. Platford, 152 West
Duarte Road, who had originally,signed in favor of the variance,
but who wished to have her name withdrawn bec.ause she understood
the balance of the property on Duarte Road would not be considered
for an R"3 type of development.
The application states the purpose is to erect a new house of wor-
ship at 130 West Duarte Road. This will also include kitchen
facilities and classrooms for Sunday ,School. A parking lot 'will
also be provided to the rear with sufficient space to meet the code
requirements. The present zoning of this property is R"l arid in

order to erect a church, the zoning should be R-2. The property is
directly across from the High School and west of the Library and
the property recently acquired by "the City. The present condition
of this property is rundown due to the uncertainty of what will
happen to the area. The lots are too large'for residential purposes,
and public buildings would enhance the appearance and value of
surrounding properties. The granting of such variance'would not
adversely affect the comprehensive general plan inasmuch as the
character of this street is changing in such a way that public build-
ings are being erected and the present proposed use would conform
to the surrounding area under consideration.
The Planning Director read the Staff report as follows:
"This is the application of the American Lutheran Church for a zone
variance to allow the erection of a church with its related activities,
at 130 West Duarte Road.
The proposed site has a frontage of 160 feet on Duarte Road, with an
average depth of 346 feet and an area of, 54,696 sq. ft. and is in
Zone R-1.
Property at the,southwest corner of Duarte Road and Santa Anita Avenue
is owned by the City and used as a library,site. The City is also
purchasing more property to the west of its present holdings.
When this acquisition is completed there will remain three large
deep lots between the City property and the proposed church site.
They have a frontage of approximately 310 feet on Duarte Road. West
of the church site are three large, deep lots with a frontage of
approximately 380 feet. All of these lots are presently zoned R-l.
The effect of a church on the future development of these lots
should be ,considered.
The Church plan shows seating capacity of 320 in the sanctuary, not
counting those in the choir. It shows 41 parking places, which
probably will not meet the minimum requirements of one space for
each 8 seats, and there is very little area on the site to expand
the parking places.
By<scale, the main portion of the building is 43 feet high. The
height limit in Zones R-l, R-2 and R-3 is 35 feet,
The staff has .been informed that it is very doubtful that actual
building operations could be started within the six month period
specified in the zoning ordinance.
If this variance is to be recommended for approval, the following
items should be given consideration:
1. Dedicate' 12 feet, for widening Duarte Road.
2. Remove all existing structures from the <site.
3. Pave the driveways and parking lot. Construct a
masonry wall separating the driveway and parking
area from adjacent residential property.
4. Provide drainage from the parking area to the
satisfaction of the Director of Public Works.
5. Consider the time within which the improvements will
be erected."
The Chairman announced that this was the time and place for the
hearing on the application of the American Lutheran Church, and

requested those in favor of the' application to present their case.
Mr. Elton Jacobson, 2303 Graydon, Chairman of the American Lutheran
Church of Arcadia, s,tated they need the variance for the reason that
the present church is inadequate to fulfill the needs of the commun-
ity. The structure contemplated will add to the attractiveness of
the area and would add more to the area than many other contemplated
uses.
The question had arisen as to 'whether or not the property had been
purchased. The property is in escrow, but the zoning is a condition
of the sale.
Mr. W. F. Dannaman, Pastor of the Church, stated the church needs
to relocate from the Baldwin Avenue site.; 'the plans for which have
been discussed for a number of years. As to the prospect as to how
soon the building would be erected, he would state in all probability
they could break ground 'within a year. They felt very strongly that
this type of structure would tie in with the general character of
Duarte Road which seems to be developing. This would be advantageous
to the development of this street, and would tend to increase prop-
erty values.
Mr. Ward Sanford, the brother of Mrs. Joel Easton, present owner of
the property, stated this property was purchased over 20 years ago
when the area was a nice residential area. The land was usable and
had a low rate of taxes. This has now become a burden both from
the 'standpoint of use, as well as excessive expense. When they ,were
approached for the widening of Duarte Road, the idea come to them
to sell. The condition of the.sale would be on a monthly install-
ment basis which would provide ,her with an income. Each move has
taken from the ar.ea its former use as residential property. Taxwise,
this has become a considerable burden to her, since the' loss of her
husband. It was her wish that the Church have the property. Pur-
chasing it on this basis would make it possible for the church to
acquire it.
Those opposed were requested to .come forward.
Mr. Richard Beale, 127 Magna Vista Avenue, stated he was not opposed
to thech!lrch,' but ,was very' much' concerned about 'the use of the
property to the rear of his. The, three intervening lots between the
church and the city-owned property ,were of definite conc'ern as it
would affect his property. He felt this would be considered as
"spot zoning". He was concerned that the zoning be in keeping with
the development and the, area. He and his neighbors were desirous
of some reassurance that the zoning would be compatible. to the area,
not two-story apartments.
The Chairman stated that this was a public hearing and there,would
be further discussions on the entire area. The use'of the interven-
ing lots should be considered during the course of the hearing.
If the entire area were to be rezoned R-2, :the ,church could build
its structure and the balance could be duplexes. This, however,
is not being discussed at this time, but would be considered before
a decision is made on the property under consideration.
Discussion followed:
It was determined that this was a very important matter in so far
as planning is concerned and that it was not certain that this was

the proper location for the church; that perhaps it should be located
nearer the city-owned property in order to avail themselves of addition-
al parking that would be present. This could act as, a buffer from the
existing city-owned property.
Moved by Commissioner Forman, seconded by Commissioner Norton and car-
ried the matter be referred to the Zoning Committee and staff for a
further study and recommendation. The hearing was continued until the
meeting of September 26, 1961.
The application of the Santa Anita Girl Scout Council for a zone variance
to erect a covered :patio" arid to use the property at 590 South Third
Avenue as a meeting place for Girl Scouts and similar groups was considered.
The Planning Director presented a map of the area and outlined the
property under discussion.
Several letters of protest were received from the following:
Mr and Mrs W. R. Bennett" 523 S. Third Avenue.
A. R. and F. W,. Fletcher of 60,0 S. Third Avenue.
Addison and Kathryn S. Brown, 300 El Dorado Street.
They stated that they were given to understand this was for headquarter
activity; larger groups now would participate. They had no objections
to use per se, but felt it should be confined to residents of Arcadia.
Objections raiSed were fire hazard, depreciation of property value;
crowded parking on Third Avenue and noise to dIsturb tenants. The
Planning Director presented the Staff report as follows,:,
The property is 80 feet by 227.2 feet containing 18,176 sq. ft. and is
a part of Zone R-2.
In 1954, by Resolution No. 2533, a zone variance was granted to the
Arcadia Council of Girl Scouts to use the property as headquarters for
the local council and as a meeting place ,for intermediate and senior
girl scouts. This activity was conducted in the dwelling that existed
on the property.
In 1958, by Resolution No. 3012" a variarice was granted to allow the
erection of a new building. One of the conditions of this variance was
the removal of the old building, which had a concrete floor.
.It is over this concrete slab that the proposed covered patio would be
erec ted. In addition they propose 'a raised fire ring and a Fores try
type outdoor stove. The plot plan also shows shrubbery to be placed along
the south lot line and along the north edge of the patio.
The Chairman announced that this was the time and place for the hearing
on the application of the Santa Anita Girl Scout Council.
Those in favor were requested to come forward.
Mrs. Frank Reynolds of the Area Council s,tated this program had been
studied and undertaken several years ago. Much thought had' been given
before joining the Santa Anita Council, which consists of Duarte, Mon-
rovia, Temple City, San Gabriel,', Alhambra, Rosemead, Monterey Park and
a portion of East ,Los Angeles, which constitutes the San Gabriel Valley
Council of Girl Scouts. The building was constructed knowing they were
going into the area council but not knowing how it would change the use
of the building. No office was needed because of, one being on Valley
Boulevard in San Gabriel. There are approximately 9,91 registered scouts

as of June. This is 19% of available girls in Arcadia between the ages
of 7 and 17.
The building has been made available to related activity to' other groups
who have wished to use it that did not have a place of their own.. This
was not done on a regular bas'is. They had checked with the Fire Depart-
ment and with the U. S Forestry for the approved type of equipment for
beginning cookouts. To date they had used the "bean pot" type of cookery.
The purpose now is to secure permission for overnight encampments. Many
of the leaders had the girls at their own residences, but there were
leaders in this area'with homes inadequate because of size to accomodate
this type of development. She stressed the 'fact, that many times the
girls were with groups overnight and learned group living and, to care
for themSelves with proper supervision. 'This is for girls mainly in
this area.
Mrs. Reynolds was asked as to the extent the Wilderness Area Park was
used. ,She stated the gf-rls had their own camp, Bona Cord, in Monrovia
Canyon but outside of a day camp one year she was unable to state. The
Chairman asked if the type of activ.ity on Third Avenue could be accomplished
in the Wilderness area as provided by the City. Mrs,. Reynolds stated that
it could, but there was 'a transportation problem. Most of the children
could walk to the Third Avenue area, but would have to be transported to
the Wilderness area. It has been difficult to get transportation. The
activity is generally for the .Arcadiagroups but could be used by others.
The 'troups from Monrovia have been meeting there because half of the
girls live in Arcadia and half in Monrovia. During the school term the
building is used at least twice a day by two differ.ent groups. One group
right after school and through at 3 :.30; the intermediate $;roup is there
from 3: 30 to 4 :"30. There is also a senior. troup that might meet a"t
night. This troupmeets occasionally but the building is no.t in use
every night.. No troups on the weekends,. If it isa troup meeting, the
building is closed about 9:00 ,P.M. If it is a social affair, it must
break up by 11:30 ,P.M. so that the cleanup can be done and lights out
by midnight.
It could not be determined how much the building would be used for over-
night sleepouts, but this would be over the weekends.
Mrs. Robert Solomon, Director of Community Relations for the Council
and is a resident of Arcadia had information pertaining to the use of
the Wilderness Area. The girls do use the Wilderness Area a great
deal; there are two camp sites very close to Arcadia, Hidden Valley, and
the other is Bona Cord. These are used by the troups during the time
of the year when the Forestry Departmen~ will permit it. So much of the
time the restrictions are enfor.ced so that another area is a necessity.
There is also the program of progression. The young girls are not taken
to the wilderness areas to learn the first steps of camp outs and fire
making. They have a cleared ,area where there is no danger of fire and
this is done under careful supervision,
Those opposed were requested to come forward.
,Mrs. Pauline 'Fletcher" 320 Eldorado Street, stated the front of her property
.faces Eldorado. She. is opposed to the addi,tional use. They are directly
affected because they abut the property under consideration.. The fires
worry and irritate her tenants. The smoke from the fires have been so
severe that the houses have to be closed tight. 1'he house of one of her
tenants was completely filled with smoke. Her bedroom was covered with
residue ,from the smoke. The noise is aho a detriment to the neighbors
and tenants.
Mr. A. R. Fletcher, 600 S. 3rd Avenue, which is one property .removed from

the property under consideration stated he was no relative of Mrs. Fletcher
who had just spoken. He concurred with the statements made. He was very
much in favor of the organization, he had noticed recently that the place
had been used by peopl,e from all over the valley. This was not a con-

vention hall. He objected to the place being used on the wide scale
that is now occurring. ,The p'arking is also bad. He fen' tliat anything
that would tend to increase the activities in this area shoutd' b~ denied.
He desired to go on record that he has absolutely nothing against the
organizl\tion, but did not approve of the extended use as pr9Posed.
Mr. I.. Guatda18bene, 5l7~ S. Third Avenue stated he lived' across from
,the' Girl Scout building. They were under the opinion the variance was
,for .a patio and increasing parking. space . No other ac tivi ty was men-
tioned. He had signed for tbe Girl Scouts but was opposed to the increased
activity and desired to have his name withdrawn. He did not approve of
this type of activity in the R-2. area. He was o,pposed to" the overnight
use..
Mr. Howard Allen of 515 S. Third Avenue stated tha t he had- signed the
petition for the patio and for additional parking space, not knowing
they were to have outside ,fires. They had had an experience with a fire
in the area a year ago and the water at the Scout property was not ade-
quate to even use. The neighbors had rushed over to try to put out the
fire but cO,uld not get water. In his opinion, it is the night meetings
from the outside areas that give problems. These' should be curtailed.
The Scouting program should be permitted with the excepUon of the fire
hazard.
Mrs. Reynolds asked to be heard relative to the nuisances. The disturbances'
mentioned had never corne to her attention. She had been cons tantly in
touch with the Fire Department and Captain Dick who had made periodical
inspections. The .Girl' Scout is taught that she is a sister to all J;\t.her
scouts irrespective of area or location; that were other scouts denied
the privileg,e of using the house, it would be rather a selfish attitude
as the girls are taught to share.
The activity b'eingcarried on now has existed since, 1954, inasmuch as
Bonita School has' been built and the girls had no place to meet. She
also stated that the use was brought out at the hearing, but it was an
oversight. that it had not been 'reduced to writing and that is the reason
for including.
Moved by Connnissioner Acker ,seconded by Connnissioner Nor,ton and unani-
mously carried that the ,matter be referred to the Zoning Connnittee for
study and. a report.
The Chairman requested the Planning Director to contact the Recreation
Director as to the use of the Wilderness Area for the purposes brought
out in this hearing; and for the' purposes outlined in the R-2 area.
::The modif:l.cation application of Dr. C. M. Baxter, for a modification
from front setback requirements on placing of two duplexes at 920 South
Second Avenue was referred to the Planning Connnission from the Modifi-
'cation Connntttee for a decision..
This matter was before the Planning Connnj,Cssion for a variance sometime
ago at which time a decision was given granting the variance. The City
Council acted favorably on this variance. ,At that time the exact di-
mensions of the building were not properly stated to Dr. Baxter and as
a result the buildings will not sit on the lot 'precisely as indicated
in the initial plans. The' next step to alleviate the situation was to
file an application for modification of yard requirements. The request
was for a modification in the front setback of 2 feet; the required front
yard is 23 feet from the property line on Second Avenue; the building would
extend so that the setback would be ,21 feet; another modification was
required from the existing side yard requirements as the required distance
from the property line to the eave overhang is 30 inches on both sides of
the lot,; the request is for modi'fication to 2linches from the eave over-
hang. The distance to the wall is 3 ~eet. Several residents in the area
opposed the granting of the modification.

Commissioner Forman 'stated that two things had come up, at the modifi-
cation 'committee meeting; fir,st" was 'the violation of the setback
ordinance which amounts to two fltet,; this because of the bay window
extending into the, front yard, ,second, some of the people stated that
they had been away at the time of the variance hearings,. 'In order to
be fair the Commi'ttee had referred the matter on to 'the Planning
Commission. These people should be heard.
The Chairman requested those in the audience to speak' on behalf' of the
modification to come forward.
Dr. C. M. Baxter, 460 E. Duarte Road, stated the hearing is limi ted to
the front and side yard requirements, and inadvertently the dimensions
o,f the buildings were given to him incorr!!ctly and dif,fered ,from the
plans as submitted at the zoning hearing;. A corr,ectmeasurement proved
the shortage of 9-7/8 inches exists in the front yard, plus the 15 inch
bay window or :a total of '24-} /8 inches. The seller did not consider
the bay window in his measurements. There would still be a shortage
if the bay windows were removed. The excess eave overhang is 9~ inches;
this would be ,in the front section,only.
Dr. Baxter stated he had tried to purchase additional ground at the rear
but ,it is ,to ,be a parking, area; that is' not available. This will be a
public parking area. This may have some bearing. The Building Inspector
had found the 'shortage. Theliouse abutting ,this property "is apprOXimately
27 feet from his south ,line. He also' presented a rendering showing ,the
landscaping, etc.." when the building is lowered and completed. He Jel t
this would greatly enhance, the neighborhood. He also presented pic tures
of the entire stt'eet.. It 'is difficult to visualize a building when it
is extending three or ,four feet above ground level..
Mr. James Cunningham, architectural draftsman, residing in La Mesa but
when in Arcadia' resides with relatives in the adjoining property repre-
sented the two residents to the south.. He had prepared a plot plan which
he, presented. He said the buildings wer.e iIi. violation of the building
code. They should be set back as 'far as possible to give the abutting
prClperty an the light, air and circulation possible . The garages were
also' located where it would be difficult to use them. His measurements
were different from those presented. The set back on the 1004 South
Second fairly well lined, up wfth the balance of the houses on the 'street.
Mrs. Helen Lark, 1004 South Second Avenue, the adJoining proper,ty owner,
stated vari'ances had been issued and modifications issued and that this
building is crowdi!)g the property. The regulations under the Zoning
. Ordinance sets up 7500 sq.. ft. of land for a duplex; this would be a
fire hazard and this .does not help the City 'in any way. There are four
small apartments next to one family residential home. In addition to
the statements made by Mr. ,Cunningham she ,felt this would be very mu'ch
of a problem.
Discussion followed.
The corner is commercial and buildings could extend to the property line.
The R-2 is a buffer between the cOlllll1ercial and the residential area to
the south.
Because some of the dimensions given'were incorrect and had gone through
the variance with the'se e'rrors; Cotnmissio,ner Norton opposed the granting
,of the modification.
,Commissioner Michler stated he felt this was a natural error. The build-
ings should not have been allowed to be moved had the dimensions been
incorrectly sta.ted in the beginning, but that is done. He felt the

buildings should be completed a's soon as possible.
Dr. Baxter does not seem to be at fault. The measurementa perhaps were
taken a t the ground level ,and the overhang was not considered. The
buildings are an eye-sore at this time and something has to be done.
Commissioner Acker concurred with Commissioner Nor,ton,. Commissioner
Forman stated the buildings could not be placed together because of the
code wh, ch requires a certain distance between the 'two ,structur,es. It
is ,not possible to push the bui'~dings closer together. The proposal
to move the buildings back wo,uld interfere with the driveway and the
garage approaches. In, the past, bay windows have presented a problem
and the Modification Conunittee has :felt that a small projection did not
interfer. This building is in transit and he felt perhaps it would be
better to reduce the driveway approach or permit the two feet in front.
He preferred the two feet in front. The setback from the commercial to
the, R-l ,where the setback starts at zero at ,the property line in the
commercial area and may' go back as ,far as 50 feet in the R-l and in the
past in some i!l,stances it ha~ been permitted to step down, a type of
progression, in' the front yard, so there would not be the vast difference
between the two .
Commissioner Forman felt Dr. Baxter had acted ,in good faith. His evidence
as a landlord ~nd resident is established.
Moved by Commissioner Forman, seconded by Conunissioner Ferguson as to
the front setback and the' eave overhang that the two items of the modi-
fication of the 'property at 920 S. ,Second Avenue qn the duplexes be
apP,roved .

Lot Split No. ,340 - Myrtle' W. Null, 1202 S. Eigth A\,enue which had been
referred to Mr. Michler and Mr. Golisch was 'again considered.
This lot split had been considered by the Commission on August 22, but did
not recei.ve a majori ty vote..
Mr. Michler had reviewed the property and based on his repor,t favored
the lot split. He felt that there was no question bU,t that the property
would be enhanced by the, proposed development and ,moved that Lot Split
No. 340 - of Myrtle W,. Null, 1202 S. Eighth Avenue be approved subject
to the follqwing recommendations.
1,. File a final map with the City Engineer.
2. Provide a sewer lateral for parcel 2.
3; Pay $25.00 r,ecreation fee.
4. ,Water Service shall comply with the Uniform Plumbing Code.
.5. Move the 'existing' dwelling 'to comply with new lot lines or
remove it from the property.
6. C,onstruct curb through all curb cuts not used for new driveways.
Said motion was seconded by Commissioner Forman and was approved on the
,follOwing roll call vote:

.The report by the Director of Publ,ic Works stated' that i'r-.the lot
split were granted the following would be requtred.:
L Fiile a final map wi th the City Engineer.
2. Pay $25.00 recreation fee.
,3. Water Services shall comply with the Uniform Plumbing'Ordinance.
4. Remove all existing buildings..
Discussion followed.
It was the concensus of opinion that it had been the usual procedure
to deny lot splits that were in an area where a possible subdivision
could be developed.
It was moved by Commissioner Michler, seconded by Commissioner Norton
and unanimously carried that Lot Split No. 343 - John W. Egan -
202 W. Las Flores Avenue be denied.
The City Attorney presented Resolution No. 418 ,entitled: "A Resolution
Of The City Planning Commission Of The City Of Arcadia, California,
Recommending Interim Emergency Zoning of R-3 arid D, (Architectural
Overlay), Concurrent With Its AnneXation to the City of Arcadia, of
Certain Property Known as "Annexation No. 26, West Arcadia Uninhabited."
Motion by Commissioner Forman, seconded by Commissioner Acker that the
reading of the full body of Resolution No. 4-1.8 be waived.
Motion by Commissioner Norton, seconded by Commissioner Michler that
Resolution No .418 be adopted..
Said motion was carried on the fol,lowing roll call vote:

There was no Public participation.
A communication was received from W. T. Beckwith requesting an exten-
sion of time for completing the requirements imposed on property located
north of Sycamore Avenue between Oakglen Avenue and Oak Haven Lane. The
date of approval was August 16" 1960.. There has been a great deal of
controversy between the School Board and the residents on Oak Haven in
connection with the street that, is to be developed. This has finally
been worked out, but it was impossible to complete the requirements of
the lot split untfl such time as this was determined. He is now re-
questing a 90 or 120 day extension in order to complete the requirements.
Moved by Commissioner Acker, seconded by Commissioner Forman and unani-
mously carried tha,t an extension of time of 120 days be granted A. H.
Rude to complete the requirements imposed fora lot split on property
located north of Sycamore Avenue between Oak Glen Avenue and Oak Haven
Lane.

It was requested that in this connection a written request be obtained
frqm A. H. Rude as well ,as the req ues t from Mr. Beckwith,.
TRACT NO. 26295 This Tract No. 26295, located on Foothill Boulevard', just east of the
proposed Baldwin Avenue extension, has been before the Commtssion and
the proposed date of September 12, 1961 was fixed as the time' 'for con-
sideration because the area lies within the ,area proposed for, the
Foothill Freeway. A communication was received from the State Division
of Highways. It is difficult to act on the acquisition of the property
until the Freeway Agreement can be reached with the City of Arcadia.
Mr. ,George A. Hill of the State Division of Highways had expected that
the Baldwin Avenue interchange would be settled between the Division
of Highways and the City of Arcadia prior to this meeting. That is the
reason for the information in the letter dated April 5, 1961. Discussions
have been conducted with the Director of Public Works and tentative free-
way plans haye been submitted that will lead to an agreement. On
September 6, a further meeting is being held relative thereto. It is
anticipated a freeway agreement could be completed with the City. Since
the Foothill Freeway is an. interstate highway and is subject to federal
controls, it is difI"icult to take action now to acquire the necessary
property which is included in the proposed Tract No. 2629'5. Upon con-
summation of the freeway agreement action toward the purchase would be
iniUlited.
A co~unication was also presented from the City Manager pertaining to
the subject matter. The agreement is anticipated sometime in October.
Prior to the signing of the agreement the only property being purchased
is' on a hardship basis.
It was pointed out that up to this date no City along the entire route
has progressed to this stage. Arcadia will be the first Ci ty to accomplish
this. The lands involved in Tract No. 26295 are primarily included in
the plans for the Baldwin Avenue interchange and the Foothill Freeway,
it is therefore recommended that, this tract, be denied.
Moved by Commissioner Acker, seconded by Commissioner Rutherford and
unanimously that the tentative map of Tract No. 26295, on Foothill
Boulevard be recommended for denial, without prejudice.

The Planning Direc,tor had prepared housemoving concepts to be presented
preliminary to the preparation of an ordinance to be adopted by' the City.
Due to the lateness of the hour, the matter was continued until September
26, as the first item on the agenda.
WES T ARCADIA
ZONING
The determination of the area boundaries, type of zoning reclassification
and the date of public hearing on the area south of Duarte Road, west of
Lovell Avenue and nor,thof Camino Real was discussed.
This matter had been discussed 'with property owners in the area and there
was ,some agreement as to the boundaries to be considered.
The Planning Director discussed fully the area and the study made arid it
was determined that the boundaries should be fixed in accordance with
a plan outlined ,by th,e Director which would be south of Duarte Road. west
of Lovell Avenue and the south side of Naomi, also including the one lot
on Baldwin Avenue which is now occupied by the Lutheran Church..
.Discussion followed. The area along the ,south side of Naomi to be con-
sidered is approximately six acres'; ,on the north side is approximately
six acres including that which has already recently been rezoned with
about 7 acres to be developed as R-3-R or equivalent . The public hear-
ingshould be precise as to the exact proper.ty under consideration as well
as the precise zoning to be applied.

carried that the boundaries to be defined in the Public Hearing on
the change .of zone in the West Arcadia be defined as that. property
on Naomi Avenue ly~ng northerly of the rear lot line of property
facing Camino Real and approximately 283.56 ,feet west of Lovell Avenue
to be changed from Zones R-I and R-2 to Zones C-3 and D; that the
property lYing westerly of Lovell Avenue fora distance of approxi-
mately 283.56 feet be changed from Zone R-l to Zone R-3-R or some more
res~rictive zone: that the property facing Baldwin Avenue, now occupied
by the Lutheran Church be changed from Zone R-2 to Zone C-2; that the
Planning Secretary be instructed to give notice as required by law;
public hearing 4ate to be October 10, 1961,at 8:00 P.M.
