MINUTES PLANNING COMMISSION, ARCADIA,CALIFORNIA REGULAR MEETING JUNE 12, 1962 The Planning Commission of the City of Arcadia, California met in regular session on June 12, 1962 at 8:00 o'clock P.M. in the Council Chamber of the City Hall, with Chairman Golisch presiding. PRESENT: Commissioners Forman, Michler, Norton, Rutherford and Golisch ABSENT: Commissioners Acker and Ferguson The minutes of the meeting held May 22, 1962 were approved as written and mailed. The Planning Commission held a public hearing on the application of William B. Ward for a zone variance to permit the existing building at 110 La Porte St. to be used for light manufacturing of missile and aircraft components, etc. in Zone C-2. A map of the area was presented, and the Staff repo~t given by the Planning Secretary, summarized as follows:; This property is located in zone C-2 and is developed with two buildings, One is a frame and the other is a cement bloc~ building. The frame building is used as an auto repair shop. The concrete block building was forme~ly occupied by a machine shop which was not an allowable use in Zone C-2. This building is presently occupied by an instrument repair firm. Occupancy of the building was completed without knowledge that this type of use is not permitted in Zone C-2. The present occupant filed for a zone variance. He has no employees on the payroll as it is basically a one-man operation. This type of operation at the location of the subject property is not objectionable nor incompatible with the general area. In fact this is the type of small industry which may typify this area sometime in the future. The Planning oepa~tmerte recommends that the application be approved allowing only the use of the concrete block building for in- strument repair and manufacturing. No communications were received. The Chairman announced that this was the time and place for the hearing of said application and called for those in favor to come forwsrd. Mr. William Ward, 2030 S. Santa Anita Ave. stated that he was the owner of the property, but that Mr. Robert Teagarden ope~ated the business in the building. He felt that the use requested was much less of a nuisance than the forme~ use of the building, i.e. body-parts, and there was but one person working in the building. He stated that Mr. Teagarden was present and could anSwer any questions the Commission desired. Mr. Robert Teagarden, 130 N. Canyon Drive, Monrovia, occupant of the building stated that he had occupied the building for five months and did not know at the time that the use was not permissible in the C-2 zone. From the area and the future plans for the property located south of the proposed freeway this use would be compatible and if at any time increased June 12, 1962 Page One " HEARING CLOSED MOTION ZONE VARIANCE 410-418 W. Huntington Dr. . . activity should occur it would be necessary to remove all equipment ~o a larger building. The present building is only sufficient for the one-man operation. Discussion ensued. The Asst. City Engineer suggested that one Con- sideration should be imposed; that the applicant be required to dedicate 10 ft. for the widening of First Avenue. This will be required at a later date in connection with the freeway and this would be an opportune time to get the easement. Each Commissioner expressed himself. Chairman Golisch stated that if the thinking of the Commission were to the effect that this use would be a permissible use a time limit should be considered because in the future it may prove helpful if this were a temporary variance. He would be opposed to a permanent variance. Mr. Ward stated that he would have no objections to the time limit nor to the dedication of the ten feet. His property was located on the corner of First Ave. and La Porte and the front of the property facing First Ave. contained gasoline pumps which were inoperative, It would be .reasonable to give the deed for widening. The question of traffic and the type of vehicles used in making deliveries were discussed. Mr. Teagarden stated that most of the pick-up and deliveries were done by himself in his personal car, and the other was by United Parcel Service. No one desired to be heard further on this subject. Moved by Commissioner Norton, seconded by Commissioner Michler that the public hearing be closed. Moved by Commissioner Norton, seconded by Commissioner Forman that the zone variance application of William B. Ward to permit the existing building at 110 La Porte St. to be used for light manufacturing of missile and aircraft components, .etc. in Zone C-2 be recommended for approval subject to the following conditions: 1. That such use be restricted to a two year period; 2, That a ten foot easement be given for the widening of First Avenue. Said motion was carried on the following roll call vote: AYES: Commissioners Forman, Michler, Norton, Rutherford and Golisch NOES: None ABSENT: Commissioners Acker and Ferguson The Planning Commission considered the application of Robert Stevens for a zone variance and/or special use permit to allow the construction and operation of a convalescent home at 410-418 W. Huntington Drive, The public hearing on said matter was closed May 22, 1962. This matter had been referred to the Zoning Committee and with members being out of town it was impossible to meet. The Chairman of-the Zoning Committee hsd gone over the reports and testimony produced at the public hearing and gave an oral report. June 12, 1962 Page Two " . . There were several matters Commissioner Norton felt should be brought before the Commission. He had been unable to determine the number of employees that would become involved in the operation of this business. He was also interested in the number of persons on the staff and for additional facilities. Jerry Hansen, Architect on the building, was asked s number of ques- tions. The number of employees would vary, depending upon the work load. The first shift would be heav~est. This would be between 7-8 A.M. to approximately 3 P.M. There would 15 or 16 employees. Of these there would be between 9 and 11 nurses. parking was also discussed. Mr. Hansen'stated he had found that generally it could be considered that one space would be used for each three employees. This is the usual ratio, and with the location of this property the ratio would be maintained. The question of a wall was also discussed. If a masonry type wall were required Mr. Hansen stated they would prefer a slump stone or similar. However, they would prefer a wood type barrier. The size of the rooms also had bee~ considered. Mr. Hansen stated with the work he had done in the past the room sizes designed for this building were larger according to hospital stan4ards. The building would be Type V, frame and stucco construction, to meet the fire zone requirements in that zone. Mr. Norton requested information as to the total time to complete the facility. Mr. Hansen felt it would require approximately a year, if time is calculated prior to any approvals. There were many approvals necessary to be obtained. The State now is from three to four weeks behind in their work, They would have to estimate about five weeks before obtaining approval. The penalty clause was considered but Mr. Hansen could not indicate approval without first consulting the other interested parties. This is private capital and he felt there was no problem ,in financing the project. The Chairman stated that a better and more compatible use should be made of the property. The city had beautified Huntington Drive. He felt that a project such as this should have a place within the cit~, but it was questionable in his mind that it should be located at this particular place. Commissioner Forman s.tated he was not so concerned with thelocation, but felt it should be shown that there was a basic need for this type of operation. Th~re is one completed in this area now and another nearing completion on Baldwin Ave; that the completed one has been fairly well filled up and there is a waiting list. The impact of the second unit is unknown. He would not like to see the addition of another unit which would jeopardize the two units now allowed. If the economics of such a place as this gets to a point where they either have to cut down on the service or the quality of their units in order to keep them filled up that it would be a detriment to the'city. He had not been convinced of the need of another such service. Commissioner Rutherford had no particular objection to this use. Commissioner Michler stated that he could no.t concur with. C01IIl1lissioners Golisch and Forman. With respect to the location, there was already one located in this particular locale. It would be difficult for him to say that because there was one it would not be possible to allow another. The one now constructed is well maintained and the feeling has been there is ample R-3 and this property had been zoned CoO for sometime and this use not exercised, so that in his opinion there is need to consider a use compatible. Some mention.had been made as to the need of this type of operation. The hospital people would say that this area is undermanned with respect to beds, His affiliation at the local hospital shows that they are running at near capacity most of the time. There are times when it is difficult to take more patients. He felt that the economics was the decision of the applicants alone in spending the required sum, which he would estimate to be in the area of a quarter of a million dollars. He felt the Commission could not prevent them from expending this type of money in this area, The City would gain from it. It was his opinion this was not the p~~rogative of the Commission to determine the economics of this particular business endeavor. This seems to him like an opportunity of attracting the right kind of people to this community. There would be some 15 people on the staff and this would be a good payroll. He felt the merchants would welcome this. He felt that the full report of the Zoning Committee should be received before reaching a decision. . Commissioner Norton stated that a number of things should be con- sideredin looking to the future. The estimated population for satur- ation point would necessitate more of this type of service. There is a potential need but it msy be necessary to consider the question of where to stop in allowing such facilities in the future, He had under- stood there were two private surveys in this particular area and the basic result of the survey showed that this area would not lend itself to R-3 development and would not be a wise investment which would eliminate the apartment use. Considerable time has elapsed and no CO use has developed. He did feel that some consideration should be given to the completion of the project. The time element should be considered and then a reasonable length of time should be given; if not completed within that period some type of penalty should be imposed so that the City would not be faced with problems as has been experienced in the past. Commissioner Michler did feel that a concrete block or some type of masonry wall should be required. Moved by Commissioner Norton, seconded by Commissioner Michler, and unanimously carried that the matter now pending before the Planning Commission for a convalescent home be continued to consider applicable conditions and a full report from the zoning committee. The City attorney stated that the type of conditions should be worked Out i~ detail and it would be necessary that th~se be spelled out and this could be incorporated in a resolution and sent to each commi- ssioner for study prior to the next meeting, The Planning Commission considered the action taken on the application of Mrs. Dorothy Stevens for a zone variance to allow the continued operation of a day nursery. This was acted upon May 22, 1962. Protests had been received from residents within the 300 ft, radius stating that they had not received notice of the public hearing. A report from the Planning Department was read stating pertinent facts. The City Attorney presented Resolution No. 450, entitled: "A RESOLUTION OF THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALIFORNIA, RESCINDING RESOLUTION NO. 449, AND RESCHEDULING A HEARING ON THE MATTER THERE IN REFERRED TO." June 12, 1962 Page Four . . MOTION Moved by Commissioner Forman, seconded by Commissioner Norton, and unanimously ca~ried that the reading of the full body of Resolution No. 450 be waived. MOTION Moved by Commissioner Forman, seconded by Commissioner Norton that Resolution No. 450 be adopted and June 26 be fixed as the date of the new hearing. Said motion was carried on the following roll call vote: AYES: Commissioners Forman, Michler, Norton, Rutherford and Golisch NOES: None ABSENT: Commissioners Acker and Ferguson LOT SPLIT NO. 369 The Planning Commission considered Lot Split No. 369, 102 E. Longden Ave. which had been referred to Commissioners Ferguson, Forman and Rutherford. The staff report was presented to the effect that a lot split for 60' x 300' had been approved in February, 1951 but was not used. If the present plan is approved the following conditions should be imposed: 1. File a final map 2, Pay a recreatioh fee of $25.00 J. Provide water services to comply with the Uniform Plumbing Code 4. Move the garage to comply with new lot line. Report was given by Commissioner Forman. The depth of the lot could not at this time be determined for obtaining an opening for Greenfield Ave. or the opening of this property to Lee Ave. He felt that the split should be denied as requested but could be approved for the 300 ft. depth. Mr. Pat Brown spoke in favor of the application. He could not get subdividers to develop the rear portion of his property and that of his neighbors because of an owner beyond them preventing access to Lee Ave. He could not keep up the p~operty and did need to dispose of some of the excess land. He fete the 150 ft. depth would be adequate to permit the new street to go in and there were other 60 ft. lots in the area. Discussion ensued. LOT SPLIT NO. 370 Moved by Commissioner Forman, seconded by Commissioner Norton and unanimously carried that Lot Split No. 369 - Pat B. Brown be denied as to the 150 ft. depth, but approved if the lot is 60 ft. by 300 ft. as previously approved, subject to the conditions as outlined in the staff report. T~e Planning Commission considered Lot Split No. 370 - Clara capranica, 1330 Greenfield Ave, which had been refer~ed to Commissioners Ferguson, Forman and Ruth~rford. MOTION The staff report was presented by the Planning Secretary. June 12, 1962 Page Five . . Commissioners Forman and Rutherford had viewed the property and recommended approval of the lot split. MOTION Moved by C01IIl1lissioner Forman., seconded by Commissioner Michler and unanimously approved that Lot Split No. 370 - Clara Capranica - 1330 Greenfield Ave. be approved, subject to the following conditions: 1. File a final map 2. Dedicate 12 ft. for the widening of Second Ave. 3. Pay a recreation fee of $25.00 4. Provide water services to comply with the Uniform Plumbing Code LOT SPLIT NO. 371 The Planning Commission considered Lot Split No. 371 - Crestview Builders, for property to be known as 210 Ellen Way, which had been referred to Commissioners Ferguson, Forman and Rutherford, The staff report was presented by the Planning Secretary. Commissioners Rutherford and Forman had viewed the property and reported that this was the lot to the rear of the 'property fronting on Duarte Road which was tentatively considered in developing Tract No. 26938. The property is zoned R-2, and will front on the new street. If the split were granted the following conditions should be required: 1. File a final map 2. Provide sewer lateral for Parcel 1 3. Pay a recreation fee of $25,00 4. Provide water services to comply with the Uniform Plumbing Code 5. City to deed lot 27, Tract No. 26938 to the applicant, 6. Deed the southeast corner of Parcel 1 to the owner of lot 23, Tract No, 26938 7. File a covenant that parcel I will be used for R-l uses only. MOTION Moved by Commissioner Forman, seconded by Commissioner Norton, and unanimously carried that Lot Split No. 371, Crestview Builders, be approved, subject to the conditions outlined in the staff report. LOT SPLIT. NO. 366 A communication had been received from Mr, EdW. H. Baltutat with reference to the action taken in connection with Lot Split No, 366 located at 475 W. Longden Ave. This lot split was denied at the last Planning COmmissio~ meet~ng, but the applicant had requested a review. Moved by Commissioner Michler" seconded by Commissioner 'Rutherford that the request to split the lot located at 475 W. Longden Ave. be reopened. MOTION Said motion was carried on the foll~wing roll call vote: AYES: Commissioners Forman, Michler, Norton and Rutherford NOES: Commissioner Golisch ABSENT: Commissioners Acker and Ferguson June 12, 1962 Page Six . . Mr. Baltutat had stated he had contacted Some of the members of tne Planning Commission and it was his opinion that a reconsideration would be beneficial to him in view of the fact that if the property could be divided into three parcels three $35,000.00 houses could be built; otherwise if three could not be obtained he could not finance this type of development. It would be necessary for him to sell one lot in order to clear the property from the lien now existing. Discussion followed. The C01DDlission was still of the opinion that while the lot areas were in excess of that required under the Code, they were not com- patible with the large lots in the neighborhood and therefore, the decision should stand as originally set forth, MOTION Moved by Commissioner Norton, seconded by C01DDlissioner Forman, and unanimously carried that the original decision denying the application of Edw. H. Baltutat in connection with Lot Split No. 366 - at 475 W. Longden Ave. be sustained. TRACT NO, 22199 The Planning Commission considered Tract No. 22199, tentative map for property located on the east side of First Avenue, 884 feet nortn of Camino Real, containing 8 lots. The Planning Secretary read the staff repo~t summarized as follows: The tract was considered on May 22 and held for a rearrangement of some of the lots to provide common rear lines. This rearrangement has been done on the .revised map. All lots contain 7500 sq. ft. or more, Lots 3, 4, 5 and 6 should be rearranged to provide a uniform width of approximate'ly 53.5 ft. at the building line. This is less than the 75 feet which has been de- sired in the past but the Department feels that it is a better layout than to permit the key lots that have formerly been approved. The tract is recommended for approval subject to the following con- ditions: 1. Dedicate "A" Street 60 ft. wide instead of the 50 ft. with 5 ft. plantIng easements 'as shown 2. Remove all buildings and structures within the tract boundary or if any are to remain, they shall comply with all building code and yard requirements in all respects. All building remo.vals and relocations shall be complete prior to the signing of the final map. 3. Remove all trees from the street right of way 4. Provide allnecessary rear line utility easements 5. Rearrange the side lines of lots 3, 4, 5 and 6 to make uniform widths at the building line 6. Install all standard street improvements required by the subdivision ordinance. Improvements, grading, grades and drainage shall be to tne satisfaction of the Director of Public Works. Minimum grade of 0.4% will be required. 7 . A covenant in a form approved by the Cfty Attorney shall be recorded agreeing that for the purpose~ of Article IX of the Arcadia Municipal Code the exterior boundsry line of said tract shall constitute the rear lot lines of lots 3 to 6 inclusive. The Planning Director exhibited a map and outlined the changes made since the original map was presented on May 22. The arrangement of the lots back up to a new subdivision. is much preferred even with the narrower front line. Some work should be done in connection with attempting to eliminate some of the conditions arising out of develop- ments such as this. The tract now is a workable one and the developer has stated there will be no problem in locating the new houses. Some discussion followed as to the many new cul-de-sac streets and how best to solve the many problems which could arise, such as the spacing of the cul-de-sac streets so that new subdivisions could not prevent intervening lots from. being subdivided. The Planning Department was requested to study areas when new cul-de-sac streets were presented with the view of bringing before the Commission the status of the lots lying between the new subdivision and any potential new develop- ment. Moved by Commissioner Forman, seconded by Commissioner Michler, and unanimously carried that revised tentative Tract Map No. 22199 be recommended for approval, subject to the provisions as set forth in the staff report. The Planning Commission considered Tentative Map of Tract No. 22278 which is the westerly extension of Los Altos Avenue toward Florence Avenue and consists of 8 lots. The Planning Secretary read the staff report which is summarized as follows: Los Altos Avenue is now 1074 feet long to a dead end. This plan proposes to extend it 293 feet, making a total of 1367 feet to a cul-de-sac, and stopping 190 feet short of reaching Florence Avenue to provide circulation. A lot split was denied by the City Council until Los Altos could be extended with access to another street. If this tract were approved there is no assurance that the street could be opened full width for the first 130 feet except 'by condemnation. The Department recommends that the tract as proposed be denied. If the subdivider is able to continue the street to Florence ~venue or to some other street a new tentative map should be submitted and consideration should be given to straightening the rear lines of lots 7 and 8, as well as including the rear portion of the lots at 2416 and 2424 Florence Avenue, If the tract is approved as submitted it should be subject to the following conditions: June 12, 1962 Page Eight MOTION TRACT NO. 22335 .. . 1. Dedicate Los Altos Avenue 60 feet wide, plus the cul-de-sac street. If any portion of the right of way is not voluntarily available it should be acquired by con- demnation at the expense of the subdivider, 2. Straighten the north lines of lots 7 and 8 to conform to other rear lot lines. 3. Consider the inclusion of the rear portion of the properties at 2416 and 2424 Florence Ave. 4. Provide all necessary rear line utility easements 5, Remove all structures within and across the tract boundaries, or, if any structures are to remain, they shall be made to comply with the Uniform Building Code in all respects, Such removals or required alterations to be completed prior to the signing of the final map. 6. Install all standard street improvements required by the subdivision ordinances. Improvements, grading, grades and drainage shall be to the satisfaction of the Director of Public Works. 7. Pay the following fees: Installation of steel street light Installation of street trees 8 lots recreation fee at $25.00 posts $345.00 136.00 200.00 Total $ 681. 00 Discussion ensued. This matter has been before the Commission at a previous meeting in connection with a lot split ~f the rear lot facing Woodruff Avenue. At that time it was the opinion that no further extension of Los Altos be permitted until access is obtained to another street either Woodruff Ave. Florence Ave. or Palm Drive. The Commission is still of the opinion that Los Altos should not be a cul-de-sac street 1367 feet and stop 190 feet short of access to , Florence Ave. Moved by Commissioner Forman, seconded by Commissioner Norton, and unanimously carried that Tentative Map of Tract No. 22278 as submitted be recommended for denial until such time as access is provided to .F.lorence Ave. or to some other street. 'Tbe Planning Commission considered Tract No, 22335, located on the east side of Sixth Avenue, 100 ft. south of Beverly Dj:ive, consisting of 6 lots. The Planning Secretary presented the staff report, summarized as follows: The subdivider has followed the recommendation of the Department in the layout of lots 3, 4, 5 and 6 to provide a uniform width of about 54 at the building line. The small land locked parcel at the rear of lot 5, held under separate owne~ship should be included in the tract. Provide all necessary rear line utility easements. 6. Remove all buildings and structures within or across the tract boundaries prior to the signing of the final map. 7. Remove all trees from the street right of way. 8. Install all standard street improvements required by the sub- division ordinance; improvements, grading, grades and drainage shall be to tre:satisfaction of the Director of Public Works. Minimum grade of 0.44 will be required. 9. Pay the following fees: Installation of street trees Installation of street name signs Installation of steel street light posts 6 lots recreation fee $25.00 $76.00 70.00 230.00 150.00 Total $ 526.50 10, A covenant. in a form approved by the City Attorney shall be recorded agreeing that for the purposes of Article IX of the Arcadia Municipal Code the exterior boundary line of said tract shall constitute the rear lot line of lots 3 to 6 inclusive. The Planning Director exhibited a map of the area and explained some of the details which the subdivider had corrected before the presenta- tion to the Commission. The tract had been before the Technical Committee and certain recommendations had been made at that time. One parcel of land is under separate ownership and would create a landlocked piece of land. The developer, James Cecka, stated that he now had an oral commitment for the purchase of land east of lot 5. which would eliminate the landlocked parcel. As soon as negotiations were completed it would be placed on the map as part of lot 5 of said tract. The planting,easement on the south side of "A" Street could be obtained, and the'radius on to Sixth Ave. could be obtained. - . MOTION Moved by Commissioner Forman, seconded by Commissioner Michler that revised Tentative Tract Map No. 22335 be recommended for approval, subject to the conditions outlined in the staff report. Roll Call disclosed the. following vote: AYES: Commissioners Forman, Michler and Golisch NOES: Commissioners Norton and Rutherford ABSENT: Commissioners Acker and Ferguson June 12, 1962 Page Ten TRACT NO. 27219 MOTION PUBLIC PARTICIPATION . . Tbe motion was lost .because it did not receive a majority vote. The matter will be on the agenda for the meeting of June 26, when it will be reconsidered. The_Planning Commission considered Final Map of Tract No. 27219, located between Las Flores Ave. and Longden Ave. west of Santa Anita and containing 33 lots. The staff report was presented by the Planning Secretary and an area map was exhibited. The final map conforms substantially with the approved tentative map. Moved.by Commissioner Forman, seconded by Commissioner Michler, and unanimously carried that the final map of Tract No. 27219 be re- c01lllllended for approval, subject to the following conditions: 1. Dedicate a 5 ft. planting and sidewalk easement along the west side of IvylandiAvenue north of lot 33, 2. Dedicate lots 34 and 35 in fee to the City. 3. Dedicate the sewer and drainage easement leading to Longden Avenue and any other required easements. 4. Remove all buildings within the tract. Remove all portions of buildings within 3 ft. of the tract 'line or remodel to conform with the Uniform Building Code. 5. Remove all trees from the street right of way. 6. Provide all necessary rear line utility easements. 7. Install all street improvements, including a concrete sidewalk in the west parkway of Azure Way, drainage facilities and drainage structures required by the subdivision ordinance and Public Works Department in accordance with plans and to grades satisfactory to the Director of Public Works. 8. Mrs. 'Manuel Munoz, 1235 S. First Ave. requested information as to the property north of the Dana School. She stated she had heard that the property had been condemned for school purposes and her concern was what was to become of the other property in the area if such were the case. She was directed to contact the Business Manager of the Unified School District and to further discuss the matter with the Planning Department. June 12, 1962 Page Eleven ,....: i ,..- RESOLUTION NO. 451 RESOLUTION No. 452 MOTION MOTION REPORTS: Cul-de-sac Streets R-3 STUDY ADJOURNMENT . . The City Attorney had prepared Resolution No. 451, pertaining to the rezoning of Live Oak from Santa Anita Ave. to Second Ave, The Commission had not had ample time to read the resolution and it was suggested by the City Attorney that copies ~forwarded to each Commissioner to peruse and action could be taken at the next regular Planning Commission meeting. The City Attorney presented Resolution No. 452, entitled: "A RESOLUTION OF THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALIFORNIA, RECOMMENDING THE GRANTING OF THE ZONE VARIANCE FOR THE USE OF THE EXISTING BUILDING LOCATED ON LA PORTE STREET FOR THE USE OF LIGHT MANUFACTURING AND ASSEMBLY." Moved by Commissioner .Forman, seconded by Commissioner Norton that the reading of the full body of the resolution be waived. Said motion was unanimously carried. Moved by Commissioner Norton, seconded by Commissioner Forman that Resolution No. 452 be adopted. Said motion was carried on the following roll call vote: AYES: Commissioners Forman, Michler, Norton, Rutherford and Golisch. NOES: None ABSENT: Commissioners Acker and Ferguson The Assistant City Engineer stated that it was possible to overlook some of the development in the R-l areas in developing cul-de-sacs. Care should be given to a p~rsonal inspection of the area to be in- formed as to the future development of adjoining property. It was a concern as stated in another section of the meeting and the Plann- ing Director was instructed to have this information to present to the Commission at the time another short cul-de-sac street in presented. This matter should be presented to the Subdivision Committee to study and report to the Commission as to a policy for future cul-de-sac streets. Commissioner Norton stated that it was his opinion that a study should be instituted as Soon as possible as to the ~ensity factor in Zone R-3. Progress had been made as to the parking in the R-3 area, but that a motion should be "made to refer this matter to the Zoning Committee to commence a study of the R-3 areas as to the size of the units allowed. This committee shouid then report back to the Commission as ~oon as a report is prepared. The Chairman stated that whether it was a motion or a request from the Commission the Zoning Committee should proceed at once with the study of the R-3 areas as to any amendment necessary to revise the square footage of the units.
