Regular Meeting
November 27, 1962
The Planning Commission of the City of Arcadia, California, met in regular
session on November 27, 1962, at 8:00 P. M. in the City Council Chamber,
City Hall, Arcadia, California, with Chairmon Forman presiding.
The Pledge of Allegiance wa.s led by Commissioner Kuyper.
PRESENT: Commissioners Ferguson, Forman, Golisch, Kuyper and Parker
ABSENT: Commissioners Michler and Norton

The minutes of the meeting held Nove mber 13, 1962 were approved as written
and mailed.
Lot Split No. L-62-27 - Thomas De Maio, 45 West Longden Avenue was considered
and approved subject to the conditian,of filing a final map.
Moved by Commissioner Golisch, seconded by Commissioner Parker, and unanimously
carried that Lot Split No. l-62-27 - Thomas De Maio, 45 Longden Avenue be
approved, subject to the condition outl ined in .the Staff report.
Future plans and development of the R-3 zoned areas had been referred to the
Zoning Committee by the Commission. Commissioner Ferguson, Chairman of the
Zoning Committee, presented a report as follows:
"The Zoning' Committee has been reviewing the regulations governing the
development of apartments in Arcadia.
The Committee now feels that several conclusions in their study are evidence
enough so that the Commission should begin to give some thought 05 to whether or
not public hearings should be held to recommend to the City Council changes in
the regulations governing R-3 development.
The Committee to date has tentatively concluded that there are at least four
possible changes to the Code which should be considered, as follows:
I. A limitation on the amount of land which can be covered by
an apartment building and its accessory improvements
such as carports, driveways, etc.

2. A provision which would require a definite amount of open, useable
gr een space per apartment.
3. A definite area designated for service to the building such as trash storage
areas; general storage space for each apartment; and perhaps
space for clothes lines, etc.
4. An increase in the size of apartment units.
The Planning Director and his staff had prepared a study of eleven apartments in
the City which were representative of th.e type of apartments being built in the City.
An area map was exhibited outlining the areas zoned R-3, the distribution of exist-
ing apartment houses; and the distribution of the remaining lots anticipated to be
similarly developed.
Charts showing the percentages of open useable space, parking, driveways;
front yards; and the percentage of land in the lot covered by buildings were
presented and discussed.
This comprehensive'study had revealed several deficiencies in the present R-3
regulations and as a result it was decided that the Commission institute proceedings
to amend the Code to correct some of the inadequacies existing at the present
time. The hearing was scheduled for January 8, 1963.
Mr. Ferguson stated that a meeting should be held with the local apartment house
developers to review some of the findings of the staff study and recommendations
prior to the Publ ic Hearing.
The City Attarney introduced Resolution No. 463', entitled:
"A RESOLUTION OF THE CITY PLANNING COMMISSION OF
THE CITY OF ARCADIA, CALIFORNIA, RECOMMENDING THE
GRANTING, UPON SPECIFIED CONDITIONS, OF A ZONE
VARIANCE TO PERMIT THE ADDITION OF A S'ECOND STORY
TO AN EXISTING BUILDING CONSTRUCTED UNDER A VARIANCE
AND THE USE THEREOF FOR TELEPHONE EXCHANGE FACILITIES,
TO PERMIT A TWO FOOT VARIANCE FROM THE HEIGHT LIMITS
OTHERWISE APPLICABLE THERETO, AND TO PERMIT THE USE OF
ADJACENT PROPERTY FOR OFF-STREET PARKING REQUIRED THEREFOR."
Moved by Commissioner Ferguson, seconded by Commissioner Kuyper, and
unanimously carried, that the reading of the full body af said resolution be waived.

The City Attorney presented Resolution No. 464, entitled:
"A RESOLUTION OF THE CITY PLANNING COMMISSION
OF THE CITY OF ARCADIA, CALIFORNIA, DENYING THE
REQUESTED MODIFICATION OF DRIVEWAY REQUIREMENTS
FOR REAL PROPERTY LOCATED AT 41 AL TA STREET IN SAID CITY."
Moved by Commissioner Golisch, seconded by Commissioner Ferguson, and
unanimously carried that the reading of the full body of said resolution be waived.

AND INCLUDING NURSERY SCHOOLS AS ASPECIAL USE, BY
ADDJNG THERETO A NEW TITLE 3 ENTITLED '~SPECIAL REGULA-
TIONS - NURSERY SCHOOLS", BY ADDING THERETO A NEW
TITLE 4 ENTITLED "~PECIAL REGULMIONS - CUSTOM DRESS-
ING", RENUMBERING SECTIONS 9275':2,.:1 ANO~9275_2..2 AS
9275.4 AND 9275.4.1 RESPECTIVELY AND ASSIGNING SUCH

The City Attorney reviewed .the proposed standards and suggested .instead of a
solid fence separating nursery schools from the other property that a masonry
wan be required. Mr. Kuyper thaugii a solid fence was adequate and provided
some choice.
Moved by Commissioner Golisch, seconded by Commissioner Parker, and
unanimously corried, thot the reading of the full body of said Resolution be waived.

Na one in the audience desired .to be heard.
The Planning Director advised the Commission of the actions of the City Council
relating to ,the variance at 315 Le Roy Avenue for a second dwell i~g on a lot in
an R-I area.. This variance was denied by the Council. However, the Council
requested the Commission 'to give some study of the present code with respect to
the development of property in the R-I area and to consider the suggestion offered
by Mr. Townsend of 321 Le Roy Avenue,.
The matter was referred to the Zoning Committee to determine if the present
Iimi(tations in the R-I zone should be revised.
The Planning Director advised that two applications had been filed with the
Department; I) a zone variance application of the Foothill Jewish Temple and
Center on. Foothill Boulevard and Second Avenue to construct a temple and
center with parking; and 2), a change of zone appl ication by Shatford and
S hatford, representing clients, for a change of zone on the property located
on the northwest corner of Fifth Avenue and Duart.e Road from R-2 to C-2. In
connection with item No.2 if was decided that a study of the entire grea from
Third Avenue t.o Fifth Avenue. and from Genoa Street to Duarte Road be undertaken,
The Commission felt .these matters were of sufficielJt importance .that the public
hearing date should be scheduled after the Holidays, and thereby fixed the date
of January 8, 1963, as the date for the public hearing on both matters.
The meeting adjourned at 9:45 P. M.
