M. " in the Council Chomber of the City Hall, with Chairman Forman presiding. Chairman Forman led in the pledge of allegiance. PRESENT: Commissioners Ferguson, Golisch, Hanson, Kuyper Norton, Porker ond Forman ABSENT: None OTHERS PRESENT: Councilmon Jess Balser City Attorney Jomes A. Nicklin Asst. City Attorney Frank Forbes Planning Director Will iam Phelps ,Senior Planner Ernest Mayer, Jr. The minutes of Morch 26, 1963 were held over to the May 14 meeting, the minutes of ApriL 9, were opproved as written and moiled. Pursuant to Resolution No. 476, the Plonning Commission held a public heoring for the purpose of determining the zone for the property included in Annexotion 30, which is located on the south side, of Clark Street, east of Durfee Avenue, STAFF REPORT On February 21, 1963, the City of Arcodia received a request from 0 property owner within Annexation No. 30, seeking to hove the zoning on soid area reclassified from on automotic R-l to Zone M-] and 0, <:lr ,other appropriate zone. The previously onnexed land adjocent to, and east of the subject areo under considerotion, was placed in Zome M-] ond 0 (Architectural controL overlay) with further variances grontedfor quorrying operations. Other property owners within Annexation No. 30 have been contacted and ore in favor of such zone reclassification. The Planning Department believing that such zone reclassification is in the best interests of Arcadio, recommends thot the land known os Annexation No. 30 be reclossified and ploced in Zone M-l with architectural controls os set forth in City Council Resolution No. 3323. PROPONENTS No one desired to speok infovor of the zoning OPPONENTS Mr. John Dort, 12060 Clark St. stated he lived across the street from the property ond objected to ony type of manufacturing in the areo. He had purchased his property as residential, and there were a number of children in the orea. It would be hasardous to these children with trucks, etc. in Clark Street. April 23, 1963 Poge One .. MOTION MOTION LOT SPLIT No. L-63-11 MOTION LOT SPLIT No. L-63-13 Moved by Commissioner Golisch, seconded by Commissioner Ferguson, and unanimously corried, that the public hearing be closed. The Senior Planner presented a communication from the Fire Department relotive to the present use of the property asllo dump site for wood chips which from time to time hos presented 0 fire hozard. It was the opinion of the Commission thot this use should be cdiscontinued. Moved by Commissioner Golisch, seconded by Commissioner Norton, and unonimously carried, that the reclassification of property within the boundories ofAnnexotion No. 30, for property locoted on the,south side of Clark Street, eost of Durfee Avenue, be zoned os M-l with the opplicable conditions in the D (Architecturol control) now imposed upon other property in the City of Arcadia, south of Live Oak ond eost of Peck Road; with the further condition thot the present use of the property for dumpsite be restricted and that the present materials be removed or covered and compocted in occordance with the report from the Arcadia Fire Deportment. This to be done to the satisfaction of the Fire Depart- ment and the Director of Public Works. This matter was corried over from the April 9, 1963 meeting because of lack of majority vote. Mr. AI Coke had presented additional prints showing two different loyouts of the street. It was felt thot eventhough the cul-de-sac hod been removed, this was still creoting a series of lots not fronting on a public streetond contrary to the policy of the Commission in the past. However, it wos brought out that this was on unwieldy lot and development had occurred to the north and to the eost so that any further development was problemmQ- tkol. This brought .0,,' the contentions of the Subdivision Committee that in the design of cul-de-sac streets the areo should be considered so thot problemdots would not be left undevelopable. Moved by Commissioner Norton, seconded by Commissioner Golisch, that Lot Split No. L-63-11 be denied. ROLLCALL: AYES: Comm issioner Gol isch, Kuyper, Norton, Parker and Forman NOES: Commissioners Ferguson and Hanson ABSENT: None Mt. AI Coke, 1050 Singingwood Drive, represe,nted the owner, and stated that several pions hod been presented. There wos no way to develop this lorge lot. It wO,uld'be on asset to the area and to the city, in general, to clear the lot and develop with new homes. The Planning Commission considered Lot Split No. L-63-13, San Gabriel Volley'Develop- ment Co., 132 .'E. Live Oak Avenue, for property locoted at 2112,2130,2126 and 2130 Louise Avenue. The Planning Department recommends the lot split be approved, subject to the following conditions: I. File 0 finol map 2. Provide sewer laterals to each lot 3. Provide water services to comply with the Uniform Plumbing Code April 23, 1963 Page Two MOTION LOT SPLIT No. 63-14 MOTION TENTATIVE TRACT NO. 28273 '-_/ These lots were created in the recent subdivision No. 27444, and this is a rearrongement of the north property lines of eoch of the four lots fronting on Louise Avenue, north af Longden Avenue. Moved by Commissioner Ferguson, seconded by Commissioner Parker, and unanimously carried, thot Lot Split No. L-63-13 be opproved, subject to the conditions in the Staff Report. The Planning Commission considered Lot Split No. 63-14 - Richard D. Briggs, 139 West Oronge Grove Avenue. The Plonning Department recommends approvol, subject to the following conditions: I. File 0 finol map 2. Provide sewer loterals to each of the newly created lots 3. Pay 0 $50.00 recreotion fee 4. Provide water services to comply with the Uniform Plumbing Code 5. Remove that portion of existing drivewoy which overlaps proposed new lot line 6. Relocate existing gorage to location approximately as shown on plot plan ond reconstruct drivewoy occordingly. 7. Construct curb and gutters along Oronge Grove Avenue. 8. Dedicate corner cutoff to the sotisfaction of the Department of Public Works It wos brought out thot this division would creote a situotion,similor in nature to the .lot previously considered - of a landlockec parcel which could not be developed. The praperty under consideration is in theR-O zone, ond the adjoining property is R-l. The appl icant's agent brought out that with the development of the lot to the east no room was left for consideration. A large house is to the front with 0 pool and cabana to the rear, olmost totolly restricting future development. Moved by Commissioner Kuyper, seconded by Commissioner Honson, ond unanimously odopted thot the application of Richard D. Griggs, 139 West Orange Grove Avenue be denied. Mr. Fred Griesinger, represented the applicant, and stated thot a visit to the areo would disclose the intense development on the lot to the east of this porceli that the applicant has met all of the requirements for the R-O standards and that the porcel adjoining is in on R-I zone which requires lesser frontoge and area. The Plonning Commission considered Tentative Troct Map No. 28273, on 0 six lot subdivision located between Christina St. and Le Roy Ave. on the east side of Santa Anita Avenue. STAFF REPORT: "The subject troct is recommended for approval. It is located between Christi no Street on the north and Le Roy Avenue on the south on the existing R-l properties at 1100, 1104, 1110 South Santa Anita Avenue. This troct proposes to develop six (6) lots on a cul-de-sac street on the eost side of Santa Anita Avenue. April 23, 1963 Page Three .' Install all standard street improvements required by the subdivision ordinonce. Improvements, grodes ond drainage sholl be to the sotisfaction of the Director of Public Works. (This condition is to prevent curb cuts for the two lots focing Santo Anita Avenue on to Santo Anito Avenue). 8. All lots sholl hove no less than 7500 sq. ft. of orea. 9. Prior to the recordotion of the final mop a plan showing the size, shape ond location of the houses on these newly created lots sholl be submitted for approval by the Planning Commission. 10. The front setbock I ine on Santo Anita Avenue for the two lots focing Sonta Anito Avenue.shall be 25 feet. 11. It wos felt that with the recent beautificotion of Sonta Anita Avenue and the type of development along the street, the R-l areo shou Id be maintained. The concensus of opinion wos thot the improvements on these lots should be fronted on Santa Anito Avenue and should maintoin a 25 ft. setback. Moved by Commissioner Norton, seconded by Commissioner Golisch, and unanimously carried, that Tentotive Tract No. 28273, located on Santo Anita Ave. between Christi no St. and Le Roy Ave., be recommended for approval, subject to the conditions os outlined in the Staff Report ond the'further condition that the fron.t setbock on lots 1 ond 6 be fixed at 25 feet so that the improvements on these two lots would front on Sant 0 Anita Avenue. The Planning Commission considered Tentative Tract Map. No. 28312, seven lot subdivision located on Longden Avenue. A revised map had been presented with six lots which more neorly conformed to the standards required. April 23, 1963 Page Four .' MOTION STAFF REPORT. The subject troct is recommended for approvol, It is locoted on the south side of Longqen Avenue between Baldwin and Holly Avenues. Install all standard street improvements required by the subdivision ordinance. Improvements, grodes ond droinoge sholl be to the satisfoction of the Director of Public Works. A groding pion approved by the Director of Public Works shall be submitte:;l prior to approvol of finol mop. 2. Provide 011 easements required for rear line utilities. These ,removals or relocations shall comply to 011 City Ordinances, Codes and regulations, ond be done to the satisfaction of the Deportment of Public Works. 5. Prior to recordation of the finol mop 0 plan showing the size, shape and locotion of the houses on these new lots shall be submitted for approval by the Plonning Commission. 6. A covenont in a form approved by the City Attorney shall be recorded ogreeihg thot for the purposes of Article IX of the Arcadio Municipal Code the exterior boundary line of said tract shall constitute the rear lot I ines of Lots 3 and 4. Considerotion was given to Item 4 of the report. One 'house was to be relocated rather than removed. It was also decided that the i,nprovemaj1l:s to be located on Lots I and 6 should be made to foce on Longden Avenue;' and that the required setback should be 25 feet. The improvements should be designed in such 0 manner thot the oppearance of each should front on Longden Avenue with special considerotion given to the sideyard so that each would have appropriate sideyards on the newly created streets, not confl icting with front yords on the same street. Moved by Commissioner Norton, seconded by Commissioner Kuyper, ond unanimously carried that Tentative Tract No. ';28312, located on Longden Avenue, between Baldwin Avenue and Holly Avenue be recommended for opprovol, subject to the omendment of Item 4 of the Staff Report which relotes to removal of 011 structures; and to the further condition that the improvements to be locoted on Longden Avenue on lots I and 6 sholl front on Longden Avenue with 025 ft. front setback but constructed in such a manner as to " l,ook well on the new street. Horris - Live Oak Ave.) MOTION REPORTS: ZONING COMMITTEE Appointment RESOLUTION NO. 475 MOTION Plans has been presented to the Planning Deportment for check under the D - overlay requirements on the property located at 300 East Live Oak Avenue. The plot plan wos exhibited. STAFF REPORT The property is owned ond proposed to be developed by R. G. Harris, 300 Eost Live Oak Avenue and proposes to construct a 26,000 sq. ft. building on the site. The submitted plans hove been checked by the Stoff one the Planning Deportment with the recommendation that the plon~ be approved, subject to the following coj,difions: A. That o revised plot plan be submitted which sholl show groding and drainage on the proposed site; decorotive woll detail; five foot woll to screen the entire pClrking and looding areo; and a full width 12 foot sidewolk along live Ook Avenue; such pion to be submitted to ond be approved by the Department of Publ ic Works ond the Planning Department prior to the issuance of 0 building permit. Moved by Commissioner Ferguson, seconded by Commissioner Kuyper, and 'unaf,limously corried that the pions os submitted by R. G. Horris for construction of 0 26,000 sq. ft. building at 300 E. Live Ook Avenue be recommended for approval, subject to the conditions outlined in the Stoff report. The Planning Director reported Council action on the proposed chonges in Zone R-3. The public hearing was continued to Thursday, April 25, 1963. The Council also approved the poy scole and position for Senior Planner and Assistant Plal},ner instead of the old positions of Plonning Technicion and Planning Droftsmon. Off Street parking stondards were forworded to each Commissioner. This wos presented last yeor but never completed pending completion of the study of the R-3 orea. A suggestion was mode thot the draft as mode be ,:,sed os policy in applying the newR-3 Regulations. This subject was referred to the Zoning Committee for study and report bock to the next Planning Commission meeting. The Chairman announced that Commissioner Carl F. Honson, recently appointed to the Planning Commission would serve: on the Zoning Commit.tee. The City Attorney presented Resolution No. 475, entitled: "A RESOLUTION OF THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALIFORNIA, COMMENDING THE SERVICES OFH. T. MICHLER". Moved by Commissioner Golisch, seconded by Commissioner Kuyper that the reading of the full body of Resolution No. 475 be waived and that said resolution be adopted; that the some be spread upon the minutes. T. MICHLER ,has worked consistently and diligently os 0 member of said Planning Commission in solving the many problems presented to this Commission by 0 rapidly growing community; and, WHEREAS, H. T. MICHLER, ofter nearly six years of continuous and conscientious service has resigned from said Plonning Commission; NOW, THEREFORE, the City Planning Commission of the City of Arcadia, Californio, does hereby extend to H. T. Michler the appreciotion of its members for his long years of faithful service os 0 member of !aid Commission, ond does hereby thank and commend him For the time, effort and experience he has devoted to the planning, development and improvement of the City of Arcadia during his seryice on said Commission. , The Secretory sholl certify to the adoption of this resolution and :shall couse 0 suitable copy hereof to be presented to H. T. Michler," Soid resolution was signed by each Commissioner, the City Manager, City Attorney and the Secretory of the Planning Commission. The City Attorney presented Resolution No. 476 entitled: "A RESOLUTION OF THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALIFORNIA, RECOMMENDING THE RECLASSIFICATION FROM ZONE R-l TO ZONE M-l AND D (Architectural Overlay) of PROPERTY WITHIN ANNEXATION NO. 30." Moved by Commissioner Norton, seconded by Commissioner Kuyper, and unanimously carried that the reading of the full body of said resolution be waived. Moved by Commissioner Norton, seconded by Commissioner Ferguson that Resolution No. 476 be adopted. Problems hod occurred because of the present requirements for 0 second house in on R-l Zone. The Zoning Committee odvised that this was the next motter of the ogenda for study after the completion of the R-3 Zone. April 23, 1963 Page Seven . ,;' COUNCil LIAISON COUNCil- MAN BALSER ADJOURN- MENT Commissioner Norton odvised thot this ,would be the last meeting Councilman Balser would attend as Council liaison, inasmuch as 0 new Mayor hod been elected and new Council representatives designated for the various Boards and Commissions. He would like to express, on behalf of the Commission, the appreciation for his services and his interest in the matters before the Commission; that he had chompioned many of the matters as they had reached the City Council, expressing to the Council the feeling and dttitude of the Commission. Councilmon Balser expressed appreciation for the hard work of the Commission and the numerous studies and recommendations thot hod been mode 011 of which, in his opinion, would raise the standards of construction and development within the City.
