The minutes of the meeting held July 23, 1963 were approved.

A letter was read in general apposition to portions of the plan signed by:

All signers are property owners or lessees within the triangle'formed by Santa
Clara Street, Sonta Anita Avenue and the railroad tracks.

of property on First Avenue and Huntington Drive were read and

The Chomber of Commerce desired to go on record as feel ing that the basic plan
is a beginning. ,Modifications and changes are justified to meet the needs
and desires of Arcadia's citizens, taxpayers and business people. They also
submitted a report with their letter recommending changes pertaining to the
Non-Nuisance Light Industry Zone.

These changes included "Maximum Lot Coverage", Landscaping, Off-street
Parking, Sidewalks and Smoke or other Particulate Matter under Performance
Standards. It was also stated that the development standards proposed for
the Rand D zone were excessively restrictive. These recommendations
are all incorporated in the August 2, 1963 report which is on file with the
Planning Department.
Mr. Kermit Hartzler, President of the Arcadia Business Associatian, presented
a report af this Committee's recommendations, as follows:

The area af the Town Center should be as shown, to !:ebounded by
by Huntington Drive to the sauth, Santo Anita to the west,
and the Santa Fe R"i1road to the north, and should be zaned
for th is use. However, The Arcadia Business Association
recommends that existing non-conforming commercial uses
on the triangle baunded by Santa Clara Street to the south,
Santa Anita to the west, and the Santa Fe railroad to the
north be allowed to remain. It is the belief of this group
that the increasing value of this land will eventually solve
any land use problem currently present. We would recommend
against M-l zoning on any of this land for new construction.
Any existing substandard buildings within the scope of the Central
Area Plan should be required to be razed or brought up to
standard with suitable londscaping. In order to not work a
hordship on existing uses within the area, variances for re-
modeling could be issued on a period of limited duration.
A study of the methods used in Posodena in hand I ing certain
blighted property could be helpful in determining a method.
We recognize no present need for the closing of First Avenue at the
I Santa Fe railroad. Such action should only be considered
when necessary to the success of the shopping area.
We further recommend that the Cultural Center Building be relocated
I in the Town Center on land other than the existing Parking
property as shown. The Plaza is well located as shown.
The commercial areas surrounding the Town Center should have
sidewalks and sufficient landscaping to beautify this area.
Adequate parking should be required in this area. One
method would be through parking on the upper decks of
buildings. A second method would be through decking of
the existing parking district lots.
Provision For the placing of all utilities under ground should be
I seriously considered in order to make'the improvements more
uniform and attractive in the downtown area.
The development costs for the areo to be improved should be from
private funds only. No state or federal funds should be
sought or used and the only agency of the government to
assist in the development of the area should be the City of
Arcadia, acting as such.

B. We urge. the development of zoning criteria and the appli-
c",~io;, of zoning regulations consistent with the plans.
9. We pledge the Arcadia Business Association to do all 'within
its power to encourage the upgrading of the existing
property within the area.
10. We would finally urge the approval of plans for the redevelop-
ment of this area at the earliest time consistent with
good government planning.
A copy of this report is on file with the Planning Department..
Communications were also read by Mr. Hartzler from Roy Long and Mel Pratt,
two of the members of the committee who were unable to be present..
Mr. Walter E. Gockley, Chairman, and Thomas Sullivan, other members of the
committee spoke in favor of the plan with the above recommendations and
modifications.
Mr. Leo Howell, 305 N. Santa Anita, did not criticize the plan but felt the
Technical Office plan for his area was not appropriate in that he had hail 3000
sq. ft. of office space which had been vacant for a long time. He felt the need
was not there for th is type of occupancy.
Moved by Commissioner Forman, seconded by Commissioner Norton, and unan-
imously carried, that the plan as outl ined by the Consul tant firm of Wilsey , Ham
and Blair (or the area termed "Cen'tral Area" be recomm"nded for approval;
that any modifications from the proposed plan could be made in consi'dering
the zoning to be determined for the area.
This matter was continued from the meeting of July 23, 1963, in order to conclude
the hearings on the Central Area Plan.
I, No one desired to be heard at this time.
The Chairman stated that inasmuch as further study was needed to draft
regulations and requirements for the various zones incorporated in the, Central
Area Study, 0 committee should be appointed to work out these details and
submit their recommendations at the next regular meeting.

Moved by Commissioner Forman, seconded by Commissioner Norton, and
unanimously carried, that the public hearing be continued uiltil the meeting
of August 27, 1963, in order to make a determination of the proper zoning to
be appl ied to the Central Area.

The Planning Commission, under Resolution No. 489, initiated proceedings
to consider the establishment of new height districlli and standards within
the City.
The report presented by the staff included the recommendations from the
Zoning Committee, dated June 21, 1963.
Moved by Commissioner Norton, seconded by Commissioner Forman, and
unanimously carried that the public heoring be closed.
It was felt the Zoning Committee had done an outstanding job in fomulating
the report which had been given but considerable doubt existed as to
whether or not high rise apartments were needed in Arcadia. It was felt
that the areas now permitted four stor:y buildings was primorily commercial
and in I ight of the Comm ittee report Commercial property could probably
retain this height provided the areas were correlated with the Downtown
plan.
Commissioner Parker moved thot the Zoning Committee report as presented
be recommended for approval. Th is motion was not carried because of
a lack of a second.
It WO$ moved by Commissioner Forman, seconded by Commissioner Golisch,
and ,unanimously carried that the Height District study be continued until
August 22, 1963, at 8:00 o'clocl P. M., in the Council Chamber. This will
be a special session for the Comm ission devoted to a study of the conceplli
ofheight districting.
Pursuant to Resolution No. 491, proceedings for a zone variance for the
Masonic Temple on portions of Lolli 9 and 10, Troct No. ffJ74, on the
south side of Duarte Road, west of Santa Anita Avenue was held.
The Staff report was presented recommending approval. A copy of this
report is on file in the office of the Planning Department.
It was felt that a revision of the parking in the front .should be made and
that the lighting of the porking lot to the rear should hove the same require-
menlli as those imposed on the American Lutheran Church to protect the
property owners to the rear wh ich is that the I ighlli be directed aw.ay from
the rear properties and should not exceed six feet in height.
The Chairman announced that this was the timeond ploce for those either
opposed or in favor of the variance to be heard. No one desired to be
heard.

that the Publ ic Hearing be closed.

Moved by Commissioner Norton, seconded by Commissioner Forman, and
unanimously carried that the zone variance for the construction of the Masonic
Temple on the south side of Duarte Road, be recommended for approval,
subject to the conditions of approval as outlined in the staff report; and to
the further condition that the I ights in the parking lot be directed away from
the residential properties to the rear and should not exceed six feet in height.
Pursuant to Resolution No. 492, proceedings for a zone variance for the
construction of an eight-story office building on the southwest corner of
First Avenue and Wheeler Street was held.
The Staff report recommending approval was presented. A copy of this
report is on file in the office,of the Planning Department.
The Chairman announced that this was the time and place for those either
opposed to or in favor of the variance to be heard. No one desired to be
heard.
Moved by Commissioner Norton, seconded by Commissioner Forman, and
unanimously carried that the public hearing be closed.
This plan would be the first construction under the Town Center as proposed
by the Planning Consultants. The Plan calls for a tower building and this
would conform in most respects. Consideration was given the parking.
An "In Lieu" parking fee was considered.
Moved by Commissioner Norton, seconded by Commissioner Kuyper, and
unonimously carried that the zone voriance for the construction of an eight
story office building to be located on the southwest corner of First Avenue
and Wheeler Street be recommended for approval, subject to the conditions
as outlined in the Staff report.
The final map of Tract No. 27647, EI Monte between Woodruff and Palm
Drive, was presented for consideration.
This mop conforms substantially to the tentative map formerly approved by
the Planning Commission and the City Council.
The Staff report recommending approval of the tract wos presented. A copy
of this report is on file in the office of the Planning Department.
Moved by Commissioner Forman, seconded by Commissioner Kuyper, and
unanimously approved that the final map as presented be recommended for
approval, subject to the conditions as outlined in the Staff report.
Final map of Tract No. 27992 located on Tenth Avenue, north of Camino
Real was considered by the Commission.
This map conforms substantially to the tentative map formerly approved by
the Planning Commission and the City Council.
The Staff report was presented recommending approval. A copy of th is
report is on file in the office of the Planning Department.

final mop be approved, subject to the conditions as out/ ined in the Stoff
report.

House location for Tract No. 27992 were presented by the Subdivider. The
houses on several of the lots were designed in such 0 manner that the con-
struction would encroach within the 25 ft. rear yard. Rother than present
separate applications to the Modification Committee for this encroachment,
it was felt the Planning Commission should consider the arrangement, and
alleivate the necessity for separate appl ications.
Some of the Commission felt that this was 0 new subdivision of minimum size,
lots and that the hauses should be made to conform.
Moved by Commissioner Go/isch, seconded by Commissioner Forman, that the
house location plans as presented be approved.

The motion was not carried for lack of a majority vote.
No one in the audience desired to be heard.
A communication had been received from the Arcadia Unified School District
requesting approval of their plans to purchase a parcel of land on the north side
of California Street for school purposes.
The Wilsey, Ham and Blair report had designated that any enlargement of the
school plant be made to the south, but inasmuch as certain property on the same
side of the street was owned and used by the school it was felt that'at the time
the plans for the revitalizqtionof the area were developed, the economic value
of the property would be such that the school would relocate to the south;
thus tying in with the proposed Town Center plan.
Moved by Commissioner Kuyper, seconded by Commissioner Golisch, ond
unanimously carried that approval of the request of the Arcadia Unified School
District to use certain property located on the north side of California Street,
adjacent to property already owned by the School District be recommended
for approval.

This lot spl it was considered and granted at the meeting of the Planning
Commission on July 23, 1963. One of the conditions of approval was that
the kitchen facilities in the guest house on the lot franting on Lemon Avenue
be removed and a covenant filed that the guest house wauld not be used os
o rental.
Mr. R. E. Kuhle, had purchased the property from the original owner who had
also sold the portion fronting on Lemon Avenue. The property owner fronting
on Lemon Avenue had purchased the property with the guest house for the sole
purpose of using it for entertainment purposes only. He would sign a covenant
that he would not use it for a rental but did not desire to remove the kitchen.
There was no way Mr. Kuhle could obtain 0 building permit to use the northerly
portion even though it met 011 of the requirements for on R-O lot.
Moved by Commissioner Golisch, seconded by Commissioner Forman, and
unanimously carried, that due to extenuating circumstances peculiar to this
particular lot spl it, in reconsiderotion of the conditions of approval of
Lot Split L-63-23 (R. E. Kuhle) the kitchen facilities be allowed to remain but
that the covenant to the effect the guest house would not be used os a rental
should be required.
A cammunicati on hod been received from the Monrovia Planning Deportment
to the effect that on appl ication hod been filed seeking to change the zone
on property located on Sixth Avenue and Duarte Road, within the City of
Monrovia from an R-2 to R-4 zone.
One of the conditions of approval by the Monrovia Planning Deportment wos
thot there be a dedication of 10 feet on each side of Sixth Avenue for widening.
It was felt by the City of Arcadia that Sixth Avenue is not a major Street and
does not show os such on the Master Plan of Streets and Highways of the' County,
nor of the City of Monrovio. It was felt that the balance of Sixth Avenue
would not be widened and therefore this requirement should not be imposed.
The Planning Director was instructed to notify the Monrovia Planning Commission
that the requirement for the ten feet for the widening of Sixth Avenue should
not be requested.
The City Attorney presented Resolution No. 493, recommending the approval
of a zone variance to allow the construction of a Masonic Temple on property
located on the south side of Duarte Rood, on portions of Lots 9 and 10,
Tract No. 6074.
Moved by Commissioner Kuyper, seconded by Commissioner Forman, ond
unanimously carried, thot the reading of the full body of said resolution be
waived.

Resolution No. 493 be adopted.
