The minutes of P,ugust 13 and 22, 1963 were approved os written and moiled.

This matter was referred to the Committee by the Commission. Becouse two-
thirds of the Committee were on vocation, Commissioner Forman (Chairman
of the Committee) suggested that this be carried over to the next regular
meeting in order to obtoin progress reports from the Zoning Committee.
ZONE "H"
Resolution
No. 495
Final oction by the Commission was token to create Zone "H" with the
adoption of Resolution No. 495.
Zone "H" would regulate buildings higher than four stories if they ore
permitted within the City of P,rcadia.

unanimously c..rried that the reading of the full body of Resolution No. 495
be waived.

NO. 496
Resolution No. 496 was introduced by the Planning Director recommending
the amendment of the hcodia Municipal Code by repealing certain sections
thereby reducing to two stories or 35 feet the height limit on 011 buildings
in every zone in the city other than Zone H - Special Height Zone. Tuesday
September 24, 1963, at 8:00 P. M., was selected os the date for a publ ic
hearing.

unanimously carried, that the reading of the full body of Resolution
No. 496 be waived.

Resolution No. 496 be adopted.

Resolution No. 497 wos introduced by the Plonning Director, to institute
proceedings for the purpose of considering ond makin9 recommendations
concerning the classifications to Zone H - Special Height Zone - for
specified portions of the City of Arcadia. This heoring is scheduled for
October 8, 1963, at 8:00 P.M.

unonimously carried, that the reoding of the full body of Resolution No.

The final mop and stoff report of Troct No. 28623wB"epresented. A copy
of both are on file in the Planning Department.
Moved by Commissioner Kuyper, seconded by Commissioner Forman, and
unanimously carried, that the final map of Tract No. 28623 be recommended
for approvol, subject to the conditions in the Stoff report.
The final map and staff report of Tract No. 28312 were .presented. Copies' of
both are on file in the Plonning Deportment.
Prior to action on this map Mr. Arthur C. Baumann, 650 W, Duarte Road,
stated the map had been filedwithaut his knowledge and without his approval
and requested that the matter be stri cken from the agenda.
There was some question as to who owned some of the property involved in
the tract. The tentotive map approved by the Commission was filed by Mr.
Baumann. The final map which is in substantial compliance with the
tentative and was filed by Mr. James Cecka, os presi dent of the Decal
Corporation. The Commission could take the position that the finol map
is in substantial compliance with the original tentative map and could
approve the same. The ownership could then be determined by the City
Council when the tract was forwarded to them. On the other hand, the

Commission might prefer to continue the matter until the ownership had been
straightened out.
Mr. James Cecka stated that h is company had purchased the property and
had the title policy in hand and as such desired the Commission to take
action on the final map.
The matter was deferred until September 24, 1963.
The San Gabriel Valley Development Company under Modification No.
M-63-56 requested relief from R-l zonin9 ordinance regulations to allow
construction of two of five houses in a new tract within 15 feet of the front
property 1 ine. The rear yards in the case of lots 3 and 4 woudd be increased
to a size large enough to facilitate a swimming pool; the front yards of these
lots are not visible from EI Monte Avenue and, therefore, would really not
be visually accessible to but a very few; the Planning Department recommended
that the modification be granted. This was referred to the Commission by
the members of the Modification Committee as they felt this was a matter
that should be considered by the Commission as a whole.
Moved by Commissioner Norton, seconded by Commissioner Golisch, and
unanimously carried that Modification Application No. M-63-56 be denied,
Mr. Jack Adams, 1326 Standish Street, Arcadia, stated that on August 6,
1963, by resolution No. 3609, the City Council agreed to exchange property
owned by American Lutheran Church an Duarte Road for property owned by
the City. Certain conditions were set forth for building, but gave the
Planning Commission authority to make modifications. The following
modifications were requested: '
I. Section 3 A be modified so that the church could plant grass
in the 25 feet requ ired to be paved, because of the
problems of engineering and the problems of cost.
2. That the fence be authorized to go to the south property line
for securi ty purposes of the church. Th Is wou Id be both
to the east and to the west but could be remaved when
the alley is improved.
3. Section 4 A to be amended to strike the requirement that the
plans for londscaping be by a qualified Landscape Arch-
itect.
4. Section 4 C relotive to 6 ft. light standards in the parking
area be modified by stating "not to exceed ten feet".
This will provide more illumination for the parking
area and a safety factor for those who might be using
the church in the evening, and would give more light
with the same number of standards.
5. Sectian 4 F, with reference to the 6 foot wall, that a 6 foot
chain link fence be substituted.

6. Section 4 H. with reference to windows thot the sills be a minimum
height of six foot. In the Sunday Schaol rooms this will constitute
the only light and outside ventillation, the opposite wall will be
solid.
These matter ore necessary to be clarified so that the exchange of properties
can be completed.
Maved by Commissioner Golisch, seconded by Commissioner Norton, and
unanimously carried that Section 3 A be modified so that the rear 25 or 30
feet may be planted with grass rather than paved with aspholt until the
property is required for alley purposes.
There was also a modification substituting a chain I ink fence far the required
concrete block wall.
Moved by Commissioner Hanson, seconded by Commissioner Forman, and
unanimously carried that the requirement under Section 4A be retained and
that the landscaping plans be prepared by a qualified Landscape Architect.
Moved by Commissioner Golisch, seconded by Commissioner Parker, and
unonimously carried, that Se ction 4 C be retained and that 6 foot light
standards be provided.
Moved by Commissioner Forman, seconded by Commissioner Golisch, and
unanimously carried, that Section 4 H be amended to modify the window
requirement from 6 foot high to 0 more standard height, provided that an
architecturol screening device be installed to protect the residential
properties to the south. Plans to be approved by the Planning Department.
No ane desired to be heard.
