The Planning Commission met fn regular session in the Counci I Chamber, City Hall, at 8:00 P. M. ,
October 8, 1963 with Chairman Ferguson presiding.

Central Area
Zoning
The public hearing on this matter was continued from the previous
meeting. George Forman, Chairman of the Committee studying
the proposed zoning presented Progress Report No.2, as follows:
"Since the last Commission meeting the Committee has met two
additional times. The first meeting was devoted to a discussion with Mr.
Norman Cole about his viewpoints on the zoning for the area on the north side of Santa Clara, east
of Santa Anita Avenue. The second meeting was held at 7:00 A. M., on October 7, 1963.
The discussions of the Committee were about the delineations of general areas into specific zoning
districts.
I The last progress report suggested the area designated on the.plan as a Convenience Center be
classified in Zone C-l with a D overlay. The Committee has decided that the areas designated for
I offices, as well as a portion of the Commercial-Recreation area and the Special Use Area 'also be
: placed in Zone C-I and D. The balance of the Special Use area would remain in its present
I c:lassification of Zone R-3. The balance of the Commercial-Recreation area would be placed in
Zone C-2 and D. A map generally delineating these areas is attached.
If these general delineations are acceptable to the Commission, the southerly portion of the Special
I Use Area could be deleted from the Moratorium area.
I The Commission should realize that the zoning classifications on the above mentioned areas; except
for the southerly part of the Special Use Area, are presently in C-2. Prior to changing the class-
ification from C-2 to C-l D, changes should be made in the C-l regulations.

In its last report the Committee suggested two changes. One, prohibit the dual use of a commercial
structure in Zone C-l. (The Code now permits 50% of a business building to be used for residential
purpos~) and, Two, delete from the regulations the provision limiting th.e size of,!J c.ommercial
building to 5000 square feet. .
In addition to these two specific recommendations, the Cammiss.i<?n should critically review the
uses presently permitted as well as the present regvJations governing Zone C-l .
The Committee has tentatively agreed that service stations, now a permitted C-l uS,e should not be
listed as ~uch in the revised C-l uses. (Attached to this report is Q copy.of the existing regulations
governing C-l property).
Other uses discussed by the Committee were bars and t,averns., ,Th~,present C-l regulations do not
allow them. The Committee suggests that this secti9n..o,f ~e C-l Code be retained. ,

The two areas still to be discussed by the Committee are the areas designated as the To,!,/n Center and
the Highway Commercial Area.
The next meeting of the Committee is scheduled for .Qctober 15, 1963 at 7:00 A. M.
, MOTION Moved by Commissioner Forman, seconded by Commissioner 'Parker,
and unanimously carried that the balance of the Speci,?1 Use Area as
delineated on the map (the souther., portion of the proposed C-l and D Zone) be recommended for
removal from the moratorium. This is the present R-3 area, south of the commercial ,~one on the
south side of Huntington Drive.

This public hearing was held to consider the properties to be plac'ed
, in the newly creote9 I:l~one (Spltkial,:Helght ,District)..
The Planning Director presented the staff report. In summary this
report reviewed the work of the Zoning Committee and recomm.ended approval of the areas delin-
eated on the map. A copy of this report is one {i1e in, the Planning Department.
A communication was read from the Arcadia Business Association approving the areas delineated
on the map as suitable for the proposed Zone "H" cl~s~ification.

Mr. Hlilge fel t that equal opportun'Ities should be given the 'West ,Arcadia qrea investors who want
to invest their money. Three applications have been, proposed for-high rise in'the West Afcadia ,
area. The developers want to locate in West Arcadia. He felt ,that if the areas as proposed were
approved, it would curtail development in the Hub area. The land.'prices in the West Arcadia area
would prohibit two story apartments. Land prices in the easlern part of the City at the present time
are not as high as in the western part of the' City... He felt. that investors were being told they could
not develop' in one part of the City but would have to locate in another part. The sales tox'-dollars
from West Arcadia is two or three times that of any other area and. yet by the proposal it has been
suggested 'that this area be prohibited from having any further development. He felt this was'not
good planning. that equal opportunity should be given !loch ar\!a.
Mr. Hlilge asked for clarification or definition of the "Arcadia Business Men's Association"'. The
officers and Boord members were given. It ";"as determined this was a group of business m'lm' from.
the Central Area rather than a group representing all businesses,. The West ArcqdiaBusin~ss ,Men's
Associ(ltion has no objection. to the areas proposed for the Zone '~H" as del ineated. -The 'abjections
they h(lve pertain to the proposed area which has been outl ined by the Planning Director~ It was
his opinion that a previous proposal had been publicised. Whether or not it ever came' before the
Planning Commission he did not know. However, Huntington ,Drive was included'in.the original
propas(ll. It is the belief of the Association, that Huntington Ddve is by far;the mostrlogical.area
in which to place a high rise structure. It not only ~as facilities there on which,people'would..
have easy access, it would also have ingress and egress to both San Bernardino Freeway::and .the
new Foothill Freeway on Baldwin Avenu~. Ilt'is alsCl their opinion that the propascl as presented
was unilateral in scope. It had ,been stated that it waS originally'proposed that the two areas,
West Arcadia and Downtown .Ar.cadia were 'primary shopping areas and that the idea of the high rise
was to more or less encircle these areas. An examination of the proposed high rise development
for the West Arcadia area reveals there is not one possible area there with the possible exception
of the Naomi Development (possible development) in which a high rise apar.tment or any'other
high rise building could be placed. The only possibility woulcj be Zone C - 2 prpperty-on Naomi
Avenue. The others are small p~rcels presently Zoned C-2. The property that 15 proposed 'in :the

eastern area is primarily an R-3 area, except that area which is developed for commercial and under
the Central Zoning Plan. there will be commercial. All of the area south of Alto, presently R:-3
to Duarte Road, is also proposed for Zone "H",.
The proposal of the West Arcadia Business Men's Association, as a projected ~:IfE!a ~?r the "H" Zone
,in the western area would be the area previously described. One party wr,itlng a lefter to the

proposed, is passe,d,this proposal and the areas presently under consideration, wp,uld.,C1p'solutely curtail
and I imit further development. '
Mr., Vallone has presented his plan far a multi-storied building and he felt there was no criticism
that it, was nQt a proper building. There were other objections to it but thll development as pro-
... i!lcted to be placed on Huntingtop Drive would be an asset to the City of Ar~a.dia. If one of the
,.purp'oses of the '~H" Zone at the present time is more or less of an experimental,are,a, it appears that
the proper spot to begin is to start in an area where there is considerable amo\lnt ?f development
.. ~nd in an area in which industry wants to put their money in this type of deve.lopment. From his
, personal viewpoint, i.t appears that the ~Ianhing Commission, by their proposal, is pttempting to
legislate economic success and expansion in the City of Arcadia. They are telling the investors
they con't go into one but have to go in another. This is not the proper way to develop an area.
Most of the area has been developed R,.3 over a Ic:mgperiod of time.

Mr., Robert Stevens., 2304.West Huntington Dr.ive, S an Marino,. representing Mr.. Mi~e Vallone, one
of the largest property owners in the West Arcadia area. He felt the Downto~n Area Plan was
excellent and in time would enhance the City of Arcadia which would contribute greatly to the
I economic growth of the City and would help the area solve its present problem~. H,?wever, there
I are otherareas th,a,t are in need of attention._ Attention should not be directed to theDowntown area
only., The West Arc,adia area has the largest parcels of land and is the most I ikely part to be de-
veloped to high ~ise at this time., The location is such tha,t pegpl!!l would have access readily to
1 the shopping area. In the comprehensive overall development plan the upgrading of apartments
was undertaken. This was rightly done as some apprtments were of poor quality.
In the. Downtown development a desire on. the part of the Planning Commission is detected.tocr-eate
a good commercial zone, primarily for office buildings and retail stgres, etc. This loeation is
ideal. However, he felt no developers would come into the Downtown area and develop large
apartments. The lots are small and too expensive and business is being encouraged in this area;
Along Santa Anita combinations would have to be made. West Arcadia should be looked at very
carefully for the "H" Zone. In considering the proposals, it is evident that only commercial
zoning was included in. the area for West Arcadia. The freeway will have an access off Baldwin
I Avenue. This will contribute to the orderly traffic flow of the area for'abetter quality apartment
zo.ne and for a much better development in the ~rea. The commercial areas could always use'more
residential areas to draw from. Any high rise of a quality nature that is developed in a'city will
contribute to the overall economics not only to the specific area where it is .1 oeated"e cause 'every
one has his favorite store. This is not considered only for the purpose of excruding some'Te5roerrcre5"
in a high rise area. The overall comprehensive plan contributes to the growth of the City itself
and the West Arcadia area meets the conditions out! ined by the Staff as suitable for Zone II H".
West Huntington Drive is very well suited for residential high rise. He proposed that the "H"
Zone be brought up to Huntington Drive and for a block or two to the west because of the large
areas ready for development in a residential manner. Some of the area being considered is not
feasible at this time nor will it be for some time. . The West Arcadia area should also have some
residential "H" Zone along with the Commercial Zone. He felt it would be better to have the
development near the intersection of Huntington Drive and Baldwin Avenue. This wi II-be 'one
of two major intersections when the freeway goes through The existing community"'facilities are
available for any development on Huntington Drive - the street network is satisfactory; There'are
some commercial developments there now that are older and could use some revitalizatian"both .
on Huntington Drive and on Baldwin Avenue. His proposal was that the "H" Zone be brought. up to
Huntington Drive and across Huntington Drive to the west probably two blocks. His opinion. is based

. Drive. al1d Boldwin will be a secondary major intersection when the freeway is completed. The._, .
approach to the Downtown Area from this endof town would be greatly enhanced by.,close consider-
ation of this area for a.residential high rise. He requested the consideration of the feasibility of high
rise on Mr. Vallone's property in making a clecision on ,.the appli~ation of Zone "ti".
Mr. Wayne Davis, 848 W.. Huntington Drive, Certified Public Accountant, stated he.as a cost
.'. ... accountant,goes over construction on property he owns in both areas under, cons.id~r~tion. He had.,pur-
.. chased property next to the Vallone property on Huntington Drive. It was run down.~rid with the
improvements he had been able to make, it sti.ll '~s,a.big pl'Ob.lem.~ .He was very much in favor of
consideration of this area in. the "H" Zone. He w9s not sure that he could utilize h,is property with-
out going full subterranean, thereby pricing himself out..of the market.

confiscated by a zoning that is.unnecessary. He had moved .ou,t of his pr~p-erty on Duarte Road
because, 'th e four story building next to his property was very undesirable. He felt that a
re-exam!nation should be made of this area.. He also stated that parking was chaotic in many
instances. He hod never heard of an economic survey af any kind having been. m(l,~e of this area.
It sholJld be determined what kind of busine~ is to be located in th.isorea and also if they want
to be placed here. He felt there was an area in the West Arcadia area that needed red'evelopment,
as m~ny of the places were forty years old. He felt there were lots in. the area that would not
dev.elop with garden type apartments because of their location near, the ,!"ortuary, the four story
buildings, etc,

Moved by Commissioner Golisch, seconded by Commissioner Hanson,
and unanimously carried that the public hearing be continued until
the adjournljd regular meeti,~g of October 29, 1963.
Commissioner Forman stated it would be well if the Staff could prepare information-pertaining. to
the R-3 property surrounding the Central Area as compared with, the area proposed to be included
in the West Arcadia area. What is the relationship l?fthe amount of R-3 in the two oreas.
MOTION Moved by Commissioner Parker, seconded by Commissioner forman,
that the .Staff be instructed to review,again the "H" Zone of the
West Arcadia Business Associotion. Public hearing on the new area
to be set for October 29, 1963, at 8:00 P. M.
Chairman. Ferguson stated that the Commission is not committed to any area at this time and ,that
the area could be studied and taken into consideration as well as any areas they feel wovld be
best suited for incorporation in this hearing. He felt the Commission would benefit.from information
obtained at this hearing. He also stated thot it should be understood that this area. had .been.studied.
A lot of time and effort had been exerted in studying this area from the Staff and E:ommissfon level.
The Commission felt that the area had been extended not from the standpoint that the area should be
this large but because all of the people should have an opportunity to be heard and. that if-tbe area
is found to be too smal J, then it should be increased.

Mr. Jom Sullivan, 160 White Oak Drive, desired to be heard on the Zone "H" matter. He stated
that by the recent vote a "pandora's box" would be opened up. This will probobly necessitate the
.~mp'loyment of an attorney'by their Association. No one from ,the Downtown Qre9,hqs opposed the
h~jght.pJan. .~veryone is in favor of it as it was presented. It does not seem entirely- relevant
to .Downtown ~usiness people or to property owners that this group should become irwolved with

Chairman Ferguson stated thotthe entire city had been studied and each area had~een c,onsidered.
HeJelt the plan, for the Downtown Area was somewhat difFerent from the "H" Zone consideration.
There was no reason whY the Downtown section could not be acted upon os a s.ep~rate matter ond
haye th~ hearings on the West Arcadia area continued. However, this cannot pe ,done at this
time because a motion has been 'acted upon continuing the hearing until October 29, 1,963,,, al1~
including a larger area for consideration. .

located west of Holly Avenue, proposing to extend 'Wistaria Avenue'.
The Staff repo~t was presented. A copy is on file with the Planning'

There was olso a question that if and when the properties to the north desired to develop lots next
to the one foot strip, whether they would have less than 75 foot frontages whether the divisions
were made through lot splits or by tentative map. Some of the property owners to the north
desired to retoin their lots and develop them,lik~ the portion of Wistaria Avenue to the west had
been developed through, lot splits with less than 75 foot frontages. It was felt that an orderly
development should be made according,to the present policies of the Commission an9 City. 'The
property had been discussed when a former tentative plan: had been filed and it was felt that the

The Planning Director advised that Wistaria Avenue, if opened at this time, would likely'be
developed to connect to that already existing.
Mr. Arthur Bauman stoted that when this matter had been before the Subdivision Committee it had
been suggested that this area should be developed as outlined in the map now before ,the Gammi-
ssion. All suggestions made at that time had been inc,orporated in th is map.
Mr. Winkler, 1929 Holly Avenue,' spoke in favor of favorable action on, this tract. His property
is proposed for the street.

RESOLUTION
NO. 498
The City Attorney introduced Resol,ution No. 498, reducing to two
stories or thirty-five feet the height limit on. all buildings in every
zone in the. City ot,h!'lr than in Zone H ,Special Height Zone.

Moved.by Commissioner Norton, seconded by Commissioner Galisch .
and,unanimously carried, thot the re.apins of the full body of said
resolution be waived.

The City Attorney advised that he would have a resolution prepared for the next meeting to be held on
October 29, 1963, for the property to be placed in the Special Height Zone. This Resolution will be
complete except for the legal descriptions of the areas to be included. If the area is determined at
the next meeting this legal could be included with the resolution and adopted so that ihe Council would
have it before them prior to the decision on the variances pending before the City Council which they
would like to make on November 19, 1963.
SOUTHEAST
CORNER
Live Oak and
Lenore Avenues
The Lessees of the property located on the .southeast corner of Lenore
and Live Oak Avenues had requested rei ief from the co~?ition of cer-
tain landscaping to be placed on the property in connection with the
change of zone formerly granted by the City Council. The Staff
report was presented. A copy of which is on file with the Planning
Department. This is a matter on wh ich the Commission, cannot act, bU,t ,,~:m only make a recommendation
to the City Council.
MOTION Moved by Commissioner Forman, seconded by Commissioner Norton
and unanimously carried that the request of the Lessee's for re-
consideration of one of the conditions in the Ordinqhce gfanting the C-2 zoning be recommended for
denial. '
Mr. Roy Long, owner of the men's clothing store on Huntington Drive,
stated he came to Arcadia in 1946 when there were 4000 people.' .Now
there are 45,000. He has seen the:State grow. He doesn't like it but
there is nothing that can be done about it. He came to Arcadia because he liked it. It has been good to
him, but he felt the growth could not be stunted. He had expanded from a small store about 16 feet
wide to about 30 feet now andOlother store 25 by 80 feet which is inadequate. The point he wanted to
bring out is that as far as they are concerned in the Downtown Arcadia area, this area is inadequate
as a shopping district - his sloie is very inadequate. He would like to be able to do something about it.
He knows the business is there. He has always believed that "he who ,serves best, profits most" and he
didn't care what was done this motto is right. If they are going to survive, some plan .for high rise around
the area must be considered. He made a mistake when he came that he didn't get a large enough house.
He is now faced with it and it will cost a lot more money to enlarge. The store is inadequate and will
cost a lot of money to enlarge. If there is planned high rise the City should make plans for it in. advance
of demand. He thought'the plan had for the area was fine and he has worked with the Central Area group
and has spent lots of time in these meetings; he has confidence in what is being done. He was sorry that
the matter had been postponed because he was a&aid that if there is room for high rise buildings around
the area, some of the options that had been taken might be lost. He urged the Commission to consider
the matter sooner than October 29th.

C~~rrdssioner Norton asked Mr. Long if the business men in considering high rise had considered this
just for commercial development. Mr. Long stated that so far as he was concerned the thing to
consider in high rise is traffic, parking and what is the future. He felt there w~s n~ choice. From

will necessitate it. High rise for living is coming as well as high rise for commercial. As far' as
D~wntown merchonts are concerned, it is a well known fact that shopping areas try ,~!c.?d!a.a,.e
inadequate. Arcadia is losing a lot of business oU,t of town. Quality would have t.o enter in to prevent
t~is. The stores are very poorly merchandised - service is all anyone has to off!'!r. He felt there was
a great deal more purchasing power to support, more business and services than are being given. All
would not succeed, but a dedicated person would succeed and when honest with th~mselves and every
on,e else they would succeed. Arcadia has not ,peYEI)gp!",d" in a business way as it s~ould.
Mr., Sullivan,again spoke to state that the merchants felt that both the residential and commercial
were needed to have the plan succeed. The situation downtown is an area that was dev!"loped a 'long'
time ago. These lots are mainly 150 foot lots and certainly could not all go commercial. ' There is too
much of it. It is economically impossible to develop a two or three unit apartment, parking require""'

,ments are stringent and economically it would not work" The only other way on these small lots is to
,_go up. This will assure the economic feasibility of the business area: Now the p.[operties south of
the Boulevard n~ar the Monrovia line are not,bringing in rents. This will surely destroy 'the whole
Central Area concept and will divide the crty so to speak. Business can't take up the loss of re"t
entirely, therefore, some consideratiory has to be given in, thi~ field. The hig~ quality' and high
stondards would help to bring this about. There is a developer now who has options on 'perhaps 60 to
70% of the property. These options are running out in October and November. If this occurs they
would have to go back and pick them up again and it may not be possible. If this gets pushed bock
and bogged down in zoning and planning it will elJd or ?efeat the whole plan.
Commissioner Ferguson asked if the organizations to which these gentlemen belonged approved of,the
boundaries of the high rise. They answered affirmatively. Fault could be found with any suggestions,
and no matter what it was, fault cOlJld be found, but they were sofisfied. They felt -it was good
planning. They had heard no one object to it. Perhaps other areas would,have to be develqped
further, but it was either "now or never". '
The City Attorney advised that a new hearing wou'ld be held as'scheduled, and other..than'ror the
fact the hearing had been continued, Jt would have been possible to herve consideTed and made a'
recommendation as to any part of the area to which notice had been given but by 0 four-to three
vote they decided not to take action on, any part on that which had been given notice. but' to expand
the area and consider the whole thing together. This was their decision. It would have-been'possible
for the commission to have designated any portion shown on the map. A noticed hearing tfrat+rad,been
continued in open meeting cannot properly be reopened because there is no opportunity to give
notice to all sides.
At the next hearing it is possible to act 011 any portion of an area under consideration. ,It may-be well
to cut the area up and consider ,it on this basis. There may be unaniminity of the Commission on certain
portions of if.
The City ~ttorney introduced Resolution No. 499, instituting
proceedings for the purpose of considering and making recommet!lda-
tions concerning the classification to Zone "H", Special Height
Zone of Specified portions of the City of Arcadia.
