PLANNING COMMISSION, ARCADIA, CALIFORNIA
REGULAR MEETING

November 26, 1963
The Planning Commission met in regular session in the Council Chamber, City Hall, at 8:00 o'clock
P. M., November 26, 1963, with Chairman Ferguson presiding.

MINUTES
The minutes of the meeting held November 12, 1963 were approved

ZONE "H" The publ.ic hearing on the area in the West Arcadia section. for con-
sideration for Special Height Zone was closed at the fast Planning
Commission meeting. The Chairman stated that action on this area would be in accordance with
the proceedings submitt~, i. e. ,Phase 1, Phase 2, Phase 3 and Phase 4.
The Planning Director reviewed these phases.
MOTION Moved by Commissioner Norton, seconded by Commissioner Golisch,
and unanimously carried that the area located north of Huntington
Drive, west of Baldwin Avenue not be given further consideration for the ,Special Height Zone or
Phase 4.
MOTION Moved by Commissioner Farman, seconded by Commissioner Kuyper,
and unan imously carried that the area del ineated in yellow on the
map and designated as Phase 3 not be given further consideration far the Special Height Zone.
MOTION Moved by Commissioner Kuyper, seconded by Commissioner Hanson,
and unanimously carried, that the area delineated in red on the map
and designated as Phase 2 not be given further consideration for Special Height Zone.
Commissioner Forman stated that although he had missed some of the meetings where evidence was
submitted at the public hearing, he had reviewed the minutes and tapes and felt well enough in-
formed to vote.
Mr. Norton suggested that Phase One, the portion remaining to be acted upon, be decreased in
area to include only the commercial property on the west side of Baldwin Avenue to Fairview
Avenue. He further stated that the findings of the Arcadia Business Association and the West
Arcadia Business and Professional Association cire based on a sincere need and on facts that point
to a need. He recommended that the original property recommended for the Special Height Zone

by the Zoning Committee be expanded to include the portion of Phase 1 previously described.
He further stated if the commercial expansion is made, parking areas must also be extended.
Buffer parking areas should be made abutting an R-1 area. He felt the business people were
entitled to this type of consideration.
The Commission were of the opinion that it was consistent to extend the area to the commercial
Property on the west side of Baldwin Avenue to Fairview Avenue.
It was maintained that no residential height increases were necessary to sustain a good business
center, as all of the reports so far have indicated that there is the. potential retail dollar in the
City of Arcadia without the height so far as residentiol area is concerned.
Commissioner ,Forman felt that this area had on advantage over east Arcadia in that there is a
greater concentrCltion af population already there.
Commissioner Parker stated the population growth must be considered in future planning. One may
agree or not agree with value or benefit of apartments but from all indications they are here and
here to stay and there will be more in the future. He produced statistics from the National
Industrial Conference Boord which gives a weekly economic analysis. He felt that if the growth
within the next ten to twenty years was not considered and planned for it would result in changes
having to be made to meet the new conditions. He still maintained from his study and the reports
submitted that the Special Height zone for residential development would not increase the load
an the public schools. It would also be beneficial through increasing the purchasing power. He
felt that if there was a compromise that it would be beneficial to both east and west Arcadia. He
suggested that Phase One be increased t.a include that area fronting on Huntington Drive, as
outlined in blue an the map.
Commissioner Golisch stated that population growth has increased in California but he felt that
there was a need for a residential city, such as Arcadia, and the future planning should be on
this basis. Some of the regulations imposed would tend to make the city more desirable and tile
recommendation ta allow special height zone in the East Arcadia area and a/sa that prapased in
the West Arcadia area would allow proper growth. He would have'no strong objection extending
the area to Fairview in West Arcadia. The main thing is to keep the commercial units in a compact
area. It was good planning to extend the area to the commercial properties an the west side of
Baldwin Avenue. He further stated that a buffer zone should be establ ished between the R-1 on
Lovell and Naomi Avenues and the commercial areas. When double parking is necessary it indicates
to him that a definite parking buffer should be considered.
Commissioner Forman stated there was undeveloped land in the West Arcadia area to construct
fine apartments to support the business section. He was much in favor of the buffering along
Lovell Avenue. He was opposed to any Special Height along Huntington Drive.
Commissioner Kuyper said a great number of apartments, in Arcadia were in the lower bracket rentals
and that the larger, newer apartments would draw the people from the present high rent opartments
so that vacancies would occur in the older units.
Commissioner Forman stated the city should have the opportunity of developing under the new
regulations. If this cannot be done economically, then changes may be needed. If the time
comes when this is needed there will be applications for relief. He felt that the East Arcadia
area was due for consideration in the residential as well as the commercial areas, but there exists
a di.fferent situation in the West Arcadia section.

Chairman Ferguson pointed out that consideration of this development brings up factors pertaining
to the existing structures and their economic life. If there is some incentive offered for improving
conditions or improving the type of structure, this would assist in moving certain structures faster
because of the higher replacement value than if they were to remain in the present category. If
the City of Arcadia is going to accommodate any great expansion within the next twenty years
some plans will have to be determined, otherwise there will be stangation. There is no city that
will remain in a stagnant position - it will have to keep growing and improving as time goes on.
) The one thing that will have to be accomplished is to determine what is being considered for the
City of Arcadia and then mointoin quality in whotever is done. Eventuolly values may be such
that the older structures moy be removed, but qIJality should replace these.
MOTION Moved by Commissioner Norton, seconded by Commissioner Forman,
that the boundary in Phase 1 be extended from the original recommen-
dation from the Zoning Committee to include thot portion of land commencing at the intersection
of Arcadia ond Baldwin Avenues, then north to the intersection of Fairview Avenue; thence east
on Fairview Avenue to the back of the commercial property fronting on Baldwin Avenue; the west
line would commence at the point on Baldwin Avenue, north to Fairview Avenue, along the rear
of the commercial property paralleling Baldwin Avenue.

that the area originally designated for Special Height Zone be

MEETINGS
The Chairman stated that there would be but one meeting during
the month of December inasmuch as one meeting would fall on
Christmas Eve.
RESOLUTION
NO. 502
The Planning Director introduced Resolution No. 502, recommending
the classification of specified properties into Zone H, Special
Height Zone, in addition to the basic zone opplicable thereto.
MOTION
Moved by Commissioner Forman, seconded by Commissioner Norton,
and unanimously carried, that the reading of the full body of said
resolution be waived.
MOTION
Moved by Commissioner Kuyper, seconded by Commissioner Narton,
that Resolution No. 502 be adopted.

RESOLUTION
NO. 503
The Planning Director introduced Resolution No. 503, recommending
against the classificotion of specified properties into Zone H.

Moved by Commissioner Norton, seconded by Commissioner Forman
and unanimously corried that the reading of the full body of said
resolution be waived.
MOTION
Moved by Cammissioner Norton, seconded by Commissioner Forman,
that Resolution No. 5,03 be adopted.

AUDIENCE
PARTICIPATION Mr. Alfred Allen, 1135 W. Huntington Drive, Arcadia, outlined
a proposal to develop a portion which would eliminate the long
cul-de-sac street on Wistaria Avenue. He proposed to develop only a part of the area at the
present time.
The Commission discussed the possibilities os outlined, but held that the policy heretofore adopted
should be sustained. That policy, in substance, states that any extension of Wistaria Avenue
should provide for a street to Lemon .Avenue, or at least pay a pro rata share of the cost of such
on outlet.
Commissioner Golisch requestEd that a study be made on the buffering of the R-l property on Lovell
Avenue surrounding or adjacent to the property heretofore designated in the Special HeighfZone.
Commissioner Gol isch also stated thot the Union Oil Company was developing standards for their
stotions which would make them more compatible with residentiol properties.
