PLANNING COMMISSION, ARCADIA, CALIFORNIA
REGULAR MEETING
December 10, 1963
The Planning Commission met in regulor session in the Council Chamber, City HolI, at 8:00 P.M.,
December 10, 1%3, with Chairman Ferguson presiding.

The minutes of the meeting held November 12, 1963 were approved
as mailed.
PUBLIC
HEARING
Variance
V-63-23
Public hearing was held on the appl icatian of Westman Development
Company and Thunderbird Homes, for a zone variance to permit the
construction of 105 dwelling unit planned residential park develop-
ment.
The Staff report was presented by Ernest Mayer, Jr. The Planning Deportment recommended approval
of the variance. A copy of said report is on file with the Planning Department.

The general statements from the above were about the possible obscuring of the view they now enjoy
because of the spl it level units; the oppearance of service yards if such were constructed; and also
a concern of the sewerage and drainage problems. Some of the properties on Magno Vista Avenue
are lower than the property on Duarte Road and have problems now from the run, off during storms.

PROPONENTS :
Mr. Richard Weimer, Arch itect far the developers, answered
some of the questions of the property owners and explained that all drainage and sewer construction
would be in accordance with plans approved by the Public Works Department; that all garages would
be underground; service and laundry facilities would also be underground; that the properties to the
reor would not be affected because of the fact the ground would be "dished out" for the spl it level
units; the kitchen and dining roams would face the rear.
The Commission was of the opinion that the hearing should be continued until the next regular
meeting so that a determination could be made before the Commission when all members were
prllsent.
MOTION Moved by Commissioner Forman, seconded by Commissioner
Golisch, and unanimously carried, that the public hearing an the
zone variance for the construction of a residential park development on property located on Duarte
ROlld be continued until the next regular meeting of January 14, 1963.
LOT SPLIT
L-63-30
The Planning Commission considered Lot Split No. L-63-30, far
property located at 379 West Las Flores Avenue.
The Staff report was presented by Ernest Mayer. The Planning Department recommendation was for
d isapprova I .
Same consideration was discussed relative to the surrounding property being the last large area to be
subdivided and the location of the street. Inasmuch as the exact location of the street is not
determined at this time it was felt this spl it was premature.
MOTION
Moved by Commissioner Parker, seconded by Commissioner Forman
and unanimously carried that Lot Split No. L-63-30 be denied.
ZONING
REVIEW
The Planning Director reviewed the Zoning Committee's studies in
connection with the Centrol Area Plan.
Mr. August Goebel, Attorney, representing several clients in the Central Area, interrupted and
objected to the report. He felt it might prejudice the Commission.
The City Attorney advised that a review of matters that had previously been discussed was not illegal;
that the matter had been continued to January 14, 1963 for further consideration before the Commission
and that the review may be .timely in order to brief the Commission on the task before them.
The Planning Director continued with the report as follows:

To this end the Commission oppointed three members to 0 Committee ond ossigned it the task
of studying and recommending the zoning districts and regulations proper for the areo.
To date this Commi.ttee has arrived at some general conclusions as fallows:
1. Most of the land area should be placed in Zone D to insure
minimum architectural control.
2. The area classified for apartments is already appropriately
zoned. Further action is not required.
3. The office area, the convenience center/and a part of the
special use area on the south side of Huntington Drive
betwe~n Santa Anita and Second Avenues and on both
sides of First Avenue should be combined into one
zaning district.
4. One of the Zoning Districts now in existence which could
implement this portion of the plan is Zone C 1 - D.
However / the Committee suggests that the rllgulations
of Zone C 1 be changed as follows prior to placing
property in it.
A. Delete'Section 9262.1.1. This section presently permits
in Zane C 1 all the land uses of Zone CO, R 3, R 2, R 1
arid RO. A mixture of such land uses would nat be in
the best interest of the uses, the area, or the city. The
references to residential uses should be deleted.
B. Add to Zone C 1 the land uses listed in Zone CO, except
R 3 uses.
C. Add minimum standards for automobile parking areas. These
standards should be incorporated in the ordinance either
specifically or by reference. In any event, the existing
parking lot standards should be review.ed and where
required they should be changed.
D. Add minimum standards for serVice stations if it ;s decided
they are appropriate uses in Zone C 1. Without stondards
the Committee has concluded the use of land in Zone C 1
for service stations is not appropriate.
E. Permit bars and taverns only when the sale of intoxicating
beverages is an accessory service to a restaurant.
Consideration of these changes of the uses permitted in Zone C
should be made prior to placing any properties in it .

In addition some revision should be made to the regulations governing
Zone C 1 as follows:
A. Change section 9262.2.3 as it refers to R 3 uses.
B. Delete section 9262.2.5 as it refers to R 3 uses.
C. Delete the building or eo requirement specified in Section
9262.2.6 which now limits the size of commercial buildings
to 5000 square feet.
D. Limit the size of signs to 50squore feet in area.
It is suggested thot if these changes are considered appropriote,
the Commission should request the City Attorney to prepare the
necessary legal instruments and present them for formal consideration
in the immediate future.
6. The area designated on the plan for offices on the west side of Santa
Anita Avenue between Huntington Drive and the extension of Santa
Clara Street be placed in Zone C 1 - D.
7. The commerc ial recreation area between Huntington Drive and the ex-
tension of Santa Clara Street be placed in Zone C 2 - D.
In connection with Zone C 2 there appears to be a need to rev iew
this portion of the Code to determine if the present uses permitted
should be changed, and if standards for some uses are necessary.
A. Section 9263.1.3 permits advertising sign boards or structures.
If these are to continue as permitted uses perhops they should
be regulated as to size, shape, area and color.
B. Section 9263.1.4;.Automobile laundries, hand operated only.
Standards for this type of use should also be developed if it
continues as a permitted use.

Section 9263.1.5. Autamobile Service Stations. Changes in
this will depend an the decision made in regards to Service
Stations in Zane C 1.
D. Section 9263.1.6. Bakeries. The number of employees is
limited to .ten persans. Perhaps a/change to five peaple is more
appropriate.
E. Section 9263.1.8. Billiard Holls and Pool Holls. This use should
be permitted only as an accessory use to a complete recreation
center, if permitted at all.
F. Section 9263.1.14. Electr ic Distributing Sub-stations should
be permitted but standards to insure compatibility with other
uses should be developed.

G. Section 9263.1.16. Feed Stores. Some controls should be
developed to insure proper location. Normally, a use like
this would not be permitted. However, Arcadia is unique
with respect to horse ownership.
H. Section 9263.1.17. Frozen Food Locker Plants. This type
of use should be re-evaluated.
I. Section 9263.1.19. Furniture Warehouses. This use should
not be a perm itted use in Zone C 2.
J. Section 9263.1.20. Garages. If this use remains standords
similar to service stations ought to be considered.
K. Section 9263.1.25. Motels. Standards for this use should be
developed.
L. Section 9263.1.35. Super Service Stations. A determination
should be made as to the significance of the differences between
super and"other service stations.
M. Section 9263.1.39. Tinsmiths. This should not be a permitted
use - more appropriately located in the industrial zone.
N. 'Section 9263.1.42. Used Car sales Area. Pr.operty used for
this purpose should require standards which would promote some
sort of image other than that which presently typifies automo-
bile alley. Perhaps buildings should be required.
O. Sectron9263.2.7. Dwellings. Residential buildings should
not be a permitted use in commercial or industrial zones.

The area designated os the Town Center should be placed in a zoning
category especially designed for it.
The uses permitted in this new district should be determined by their
individual choracteristics as related to each other to insure the
highest degree of compatibility. The Commission should remember
that prior to any change there first must be placed in the ordinance
a new zone with regulations. Secondly, that prior ta applying
this zone on any property that the legal procedures governing zone
changes must be followed. In the course of these proceedings the
Commission and Council will have the opportunity to hear the public
present information for and against such an action.
To date there appears to be a consensus that a'Zoning District called "Community Commercial"
should be created.
If the Commission concurs with this suggestion it should request the City Attorney to prepare the
necessary instruments for their consideration.

The criteria for this dJstrict should be along the I ines set forth in the Wilsey, Hom ond Bloir report.
In this report they state the purpose of the district as follows:
"To stabilize, improve and protect the community business districts
in the City. Uses are limited to pedestrian oriented retail
shops, personal service shops, offices and cultural facilities.
Small and harmonious signs will be harmonious with the
orchitectural treatment of surrounding buildings to achieve
unity in the ~enter. "
I The uses suggested are:
1. Retail stores and shops including department stores.
2. Retail service establ ishments
3. Business and professional offices
4. Auditoriums, theaters, I ibraries, art galleries, meeting rooms
and other cultural facilities.
5. Restaurants, including the incidental sale of alcoholic beverages
6. Signs
7. Any other use which the Planning Commission finds consistent
with the purpose of this district.
I 9. The uses and regulations for the Planned Industrial District have yet to be
determined. However, it has generally been agreed that the precise plans
for the area will have to be prepared delineating a varying degree of
restrictiveness due to the specific location of the property.
The Commission was informed of the death of Ethel Belle Rutherford, wife of E. E. Rutherford, a
former member of the Planning Commission.
MOTION Moved by Commissioner Forman, seconded by Commissioner Galisch, ond unanimously
carried, that the meeting be adjourned at this time in memory of Mrs. Rutherford.
ADJOURNMENT The meeting, therefore, adjourned at 9:45 P. M.
