HomeMy WebLinkAboutItem 12h - Donation for a Memorial Bench in Memory of Carol Libby DATE: June 7, 2022 TO: Honorable Mayor and City Council FROM: Darlene Bradley, Director Library & Museum Services SUBJECT: DONATION IN THE AMOUNT OF $2,500 FROM THE FRIENDS OF THE ARCADIA HISTORICAL SOCIETY TO THE ARCADIA PUBLIC LIBRARY FOR THE PURCHASE OF A MEMORIAL BENCH IN MEMORY OF CAROL LIBBY Recommendation: Accept SUMMARY The Friends of the Arcadia Historical Society would like to donate funds to the Arcadia Public Library to purchase a memorial bench in memory of Carol Libby. This memorial bench would be for the Carol Libby Memorial Garden. It is recommended that the City Council accept this donation. DISCUSSION The Library and Museum Services Department has historically received small monetary gifts to honor or remember a family member or close friend. The Friends of the Arcadia Historical Society has asked that their monetary gift go to the purchase of a memorial bench with a plaque in memory of Carol Libby, a dedicated volunteer and respected community member who had a passion for historic preservation. The bench will be placed in the new Carol Libby Memorial Garden, currently under construction. By accepting and approving of this $2,500 donation, this money can be used to purchase the bench and plaque. This donation helps the City of Arcadia provide a nice outdoor bench for the community of Arcadia without impacting the City’s General Fund. It also provides a nice place for family, community members and friends to remember a well- respected Arcadia historian. All gifts $1,000 or more are subject to approval by the City Council pursuant to City Charter Section 809(d). Donation in the amount of $2,500 for a memorial bench in memory Carol Libby June 7, 2022 Page 2 of 2 ENVIRONMENTAL ANALYSIS The proposed action does not constitute a project under the California Environmental Quality Act (“CEQA”), and it can be seen with certainty that it will have no impact on the environment. Thus, this matter is exempt under CEQA. FISCAL IMPACT The acceptance and approval of the $2,500 donation would be a positive fiscal impact for the Library & Museum Services Department and the City of Arcadia. It will provide additional revenue to specifically purchase a new outdoor bench for the Carol Libby Memorial Garden and courtyard. RECOMMENDATION It is recommended that the City Council determine that this action does not constitute a project and is therefore, exempt under, the California Environmental Quality Act (“CEQA”); and accept a donation in the amount of $2,500 from the Friends of the Arcadia Historical Society to the Arcadia Public Library for the purchase of a memorial bench in memory of Carol Libby.
