The proposed budget will now move forward to the June 7 City Council meeting for adoption. Library administrative staff participated in the City’s Emergency Operations Center tabletop exercise at the end of May. The Friends of the Library held their last meeting for this year on May 5; the next meeting will be in September. A sign for the Friends Bookstore was discussed, and there will be an installation and unveiling sometime after mid-June. The Friends Board also pledged its annual gift, to be presented in the fall. The Chinese Culture Development Center and the Press Photographers Association of Greater Los Angeles kicked off the Through the Lens photography exhibit with a very well attended reception on Saturday, May 21. The exhibit was open to the public through May 27. Several Pulitzer Prize winning photographers were on hand at the opening reception along with some of their photographs. Staff attended the Arcadia Historical Society’s Garden Party, with special guests from the Libby family also in attendance. Staff attended, along with two Library Board of Trustees, the Serving with a Purpose workshop in Ontario. This daylong workshop brought together trustees, library staff, and Friends groups to discuss “Representation Matters: Building a Better Board”. Equity, diversity, and inclusion are core library ideals. As stated in the Library Bill of Rights, a person’s right to use the library should not be denied or abridged because of origin, age, background, or views. There has been considerable focus on these topics in workshops and classes offered through the California State Library and the American Library Association. At the end of May, three additional State Parks passes arrived and were immediately made available to the public: this State Library and State Parks program has proved to be so popular, there were 27 library patrons waiting for their turn to check out a pass! Adult Programs, Classes, Technology Literacy, and Events: In honor of Mental Health Awareness Month, a Mindfulness Challenge was held in May. Patrons were encouraged to join the library for a month of mindful activities. A worksheet was created with suggested mindful activities and list of resources, such as mindful reads, Creativebug for mindful hobbies, and Skillshare which hosts mindfulness classes. An adult art workshop was hosted on May 14. Community Craft Circle was held in early May. This program encourages a sense of community by providing a safe space to meet and craft with your neighbors. Patrons watched and discussed The Mystery of Henry Pick at The Movies You Missed on May 18. Bookish met on May 24 and discussed Ask Again, Yes, by Mary Beth Keane. Adult services staff filmed a micro lesson to teach patrons how to use Kanopy to enjoy, search for, and watch movies from home! There were 68 views of this microlesson. Teen Programing: Make-it or Bake-it taught students how to create a stress ball just in time for finals: 81 teens viewed the program online! Children’s Programming and Services: In celebration of Asian American and Pacific Islander Heritage Month, staff hosted a Diverse Voices Storytime and Cultural Art Market program for children and their families. Staff also promoted Cinco de Mayo and Mother’s Day by preparing and distributing 375 craft kits throughout the first week of May. The eight-part Learn to Code workshop concluded with youth participants preparing and presenting their final HTML projects to attending parents. Customer Services: Passport Services executed 117 passports in May, took 54 photos and handled 326 telephone calls. Account Services Staff processed 1,689 holds and checked out 37,696 items; 254 cards were issued. They also received 12 auditorium requests. The Information Systems Services team of three Computer Aides and ISS Supervisor answered more than 234 computer/technical questions from patrons; assisted the public with 993 public computer sessions, 739 print jobs, and the use of the Microfiche station, public copiers, and the public Wi- Fi network. Collections: Cataloging and Acquisitions continued the Authority Database projects, which is part of the routine work to keep the library’s databases/catalog up-to-date, consistent, and error- free. Staff also cataloged and processed the three new California State Library Parks Passes. The number of discarded items continues to be high as staff weeds the collection heavily in preparation for the RFID project. Records from Kanopy, CreativeBug, Press Reader, and Linked- In were added to our Library Catalog this month, totaling 60,994 records. The movie database, Kanopy, continues to be extremely popular: 542 movies were downloaded in May. The most popular item in the adult collection this month was Shou Xi Yu Yi Di San Ji, by Rongpeng Xie. The most popular title in the children’s collection again this month was the graphic novel Pokémon Adventures, by Hidenori Kusaka. For teens, the top title again this month was Naruto, by Masashi Kishimoto. Facilities and Technology: RFID implementation has begun. Equipment has started to arrive, and staff attended two days of online training on the RFID process, from tagging to encoding. Initially, Account Services will take the lead on tagging library materials: Aides started tagging on May 25 with the teen collection and will move on to the adult collection. So far, staff have tagged 3 for 12 hours and 20 minutes, for a total of 1,772 items. Chromebooks checked out ten times this month. Community Outreach/Collaboration/Volunteers: The Library gave a presentation to the Arcadia Chamber of Commerce on the new online services, with special emphasis on databases made available through the California State Library during the pandemic. Adult Services staff attended the Arcadia Historical Society meeting, as well as the last 2021-22 Arcadia High School PTSA, where they presented the upcoming Teen SAYL program. Children’s Services staff ventured out and attended several community events to help promote the forthcoming Summer at Arcadia Public Library festivities. Staff attended and presented at the final Arcadia Unified School District PTA Council meeting of the school year as well as Camino Grove’s Community Day, Arcadia Christian School’s Back to School Night, a Camino Grove English Learner Advisory Committee Parent Meeting, and a Dana Middle School PTA meeting. Children’s Services also hosted 136 fifth graders from Holly Avenue Elementary School: Children’s Services staff provided a tour of the Children’s Room, a book talk about great summer reads, as well as information about the reading program and middle school events taking place during the summer. There were also visits from 107 first graders and 127 third graders from Holly Avenue Elementary School. Mr. Anderson’s class from Arcadia High School also visited the library. Children’s Services staff hosted ten in-person class visits throughout May with 459 students in attendance. Administrative staff attended the Museum Commission meeting and the City’s Arcadia After Dark event, which was held in the library’s auditorium. Marketing and Publicity: Adult and Teen Services created the following displays in May: small businesses, Asian American Pacific Islander Month, photography, As Seen on TV, and mindfulness. The large tack wall in the adult area featured a Reading Rainbow theme. Children’s Services’ displays featured both student art and the upcoming Summer at Arcadia Public Library. The book displays outside the Jerry Broadwell Children’s Room highlighted Asian American and Pacific Islanders, Famous People of Asian American Pacific Islander Descent, Mother’s Day/Father’s Day, and Summer. Social media reached 1,546 on Facebook, 609 on Twitter, 1,207 on Instagram, and 173 “views” on You Tube. The Featured Historical Photo showcased Hotel Oakwood. This hotel was located just north of the corner of First Avenue and Saint Joseph Street. FOR EBOOKS, EMAGAZINES, DIGITAL AUDIOBOOKS, AND STREAMING VIDEOS IN THE AMOUNT OF $69,000. Recommendation: Approve SUMMARY It is recommended that the City Council approve a purchase order for electronic books, electronic magazines, digital audiobooks, and streaming videos from OverDrive, Inc. in the amount of $69,000. Sufficient funds are available in the City’s Fiscal Year 2022-23 Operating Budget. BACKGROUND Since 2011, the Library has utilized the services of OverDrive, Inc. to provide library patrons with access to electronic books, digital audiobooks, and streaming videos. OverDrive, Inc. is the leading distributor of these materials to libraries. Titles purchased through them are available to library patrons on computers, tablets, eReaders, or smartphones. DISCUSSION The Arcadia Public Library has access to OverDrive through membership in the company’s group of local customer libraries, the Southern California Digital Library Consortium, which combines the digital collections of 25 member libraries to provide added selection for our patrons. Staff Report – Purchase Order with Overdrive, Inc. for eBooks, eMagazines, Digital Audiobooks, and Streaming Videos in the Amount of $69,000. June 21, 2021 Page 2 of 2 The Library also adds to its collection in the Consortium by purchasing individual electronic books, digital audiobooks, and digital videos from OverDrive. These titles include current best-sellers, older classic titles, and titles for adults, teens and children. Spending for these items has been growing with the increasing popularity of the format (usage by Library patrons is up 53% since the start of the pandemic) and total spending for OverDrive is projected to reach $58,500 for the Fiscal Year 2022-23. OverDrive, Inc. has recently acquired Kanopy, the Library’s supplier of streaming video content. Use of streaming video by Library patrons has increased 96% since the beginning of the pandemic. Our budget for streaming video from Kanopy in the amount of $10,500 has been added to this purchase order. Spending for both OverDrive and Kanopy will be $69,000 for the Fiscal Year 2022-23. ENVIRONMENTAL ANALYSIS The proposed action does not constitute a project under the California Environmental Quality Act (“CEQA”), and it can be seen with certainty that it will have no impact on the environment. Thus, this matter is exempt under CEQA. FISCAL IMPACT Sufficient funds have been approved in the City’s FY 2022-23 Operating Budget. Sufficient funds are available in the City’s Fiscal Year 2022-23 Operating Budget. DISCUSSION The Arcadia Public Library uses the services of OCLC, Inc. as the supplier of metadata for its public catalog, as well as maintaining a record of its 200,000 items for use in providing Inter-Library Loan service to the public. OCLC is a nonprofit cooperative organization that maintains a database of the collections of 30,000 member libraries that is continually updated to enhance accuracy and completeness. Use of high-quality metadata is vital to connecting library patrons with the Library’s collections. OCLC membership also greatly expands the range of holdings available from other libraries so that Arcadia Library patrons can request loans through the Library’s Inter-Library Loan service. ENVIRONMENTAL ANALYSIS The proposed action does not constitute a project under the California Environmental Quality Act (“CEQA”), and it can be seen with certainty that it will have no impact on the environment. Currently, the Agreement expires on June 30, 2022, but provides for optional term extensions of one-year each. It is recommended that the City Council approve, authorize, and direct the City Manager to execute an amendment to the Agreement with SPM to extend the term one additional year. DISCUSSION The Arcadia Public Library has for many years used the services of an unarmed security guard to circulate throughout the building, encouraging patrons of all ages to conduct themselves in a manner that does not intrude on others. In 2017, after a competitive bidding process, the City Council awarded Security Patrol Management & Services the Agreement to provide guard services to the Library beginning on July 1, 2017, and expiring on June 30, 2022. The Agreement also provided for a maximum of three (3) one-year renewals as mutually agreed upon thereafter. It is recommended that the Agreement be extended for an additional one-year term. Sufficient funds are available in the City’s FY 2022-23 Operating Budget to pay for the services. Approved: ______________________ Dominic Lazzaretto City Manager Attachment: Amendment No. 5 to the Professional Services Agreement DATE: July 21, 2022 TO: Honorable Mayor and City Council FROM: Darlene Bradley, Directory of Library and Museum Services By: Roger Hiles, Library Services Manager SUBJECT: AMENDMENT NO. 2 TO THE PROFESSIONAL SERVICES AGREEMENT WITH BAKER & TAYLOR TO PROVIDE PRIMARY LIBRARY MATERIALS VENDOR SERVICES Recommendation: Approve SUMMARY The existing Professional Services Agreement (“Agreement”) with Baker & Taylor for primary library material vendor services expires on June 30, 2022. It is recommended that the City Council approve, authorize, and direct the City Manager to execute an amendment to the Professional Services Agreement with Baker & Taylor for Fiscal Year 2022-23 to extend the term for an additional year. DISCUSSION In order to facilitate and expedite the acquisition of library materials, such as printed books and physical media items, as well as to maximize publisher discounts, the Library utilizes the services of a primary library materials vendor. Purchasing most materials through a single vendor simplifies the selection, ordering, and shipping process and allows the Arcadia Public Library access to higher volume pricing discounts from publishers. Current purchases from Baker & Taylor represent a discount of up to 46.2% off list price depending on product category. Baker & Taylor was awarded its most recent PSA with the Library for Primary Materials Vendor Services for a period of three (3) years beginning in 2018, with an option to renew for three additional years on a year-by-year basis. In 2021, the Council approved the first Amendment to the PSA with Baker & Taylor for Primary Library Materials Vendor Services June 21, 2022 Page 2 of 3 one-year extended term, which expires on June 30, 2022. It is recommended that the Council extend the term for an additional year by approving this Amendment. ENVIRONMENTAL ANALYSIS The proposed action does not constitute a project under the California Environmental Quality Act (“CEQA”), based on Section 15061(b)(3) of the CEQA Guidelines, as it can be seen with certainty that it will have no impact on the environment. Approved: ______________________ Dominic Lazzaretto City Manager Attachment: Amendment No. 2 To The Professional Services Agreement Regarding Primary Library Materials Vendor DATE: June 7, 2022 TO: Honorable Mayor and City Council FROM: Darlene Bradley, Director Library & Museum Services SUBJECT: DONATION IN THE AMOUNT OF $2,500 FROM THE FRIENDS OF THE ARCADIA HISTORICAL SOCIETY TO THE ARCADIA PUBLIC LIBRARY FOR THE PURCHASE OF A MEMORIAL BENCH IN MEMORY OF CAROL LIBBY Recommendation: Accept SUMMARY The Friends of the Arcadia Historical Society would like to donate funds to the Arcadia Public Library to purchase a memorial bench in memory of Carol Libby. This memorial bench would be for the Carol Libby Memorial Garden. It is recommended that the City Council accept this donation. DISCUSSION The Library and Museum Services Department has historically received small monetary gifts to honor or remember a family member or close friend. The Friends of the Arcadia Historical Society has asked that their monetary gift go to the purchase of a memorial bench with a plaque in memory of Carol Libby, a dedicated volunteer and respected community member who had a passion for historic preservation. The bench will be placed in the new Carol Libby Memorial Garden, currently under construction. By accepting and approving of this $2,500 donation, this money can be used to purchase the bench and plaque. This donation helps the City of Arcadia provide a nice outdoor bench for the community of Arcadia without impacting the City’s General Fund. It also provides a nice place for family, community members and friends to remember a well- respected Arcadia historian. All gifts $1,000 or more are subject to approval by the City Council pursuant to City Charter Section 809(d). Thus, this matter is exempt under CEQA. FISCAL IMPACT The acceptance and approval of the $2,500 donation would be a positive fiscal impact for the Library & Museum Services Department and the City of Arcadia. It will provide additional revenue to specifically purchase a new outdoor bench for the Carol Libby Memorial Garden and courtyard. RECOMMENDATION It is recommended that the City Council determine that this action does not constitute a project and is therefore, exempt under, the California Environmental Quality Act (“CEQA”); and accept a donation in the amount of $2,500 from the Friends of the Arcadia Historical Society to the Arcadia Public Library for the purchase of a memorial bench in memory of Carol Libby. 1 | P a g e This eight-week program promotes reading as a fun activity for kids ages infant to 14 years. For younger children, it encourages caregivers to read aloud and establish the fundamental building blocks of reading and language. And for youth, it helps to maintain or improve reading skills. HOW TO PARTICIPATE ▪ Beginning Monday, June 6, 2022, kids (infant to 5th grade) and youth (entering 6th to 8th grades) register online at https://www.ArcadiaCA.gov/Library. ▪ Kids log their time spent reading and youth complete fun challenges to earn reading souvenirs. Take creative photos (solo or in a group) during the Teen Scavenger Hunt Photo Challenge for your chance to win a $50 Amazon gifl card!   FEATURED HISTORICAL PHOTO Hotel Oakwood  In this c. 1890 photo, the Hotel Oakwood is located close to the Santa Fe Railroad tracks. The luxurious  hotel built by Elias J. “Lucky” Baldwin opened on December 7, 1889, to serve business and leisure  travelers alike. It was located just north of the corner of First Avenue and Saint Joseph Street. Its  ornate design and second story veranda exemplified the architecture of the era. Each of its thirty‐five  elegantly appointed rooms had gas, hot and cold water, and a fireplace. Sadly, a fire destroyed the  glorious hotel on November 26, 1911, reportedly due to faulty electrical wiring.    If you are interested in Arcadia’s rich history, make an appointment to see the Arcadia History Room  located at the Arcadia Public Library or visit the Gilb Museum of Arcadia Heritage. The Arcadia History  Room is shown by appointment only. Call 626‐821‐5569 for more information on the Library’s  collection or 626‐574‐5440 for more information about the Museum’s collection.     Photograph courtesy of Arcadia Public Library, Arcadia, CA. ID 897 (Jun‐Jul’22)  LIBRARY BOARD OF TRUSTEES REGULAR MEETING MINUTES THURSDAY, MAY 19, 2022 CALL TO ORDER – Chair Miriam Carter called the meeting to order at 4:33 p.m. PLEDGE OF ALLEGIANCE – Director Darlene Bradley ROLL CALL: Chair Miriam Carter, Trustees Barbara Delphey, Elizabeth Renfrew, Carlton Seaver and Alice Wang; Director of Library & Museum Services Darlene Bradley (Secretary); Library Services Managers Roger Hiles and Pat Smith. ABSENT: Councilmember Paul Cheng (City Council Liaison) PUBLIC COMMENTS – None REPORTS FROM LIBRARY TRUSTEES / LIAISONS Chair Carter reported that the Summer 2022 edition of the Friends newsletter is out and that she thought it was fantastic. Trustee Wang announced that the Arcadia Chinese Association would be promoting the governor’s new program to give state-funded Medi-Cal to people regardless of immigration status. Trustee Renfrew also reported that there were new volunteers helping out in the Book Store. Trustee Renfrew reported that she and Trustee Delphey had attended the Serving With A Purpose workshop for Library Friends groups and trustees and found it interesting and helpful. Trustee Renfrew added that California State Librarian Greg Lucas asked the assembled Friends to write letters to their legislators in support of the State’s multi-million dollar plans to increase state spending on libraries. She asked if Director Bradley could send out a template for a letter that the Friends could use. Director Bradley said she could, and also commented that she had applied for $130,000 from the program to add a family restroom to the Children’s library. Trustee Wang asked about the cost of a new Friends Donor Board that has been discussed in the past. Manager Smith said that she would work on getting information to her soon. REPORTS FROM THE DIRECTOR Announcements/Statements/Reports Director’s Update: Director Bradley stated that the Friends would be getting a new sign for the Book Store, and that there would be a ribbon-cutting ceremony to unveil it. Summer @ Your Library Presentations: Librarian Melissa Camaiore and Principal Library Petra Morris presented the plans for the summer reading programs for the Adult, Teen, and Children’s sections. The theme this year is The Great Reading Adventure. Trustee Wang stated that she would ask the Arcadia Chinese Association for a check to support the program. Monthly Statistical Report: April 2022: Director Bradley noted that the gate count was about 20,000 for the month, and that circulation was about 60,000, so things are slowly building back up after the years of closure and limited services. Monthly Report Narrative: April 2022: Director Bradley reported that California State Library Parks Pass has been very popular and was one of the most checked-out items in the Adult collection for the month. Manager Smith added that several additional passes are on the way from the state soon. Financial Report: April 2022: Director Bradley reported that spending is on track for the fiscal year. Financial Report FYE 2020-21: Director Bradley announced that the 90% of the Library’s budget was spent in the last fiscal year. She also noted that this report was very late this year, and usually comes out in the early Fall. Budget 2022-23 Update: Director Bradley stated that so far this year the budget process has gone smoothly. Cay Mortenson Auditorium Agreement updated: Director Bradley reported that the requirement for liability insurance had been added to comply with a City-wide policy already in place in other Departments. RFID Update: Manager Hiles reported that some RFID tags have been received, two training sessions have been held, and the tagging process should begin soon. Staff Update: Director Bradley stated that four new Library Aides have been hired, and one already gave a two-week notice because he was offered a full-time job elsewhere. Two additional aides will be leaving at the end of the summer. Gilb Museum of Arcadia Heritage: Director Bradley announce that the Museum will be presenting the 12th Annual Arcadia Juried Photography Contest & Exhibition from June 11 – August 6. Calendar of Activities for Adult and Teen Services: May 2022: Chair Carter commented that the month was almost half over. CONSENT CALENDAR a.
