COMMERCE FOR FISCAL YEAR 2022-23 IN THE AMOUNT OF $88,072
Recommendation: Approve
SUMMARY
The Arcadia Chamber of Commerce (the “Chamber”) provides programming and
activities that benefit its members and the entire business community. The City of
Arcadia and the Chamber execute an annual Agreement for Services (“Agreement”).
As proposed in the Agreement for Fiscal Year 2022-23, the City will provide the
Chamber with $88,072 for its efforts on behalf of the business community, and to
complement the City’s marketing activities. It is recommended that the City Council
approve, and authorize and direct the City Manager to execute, the Agreement for
Services with the Arcadia Chamber of Commerce for Fiscal Year 2022-23, in the
amount of $88,072.
BACKGROUND
The Chamber and the City have long cooperated concerning issues and projects of
mutual interest to the Arcadia civic and business community. As part of this mutual
cooperation, the City enters into an annual Agreement for Services with the Chamber to
provide public relations, business development, and government/legislative services in
support of the Arcadia business community and general economic development. The
Chamber Summary Report, included as Attachment No. 1, highlights some of the
events, programs, and activities from the 2021-22 Fiscal Year.
Since the 2015-16 Fiscal Year, the annual Agreement for Services with the Chamber of
Commerce has been adjusted annually for inflation. For the 2021-22 Fiscal Year, the
City allocation totaled $84,848 in funding. In addition to the annual Agreement for
Services funding, the Chamber also utilizes the City-owned property at 388 West
Huntington Drive for its offices at a discounted rate. The current lease with the Chamber
was approved in December 2021 and extends through November 2026. The Chamber

Annual Financial Summary included as Attachment No. 2 provides additional details on
Chamber funding sources, expenditures, and finances.
DISCUSSION
The Chamber of Commerce offers a variety of important services to the business
community in Arcadia, typically including:
• Providing reference and referral information about the City to brokers, realtors,
merchants, business operators, and interested public.
• Communicating frequently via e-mail with Constant Contact monthly event
calendars and weekly event reminders, and regular website updates.
• Utilizing new media, including Facebook, Twitter, and Instagram, to expand
outreach for events, including mixers, business breakfasts, and ribbon cuttings.
• Promoting and managing the annual Taste of Arcadia event (last held in 2019),
and Dine Arcadia Restaurant Week events.
• Organizing and providing staff support for the monthly Community Connection
meeting, Ambassadors meeting, Taste of Arcadia Committee, Business
Networking Breakfasts (Rise and Shine Arcadia), and business mixers.
• Working with and supporting the Downtown Arcadia Improvement Association
(“DAIA”), including various planning activities and events held in the Downtown.
• Conducting business visits to learn about the different businesses in Arcadia and
provide business owners with contact information and services available through
the City and the Chamber.
• Coordinating with the City on retail recruitment, targeted economic development
opportunities, and marketing efforts.
In response to the continuing COVID-19 pandemic, some Chamber activities and
events continue to operate on a modified basis, although most have now transitioned
back to being fully in-person. The Chamber offices at 388 West Huntington Drive also
reopened to the public as of July 2021. The annual Taste of Arcadia event still remains
on-hold; however, it was replaced by a virtual event that has been popular. It is
anticipated that the next Taste of Arcadia event will be held in September 2023. In lieu
of an annual Taste of Arcadia event, the Chamber will continue hosting smaller, in-
person events throughout the year at member restaurants as part of their “Dine Arcadia
Restaurant Weeks” program.

The proposed Agreement for Services with the Chamber for Fiscal Year 2022-23 is
included as Attachment No. 3. The Agreement provides for annual financial support
from the City and includes an exhibit that further details the Chamber’s services to and
for the City and business community. The proposed Agreement includes an increase of
3.8% based on the U.S. Department of Labor Consumer Price Index increase for the
Los Angeles-Long Beach-Orange County region over the 2021 calendar year. This
amounts to an additional $3,224 in funding compared to the current Fiscal Year
allocation. The funding provided by the City is anticipated to account for approximately
20% of the Chamber’s overall budget for Fiscal Year 2022-23 with the remainder
provided by membership dues, sponsorships, and event proceeds.
ENVIRONMENTAL ANALYSIS
The proposed action does not constitute a project under the California Environmental
Quality Act (“CEQA”) under Section 15061(b)(3) of the CEQA Guidelines, and it can be
seen with certainty that it will have no impact on the environment. Thus, this matter is
exempt under CEQA.
FISCAL IMPACT
A total of $89,000 has been included in the Fiscal Year 2022-23 General Fund Budget
for the Annual Agreement for Services with the Chamber. The City also provides below
market rent for the City-owned Chamber offices at a rate of $400 per month; the current
at-market rate is estimated to be $3,800 per month for a 1,900 square-foot office in
central Arcadia.
RECOMMENDATION
It is recommended that the City Council determine that this project is exempt under the
California Environmental Quality Act (“CEQA”); and authorize and direct the City
Manager to execute an Agreement for Services with the Arcadia Chamber of
Commerce for Fiscal Year 2022-23 in the amount of $88,072.

Public Relations
Community Focus
The ultimate focus for the Arcadia Chamber at the end of 2021 and in the first months of 2022
was to help boost businesses as we started coming out of the pandemic. The Chamber
continued hosting networking events of the highest quality, in person and on Zoom, along with
committee meetings and special events like Dine Arcadia.
Rise & Shine remains the Chamber’s best-attended event, with an average attendance of 45
guests in-person at locations in and around Arcadia. In-person events are gaining traction
again, though slowly, and the Chamber hopes to
soon be at an average of 55 to 60 guests each
breakfast, with the goal being to return to 80 guests
average for Rise & Shine, which was our pre-
pandemic attendance.
Chamber phone calls for COVID info are less, and
now more often callers are looking for business info
and contacts for the City, services, and county info.
Prospective new resident calls have also been on
the rise, with folks across the country requesting City info, such as City maps, to assist them in
their moves.
Legislative reps continue to be supportive and informative on the effects of the pandemic,
resources for businesses and the community, and loans and grant assistance. Supervisor
Kathryn Barger’s office remains one of our most active representative offices, with her reps
attending many events and ribbon cuttings, along with sending updates weekly on legislation
changes.
City press releases are also included on the Chamber’s website and social media, along with
updates from the Senior and Community Center, Gilb Museum, and the Arcadia Public Library.
The Chamber also helps release AUSD Board of Education information to keep parents
updated. The Chamber partnered with the Gilb Museum to begin a collection of memorabilia
from local businesses for future display, such as restaurant menus, business cards, and more.
Members will be encouraged to participate by donating items throughout 2022.

#ArcadiaStrong
Arcadia Strong is very proud to announce that our video
(seen here https://arcadiacachamber.org/arcadia-
strong) has won a Telly Award! If you are unfamiliar with the Telly Awards, this
organization honors excellence in local, regional, and cable television commercials, for all
screens, including social media platforms such as YouTube, Facebook, etc. Check out the list of

The Arcadia Strong video was entered into this competition by producer and creator Christine
Zito of Pure Media Marketing and was selected as a Silver Award winner in the category for
General-Promotional Videos. The video, featuring City Council Member April Verlato, Tyler
Zikuski from the Derby, Aleah Holakoui of Margit Holakoui Florist, and Kevin Mejia of 1A
Fitness, discussed the difficulties at the onset of the pandemic and showcased how those
interested could assist struggling businesses with purchases and donations to Arcadia Strong.
At www.arcadiastrong.com, the Chamber sells shirts, jackets, aprons, yard signs, and mugs,
and the proceeds of merchandise sold go to the Arcadia Strong fund. Funds solely support
those Chamber members in need, with those qualifying receiving 3 or 6 month grants that are
eligible for renewal, as needed.
This is a way the Arcadia community
can proudly show their support. Nearly
140 Arcadia Strong grants have been
given to members to help them continue
their membership with the Arcadia
Chamber. Arcadia Strong will continue
to be a major focus for the Arcadia
Chamber through 2022 and 2023.
Social Media
Social media remains a factor in marketing for many
businesses, including the Chamber and its
membership base. Members contact the Chamber
almost daily with marketing materials and events to
post and share on various social media platforms. The
Chamber Facebook Members Only group currently
has 112 users and is gaining traction.

Committees
Committees currently include the Board and
Ambassador teams, along with the Policy and By-
Laws committee, and the Membership, Fundraising,
and Events committees. These groups meet once per
month to discuss their topics and make changes and
suggestions to help build membership and improve
the Chamber overall.
The Ambassador team continues to build “The
Plug,” an exclusive event to which new members only are invited to meet the Ambassador team
and Chamber staff. This gives new members a more personal introduction to the Chamber
itself. Christine Zito has taken over as chairperson for the
2022 year and leads the Ambassador team. Ambassador
meetings have been held in person the last few months, the
first time since the onset of the pandemic.
The Membership Committee works on new member sales
and ideas to market to new members. The committee tries to
discover the best way to gain and keep new members, asks
what the value of membership is, adds new ideas to what is
included in membership, and shares ideas on retention.
The Events Committee has been planning out the calendar of events for 2022 and works with
staff once per month to get events and venues set. The events this team is currently working on
include Dine Arcadia, Shop Arcadia, and finding venues for the Chamber’s monthly events.
The Policy and By-Law Committee continues to read through and make relevant changes to
the Chamber’s current by-laws and policies to help move the Chamber forward into the future
and keep our standards high. By the end of 2022, we hope to have more completed by-laws for
the Chamber Board to vote on.
The Fundraising/Sponsorship Committee is seeking to discover news way to bring in
Sponsorships for the Chamber and how to grow funds for the Arcadia Strong campaign. This
group is helping rebuild relationships with current sponsors, as well as engaging new sponsors.

Membership
The Chamber had 68 new members from July 2021 through
June 1st, 2022. New membership remains difficult, though we
see a mix of brand-new businesses and businesses new to the
Chamber who have been open for many years. Some
members have returned since the pandemic, with lots of new
prospects in the pipeline. 69 members have dropped through July 2021 to June 2022, with some
of those businesses being permanent closures.
The loss of membership showcases the struggles of businesses in
our community. Membership costs for 2022 increased to $280
(from $260), to help cover increased general costs for events and
the Chamber itself. Even with the increase in cost for renewals, the
retention percentage for returning members stands at 79%.
Membership check-in calls are made by Membership Sales and
Office Administrator Matt Miyasaki, alongside the Board and Ambassador teams. This helps
the Chamber better understand the needs of businesses during this time and provide guidance.
Member Events
Rise & Shine Arcadia – 3rd Thursday each Month
Rise & Shine Arcadia saw a drop in
attendance since the start of COVID-19
and going virtual. In-person events
began in July 2021, though stalled in January and February 2022,
only to return live again in March.
Attendance holds steady at 45 guests.
Venues to host Rise & Shine included Le
Meridien Hotel and Santa Anita Park.
The event is sponsored by Rose Hills Memorial Park and Mortuary,
who will continue their sponsorship through 2022, with alternating
members sponsoring on lower levels, such as Nick Gumpert of
RE/MAX Top Commercial Realty and Harvey Slater Holistic Nutrition & Wellness, plus CA
Flat Fee returning as an entertainment sponsor each month. Guests can network, give their 30
second elevator pitches, play games, and get to know each other during networking, all to help
grow their business and drum up new clientele.

Connect & Prosper – 4th Wednesday every
other Month
Connect & Prosper events occur every other month and have been
hosted by Capital Seafood, though Tong Tak House will also host
in the upcoming months.
This event’s focus is to
assist the Mandarin-
speaking community and provide networking
opportunities to that group.
Hosted by Board Member, Francine Chui, Connect & Prosper has helped bridge the gap in the
business community with Mandarin speaking members. Members of the Mandarin-speaking
community regularly in attendance include a representative from Methodist Hospital, Forest
Lawn, DoubleTree, Harvest Fertility, and Soo Properties. Star Seven Financial Services
sponsored this event through 2021 and will continue to do so through the 2022 calendar year as
the Year of the Tiger sponsor, and Forest Lawn has returned as a Red Envelope sponsor.
Mixers
Mixers have been slow to return due to difficulty in securing a venue that
can donate their space and food/drinks for guests. The Arcadia Masonic Lodge however
reached out to the Chamber to host a networking MIX with sit down dinner for June 2nd. This
was the first major mixer since December, which was a holiday mixer held at Embassy Suites
with 13 Chambers in attendance and over 100 guests. Another MIX is scheduled later in the
year at Paco’s Mexican Restaurant.
The Chamber also will participate in the SGV Mega Mix Expo
on June 30th, featuring the San Gabriel Chamber of Commerce
and other local Chambers. The Arcadia Chamber purchased a
booth and hopes to gather new prospects during this Expo and
invite businesses throughout the San Gabriel Valley to other
networking events.
The Chamber hopes to continue to rebuild the MIX and host
most events throughout 2022.

Networking at Noon
At Networking at Noon, guests play networking games, give their 30 second pitches, and give
and receive raffle prizes, all while building their business. New venues are in the works for this
lunchtime event, but current venues included BurgerIM on the border
of Arcadia and Monrovia, Matt Denny’s, and Cabrera’s Arcadia.
Networking at Noon generally gathers 20 to 25 guests, and the variety
of venues keeps guests returning to try new restaurants all while
networking to grow their business.
Chambering 101 – 3rd
Wednesday of each Month
Chambering 101 continues to be virtual through 2022,
providing information via an online platform while allowing
time for networking and asking questions. Chambering 101
gives both members and prospective members a chance to
learn how the Chamber can help their business grow.
Chambering 101 also allows for business counseling, a new addition to the platform. Businesses
are able to ask questions to Chamber staff, receive helpful information, and get answers.
Ribbon Cuttings
Members frequently contact the Chamber for ribbon
cuttings to celebrate a grand opening, specific event, or
milestone for that member Through the first six months of
2022, we have celebrated the first anniversary of Grocery
Outlet on Foothill, the 40th anniversary of the Arcadia Assistance
League’s Bargain Box, and new business Theragent. Ribbon cuttings
are already scheduled for the coming months, as well.
Ribbon cutting attendance can vary, however events have hosted
over 50 guests during these months. Chamber staff has been in
attendance, along with City and Legislative reps. A definite
growth in the number of ribbon cuttings has been seen in May
and June, with additional ribbon cutting events already
scheduled for the summer.

Community Connection -1st Thursday of Each Month
Community Connection continues to help engage community and boost participation in a
virtual setting, which in turn has
helped boost overall attendance to this
important community event.
Information was given by Tim Schwehr
from the City’s Economic Development Department, Sophia Sousa
of the SGV Council of Governments, from the Arcadia Chinese
Association, and the SGV Economic Partnership.
Legislative Reps regularly attend this meeting to provide up to date
information on new legislature, laws and regulations, and happenings throughout our county
and state.
Community Connection has been recorded and put out on social media in segments, for future
viewing, so watchers can keep up with City happenings, updates from Westfield and other local
entities, plus news from our legislative reps.
Business Development
The Chamber continued its mission to assist businesses and help the community grow in the
City of Arcadia. The City and Chamber will continue to partner and promote the Shop Arcadia
campaign, which the Chamber posts on its website
and adds to its LED sign rotation.
The Arcadia Chamber still assists with getting mall
info out from Westfield Santa Anita and other local
retailers in the City.
The Chamber and various committees are hard at work on a campaign for Shop Arcadia that
will run similar to Dine Arcadia but to promote retail shopping. This four-week event will
happen during the holiday shopping season yet planning has already begun. Stay tuned!

Arcadia Chamber App
The Arcadia Chamber’s App provides convenient access to
information, the Chamber member directory, and Chamber and
community events on your mobile device. The App currently has 166
sign ups, multiple purchased ads, and has been promoting both
community and Chamber events regularly. Users of the app can
purchase tickets to events, and community members are encouraged
to send info to post their own events on the calendar. The push
notification system was updated so the Chamber can send reminders
and other info to mobile devices.
LinkedIn
To increase its presence on social media, the Chamber
has developed a LinkedIn company page, offering
members, prospective members, and the business
community new avenues to engage and expand their
networking with the Chamber. LinkedIn helps
promote Chamber events, showcases videos, and
provides helpful information to followers.
LinkedIn has 116 followers to date.
Speed Networking
To help offset the lack of in-person networking for
Chamber members through the pandemic, the Arcadia
Chamber implemented virtual speed networking, and it
has become a popular event. Guests are divided into
breakout rooms of 2 to 3 participants to promote
themselves and their businesses, with a time limit, then
breakout rooms switch quickly to another room with a new networking partner, so everyone
receives a chance to interact and introduce their business. Speed Networking is now free to all,
members and non-members, to encourage those who are not members to join the Chamber for
fun networking.

Virtual Job Fairs – Held Quarterly
The Arcadia Chamber began hosting virtual Job Fairs during COVID-19 and continues to do so
quarterly to assist in finding people jobs in our local community. Members and non-members
alike are encouraged to present job openings, and job seekers can attend, ask questions, and
find out how to apply for positions. Job presenters for our June event included local businesses
such as the Le Meridien Hotel, Pasadena Humane Society, Starbucks in Arcadia and Monrovia,
Fertig & Gordon, and the Gooden School. The Arcadia Public Library also shared job search
resources, and Cresmer HR Consulting gave info on community outreach for job seekers.
Job Fairs are recorded and posted to social media for those who were unable to attend, with job
and contact info posted on the Chamber’s job board.
Certificates of Origin
Another source of revenue for the Chamber are Certificates of Origin. With the Chamber staff
being able to return to the office, members are once again welcome to walk-in for certificates of
origin. Import/export businesses have been very busy during the last few months, so many
members have been utilizing this service, sometimes on a weekly basis. There have been a few
members who have joined the Arcadia Chamber specifically for certificates due to the closure of
other Chambers.
Room Rentals
Room Rentals has begun again during office hours in the Arcadia Chamber conference room.
Currently, we have one regular monthly member, who presents Japanese Ikebana classes to the
public. Additional one-time renters are scheduled out through the summer, and the office will
continue to be available while staff is on duty.

ACE Awards
The Arcadia Chamber installed its 101st Board of Directors at the
ACE Awards in March, held on the patio at the Derby, with 65
guests in attendance. The event was western-themed, with guests
putting on their best cowboy/cowgirl outfits and supporting our
award winners. Representatives from the City and Senator Susan
Rubio’s office were in attendance. We honored incoming president Vicki Knight and outgoing
president Jennifer Stone along with our award winners.

Though the hope is to do this large, in-person event in fall of 2023, due to new regulations from
the Health Department, Taste of Arcadia is in the process of being revamped and reinvented.

Dine Arcadia
In our last report, we shared info on Dine
Arcadia’s September two-week event. Dine
Arcadia made its second appearance in
April 2022. The April event featured in-
person events and specials at participating
restaurants, showcased eight tasting events, including a Coffee Tasting at
Goki Café, a Cook and Sip event at Bella Sera, Margarita Fest at Max’s, Brunch at the Derby,
Dim Sum tasting at Tong Tak House Seafood Restaurant, Beer and Empanadas Brew-Panada at
Mt. Lowe with food from new member Lord Empanada, Afternoon High Tea at the Le
Meridien, and an Ice Cream Tasting at Handel’s in Pasadena. Events were well attended and
enjoyed by all!
Guests purchased tickets and visited each venue to enjoy the flavors
and various beverages the venue provided, all while learning a bit
about the venue and items they tried. Dine Arcadia will become a
feature event for the Arcadia Chamber each spring moving forward.
In addition to events, the DineArcadia.com website promoted
restaurant members with menus and specials. Dine Arcadia social
media promoted “Karen’s Dine Arcadia Road Trip” videos, 1- to 2-
minute videos at each restaurant member’s location, sharing specials and talking about their
menus. Videos ran through Dine Arcadia’s two-week events both in September and April.
Continuing Community Improvement
Continuing the relationship between the City, the Chamber, and the overall
community, Chamber CEO Karen Mac Nair continues to collaborate with
Tim Schwehr, Arcadia’s Economic Development Analyst. The Chamber’s
LED signs provide information for drivers, highlighting water conservation,
city events, spotlighting City information, and highlighting Chamber event
sponsors. CEO Karen Mac Nair has also assisted the Arcadia Improvement
Association Downtown Board and attended VACE meetings.
The Chamber also hosted Headshot Days in partnership with Sachiko Studio to provide guests
the opportunity to update their professional headshots, with a portion of the proceeds being
donated back to the Chamber. The Chamber plans on continuing this type of event throughout
the year, to bolster business for the photographer and help job seekers give their resumes a
boost with a fresh headshot.

Looking Ahead – 2022 and beyond - Upcoming
Chamber Events and Announcements
The Arcadia Chamber hosted its second Rise & Shine Arcadia at Santa Anita
Park and is hoping to do a Chamber Day at the Races in the fall, to
encourage guests to visit the track and introduce racing to locals who might
never have been before. With the addition of tea at the Le Meridien for Dine
Arcadia, the Chamber hopes to also build upon that relationship, with future
events in the works at that venue. A return to Embassy Suites for breakfast is
also on the schedule for summer.
The Chamber installed its 101st Board of Directors in January at the ACE Awards, held at the
Derby, which is another relationship the Chamber hopes to build upon
and utilize for events through 2022, as the Derby celebrates its 100 year
anniversary. The Chamber Board will hold an upcoming meeting at
the Derby, as well.
And as always, we are looking forward to a bright future full of
business growth and new opportunities for the Chamber and its community of members.

AGREEMENT FOR SERVICES BY AND BETWEEN THE
CITY OF ARCADIA AND ARCADIA CHAMBER OF COMMERCE
FOR FISCAL YEAR 2022-23
This Agreement for Services ("Agreement") is entered into this ______ day of June,
2022 by and between the Arcadia Chamber of Commerce ("Chamber"), a not-for-profit
organization, and the City of Arcadia ("City"), a municipal corporation and charter city.
RECITALS
A.The City and the Chamber have long cooperated concerning issues and projects of
mutual interest to the Arcadia civic and business community.
B.The Chamber has in the past provided, and desires and intends to provide in the
City's fiscal year ("fiscal year") 2022-2023, various services to the City, as
described hereinafter.
C.For many years, the City has, pursuant to a certain lease entered into by the City and
the Chamber (the "Lease"), provided to the Chamber at a below market lease rate
the full use of a certain City-owned building at 388 West Huntington Drive, Arcadia
("Leased Premises"), in support and recognition of the Chamber's ongoing services
to the City, and the Lease extends through November 31, 2026.
D.The City desires and intends to make payment to the Chamber in the amount of
$88,072 for certain business and economic development, marketing, civic promotion,
and similar services to be provided by the Chamber to the City during Fiscal Year
2022-2023, as set forth in Exhibit "A" attached hereto (the "Services").
E.The Chamber desires and intends to provide the Services to the City in consideration
for the City's payments and appropriation of funds as described herein.

AGREEMENT
Now, therefore, the City and the Chamber do hereby agree that the foregoing Recitals
are true and correct and are incorporated into this Agreement, and made a part thereof
as if fully set forth herein, and further agree as follows:
A. Responsibilities of the Chamber
1. The Chamber is and shall serve as an independent organization entirely
separate from the City, and shall operate under its own bylaws as a
membership organization serving the interests of business in the greater
Arcadia area. For purposes of this Agreement, the Chamber is and in
all respects shall be deemed to be an independent contractor.
2. The Chamber shall provide to the City during Fiscal Year 2022-2023 the
Services set forth in Exhibit "A" attached hereto and incorporated herein by
reference.
3. The Chamber shall submit to the City a written progress report in December
of 2022, and again in May of 2023 describing in reasonable detail the
Chamber's performance and provision of the Services under this Agreement
for the period July 1, 2022 through the date of said reports.
B. Responsibilities of the City
1. In consideration of the provision of the Services by the Chamber to the City
during Fiscal Year 2022-2023, the City shall make (1) payment to the
Chamber of the sum of eighty-eight thousand seventy-two dollars ($88,072),
payable in equal quarterly installments, the first of which is due on or before
July 1, 2022 (the "Payment for Services") and each subsequent payment due
on or before the first date of the quarterly month.
C. Review and Inspection of Chamber Records
1. On or before September 30, 2022, the Chamber shall provide to the City a
complete and accurate financial statement of the Chamber for Fiscal Year
2021-2022 (i.e., ending June 30, 2022).
2. The City and its representatives shall have the right to review and/or audit the
records of the Chamber to verify that the Chamber is providing the Services
and making reasonable and appropriate expenditures from the Payment for
Services in furtherance of providing the Services. For this purpose, the
Chamber shall make available to the City and its representatives all records of
the Chamber to allow the accomplishment of review and audit during normal
business hours of the City, upon reasonable demand by the City.
D. Amendment
1. This Agreement may be amended by mutual written consent of the parties.
E. Termination
1. This Agreement shall be deemed to commence on July 1, 2022 and shall
extend through June 30, 2023 (the "Term"). This Agreement may be
terminated earlier by either party giving the other party written notice of
termination; provided that such notice of termination shall be given at least 180
days prior to the effective date of termination and shall be transmitted by email,
facsimile, U.S. mail, or personal delivery to the person or persons occupying
the indicated position(s) of the other party signing this Agreement. The rights,
duties, and responsibilities of the City and the Chamber shall continue for the
period between the Notice of Termination and the effective date of termination.
Any portion of the Payment for Services due and owing to the Chamber
following such notice of termination shall be prorated to cover only the period
up to the effective date of termination, and any portion of the Payment for
Services already made to the Chamber for the remainder of the period
following the effective date of termination shall be prorated and promptly
refunded to the City by the Chamber to cover the period following the effective
date of termination. Notwithstanding any provision of this Agreement to the
contrary, Section C of this Agreement entitled, "Review and Inspection of
Chamber Records" shall survive the Term and any termination of this
Agreement.
F. California Law
1. This Agreement shall be governed by the laws of the State of California.

EXHIBIT "A"
SERVICES PROVIDED BY ARCADIA THE CHAMBER OF COMMERCE
TO THE CITY OF ARCADIA
Fiscal Year 2022-2023
The Chamber shall provide the following services to the City:
I. Public Relations
A. Maintain regular office hours with qualified personnel.
B. Provide accurate and timely information and market the City and business
areas to hundreds of residents and business people who walk-in, phone,
write, or e-mail the Chamber each month.
C. Prepare and maintain the monthly community calendar of civic group events.
D. Provide information on Arcadia to realtors and commercial brokers to
assist with business recruitment, business retention, and new commercial
development.
E. Prepare and make available a civic directory which lists all civic, cultural,
social, educational, and business groups, addresses, meeting dates, etc.
F. Through the Board and Committee structure (e.g., Ambassador Meetings,
Chamber Board Meetings), and Chamber functions (e.g., Business Mixers,
Networking Breakfasts, Community Connection Meetings, Citizen of the
Year, State of the City), and other various legislative gatherings and forums,
bring civic leaders and City/Agency staff together with business people and
citizens every month. The format of these events shall be adjusted, as
needed, in response to the ongoing COVID-19 public health emergency.
G. Maintain social media network to promote Chamber, City, and business
activities and news, including Chamber web site with calendar, Facebook,
Twitter, and any new effective technologies.
II. Business Development
A. Organize and host business expos and virtual job fairs to market Chamber
business member products and services to each other and to the community.
The City will be provided free and prominent space at these events.
B. Prepare and print (approximately every third year) a City Map, including
economic and civic information on Arcadia; provide as many copies to the
city and Fire & Police Departments as needed.
C. Prepare and print the "Business Directory"; provide copy to all Arcadia
businesses, and to residents; provide as many copies to the City as
needed.
D. Conduct special community and business forums, e.g., Trash/Recycling pick-
up events, or assist City to inform the community of meetings, e.g.,
community workshops on large development projects, proposed city
measures, initiatives and propositions, transportation concerns, including
Gold Line/Metro, etc.
E. Assist the City during emergencies, by providing a liaison at Emergency
Operations Center; coordinate with the City EOC & Red Cross and
Emergency Centers throughout the City in the event of earthquake or
disaster; working with Chamber Emergency Business Preparedness plan
for emergencies.
F. Provide ambassadors to existing and new businesses throughout the year
to monitor concerns, assist in resolving problems with the Chamber or the
City, meet other Arcadia businesses (e.g., monthly networking I
orientation I breakfasts).
G. Work actively on business recruitment, expansion and retention efforts
throughout the City.
H. Organize and publicize seminars and training sessions for merchants and
business members under SBA, SCORE, SGVEP, Foothill Workforce
Investment Board, Women at Work, and other governmental and educational
programs.
I. Continue to work with Downtown Arcadia Improvement Association on the
downtown community benefits district, district marketing efforts, and events.
J. As needed or requested by the City, conduct membership survey on general
business topics, e.g., parking, ride-share, recycling, signage, etc. to inform
the City of business concerns
K. Work with other business areas on Live Oak Avenue, Duarte Road, Baldwin
Avenue, Foothill Boulevard, Peck Road/Lower Azusa, and other sectors to
initiate regular events and marketing.
L. Continue to develop new media marketing opportunities for business
members through the Chamber.
Ill. Government/Legislative
A. Through the monthly Community Connection meetings, provide business
information to Chamber members and serve as a forum for City, County,
State and Federal interrelationships and dialogue.
B. Review and recommend proposed business legislation and concerns to
City.
C. Organize and hold the annual “State of the City” event each year. The format
of this event shall be adjusted, as needed, in response to the COVID-19
public health emergency.
