A RESOLUTION OF THE CITY pr.J\N~fIHG CO;,mISSIOII OF THE
CITY OF ARCADIA, CALIFORNIA, REC01J!E'NDING THE DErnAL
OF A PETITION FOR A V~BIANCE AFF~CTING CERTAIN REAL
PROPERTY, LOCATED ONWES~ Hm'~INGTON DRIVE, IE SAID
CITY.

KBREBY REsOLVE AS FOLLOTIS:
~~AS, on the 10th of llarch, 1950, there was filed with
this Commission the petition of ':1. A. Murphy and Roy Bearden, . . "
doing business as the P~cadia Sports Center, Lessees, requesting
a zoninG variance affecting the following described real property
in the C~ty of f.~cadia, to wit:

That portion of Lot 5, Tract No. 949, as shown on map re-
cor~ed in Book 17, paee 13 of Maps, Records of Los Angeles
County, bounded on the west by Huntington Drive; on the
north by the property of the Los Angeles Turf Club; on the
east by the Pacific Electric Railway; and on the soUtil by
Holly Avenue,
to permit the above described property to be used for the conduct
of a children'S amusement center;
rmEREAS, after due notico, as required by the provisions of

Ordinance No. 760, of the City of Arcadia, a public hearing was
duly held on the matter before this Commission on April 6th and
20th, 1950, and on may 4tn 8~d 18th, 1950, and all interested par-
ties were given a full opportunity to be heard; and
VIT.mREAS, in the opinion of this Commission, the proposed
variance affecting the aforesaid property would be detrimental to the
public welfare and injurious to surrounding property, N1d would
adversely affect the Comprehensive General Plan of this City; and

IJHEREAS, in the opinion of this Commission public neces-
sity and convenience and the general welfare do not require or
indicate the desirability of the variance requested,
NO~, ~HEREFORE, BE IT RESOLVED that this Commission hereby
recommends to the City Council of the City of Arcadia that the
aforesaid petition be disapproved and denied, for the followins
reasons, to wit:
1. The request of petitioners is contrary to the spirit
and intent of the Uaster Zoning Plan of the City of fu~cadia which
was adopted and became effective on June 3rd, 1949, after a series
of PUblic hearings and which plan was unanimously approved by the
Planning Conwission and the City Council;
2. A majority of property owners within a 300 foot radius

of the property in question and various child guidance ~roups and
others have objected to any variance that would permit the proposed
uses in the district in question, the location of which is upon and
along one of the main entrances to the City of Arcadia and inwe-
diately adjoining the Civic Center thereon.
3. The proposed operations by petitioners would not involve
proper or adequate supervision of the children's activities from
a recreational standpoint.
Aim, tmEREAS, the Secretary shall certify to the adoption
of this Resolution, and shall forward a copy to the City Council
of the City of Arcadia;
NOV, THEREFORE. I HEREBY CERTIFY that the foregoing Reso-

lution was adopted by the City Planning Commission at areeular
meeting held on the first day of June. 1950, by the following votes.
AYES: Mr. Anderson, Berky, Knutson, Robertson and Weickert.

and required by public necessity and convenience and the general
welfare. In the opinion of this Commission pUblic necessity and
convenience and the general welfare indicate the desirability of,
and require the rezoning of all the property on each side of Fair-
view Avenue from SUllset Boulevard to the West BOUlldary of the City
of Arcadia, from Zone R-l (Second One-Family Zone) to Zone R-3
(MUltiple-Family Zone), since such rezoning recognizes and implements
the general plan as formulated by the Zoning Ordinance.
2. The recommended rezoning is not contrary to good planning
practice, and if permitted as herein recommended, would have no harm-
ful effect upon other properties in the same general area, which is
presently zoned for multiple-family uses, or upon the City of Arcadia.
The Secretary shall certify to the adoption of this Resolution
and shall forward a copy to the City COUllcil of the City of Arcadia.
I HEREBY CERTIFY that the foregoing Resolution was adopted by
