In the opinion of this Commission pUblic necessity and convenience and the general welfare indicate the desirability of, and require the rezoning of all the property on each side of Fair- view Avenue from SUllset Boulevard to the West BOUlldary of the City of Arcadia, from Zone R-l (Second One-Family Zone) to Zone R-3 (MUltiple-Family Zone), since such rezoning recognizes and implements the general plan as formulated by the Zoning Ordinance. 2. The recommended rezoning is not contrary to good planning practice, and if permitted as herein recommended, would have no harm- ful effect upon other properties in the same general area, which is presently zoned for multiple-family uses, or upon the City of Arcadia. The Secretary shall certify to the adoption of this Resolution and shall forward a copy to the City COUllcil of the City of Arcadia.
