PUBLIC COMMENTS (5 MINUTE TIME LIMIT PER PERSON) Any individual wishing to speak before the Senior Citizen Commission is limited to five (5) minutes per person, unless waived by the Senior Citizen Commission. Under the Brown Act, the Senior Citizen Commission is prohibited from discussing or taking action on any item not listed on the posted agenda. The matter may automatically be referred to staff for appropriate response or action or may be placed on the agenda of a future meeting. REPORTS FROM SENIOR CITIZEN COMMISSIONERS REPORT FROM CITY COUNCIL MEMBER LIAISON 2. CONSENT CALENDAR All matters listed under the Consent Calendar are considered to be routine and can be acted on by one roll call vote. There will be no separate discussion of these items unless members of the Commission, staff, or the public request that a specific item be removed from the Consent Calendar for separate discussion and action. a. SENIOR CITIZENS COMMISSION REGULAR MEETING MINUTES June 2, 2022 SENIOR COMMISSION REGULAR MEETING CALL TO ORDER – Chairperson Salter called the meeting to order at 4:00pm. PLEDGE OF ALLEGIANCE – Commissioner Martinez ROLL CALL OF COMMISSIONERS PRESENT: Michael Cao, Charlene Martinez, Marilyn Mazone, Nilo Salazar, Donna Salter, and Margaret Swope ABSENT: Commissioner Penny A motion was made by Commissioner Cao, seconded by Vice-Chairperson Mazone, and unanimously carried to excuse Commissioner Penny. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS 1. PUBLIC COMMENTS REPORTS FROM SENIOR CITIZENS COMMISSIONERS Commissioner Martinez reported the Assistance League program, Links to Learning, supports all of San Gabriel Valley Schools with funding. This year, in May, Links to Learning, chose to support the Arcadia Unified School District, Libraries, and Librarians. A total of $1,475 was donated to each school library throughout Arcadia Unified School District, to help improve and support resources and programs. Vice-Chairperson Mazone reported the Travelers Club held their board meeting on May 19 and held the general meeting on May 27. Vice-Chairperson Mazone reported on June 7, Travelers will be escorted on a tour to San Diego with Curt Tucker. On June 14, Travelers will take a trip to the Flower Mart, and lunch at Grand Central Market in Los Angeles. On June 24, Travelers will be able to enjoy the popular musical “Come Away” in Costa Mesa. Vice-Chairperson Mazone reported the Travelers Club volunteers are busy planning their 40th Anniversary which will be held on Friday, September 23. Tickets will go on sale July 22. The next board meeting will be held on June 16, and the general meeting on June 24. Commissioner Swope reported the Friendship Club is having a Father’s Day celebration with Panda Express for lunch and every father will receive a gift. Commissioner Swope reported the Friendship Club received a generous donation of $1,000 by a club member. On May 18, the club had a special visit from the Arcadia Police Department with a presentation by one of the K- 9 Units. Commissioner Salazar reported the City of Arcadia is providing free mulch at the Arcadia Public Library on Saturday, June 11. Commissioner Salazar reported on June 16, the Golden Senior Club will be celebrating Father’s Day. Commissioner Salazar reported his wife received a ticket during a quick trip to the mall. Her handicap placard was not hung on the rearview mirror, and she received a ticket. Commissioner Salazar immediately stopped by the Police Department to show proof but were informed they would have to pay a $25 fee. Assistant Director of Recreation and Community Services (ADRCS) Candice Cheung said she would inquire on the $25 fee. Chairperson Salter reported the Bargain Box recently celebrated their 40th Anniversary. Currently, the Bargain Box is only open two days per week due to a lack of volunteers. Chairperson Salter said if anyone or anyone you know is interested in volunteering their time, or becoming a community volunteer, to please visit the website for information on becoming a volunteer. Men and women are welcome, and for those who are only interested in becoming a community volunteer, to help with a special event or holiday tasks, you can find more information at www.assistanceleague.org. Commissioner Cao reported he attended the Arcadia Police Foundation Fundraiser on May 20 and said there were 200 people in attendance. Commissioner Cao was happy to report he was able to assist with the flags at the County Park for Memorial Day. Commissioner Cao said he enjoyed providing his time last year and happy to do so again. Commissioner Cao reported the flags look very nice in the evening when everything is lit up. REPORT FROM CITY COUNCIL MEMBER LIAISON None 2. CONSENT CALENDAR a. AYES: Cao, Martinez, Mazone, Salter, Salazar, and Swope NOES: None ABSENT: Penny ABSTAIN: None 3. REGULAR ITEMS a. Senior Information and Referral Program Recreation Coordinator (RC) Kris Garcia introduced himself to everyone. RC Garcia works in the Community Center where his responsibilities include, Information & Referral Program (I&R), special events, weekly programs, senior meals program, senior seminars, senior events, and much more. RC Garcia presented a PowerPoint on the types of information available for senior citizens and what they normally inquire about. Currently the services senior citizens are inquiring about are home services, housing and care, transportation, education, food delivery, medical, legal, and government programs. RC Garcia informed everyone he has published all this information on the City’s website for the public to have access. RC Garcia showed everyone step-by-step how to browse the City’s website, how to find senior I&R services, and how to find other programs or classes. b. Report of Recreation Supervisor RC Garcia reported the blood pressure program is available for walk-ins the second Tuesday of the month. The first one took place on May 5, with 10 walk-ins. The Cinco de Mayo event was held on May 5, with 102 registered people. Everyone enjoyed a traditional Mexican meal, desert, and a folkloric dance presentation. The most requested, Coffee with the Mayor is also available now, and will take place in the Community Center lobby every third Tuesday of the month at 9am. Councilman Danielson stepped in for Coffee with the Mayor on May 17, with a little over 30 people in attendance. The next Coffee with the Mayor is June 21. RC Garcia reported Bingo had 77 people and attendance just keeps increasing with each Bingo event. There are great prizes and RC Garcia is the Bingo caller. c. Report of Recreation and Community Services Director Assistant Director of Recreation and Community Services (ADRCS) Candice Cheung reported there is an updated flyer regarding the Arcadia Community Center rentals. The Community Center is available for rent to non-profit organizations. Reservations are accepted up to one year in advance and available Friday, Saturday, or Sunday with a maximum capacity of 300 people. ADRCS Cheung reported effective January 1, 2022, cities, counties, and districts must purchase paper goods that is 30% recyclable. This includes copy paper, office supplies, janitorial, paper goods, etc. More information on this can be found at CA.Gov. The multitude of programs, services, and activities offered supports the healthy and independent lifestyle of the participants. A brief description with program attendance is listed below. PROGRAM DESCRIPTION ATTENDANCE Gift Shop The gift shop provides a venue for senior crafters to sell their creations and allows the community to purchase one-of-a-kind items at a great price. 111 Visitors Monthly Revenue $287 Information & Referral Intakes This program assists seniors and their families with issues that affect their quality of life by providing information and referral that address their daily living concerns. 19 Billiard Room Three pool tables are available Monday through Friday from 7:30am-4:30pm for seniors to enjoy and make new friends. 331 Blood Pressure Check The free blood pressure check is available again for our senior patrons. On June 14, there were 10 individuals in attendance. The next blood pressure check will be available on Tuesday, July 12, from 10-11am in the Community Center Billiard Room. 10 Senior Nutrition Program A nutritious meal is provided Monday-Friday for senior citizens. For many seniors, this is the only hot meal they have daily. 1,318 Average/Day 63 Classes Exercise plays a vital role in health and wellness. Classes include line dance, cardio plus, and Zumba. These courses contribute to bone density improvement, increased muscle strength, flexibility, the reduction of stress, and improved cardio. 1,818 Table Tennis Summer Table Tennis is available Monday-Friday, from 8:30am- 3:30pm. Seniors could drop in and play to gain exercise and socialization. 72 Lions Sight The Lions Sight program is offered in conjunction with the Arcadia Lions Club. The program offers low-income seniors with free vision care. Prospective clients are screened by senior services staff that make the necessary arrangements for the service. 4 Mahjong Mahjong is a game of Chinese origin usually played by four people with 144 tiles that are drawn and discarded until a player secures a winning hand. Mahjong meets every Friday at 1pm. 80 Monday Dances This activity provides an important social element for senior participants. There is a good ratio of male and female dancers to allow this event to continue to be popular with attendees. 171 Monthly Bus Passes Monthly bus passes can be mailed to seniors to provide a way for seniors to purchase their pass. The monthly bus pass is $5 per month. 18 Notary Services Notary services are limited to three signatures or thirty minutes per appointment every 2nd and 4th Tuesday of each month. 6 Coffee with the Mayor Every third Tuesday of the month, Seniors could listen and chat with the Mayor about City issues and topics of personal interest. 27 Tech Talk Volunteens help with seniors with electronic devices such as cell phones, tablets, e-readers, and computers. This program provides educational opportunities for the seniors and bridges the gap between seniors and teens. 8 Weekly Movie New movie releases or classic movies are shown on a theater size screen every Wednesday. 70 Arcadia Travelers Club Support services include registering members for trips, signing up new members, and handling the club’s correspondence. A monthly club meeting is held at the Community Center to discuss future trips and provide a social gathering. Meeting: 70 Passes Sold: 78 Passengers: 104 Total: 244 Seminars On June 16, representatives from Metro presented on Metro programs including senior Tap cards, Metro Micro, riding tips, and riding safely on public transportation. On June 28, a Zoom webinar took place with Doctor Kevork Hindoyan, Orthopedic Surgeon, from Methodist Hospital. Dr. Hindoyan presented on back pain, causes, symptoms, and diagnosis. 65 Bunco On June 3, 34 people participated in a Summer themed Bunco. Everyone enjoyed food, snacks, and raffle prizes. 34 Bingo On Friday, June 17, 68 Seniors came to the Community Center to enjoy Bingo games. For $10 per person, Seniors played eight game sheets, and received highlighters, hand sanitizer, snacks, and a great time! A few lucky Seniors took home great gift cards to local establishments. 68 Beach Trip On Friday, June 24, 54 seniors were escorted to Bolsa Chica State Beach in Huntington Beach. Every year, seniors get to enjoy a day at the beach where they can relax, play games, have lunch, have their favorite snack of the day, S’mores! Everyone had a fantastic time, and a few are planning to attend the next beach trip on August 19.
