RESOLUTION NO. 30
A RESOLUTION OF THE CITY PLANNING
COMMISSION OF THE CITY OF ARCADIA,
CALIFORNIA, RECOMMENDING THE DENIAL OF A
PETITION FOR A VARIANCE AFFECTING CERTAIN
REAL PROPERTY LOCATED AT 530 NORTH FIRST
AVENUE IN SAID CITY.

THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA
DOES RESOLVE AS FOLLOWS:
WHEREAS, on the 15th daT o~ MaT, 1950, there was ~lled
with this Commission the petition o~ Anna Mae Roush as owner
requesting a zoning variance affecting the following
described real property in the City o~ Arcadia, to-wit:
Bowers addition to Arcadia, Lot No.6, Recorded
in Book M.H. 21, Page 47
and to permit the above described property to be used ~or
the addition to present building ~or photo printing and
publishing business as is being conducted at the present
time;
WHEREAS, after due notice as required by the provisions
o~ Ordinance No. 760 o~ the City of Arcadia, a public hearing
was duly held on the matter before this Commission on
June 19, 1950 and on July 6, 1950, and all interested
parties were given a full opportunity to be heard; and,

WHEREAS, in the opinion of this COmmission, the proposed
variance affecting the aforesaid property would be detrimental
to the public "el~are and injurious to surrounding property,
and would adversely affect the Comprehensive General Plan of
this Ci ty; and,
WHEREAS, in the opinion o~ this Commission, public
necessity and convenience and the general welfare do not
require or indicate a desirability of the variance requested;
NOW, THEREFORE, be it resolved that this Commission
hereby recommends to the City Council of the City of Arcadia
that the aforesaid petition be disapproved and denied, for the

! HEREBY CERTIFY that the roregoing Resolution was adopted
by the City Planning Commission at a regular meeting held on the 17th
day of August, 1950, by the following votes:
AYES: Mr. Be rley , Knutson, Robertson, Sorenson and iTeickert.
NOES: None.

the property described in said petition for the purposes enumerated
in Subdivisions 1. 2 and 3 of section 7, of Ordinance No. 760 of
the City Qf Aroadia, and acoessory buildings and uses oustomarily
incident with any of the uses specified in said Subdivisions 1, 2 and
3 of said Section 7, when located on the same lot and notr involving
the conduct of a business, including servants quarters when located
not less than 70' from the front lot line or when erected above
private garages. upon the following oonditions:
a. That a suff'icient portion of the Westerly side of the
property involved be improved for street purposes in accordance with
the ordinanoes md regulations of the City of Arcadia. and then dedi-
cated to the City of Aroadia, so that Lorena Street as thus improved
. and dedioated will be not less than 60' in width.
b. That an alley-way 20' in width and extending from Lorena

street and at right angles thereto, to the easterly boundary of the
property involved, at or near the southerly end thereof', be improved
in aocordanoe with the ordinances and regulations of the City of'
Aroadia and then dedicated to the City of Arcadia as a street or alley.
o. That a strip of land 10' in width, the southerly boundary
of which strip shall be the northerly line of Colorado Street and the
easterly and westerly boundaries of whioh shall be a line parallel
with the easterly and westerly boundaries respeotively of the property
desoribed in the petition on file in this proceeding, shall be dedioa-
ted to thfl City of' Aroadia for street purposes.
d. That none of the uses hereinabove recommended shall be
permitted until each and everyone of the conditions shall have first
been oomplied with, provided, however, that the approval and filing
of a subdivision map, and the filing of the required bonds shall be
deemed full complianoe with the conditions hereinabove enumerated.
The Seoretary shall certify to the adoption of this Resolution
and shall forward a copy to the City Council of the City of Arcadia.

R-3. That the property on the Westerly side of LoreAa Street aoross
from the property involved herein, now zoned R-l, is bounded by prop-
erty to the west zoned R-3. That it is eoonomioally unfeasible to dev-
elop the property in question under the restriotions applioable to prop-
erty in Zone R-l. That beoause of the foregoing and beoause of the
proximity of the property to playgrounds, sohools, publio transporta-
tion and business areas, the property should be developed for multiple
family use. That the foregoing oiroumstanoes are exoeptional and do
not apply generally to other property in the same vioinity and zone.
3. That the present means of ingress and egress to and from
the property in question are totally inadequate for the development of
suoh property for multiple family use.
4. That the granting of a varianoe as hereinafter reoom-
mended and upon the oonditions hereinafter outlined will not be inoon-
sistent with good planning practioe or the provisions of the Master
Zoning Plan or with the present development of the neighborhood in
whioh aaid property is looated, nor adversely affeot the Comprehensive
General Plan.
5. That the granting of a varianoe as hereinafter recommended
is neoessary for the preservation and enjoyment of snbstantial property
rights of the applicant because suoh property fOr the reasons afore-
said is not suited for development for the uses permitted 1n Zone R-l.
G. That the granting of a varianoe as hereinafter recommended
will not be matierially detrimental to the publio welfare or injurious
to the property or improvements in suoh vioinity and zone in whioh the
property is looated.
7. That a ohange of zone from R-l to R-3 wi th no conditions
attaohed will be materially detrimental to the publio welfare and
injurious to the property and developments in suoh vioinity and ~O~q
in whioh the property is located.
That for the above reasons this Commission recommends to the
City Council that Petitioners request for a change of zone from Zone
R-l to Zone R-3 of the property described in said petition be denied
but that a zone variance be approved and granted to permit the use of
