A aBSOLUTION OF THE CITY PLAmmlG COHIITSSION OF THE CITY OF ARC.ADIA, CALIFORnIA, I-tAXING CERrAn~ FINDINGS AllD RECOloll1El\'DATIONS RELATIVE TO Tt!E P3.0POSED Ai.'lElIDHE1:T OF ORDUiAllCE NO. 760 OF SAID CITY. ,'lliEBEAS, proceedinEs for the consideration of and the possible reclassification of the real property on the northerly and southerly sides of Fairview Avenue between Baldlrln Avenue and La Cadena Avenue. all in the City of Arcadia, from Zone R-l to Zone R-3, and the amendment of Ordinance lfo. 760 of said City accordingly, was by the City Council of said City, on its OTm motion, instituted under and pursuant to Resolution No. 2217 entitled, A Resolution of tile City Council of the City of Arcadia, California, Declaring Its Intention to Institute Proceedings for the Reclassification of Certain Re.ql Property in Said City, passed, approved and adopted on Feb~ary 19, 1952, pursuant to which, after notice duly given required by law, public hearings were held by and before this Commission on the 25th day of YJ.arch and the 8th day of April, 1952, at which hearings all persons interested were eiven full opportunity to be heard and at which . said hearings, evidence was received and the matter of said reclassification .fully considered by this Commission; NOt!, THEREFORE, the City Planning Commission of the City of Arcadia does hereby find, dete~ine, resolve and recommend as follows: SECTION 1. That numerous persons owning property within the area proposed to be reclassified were in favor of such reclassification; that many persons within said area and within the area immediately adjacent thereto 1fere in apposition to such pro- posed reclassification. SECTION 2. That in the opinion of this Commission, such reclassification might be desirable at some future date; that the proposed reclassification is, at this tim~, premature, principally far the reason that the area thus proposed to be reclassified consists, of the mast part, of large lots of e~~reme depth, with very limited accoss . by way of public streets; that the reclassification of such property to Zone R-3 will permit the construction of multi-family dlvellings, resu1t.ing in the construction of closely developed residential units to be occupied by many families; that the present means of access to such proporty, i1" so developed, 1-Till be inadequate for police, fire wd other emergency vehicles, and will result in danger to the health and safety of the inhabitants of such area; that the reclassifioation of such property to Zone R-3 should be postponed until such time as adequate public streets are provided for accons to and from such area. 38
