RESOLUTION NO.I04
A RESOLUTION OF THE CITY PLAIlliING CI)MJ.'IISSION
IF THE CITY OF ARCADIA, CALIFORNIA, RECOMMEND-
ING THE DENIAL OF AK APPLICATION FOR CHANGE OF
ZONE FRQl.1 ZONE R-l TO ZONE R-3 AFFECTINU CERTAIN
T:E.1\1 PROPERTY IN SAID CITY.
WHEREAS, there was filed with this Commission the petitl~n
of Kenneth E. Remmell and others as oUhers of portions of Lots 5
and 6 of Tra.ct Uo.949, per map reoorded in Book 17, Page 13 of
Maps, Re~ords of Los Angeles County, the same being situated on
the West side of Baldvin Avenue beginning approximately 832 feet
North of Huntington Drive B.nd extending thence Northerly to Hugo
Reid Drive, with a depth of approximately 220 feet; and
WHEREAS, after due notice as required by lav/public hearings
were duly held on the matter by and before this Commission on
February 24 and March 10, 1953, at 'Which times all intereste~
. persons Were given a full opportunity to be heard and to present
evidence;
NOW, THEREFORE, the City Planning COlllll1ission of the City of
Arcadia does hereby find, determine and resolve as follows:
SECTIIlN 1. That there vere numerous protests both written
and oral against the requested reclassification, base1 in part
upon a lessening of privacy and decline in value of adjacent
single family residential properties; that the requested re-
classification would result in a lessening of OlJner interest
with consequent decline in upkeep and appearance of subject pro-
perty to the detriment of the adjoining single family resldentlal
properties.
SECTION 2. That, as heretofore found in prooeedings affect-
, ing si",1.lar1y situated property, subject properties are not ideally

for single family residential development) that when
zoned R-l Baldwin Avenue had not been extended as a major traffic
arterial to Colorado Boulevard; that the extension of Baldwin
Avenue and development as a major traffic arterial militates
against its continued restriction to single family residential
uses; however, the unqualified transition to Zone R-3 would be
extremely detrimental to adjaoent properties and entirely

unwarranted; that the orderly development of these properties
and the protection of the entire area requ1re the eonsideration
of all properties similarly affected by and abutting Baldwin
Avenue from Huntington Drive to the Los Angeles State .and County Arboretwn.
SECTION 3. For the foregoing reasons this Commission
recommends that the requested reelassification of subject pro-
perties be denied at this time. That this Commis sion on its own
motion initiate proceedings for tbe purpose of considering and
making recommendations conce~ing this and other similarly situat-
ed properties abutting Baldwin Avenue between Huntington Drive and
the Los Angeles State and County Arboretum.
SECTION 4. The Secretary shall certify to the adoption
of this Resolution~ and shall cause a copy of the same to be for-
warded to the City Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing Resolution was adOPt-
ed by the City Planning Commission at a regular meeting \ield on
the 24th day of March, 1953, by the follOWing vote:
AYES: Connnissioners Anderson, Balser, Pratt and Sorenson
NOES: None
ABSENT: Connnissioners Berky, Danver and Knopp
