RESOLUTION NO.113
A RESOLUTION OF THE CITY PLANNING COMMISSION
OF THE CITY OF ARCADIA, CALIFORNIA, MAKING FIND-
INGS AND RECOMMENDATIONS RELATIVE TO THE PROPOSED
ANNEXATION OF CERTAIN UNINHABITED TERRITORY TO THE
CITY OF ABCADIA.
THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA DOES
HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
WHEREAS, THE proponents of annexation of the property describ-
ed in Exhibit A, attached hereto, incorporated herein by refer-
ence and made a part hereof, have requested oonsent to the

annexation of said territory to the City of Arcadia; and
WHEREAS, said request was referred by the City Counoil to the
City Planning Commission of Arcadia for investigation of the terri-
tory and the ~Aking of a report of the findings and recommendations
relative thereto, and
\iKEREAS, this Planning Commission has fully investigated the
matter, has received the reports of the City Manager. the Controller,
Plarming Consultll:nt, and the Superintendent of the Arcadia Unif.1.ed
Sohool District and has heard all persons interested and received
all evidence submitted and fully considered all evidence and re-
ports submitted,
NOW, THEREFORE, the City Planning Commission of the City of
Aroadia does hereby find. determine and resolve as follows:
SECTION 1. That the territory proposed to be annexed includes
nume~ous non-conforming uses, which would be disharmonious with
present properties and permissible uses in the City of Arcadia.
Numerous streets therein are narrower than permitted and numerous
subdivided lots substantially smaller than permitted by applicable
Ordinances in the City of Arcadia. That the armexation of the en-
. tire area would present continuing problems of planning and develop-
ment difficult if not impossible of solution.
SECTION 2. That for the foregoing reasons this Planning Com-
mission recommends against the annexation of the territo~y as
proposed. That this recommendation is without prejudice to the
annexing of a lesser portion adjacent to and cont1e;uous with the
J;lC'esent City boundaries.
SECTION 3. ~e Secretary shall certify to the adoption of
this Resolution, and shall cause a cop~' of the same to be. forward-

no further additionS will be permitted other than repairing. replace-
. mentf. DlOdernization and maintenance of existing structures.
The Secretary shall certify to the adoption of this Re-
solution and shall forward a cop1' of same to the City Council of
the City of Arcadia.
I HEREBY CERTIFY that the foregoing Resolution was adopted
by the City Planning Commission at a regular meeting held on the
14th day ot Jul1', 1953, by the following vote:
AYES: Commissioners Anderson, Balser, Berky, Knopp, Robertson and
Soreneon.
NOES: None.
ABSENT: Commissionsr Pratt.

variance concurrent with the granting of the variance requested
herein. That the variance herein requested is considerabl1' more
desirable than the variance heretofore granted for said purposes.
SECTION 2. That the SUbject propert1' is not desirable tor
R-l use because of lts location on Colorado Boulevard, a heavily
travelled thoroughfare; ~djacent properties are usable tor or develop-
ed to multiple family residential bungalows, drive-in restaurant; a
motel and other commercial and quasi-commercial uses. That the fore-
going circumstances are exceptional and do not apply generally to
all properties in the same vicinity and zone, that the granting of
the variance as hereinafter recommended will not be injurious or
detrilllental to other properties ~n the same vicin1t1' and zone; on the
contrary, the granting of the requested variance and the termination
ot the variance heretofore granted for a restaurant and cocktail
lounge will be beneficial to adjacent properties; that the granting
of the variance hereinafter recommended is reasonably necessary for
the preservation and enjo7lllent of the aubstantial property rights
of the applicants; that the granting ot the variance as hereinafter
recommended will not be materially detrimental torcr will it adverse-
ly affect the comprehensive general plan.
SECTION 3. That for the foregoing reasons this Commission
recommends to the City Council that a variance be granted to permit
the property hereinbefore described to be used for the construction,
maintenance and operation thereon of a building or buildings for
offlceSfor ~~~-~-~J medical and professional purposes, and off-street
parking incidental thereto; that concurrent with the granting of such
variance, that portion of the variance heretofore granted by Ordin-
ance No.636 of the City of Arcadia permitting subject property~o
be used for a restaurant and cocktail lounge be repealed, and up-
on the further condition that the construction or the imProvements
authorized by the variance herein recommended be commenced within
six (6) months after final action hereon by the City Council and
prosecuted to conclusion with due diligence not to exceed in any
event two years after commencement, and when thus completed that
