A RESOLUTION OF THE CITY PLANNING COMMISSION OB
THE CITY OF ARCADIA. CALIFORNIA, RECOMMENDING
CLASSIFICATION FOR ZONE M-l OF THE BUSINESS OF
MANUFACTURING INDUSTRIAL PACKING.
WHEREAS, Searle Leather &Packing Co. has requested information
regarding the proper zone for the manufacture of leather, rubber
and plastic packing; and
WHEREAS, ambiguity has arisen regarding the proper clasSification
of such use within the meaning and extent of Ordinance NO.7OO of
the City of Arcadia; and
WHEREAS, at a regular meeting this Commission ascertained the
pertinent facts and fully considered the matter.
NOW, THEREFORE. the City Planning Commission of the City of
Arcadia does hereby find, determine,resolve and recommend as follows:
SECTION 1. That the business of manufacturing small industrial
packing rings and discs of plastio, leather or rubber by the use
of small presses and lathes, substantially as represented in the
letter, samples and brochure submitted by Searle Leather & Packing
Co. in this matter, be deemed a use permissible in Zone M-l under
Section ll-A of Ordinance 760. upon the following condition: That
no leather tanning be performed or permitted in Zone M-l; that
neither the rubber or plastic components be itself manufactured
in Zone M-l; that said business create or cause no obnOXious or
offensive odors, smoke, gas, noise or other similar characteristics
or hazards.
SECTION 2. The Secretary shall certify to the adoption of this
Resolution, and shall forward a copy of the same to the.City Council
(~ of the City of Arcadia.
I HEREBY CERTIFY that the foregoing Resolution was adopted at
a regular meeting of the City Plannlng COmm1.ssion held on the 8th
day of September, 1953, by the following vote:
AYES: Commissioners Berky, Knopp, Pratt,

adjoining properties; that the extension was projected so far into
. the future as to make the integration of business conditions on
subject and adjoining properties difficult if not impossible; that
each of said reasons are individually and collectively applicable
at this time. Tbatthe request for the extension of the variance to
additional property is totally unnecessary for the protection of
property rights of the applicant. That the letters and petitions
ot protest reflect the retardent effect of applicant's present
business and the reasons for' not extending the same so far into the
future; that the owner' (!)f the largest single parcel of adjacent pro-
perty has for some time planned extensiVe light commercial develop-
ment thereof; that the previous request for additional time was
denied as being premature, that in the light of present plans for
the development of adjacent properties the present requested time

extension is even more pr'emature. That the evidence presented in-
dicates that the restrictions imposed by the present variance are
not being complied with. That the requested variance will definite-
ly be detrimental to adjacent properties and improvements thereon and
injurious and detrimental to the public welfare, health and convenience.
That the pr'operty is presently properly zoned and tully adequate
provision has been aade for all conditions tbat ma, be peculiar to
SUbject property.
SECTION 3. That for the foregoing reasons this Commission
recommends to the City Council of the City of Arcadia that applicant's
request be denied in full.
SECTION 4. The Secretary sball certify to the adoption of
this Resolution and shall forward a copy of the same to the City
Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing Resolution was adopted
at a regular' meeting of the City Planning Commission of the City of
Arcadia, held on the 22nd day ot September, 1953, by the
attirmative vote of the following:
