HomeMy WebLinkAbout0130 " . . . " . . RESOLUTION NO.l30 A RESOLUTION OF THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALIFORNIA, RECOMMEND- ING CIVIC CEN'l'ER PLANS. WHEREAS, the City of Arcadia is a rapidly growing and develop- ing community as a result ot which construction, population and assessed valuations have steadily increased for a period of years; and WHEREAS, such growth and development will in time necessitate the expansion of municipal tacilities; and WHEREAS, the City ot Arcadia is possessed ot a large civic center site at the present time developed aolely to a City Hall barely meet- ing the present needs of the City; and WHEREAS, California National Guard Armory bas been constructed on property immediately adjacent to the civic center site; and WHEREAS, it is presently contemplated that a multi-million dollar hospital will soon be constructed on City owned property adjacent to the civic center site; and WHEREAS, it is presently contemplated that the abandoned Pacific Electric Railway right-of-way in the rear of the present civic center site will be acquired by the County of Los Angeles and improved 8S a major traffic arterial. NOW, THEREFORE, the City Planning COlIDDission of the City of Arcadia does hereby resolve as follows: That the future needs and best interests of the City of Arcadia will best be served by the present planning for the future develop- ment of municipal facilities and particularly the ultimate develop- ment of the present civic center site to meet the future needs of the City. RESOLVED FURTHER, that this Planning Commission recommend to the City Council that the City Manager and the Department heads of the City of Arcadia, with the cooperation of the Planning COlIDDission, prepare an overall plan for the future development, use and beauti- tication of the civic center site. The Secretary shall certify to the adoption of this Resolution and shall cause a copy of the same to be forwarded to the City -1- 130 ,. . . ! . . area. That the size and location of the subject lots require the opening and improvement of additional streets for the proper thereof developmen~ That the opening ot such streets would increase the permissible use ot subject propert~es under zoning presently appli- cable. That the classitication of subject properties as R-3 would be extremely inadvisable in view of the size and location ot the lots as the existing streets would be totally inadequate to cope with the additional vehicular trattic. That the requested re- classification is not necessary tor the preservation or enJoyaent of the property rights ot the owners as the subject properties With tewexcept.ions have not been developed beyond minimum residential use, it at 'al~and further extensive development and use is permissible under the present zOning applicable. That the requested classification is not required by either publiC necessity, convenience or general welfare. SEC'l'ION 2. That tor the foregoing reasons this Commission recommends that the petitions for the reclassification from Zones R-l and R-2 to Zone R-3 ot the properties on the North and South sides ot Falrview Avenue between Baldwin Avenue and Holly Avenue in the City ot Arcadia, be and each and allot them are denied, such recom- mendation being without prejudice to any petition or consideration for the reclassification or granting ot a variance tor the use ot subject properties to Zone R-2 or tor R-2 uses. SECTION 3. The Secretary shall certtfy to the adoption of this Resolution and shall cause a copy of the same to be torwarded to the City Council of the City ot Arcadia. I HEREBY CERTIFY that the foregoing Resolution was adopted ~ at a regular meeting of the City Planning Commission held on November 24, 1953, by the following vote: AYES: Commissioners Anderson, and Sorenson.
