RESOLUTION NO.13l
A RESOLUTION OF THE CITY PLANNING COMMISSION
OF THE CITY OF ARCADIA, CALIFORNIA, RECOMMEND-
ING THE DENIAL OF APPLICATIONS FOR CHANGE OF
ZONE FROM ZONES R-l AND R-2 TO ZONE R-3 AFFECT-
ING CERTAIN REAL PROPERTY IN SAID CITY.
WHEREAS, there was filed with this Commission the petition of
Emma C. Ortman and others as owners of the property situated on
the North side ot Fairview Avenue between Holly Avenue and Baldwin
Avenue, to change said property from Zone R-l to Zone R-3; and
WHEREAS, there was filed with this Commission petitions ot F.
E. Corfe and others, and Floyd J. Hill and others as owners of the
real property on the south side ot Fairview Avenue between Baldwin
Avenue and Holly Avenue to change such property from Zones R-l and
R-2 respectively, to Zone R-3; and
WHEREAS, atter due notice as required by law pUblic hearings
. were duly held on the matter by and before this Commission on
October 13 and October 22, 1953, at which times all interested per-

sons were given a full opportunity to be heard and topresent evidence.
NOW, THEREFORE, the City Planning Commission does hereby tind,
determine and resolve as follows:
SECTION 1. That the owners of approximately 8~ of all parcels
of subJect property signed the petition for rezoning and were in
favor thereot. That the greater portion ot the subject propert1,s,
approximately 7~, are not presentiy developed te the maximum use
presently permitted under existing zoning. ~~bt'~ the greater
portion thereot is used and developed for one single tamily dwell-
ings although additional dwellings are presently permitted thereon.
That over 5~ ot the area of the City of Arcadia is presently 1n
. Zone R-3. That the National average of area devoted to multiple
family use in Cities throughout the United States is 2.5l~ and the
percentage of multiple family use in communities surrounding Arcadia
is even below this tigure. That good planning practice indicates
that a maximum ot 3~ ot a City's area should be devoted to multiple
family use. That such a large scale reclassification of property
will toster spotty multiple family development and in general will
ultimately cause a decline in valuations and quality 1n the entire

SECTION 2. The Secretary shall certify to the adoption
of this Resolution and shall cause a copy of the same to be for-
warded to the City Council of the City ot Arcadia.
I HEREBY CERTIFY that the foregoing Resolution was adopted
at a regular meeting of the City Planning Commission held on the
24th day of November, 1953, by the following vote:
AYES: Commissioners Anderson, Balser, BerkY. Knopp, Pratt,
Robertson and Sorenson
NOES: None
