RESOLUTION NO. 135
A RESOLUTION OF THE CITY PLAmlING COMMISSION
OF THE CITY OF ARCADIA, CALIFORNIA, MAKING
CERTAIN FINDINGS AND RECOMMENDING THE DENIAL
OF AN APPLICATION FOR CHANGE OF ZONE FROM
ZONE R-l TO ZONE R-3 AFFECTING CERTAIN REAL
PROPERTY IN SAID CITY.
WHEREAS. there was filed with this Commission the
petition of Austin Shively and others as owners of the property
situated on the north side of Haven Avenue between First Avenue
and Santa Anita Avenue. to change said property from Zone R-l
to Zone R-3; and
WHEREAS. after due notice as required by law a public
hearing was duly held on the matter by and before this Commis-
sion on November 24. 1953. at which time all interested persons
were given a full opportunity to be heard and to present evi-
dence.
NON. THEREFORE, the City Planning Commission does
hereby find, determine and resolve as follows:
SECTION 1. That there were no protests, written or
oral, to the granting of the requested change. That the owners
of all the property under di~cussion requested the change of zone.
However, adjacent properties presently zoned R-3 are either
vacant or improved only for R-l or R-2 uses. That the south
side of Haven Avenue is zoned R-l and for the mOst part improved
to R-l uses. That over 5% of the area of the City of Arcadia is
presently in Zone R-3. That the national average of area devoted
to multiple family use in cities throughout the United States 1s
2.51% and the percentage of multiple family use in communities
surrounding Arcadia is even below this figure. That good plan-
ning practice indicates that a maximum of 3% of a city's area
should be devoted to multiple family use. That the requested
reclassification, if granted. will detrimentally affect the

single family residential development on the south side of the
street and will result in spotty multiple ramily development
of the north side and in general will ultimately cause a
decline in valuations and quality in the entire area. That the
requested reclassification is not required by either public
necessity, convenience or general welrare.
SECTION 2. That for the foregoing reasons this Commis-

sion recommends that the petition for the reclassification from
Zone R-l to Zone R-3 of Lots 4, 5. 6 and 7 of Tract No. 3112,
being the lots on the north side of Haven Avenue between First
Avenue and Santa Anita Avenue in the City of Aroadia be denied.
SECTION 3. The Secretary shall certiry to the adoption
of this Resolution and shall cause a copy of the same to be for-
warded to the city Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing Resolution was
adopted at a regular meeting of the City Planning Commissi on
held on January 26. 195~, by the following vote:
AYES: Commissioners Anderson. Balser. Knopp, Pratt and
Sorenson.
NOES: None
ABSENT: Commissioners Berky and Robertson
