RESOLUTION NO. 136
A RESOLUTION OF THE CITY PLANNING COMMISSION
OF THE CITY OF ARCADIA, CALIFORNIA. RECOMMEND-
ING THE DENIAL OF AN APPLICATION FOR CHANGE
OF ZONES FROM ZONES R-l AND R-2 to ZONES R-)
AND C-2. AFFECTING CERTAIN REAL PROPERTY IN
SAID CITY.
WHEREAS, there was riled with this Commission the
petition of George H. Jelinek and others as owners of the prop-
erty situated on the north and south sides of Duarte Road
between Baldwin Avenue and La Cadena Avenue, to change said
propel'ty rrom Zones R-2 and R-l to Zones C-2 and R-); and
WHEREAS,. after due notice as required by ]a w a public
hearing was duly held on the matter by and berore this Commis-
sion on December 22, 1953, and at which time all interested per-
sons were given full opportunity to be heard and to present
evidence.
NOW, THEREFORE. the City Planning Commission does hereby
find, determine and reso 1 va as follows:
SECTION 1. That only one person opposed the change of
zone as tending to increase taxes. That although most of the
owners of the property involved have requested a change in zone,
few of the properties are presently improved or used to the extent
already permitted by applicable zoning. Adjacent property in
the R-) Zone is presently used less than 15% as permitted in the
R-) Zone. That over 5% of the City of Arcadia by area is already
z.oned R-3. That this is twice the national average and more than
twice the average in municipal Los Angeles and more than eight
times the percentage of R-3 zoning in surrounding communities.
That the requested R-3 classification. if granted. would result
in sporadic but spotty development, very rapidly descending to
the reconversion of existing structures to professional offices
and rooming houses to the detriment of property values and

. developments in the area. That the requested C-2 classification,
if granted without restriction, would permit the development of
nine acres oompletely to commercial construction without provi-
sion for any off-street parking. That the proper development of
the area is commercial zoning but if granted requires the
development of a comprehensive plan of the area providing service
roads, off-street parking and the widening of major thorough-
fares such as Duarte Road.

SECTION 2. That for the foregoing reasons this Commis-
sion recommends that the petitions for reclassifications from
Zones R-2 and R-l to Zones C-2 and R-3 of the property on the
north and south sides of Duarte Road, between Bald win Avenue and
La Cadena Avenue in the City of Arcadia, be denied.
SECTION 3',. The Secretary shall certify to the adoption
of this Resolution and shall cause a copy of the same to be for-

warded to the City Council of the City of Arcadia.
