RESOLUTION NO. 148 A RESOLUTION OF THE CITY PLA.N1HNG COMMISSION OF THE CITY OF A1\GADIA, CALIFORnIA, TIECOlrnENDING THE DENIJ..L OF AN APPLICATFlN POR A CHArTGE OF ZONES FROM ZONES R-l AND R-2 TO ZONE R-3 AF}'ECT- ING CERTAIN REAL PROPERTY IN SAID CITY \'lTIEREAS, there was filed wi th this Commission the peti- tion of Sam V. Gordon and others, as owners of the property situ- ated on the east side of First Avenue between the American Legion Club House and Foothill Boulevard. to change said property from Zones R-l and R-2 respectively to Zone R-3; and WHEREAS, after due notice 8S required by law, a public hearing was held in the matte.r by and before this Connnission on ~ April 13. 1954, at whiCh time all interested persons were given a full opportunity to be heard and to present evidence;. lIO\"I. THEREFORE, the City PlaIllling Commission does hereby find. determine and resolve as follows: SECTION 1. That there were protests to the !,;I'anting cf the requested zone change, including persons signing the petition :l,'oI' tlJ." change; that the principal basis of the protests was the. increase of traffic congestion and the impairment of the adjacent single-family residential area. That contrary to the petition, much adjacent territory is zoned R-l or R-2 rather than R-3 and most of the subject property is already improved as presently permitted. Th~over 5% of the City of Arcadia by area is already zonedR-3. That this is twice the national average and more than _ twice the average in metropolitan Los Angeles and more than eight times the percentage of R-3 zoning in surrounding communities. That since the bulk of the subject property is already substan- tially developed to R-1 and R-2 uses presently permissible. the requested reclassification, if granted. would result at best in sporadic but spotty R-3 development, and the possible reconversion ~ v..Y ,I t' - 1 - 14-8 ~ ~ . to . . . .. Nothing in this ordinance shall prohibit the collective use of space for off-street parking, provided such collectively used space is equal to the sum of the requirements of each individual establishment participating in such collective use. ltJhen the required off-street parking space is provided on a separate lot from the main building, there shall be recorded in the office of the County Recorder of Los Jingeles County.
