SPECIAL MEETING MINUTES
WEDNESDAY, JUNE 15, 2022
CALL TO ORDER — Chairperson Jeong called the Special Meeting to order at 5:29 p.m. in
the City Council Chambers.

PRESENT: Commissioners Jeong, Rodriguez, Eskander, and Rock
ABSENT: Commissioner Tseng

REPORTS FROM HUMAN RESOURCES COMMISSION MEMBERS — None
REPORTS FROM CITY COUNCIL LIAISON — Council Member Michael Danielson thanked the
Human Resources Commission Members for their service to the community and expressed the
City Council knows the Commissioners are valuable.
1. CONSENT CALENDAR
a. Approve the Regular Meeting Minutes from May 12, 2022.
Recommended Action: Approve

2. REGULAR ITEMS
a. Recommendation to Abolish Eligibility List 21-23 for the Position of Recreation
Coordinator.
Recommended Action: Approve
Recreation Supervisor Gina Hernandez stated the Recreation and Community
Services Department is hoping the Human Resources Commission would
approve the recommendation to abolish the current eligibility list for Recreation
Coordinator.
It was moved by Commissioner Lula Eskander, seconded by Commissioner Tina Lee
Rodriguez, and carried on roll call to abolish Eligibility List 21-23.

b. Revised Classification Specification for Human Resources Technician.
Recommended Action: Approve
Human Resources Administrator Anely Williams presented this item. The Human
Resources Technician classification specification was last revised 2015. Due to a
recent vacancy, the Department had opportunity to relook at the specification. After
review, the duties are all relevant, but the minimum qualifications limit the hiring
manager's ability to hire candidates that may have a wealth of varied experience that
is qualifying. For example, there may be many combinations of experience and/or
education that provide the transferrable skills necessary to perform the essential
functions of the job. In order to provide the greatest flexibility in hiring well qualified
candidates in the ever -changing human resources field, the Department is
respectfully requesting for the Human Resources Commission to approve the
revisions to classification specification to include "any combination" language.
Commissioner Michael Rock commented that this change is in line with industry
norms with surrounding cities and LA County. Chairperson Kaitlyn Jeong stated that
there have been other similar requests and asked if there is anything in place to allow
a sweeping change all at once. Human Resources Administrator Anely Williams
stated the City would want to look at all specifications to make changes all at once.
However, that is going to be a bigger project because we would not bring all
specifications with a single "any combination" change, but, rather, we would want to
review the entirety of each specification.
It was moved by Commissioner Michael Rock, seconded by Commissioner Tina Lee
Rodriguez, and carried on roll call to approve the revisions to the Human Resources
Technician classification specification.

Chairperson Jeong adjourned the meeting at 5:37 p.m. to Thursday, July 14, 2022, at 5:30
