A RE,30LUTION OF THE CITY PLANNING
COM1IHSSION OF THE CITY OF ARCADIA,
CALIFORNIA, RECOMMENDING THE DENIAL
OF A ZONE VARIANCE TO ALLOW PROPERTY
AT 518 WEST LONGDEN AVENUE TO BE
USED AS A REST HOME.
WHEREAS, there was filed with this Commission on the 7th
day of April, 1958, the application of LeRoy K. Johnson and Doris
Johnson, as owners, for a zone variance to permit the following de-
scribed property at 518 West Longden Avenue, in the City of Arcadia,
County of Los Angeles, state of California, to wit:
The West 192 feet of the North 253.56 feet
of Lot 1:::, Tract No. 4467, as shown on
map recorded in Book 53, page 10, of Maps,
Records of Los Angeles County,
. to be used for furnishing room, board and nursing care to elderly
~{Qmen; and,
WHEREAS, after notice as required by Ordinance No. 760,
as amended, of said City, a publiC hearing was duly held on the
matteJ;> by and before this Commission on the 13th day of May, 1958,
which said hearing was duly continued to l1ay 27, 1958, at each of
which times all in'~erested persons were given a full opportunity
to be heard and to present evidence;
NOW, THEREFORE, THE CITY PLANNING COMMISSION HEREBY DETER-
MINES AND RESOLVES AS FOLLOWS:
SECTION 1. That while fifteen property owners in the
. neigh'oorhood signed the application as not being opposed to the
granting of the variance, no one spoke in favor of it at the hearing
and there were several oral protests, including one from one prop-
erty owner who had. previously signed as not being opposed to the
variance.

SECTION 2. That although subject property consists of a
large lot, in 1953 a lot split was granted to permit the construc-
tion of the fifth dwelling, but that said lot split does not appear
on the tax roll; that had the lot been divided, subject property
would be no larger than other lots in the vicinity; that for that
reason the size of subject property does not constitute an excep-
tional or extraordinary circt~stffi1ce.
SECTION S. That subject property is zoned R-l and already
has five dwellings, which is more than other property similarly
zoned is allowed. That no rest home exists anywhere in the City of
Arcadia on propert~' similarly zoned or situated. That applicant
has not shown that the variance is necessary for the enjoyment of
any right possessed by other property in the same vicinity nor that
. public necessity, Clonvenience, general welfare or good zoning practice
justify the requested zone change, but rather that such a variance
would be detrimental to the residential property in the neighborhood
and would not be in the interest of good planning for the City as
a whole.
SECTION 4. That for the foregoing reasons, this Commis-
sion recommends to the City Council that the request of LeRoy K.
Johnson and Doris ,Johnson for a zone variance to permit the operation
of a rest home be denied.
SECTION 5. The Secretary shall certify to the adoption of
this Resolution and shall cause a copy of the same to be forwarded

to the City Council of the City of Arcadia.

at a regular meeting of the City Planning Commission held on the
