RESOLUTION NO. 268
A RESOLUTION OF THE CITY PLANNING
COMMISSION OF THE CITY OF ARCADIA,
CALIFORNIA, RECOMMENDING THE DENIAL
OF A ZONE VARIANCE TO PERMIT THE
CONSTRUCTION AND OPERATION OF A CHURCH
LOCATED ON THE EXTENSION OF SECOND
AVENUE NORTHERLY FROM SYCAMORE AVENUE.

WHEREAS, there was filed with this Commission on the 20th
day of September, 1957, the application of Santa Anita Church of
Religious Science, signed by Ethel Barnhart, Minister, for a zone
variance to permit the following described property in the City of
Arcadia, County of Los Angeles, State of California, to wit:
Portions of Lots 8, 11, 12 and 13, Block 94,
Santa Anita Tract, as per map recorded in
Book 34, page 41, of Miscellaneous Records of
said County; and
A portion of Lot 3, Section 22, Township 1
North, Range 11 West, San Bernardino Meridian,
to be used for the construction and operation of a church; and,
WHEREAS, after notice required by Ordinance No. 760, as
amended, of said City, a public hearing was duly held on the matter
by and before this Commission on the 8th day of October, 1957, which
said hearing was duly continued to October 22, 1957; and which said
hearing was still further continued to Nove ~er 12, 1957; at each
of which times all interested persons were given a full opportunity
to beheard and to present evidence;
NOW, THEREFORE, THE CITY PLANNING COMMISSION HEREBY DETER-
MINES AND RESOLVES AS FOLLOWS:
SECTION 1. That there were many protests, both oral and
. written, to the granting of the requested variance on the grounds that
a church in a residential area lowers the value of the residential
property.
SECTION 2. That it was not shown that there are exceptional
or extraordinary circumstances or conditions applicable to the proper-
ty involved; that all the other property in the vicinity is zoned

R-l, and all such property that has been developed has been devel-
. oped with high class residential uses; that it has been clearly
demonstrated by maps prepared by subdivision engineers that subject
property can be similarly well developed for residential purposes,
and with a minimum loss of trees.
SECTION 3. That it was not shown that the variance is
necessary for the preservation or enjoyment of a substantial prop-
erty right of the applicant possessed by other property in the same
zone or Vicinity; that no other property in the same vicinity and
zone has been developed to any other use than uses permissible in
Zone R-l, nor has any variance for uses other than R-l been re-

quested or granted in the vicinity of subject property; that the
applicant is not the owner of subject property but at most a pur-
chaser; that the granting of a variance for church purposes in this
particular location would adversely affect the residential develop-
ment of property in the vicinity.
SECTION 4. That for the foregoing reasons, this Commis-
sion recommends to the City Council that the request of Santa Anita
Church of Religious Science for a zone variance for the construction
and operation of a church be denied.
SECTION 5. The Secretary shall certify to the adoption of
this Resolution and shall cause a copy of the same to be forwarded
to the City Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing Resolution was adopted
at a regular meeting of the City Planning Commission held on the
26th
day of November ,1957, by the following vote:
AYES: Commissioners Acker, Davison, Forman, Michler,
Robertson and Vachon

ABSENT: Commissioner Pratt
