RESOLUTION NO. 242

A RESOLUTION OF THE CITY PLANNING
COMMISSION OF THE CITY OF ARCADIA,
CALIFO~~IA, RECO~~DING THE RECLASSI-
FICATION OF CERTAIN REAL PROPERTY ON
LAS TUNAS DRIVE AND LIVE OAK AVENUE
FROM ZONES R-I AND C-2 TO ZONES PR-l, C-2,
AND C-M WITH A D-ZONE OVERLAY.
WHEREAS, there have been from time to time numerous ap-

pllcations filed with this Co@nission requesting change of zone
for various parcels of property on Las Tunas Drive and Live Oak
Avenue and requesting variances from the zoning restrictions appli-
cable to th~ property; and,
WliEREAS, this Corrmlissiol1 was .of the opin~ on that cons~_d-
eration should be given to the reclassification from Zones R-l and
C-2 to Zones PR-I, C-2 and C-M with a D-Zone overlaid upon that
property located west of ~,mta Anita Avenue, bounded on the north
by Las Tunas Drive, on the west by EI Monte Avenue and on the south
by Live Oak Avenue, commonly lmown as "The Triangle" and described
as follows, to wit:
Lot 68 and that portion of Lot 69 1yinE southerly
of Las Tunas Drive, Santa Anita Colony, as shown
on map recorded in Book 42, page 87, Miscellaneous
Records of Los Angeles County,
and did therefore on its own motion, under and by Reeolution No.
238, institute proceedings for such purpose; and,
WHEREAS, after notice required by Ordinance No. 760., as
amended, of said City, a public hearing was duly held on the matter
by and before this Commission on the 22nd day of January, 1957,
which hearing was duly continued to February 13, 1957, at which
. times all interested persons were given a full opportunity to be
heard and to present evidence;
NOW, THEREFORE, THE CITY PLANNING Co.MMISSION HEREBY DETER-
MINES AND RESo.LVES AS Fo.LLows:
SECTION 1. That while there were many communications
favoring the proposed change and a number who spoke at the hearing;
of it, there were petitions containing approximately 50.0.

names, in addition to many individual letters, protesting the
change, as well as many oral protests of individual property own-
ers and those representing property owners' groups, on the grounds
that such a change would allow encroachment of industry into a
residential a~ea and would devaluate surrounding property.
SECTION 2. That subject property has not been properly
developed under the present zoning and has been a problem for many
years. That im; use for ligh.t manufacturing under. a 't-M" zoning
with a "D" Zone overlay would be a definiif!asset to the City.
That a C-M ZOne with a "D" Zone overlay is in a sense more restric-
tive than a C-2 Zone, and that such zoning can prOVide a controlled
industrial development not detrimental to surrounding residential
areas.
SECTION 3. That for the foregoing ~easons this Commis-
sion recommends to the Arcadia City Council that real property in
the City of Arcadia, County of Los Angeles, State of California,
hereinafter described be classified and reclassified as follows:
a. That the Westerly 60 feet of Lot 68, Santa Anita
Colony Tract, as shown on map recorded in Book 42, page 87, Miscel-
laneous Records of said county be reclassified from Zone R-l to
Zone PR-I and also Zone D;
b. Tha't the Easterly 257 feet of the westerly 317 feet
of said Lot 68, Santa Anita Colony Tract, be reclassified from
Zones R-I and C-2 to Zone C-2 and also Zone D;
c. That all of said Lot 68, except the west 317 feet
thereof, and that portion of Lot 69, said Santa Anita Colony Tract,
lying; south of las Tunas Drive, be reclassified from Zone C-2 to
Zone C-M and also Zone D.
That any building hereafter constructed, reconstructea,
erected or structurally altered, whether done under authority of the
basic zoning applicable thereto or under a variance heretofore
granted and still in effect,shall comply in all respects to the

requirements of the D-Zane hereinabove recommended to be imposed
upon the property and in compliance with the regulations deter-
mined and established by the City Council concur~ent with the
ordinance establishing said property in the D-Zone.
SECTION 4. That for the protection of the residential
properties to the west of subject property, for the integration of
subject property with the residential and corrmercial uses in effect
or permissible upon the property to the north, and to promote the
full and proper utilization of subject property in view of the in-
dustrial uses existent upon adjacent property to the south and out-
side of the City of Arcadia, the following restrictions are deemed
proper and necessary to be imposed as regulations concurrent with
the placing of subject property in the "D" overlay zone, to \~it:
a. That no building shall be over two and one-half
stories in height.
b. The exterior walls of all buildings, other than
brick or natural field materials, shall be of pastel colors.
c. All exterior walls shall be of masonry construction
and all construction shall comply with the requirements for build-
ings and occupancies in fire zone 1.
d. DOors and windows on the street side of a building,
except doors and windows used exclusively for light and ventilation
and opening directly into rooms used exclusively for business of-
fices, shall not comprise more than ten percent (10%) of the area
of the street side of the building. No rooms on the street side of
any building shall be used for storage, display or manufacturing
purposes if more than ten percent (10%) of the area of the street
side of the building consists of doors or windows.
e. No Signs shall project above the roof line ant:. tJle
total area of all signs shall not exceed one square foot for each
lineal foot of building frontage on the street side. There shall
be no blinking lights or moving parts on any sign.

j. There shall be a ten-foot setback from all street
property lines, and such setback areas shall be landscaped and
maintained free of weeds and debris.
k. Not over fifty percent (50%) of the land area of the
property shall be covered by buildings.

n. The Planning Commission may modify any of the for'e-

property or improvements in the vicinity and if such modification
will equally accomplish substantially the same results as will the
adherence to the foregoing conditions.
SECTION 5. The Secretary m1all certify to the adoption
of this Resolution and shall cause a copy of the same to be forwarded
to the City Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing Resolution was adopted
at a regular meeting of the City Planning Corunission held on the
12th day of ~~rch, 1957, by the following vote:
