RESOLUTION NO. 241
A RESOLUTION OF THE CITY PLANNING
COMMISSION OF THE CITY OF ARCADIA,
CALIFORNIA, RECOMMENDING THE
RECLASSIFICATION OF CERTAIN REAL
PROPERTY ON FIFTH .AVENUE, FROM ZONE
R-3 TO ZONE C-M WITH A D-ZONE OVERLAY.
WliEREAS, there were applications filed with this Commis-
sion requesting change of zone for parcels of real property on the
west side of North Fifth Avenue, between Huntington Drive and the
Southern Pacific Railroad right of way; and,
WliEREAS, this Commission was of the opinion that considera-
tion should be given to the reclassification from Zone R-3 to Zone
C-M with a D-Zone overlay of certain real property on the west side
of North Fifth Avenue between Huntington Drive and the Southern
Paciric Railroad right of way in the City of Arcadia, County of Los
Angeles, State of California, described as follows, to wit:
The east 150 feet of Lot 4, except the north
110 feet of the south 130 feet thereof; and
the east 150 feet of that portion of Lot 5
lying south of the Southern Pacific Railroad
right of way; Block 84, Santa Anita Tract,
as shown on map recorded in Book 34, pages 41
and 42, Miscellaneous Records of L08 Angeles
County,
and did therefore on its own motion, under and by Resolution No. 239,
institute proc.eedings for such purpose; and,
WHEREAS, after notice required by Ordinance No. 760, as
amended, of said City, a public hearing was duly held on the matter
by and before this Corr~ission on the 22nd day of January, 1957,
whtch hearing was duly continued to February 13, 1957, at which
. times all interested persons were given a full opportunity to be

heard and to present evidence;
NOW, THEREFORE, Th'E CITY PLANNING CO~'lMISSION HEREBY
DETERMINES AND RESOLVES AS FOLLOWS:
SECTION 1. That property on the west of and adjacent to
property is presently zoned M-lj that property across the

street to the east in tJ:e City of rlIonrovia is zoned C-2; that vlhile
the property adjacent to the south 1s zoned R-3 with the HuntinEton
Drive fronta:;e zoned C-2, said prcperty is in the santa Anita l-laei\,
is sUbject to an easement for flood control purposes, and in the
near future flood control facilities will be installed thereon, so
t~at any other sort of construction thereon is rather improbable;
that property directly north, which is presently zoned R-3, is
separated from subject property by the Pacific Electric Railroad
Company right of way. That there is already a non-conformine; use
of a portion of subject property, and that practically the whole
block east, which is within the City of Monrovia, is zoned 0-2.
That subject property is within an erea already used for commercial
and industrial purposes and there is very little land within the
City of Arcadia suitable or available for manUfacturing or industry.
SECTION 2. That for the foregoing reasons this Cooonis-
sian recoffinlends to the Arcadia City Council that the real property
hereinbefore described be reclassified from Zone R-3 to Zone C-M
and Zone D, subject to the following conditions:
a. That no building shall be over two &1d one-half
stories in height.
b. That exterior walls of all buildings, other th&n
brick or natural field mater'ials, shall be of pastel colors.
c. All exterior walls shall be of masonry construction
and all construction shall comply with the requirements for build-
ings and occupancies in fire zone 1.
d. Doors and windows on the street side of a building,
except doors and windows used exc1usi ve'ly for light and ventila-
tion and opening directly into rooms used exclusively for business
offices, shall not comprise more than ten percent (10%) of the
area of the street side of the building. No rooms on the street
side of any building shall be used for storage, display or manu-
facturing purposes if more than ten pel'cent (10%) of the area of
the building consists of doors or windows.

e. No signs shall project above the roof line and the
total area of all signs shall not exceed one square foot for each
l1neal foot of building frontage on the street side. There shall
be no bl1nl{ing lights or moving parts on any sign.
f. Towers, chimneys, spires, ~ables, roof stl~ctures,
flag poles, radio or television masts shall not exceed a height of
twenty feet above the roof of the main portion of the building.
g. Customer or employee parking of passenger vehicleS
may be pe~itted in front of a building if such parking area 113
separated from the adjacent street or property by a wall, fence or
screen type landscaping at least two feet in height and not exceed-
il1g fOUr feet in height. All parking areas for commercial and in-
dustrial vehicles and equipment shall be paved, shall be located
to the rear or side of bu:Lldings, and shall be separated from ad-
jacent properties or streets by a six-foot masonry wall. All
materials and equipment stored outside of a building' shall be
stored at the side or rear of the main btlilding, shall be enclosed
by a six-foot masonry wall, and no materials stored outside shall
project above the enclosing masonry wall.
h. All industrial and manufacturing operations shall be
conducted within a walled bUilding.
i. All flood lig!lting shall be directed away from ad-
joining properties.
j. There shall be a ten-foot setback from all street
rroperty lines, and such setback areas shall be landscaped and
maintained free of weeds and debris.
k. Not over fifty percent (50%) of the land area of the
property shall be covered by buildings.
1. Curb and gutter shall be constructed the full length
o~ each parcel of property prior to rezoning.
m. The Planning Commission may modify any of the

foregoing conditions if Such modification \'(ill not adversely affect
property or improvements in the vicinity and if such modification
will equally accomplish substantially the same results as will the
adherence to the foregoing conditions.
SECTION 3, The Secretary shall certify to the adoption
of this Resolution and shall cause a copy of the s!",me to be for-
warded to the City Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing Resolution ~;as adopted
at a regular meeting of the City Planning Commission held on the
12th day of March, 1957, by the following vote:
