RESOLUTION NO. 229
A RESOLUTION OF THE CITY PLANNING
COMMISSION OF THE CITY OF ARCADIA,
CALIFORNIA, RECOl-'llIJENDING THE
GRANTING OF A VARIANCE FOR
AUTOMOBILE PARKING AT THE REAR OF
1150 \iEST COLORADO STREET.
WHEREAS, there was filed with this Commission on June 19,
1956, the application of The Times-Mirror Company, as owner, for a
zone variance to permit the following property in the State of Cali-
fornia, County of Los Angeles, to wit:
A portion of Lot 6, Tract No, 949, as shown on
map recorded in Book 17, page 13, of Maps,
records of Los Angeles County,
which is situated on Michillinda Avenue between Volante Road and

Colorado Street and is the rear portion of property at 1150 West
COlorado Street, to be used for additional automobile parking for
Eaton's Restaurant; and,
WHEREAS, after notice required by Ordinance No. 760, as
amended, of said City, a publiC hearing was duly held on the matter
by and before this Commission on the 24th day of July, 1956, which
hearing was duly continued to August 14, 1956, at which times all
inte~ested persons were given a full opportunity to be heard and to
present evidence;
NOW, THEREFORE, THE CITY PLANNING CO/olMISSION HEREBY DETER-
MINES AND RESOLVES AS FOLLOWS:
SECTION 1. That although there were a dozen written pro-
tests from property owners to the granting of the application on the
. grounds that it would be detrimental to residential property in the
Santa Anita Rancho area to the south and east of subjeot property,
a revised plot plan and a letter from the applicants were filed
showing a permissible future use of the southerly 105 feet of subject
property for additional bungalows.
SECTION 2. That subject property and property to the north
owned by applicants was originally R-l and that variances

have been granted previously on the property to the north anti east of
. subject property; that there is a definite need for more parking
facilities for the restaurant adjacent to the north and that the use
of subject property for that purpose under certain conditions will
not be detrimental to the residential property south and east of
subject property. That there are exceptional circumstances applica-
ble to the property; that the public welfare and convenience reason-
.
ably require the requested variance and upon the conditions recom-
mended such variance will not be inconsistent with good planning
practice, nor with the provisions of the master zoning plan, nor
with the present or prospective development of the neighborhood in
which the property is located.
SECTION 3. That for the foregoing reasons, this Commis-
sion recommends to the City Council of the City of Arcadia that a
variance to permit the use for automobile parking be granted upon
certain conditions for the following described property, to wit:
That portion of Lot 6, Tract No. 949, as shown on
map recorded in Book 17, page 13, of Maps, records
of Los Angeles County, beginning in the west line
of said Lot 6, distant North 0058'oS" West 105 feet
from the northwest corner of Lot 1, Tract No. 17430,
as shown on map recorded in Book 429, pages 30 and
31 of Maps, records of said County; thence North
0058'OS" West 190 feet; thence North 89001'5:)" East
317.87 feet; thence South 0058'05" East 190 feetj
thence South 8900l'SS" West 317.87 feet to the point
of beginning.
SECTION 4. That the variance hereinbefore recommended be
granted only upon the following conditions:
a. Installation and continued maintenance of suitable
bumper rail or Viall along the south side of the parking lot, conform-
... ing to the recommendations of the City Engineerj
b. Installation of curb and gutter the full length of the
applicant's property on the west side of the property on Michil-
lindaj
c. That no driveway be constructed on the lOS-foot strip
south of the parking lot;

d. That vehiclar access to the parking area be limited to
ingress and egre6s to and from I~chillinda Avenue and Colorado
Street; substantially at the locations and in the manner shown on
the revised plot plan submitted by applicant and on file with the
Planning Commission;
e. That the drainage ohannel through the property be
filled, compacted and paved as soon as practicable, but in no event
later than twelve months after the Michillinda storm Drain has been
placed in operation, and that the property be drained in a manner
satisfactory to the City Engineer;
f. That the remaining l05-foot strip be used solely for \\
R-l uses or for the construction of additional bungalow units sub-
stantially as in existence on the remainder of applioant's property.
That apPlicant agree that the granting of the variance as thus
recommended shall not serve as a precedent for or the ground upon
which any other or further relief from the zoning ordinance may be
predicated as to the remaining I05-foot strip. That applicant fur-
ther agree that if said 105-foot strip be sold, or if the property
of which it is now a part be sold, applioant will inform the pur-
chaser of such agreements and of the terms upon which the variance
hereby recommended was granted;
g. That each of the conditions shall be continuing in
nature and the violation of anyone or more thereof shall consti-
tute grounds for the revocation or modification of the variance
hereby recommended.
SECTION 5. The Secretary shall certify to the adoption
. of this Resolution and shall cause a copy to be forwarded to the

I HEREBY CERTIFY that the foregoing Resolution was adopted
at a regular meeting of the City Planning Commission held on the
28th day of August, 1956, by the following vote:
