RESOLUTION NO. 222 A RESOLUTION OF THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALIFORNIA, DECLARING ITS INTENTION TO INSTITUTE PROCEEDINGS FOR THE CONSIDERATION OF AND MAKING RECOMMENDATIONS CONCERNING THE AMENDMENT OF SECTION 15 OF ORDINANCE NO. 760 OF THE CITY OF ARCADIA. THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALIFORNIA, DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS: SECTION I. That the publiC health, welfare and oonven- ience of the City of Aroadia and the inhabitants thereof reqUire the conSideration of, and the institution of proceedings relative to, the amendment of Ordinance No. 760 of the City of Arcadia by . the amendment of Section 15, subsection A-2-a thereof, the same to read substantially in the form as follows or as the same may be changed after further consideration of the matter: II SECTION 15: GENERAL PROVISIONS AND EXCEPTIONS. A. USE. . 2. Parking Requirements. a. Area. Except where more parking space is required for a specific use or zone, every main building hereafter erected, constructed or established shall be provided with minimum off-street parking aocommodations as follows: (I) For dwellings there shall be at least one and one-quarter (It) parking spaces on the same site as the main building for eaoh dwelling unit and each of such parking spaces shall not be less than eight (8) feet wide by twenty (20) feet long with adequate provision for egress and ingress. At least one suoh parking space for each dwelling unit shall be in a garage or roofed carport. A full parking space shall be required in each instanoe where a fractional park- ing space would otherwise be required by the terms hereof. Each such parking space shall be located back of the required front yard. (2) For buildings other than dwellings there shall be at least one parking space of two hundred and fifty (250)square feet on the same lot with the main building or contiguous thereto as follows: (a) For Churches, High Schools, Colleges and University Auditoriums and other places -l- 222 -"" . . . . . of occasional assembly, at least one (1) parking space for every eight (8) seats provided in the main auditorium thereof. (b) For Hospital and Institutions, at least one (l) parking space for every two (2) beds pro- vided in said buildings. (c) For Hotels and Clubs, at least one (1) parking space for every three (3) guest rooms prOVided in said buildings. (d) For Theaters, Auditoriums and other simi- lar places of assembly, at least one (1) parking spaoe for every four (4) seats provided in said building. (e) For all Office, Commercial and Industrtal Buildings at least one (1) parking spaoe shall be prOVided for each five hundred (500) square feet of floor space or fraction thereof. Each such parking space shall contain at least two hundred and fifty (250) square feet including adequate space for ingress and egress, and shall be on the same lot or within five hundred (500) feet of the building. (f) In lieu of providing the parking space required by this Ordinance for office, commercial and industrial buildings, the owner of the property affected by such parking place requirements may pay to the City and the City may aocept a sum not less than the assessed valuation (as shown on the last equalized assessment roll available on the date of such payment) of the entire parcel of property for which parking space is required by the preceding subsection, less any amount assessed against such property in any completed proceeding for the formation of an off-street parking district. The payment of such sum to and the acceptance thereof by the City shall be deemed to fulfill the requirements of the preceding subsection as to the parcel of property for which payment is thus made. All sums thus paid Shall be deposited in the Off-street Parking Fund. (g) There is hereby created a special fund to be \mown as the Off-street Parking Fund. All sums accruing to or paid into the Off-street Parking Fund shall be used solely for the acqui- sition and improvement of publicly owned off- street parking places and ingress thereto and egress therefrom. Nothing in this Ordinance shall prohibit the col- lective use of space for off-street parking prOVided such collectively used space is e:lual to the sum of the re- quirements of each individual establishment partioipat- ing in suoh collective use. When the required off- street parking spaoe is provided on a separate lot from the main building, there shall be recorded in the offioe of the County Recorder of Los Angeles County, Cali- fornia, a covenant by the owner or owners of said lot for the benefit of the City of Aroadia to the effect that suoh owner or owners will continue to maintain -2- 222 . . . suoh parking space so long as said building is main- tained. (~) For tourist one (1) parking space or 11 ving unit. courts there shall be at least for each individual Sleeping SECTION 2. That Tuesday, the l4th day of August, 1956, at the hour of 8:00 o'clook p.m., in the Council Chambers of the City Hall, 240 West Huntington Drive, Arcadia, California, is hereby fixed and determined as the day, hour and place of a publio hearing for the consideration of said matters and hearing and receiving testimony and evidence pertaining thereto. . SECTION 3. The Secretary shall certify to the adoption of this Resolution and shall cause to be published notice of the date, place and purpose of said hearing in the manner required by law.
