RESOLUTION NO. 218 A RESOLUTION OF THE CITY PLANNING COr4MISSION OF THE CITY OF ARCADIA, CALIFORNIA, RECOMMENDING THE GRANTING OF A VARIANCE TO PE~rrT THE EXTENSION AND MODERNIZATION OF EXISTING ELECTRIC DISTRIBUTION FACILITIES. wHEREAS, there was filed with this Commission on Febru- ary 24, 1956, the application of Southern California Edison Com- pany, as owner, for a zone variance to permit the modernization and extension of existing electric distriQution substation, includ- ing fenoing with an eight-foot high chain link fence, on the follow- ing described property, to wit: Lots 17 and 18, Block 81, Santa Anita Tract, as per map recorded in Book 15, pages 89 and 90, of Miscellaneous Records of Los Angeles County, ~ located on the west side of Second Avenue north of St. Joseph street; and, WHEREAS, after notice required by Ordinance No. 760 of said City, a publiC hearing was duly held on the matter by and be- fore this Commission on the 27th day of March, 1956, at which time all interested persons were given a full opportunity to be heard and to present evidence; NOW, THEREFORE, THE CITY PLANNING COMMISSION HEREBY DETER- MINES AND RESOLVES AS FOLLOWS: SECTION 1. That there were no protests to the granting of the variance requested; that there was a communication in favor of said variance. . SECTION 2. That subject property is now zoned R-3; that property to the east of subject property is zoned M-l and is used for manUfacturing purposes. That the plans submitted showed the modernization of existing equipment as well as the extension of the present facilities; and the applic~lt stated that there would be no noise, noxious fumes or odors in connection with the operation of the plant. -1- 218 i . .. . " SECTION 3. That the use or property for public utilities ~ such as that for which the variance is herein requested is by its very nature an exceptional circumstance applicable to the intended use of the property that does not apply generally to the class of use in the same vicinity and zone and such public utilities must be located where required in order to serve a community. That the grant- ing of the requested variance as hereinafter recommended will not be materially detrimental to the public health or welfare, or injurious to the property or improvements in such zone or vicinity. That such variance is necessary for the preservation and enjoyment of a sub- stantial property right of the applicant possessed by other property in the same zone and in the vicinity for the reason that variances have been granted to neighboring properties to permit and promote their proper use and development; that the granting of the requested ~ variance as hereinafter recommended will not adversely affect the comprehensive general plan. SECTION lj,. That tor the foregoing l'easons, this Commis- sion recommends to the City Council of the City of Arcadia that a variance be granted to permit the modernization and extension of the electric distribution substation, including the installation of an eight-foot high chain link fence on Lots 17 and 18, Block 81, Santa Anita Tract. SECTION 5. The Secretary shall certify to the adoption of this Resolution and shall cause a copy to be forwarded to the City . Council of the City of Arcadia. I HEREBY CERTIFY that the foregoing Resolution was adopted at a regular meeting of the City Planning Commission held on the 24th day of April , 1956, by the following vote: AYES: Commissioners Acker, Balser, Daly, Pratt, Robertson and Vachon NOES: None ABS:ENT: Commissioner -2- 218
