RESOLUTION NO. 217

A RESOLUTION OF THE CITY PLANNING
COMMISSION OF THE CITY OF ARCADIA,
CALIFORNIA, RECOMMENDING THE GRANTING
OF A VARIANCE TO PE~IIT THE OPERATION
OF A BUSINESS OFFICE AT THE CORNER OF
COLORADO PLACE AND SAN JUAN DRIVE.

WHEREAS, there was filed with this Commission on Febru-
ary 29, 1956, the application of F. Wesley Davies, General I,lanager
and Secretary of Rancho Santa Anita, Inc., as owner, for a zone
variance to permit the following described property, to wit:
A portion of Lot 1, Tract No. 949, as shown
on map recorded in Book 17, page 13, of Maps,
in the office of the County Recorder of Los
Angeles County,
located at the corner of Colorado Place and San Juan Drive, and hav-
ing a frontage of 347.94 feet on Colorado Place and 204.48 feet on
Santa Rosa Road, to be used for the erection of an office type
building for the purpose of transacting general offioe work for car-
rying on the business of the California Thoroughbred Breeders Asso-
ciation, including the maintenance of a library for use of its
members; and,
WHEREAS, after notice required by Ordinance No. 760 of
said city, a public hearing was duly held on the matter by and be-
fore this Commission on the 27th day of March, 1956, at which time
all interested persons were given a full opportunity to be heard and
to present evidence;
NOW, THEREFORE, THE CITY PLANNING CoriJIlJISSION HEREBY DETER-
MINES AND RESOLVES AS FOLLOWS:

SECTION 1. That there were crnnmunications in favor of the
requested variance and protests, both oral and written, against the
granting of said variance because of inoreased traffic congestion
and possible depreciation of property values.

to the east and north of it is zoned R-3 and could be improved with
large apartment houses. That a six-family multiple residence has
been built across the street to the east. That property across the
street to the south from subject property is zoned and improved as
commercial property. That variances have been granted to property
in the same block for motels and a gas station. That the proposed
plot plan will not affect traffic on Colorado Place nor create ad-
ditional traffic hazards; and that the proposed architectural plans
will provide an attractive office building.
SECTION 3. That under the present zoning subject prop-
erty may be used for private clubs and lodges exoepting those the
chief activity of which is a service customarily carried on as a
business; that the proposed use of the premises is closely akin to
that of a private club. That the physical shape and geographical
location of the property, constituting but one parcel of land en-
tirely surrounded by public or private streets on all sides except
one and on that side by a flood control channel soon to be improved,
and the use of the property for an association directly connected to
the use of the adjacent four hundred acres of property for thorough-
bred horse racing are exceptional or extraordinary circumstances or
conditions applicable to the property involved and/or to the intend-
ed use of the property that do not apply generally to the property
or class of use in the same vicinity and zone. That the granting
of the requested variance as hereinafter recommended will not be
materially detrimental to the publiC health or welfare, or injurious
to the property or improvements in such zone or vicinity. That such
variance is necessary for the preservation and enjoyment of a sub-
stantial property right of the applicant possessed by other property
in the same zone and in the vicinity for the reason that variances
have been granted to neighboring properties to permit and promote
their proper use and development; that the granting of the requested

variance as hereinafter recommended will not adversely ai'feet the
. comprehensive general plan.
SECTION 4. That for the foregoing reasons, this Commis-
sion recommends to the City Council that the request of Rancho Santa
Anita, Inc. be granted on certain conditions for a zone variance
for the erection of an office type building for the purpose of
transacting general office loforl< for carrying on the business of the
California Thoroughbred B~eeders Association, a non-profit organi-
zation, including the maintenance of a library on thoroughbreds for
use of its members, and any other operation of an administrative

character found necessary for tne successful operation of the Asso-
eiation and the dissemination of information to its members, on the
real property described as follows:

That portion of Lot 1 of Tract No. 949 in the City of Arcadia,
County of Los Angeles, State of California, as sho~m on map re-
corded in .Book 17, Page 13 of Haps, records of said County,
described as follows:
Beginning at a point in the Westerly line of Tract No. 14745t
as shmin on map racorded in Book 30~ Pages 34 and 35 of said
Maps distant South 00 47' 4311 East ~hereon 17.95 feet from
the Uorthwest corner of Lot 22 of said Tract No. 14745; thence
South 00 47' 43" East along the "'lesterly line of said Tract
No. 14745 and the Southerly prolongation thereof 476.91 feet
to the intersection with a curve, concave to the Southeast and
having a radius of 1~30.00 feet, said point of intersection being
the true point of beginning, a radial to said point bears North

to the beginning of a reverse curve concave to the Northeast .
and having a radius of 20.00 feet; thence Northwesterly along
said curve 3l.09 feet to its tangent intersection with the
Northeasterly line of Colorado Placer 80.00 feet in width as
it now exists; thence South 300 33' 6" East along said North-
easterly line of Colorado Place 347.94 feet to the beginning of
a tangent curve therein, concave 1;0 the ITorth, and having a radius
of 20.00 feet, said curve being in the Northwesterly line of San
Juan Drive. thence Southeasterly along said curve 31.42 feet to
its tangent intersection with the Northwesterly line of said
San Juan Drive 60.00 feet in width; thence North 590 26' 44"
East along said Northwesterly linalOO.OO feet to the beginning
of a tangent curve, cOl;lcave to the West and having a radius of
20.00 feet; thence Northerly along said curve 31.~2 feet to its
tangent intersection with the Westerly line of Santa Rosa Road,
60.00 feet in 'iidth; thence North 300 33' 1611 West along said
Westerly line of Santa Rosa Road 5.76 feet to the beginning of
a tangent curve therein concave to the East and having a radius
of 230.00 foeti thence Rortherly along said curve ll8.39 feet;
thence North 1003'43" West 130.33 feet, tangent to said curve to
a point in said Westerly line of Santa Rosa Road, distant thereon
South 10 03' 43" East 90.00 feet from the intersection of the
Easterly prolongation of the Southerly line of Lot 16 of said
Tract No. 14745 and said Westerly line of Santa Rosa Road;
thenoe South 880 56' 1711 West ~. 90 feet to the beginning of a
tangent curve concave to the South and having a radius of
400.00 feet; thence Westerly along said curve 113.79 feet,
more or less to the intersection with the Southerly prolonga-
tion of said Westerly line of Tract No. 14745, a radial to
said point bears North 170 21' 40" West. thence North 00 47' 43"
West s+ong said Southerly prolongation 31.20 feet to the true
point of beginning;
RESERVED THEREFRO~ an easement ~or Flood Control purposes, to-
gether with the right to grant same to the Los Angeles County
Flood Control District without further consideration, over a
strip of land 40.00 feet in width, measured at right angles,
the Easterly line of which is the Southerly prolongation of the
Westerly line of said T~act No. 14745.

SECTION 5. That the zone variance recommended in Sec-
tion 4 hereinabove be granted upon the following conditions:
a. That ingress to said property be provided solely from
San Juan Drive, and that Colorado Place be used for egress only, if
and when the flood control channel is covered;
b. That the improvements on the private street adjacent
to and directly northerly of subject property be removed, and that
a proper curb and gutter be placed along the westerly side of Santa
Rosa Road across the full width of the private street, excepting
only that portion thereof required for a driveway;
c. That said private street be split in such a manner
that the triplex, adjacent and northerly of subject property acquire
by deed the northerly thirty (30) feet of this private street and
the southerly thirty (30) feet be incorporated in subject property
. to be used for parking purposes, increasing the area to accommodate
twenty vehicles;
d. That a twenty-five (25) foot strip of landscaping be
provided along Santa Rosa Road with no access to subject property
from Santa Rosa Road;
e. That the building to be constructed on subject prop-
erty conform substantially, both architecturally and as to plot
plans, to the plans submitted and on file in the office of the
Planning Commission.

SECTION 6. The Secretary Shall certify to the adoption
of this Resolution and shall cause a copy to be forwarded to the
City Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing Resolution was adopted
at a regular meeting of ,the City Planning Commission held on the
24th day or April j 1956, by the following vote:
AYES: Commissioners Acker, Balser, Daly, Pratt, Robertson
and Vachon
