A RESOLUTION OF THE CITY PLANNING
COMMISSION OF THE CITY OF ARCADIA,
CALIFORN!.l\., DECLARING ITS INTENTION
TO INSTITUTE PROCEEDINGS FOR THE
CONSIDERATION OF .AND JlTAKING
RECOMrvlENDATIONS CONCERNING THE
AMEND!>lENT OF ORDINANCE NO. 760 OF
THE CITY OF ARCADIA BY ADDING
THERETO A l-lEW SECTION l2.1.
THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA DOES
HEREBY FIND, DETERMI:NE AND RESOLVE AS FOLLOWS:
SECTION 1. That the public health, welfare and conven-
ience of the City of Arcadia and the inhabitants thereof require
the consideration of, and the institution of proceedings relative
to, the amendment of Ordinance No. 760 of the City of Arcadia by the
. addition thereto of a new section 12.1, thereby creating an archi-
tectural design zone, specifYing the items to be considered and the
procedures for the establishment of architectural standal'ds f'or such
zone, the procedure for submitting and approving plans for proper-
ties within such zone substantially in the form as follows or as the
same be changed after further consideration of the matter:
SECTION 12.1: liD" ARCHITECTURAL DE~ImT ZONE.

A. USE.

B. PURPOSE .

In order that buildings, struct'.rres, si(;Ils and landscaping
l'Till be harmonious 't'rithin a specified area and not of obnoxious, un-
desirable or unsightly appearance and thereby detrimental to other
properties and improvements in the same zone or vicinity, the fol-
lowing items shall be considered :i.n establishing the architectural

1. The height, bulk nnd area of bulldine;s;
. 2. The set,back distances from all property lines;
3. The colors and materials en the exterior;
4. The to'Pe and pitch of roofs;
5. The size and spacing of windows, doers and other

6. The size, type and location of si[5Ils;
7. Towers, chimneys, roof structures, flagpoles,
radio and television masts;
8.. Plot plan, landscaping ard automobile parking
area;
9. The relation to the eXisting buildings and struc-
tures in the general vicinity and area.
C . ESTABLISMENT OF STANDARDS.
Concurrent with the proceedings for the establishment of
property in Zone D, the Planning Commission shall investigate the
nature, location and extent of the properties and improvements with-
in the area to be so classified. and in its reoommendation for
establishment of property in Zone D shall recommend regulations gov-
erning the buildings, structures, signs, landsc.aping and other' im-
provements to be constructed or maintained upon such property to
accomplish the purpose specified in the preceding section with re-
spect to the matters therein specified. Concurrent with the adoption
of an ordinance establishing property in Zone D, the C:l.ty Council
shall, by resolution, determine and establish such regulations it
finds to be necessary and reasonable to accomplish the purposes
speoified in the preceding section with respeot to the matters there-
in specified.
D. CO~~LIANCE OF PLANS.
Plans of the exterior architectural design and appearance
of all buildings and structures, plot plans, landscape plans. adver-
tising sign plans, parking area plans and building setbaok plans
shall comply with the regulations determined and established by the

City Council pursuant to the preceding section, and no building per-
mit shall be issued for plans which do not clearly comply with such
regulations, unless such plans are approved by the City Planning
Conunission.
E. APPEAL.
In the event that the Building Official shall dete~nine
that any plans submitted do not olearly comply with the regulations
established by the City Council pursuant to Section "c" hereof, the
person submitting suoh plans may, within thirty (30) days after such
decision, appeal in writing to the City Planning Conunission for ap-
proval of such plans.
SECTION 2. That Tuesday, the2.4th day of Aprp, 1956, at the
hour of 8:00 o'clock p.m., in the Council Chambers of the City Hall,
240 West Huntington Drive, Arcadia, California, is hereby fixed and
determined as the day. hour and place of a public hearing for the
consideration of said matters and hearing and reciving testimony and
evidence pertaining thereto.
SECTION 3. The Secretary shall certifY to the adoPion of
this Resolution and shall cause to be published notice of the date.

I HEREBY CERTIFY that the foregoing Resolution was adopted
at a regUlar meeting of the City Planning Commission held on the 27th
day of March ,1956, by the follo~ne vote:
