RESOLUTION NO. 2ll A RESOLUTION OF THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALIFORNIA, RECOMMENDING THE RECLASSIFICATION OF REAL PROPERTY AT THE CORNER OF SANTA ANITA AVENUE AND LIVE OAK AVENUE FROM ZONE R-l, R-2, R-3 AND PR-3 TO ZONES C-3 AND PR-l. THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALIFORNIA, DOES DETERMINE, RESOLVE AND RECOMMEND AS FOLLOWS: SECTION 1. That there was filed with this Commission on . November 11, 1955, the petition of Ross A. Himes and June N. Himes, as owners, for the reclassifioation of the following described prop- erty in the City of Arcadia, County of Los Angeles, to wit: A portion of Lot 66, Santa Anita Colony Tract, as shown on map recorded in Book 42, page 87, of Mis- cellaneous Records of Los Angeles County, described as follows: . Beginning at a point which is 425 feet westerly from the westerly line of Santa Anita Avenue, 100 feet wide, and 235 feet southerly from the northerly line of said Lot 66; thence Northwesterly on a diagonal line to a point which is l77.5 feet southerly from the northerly line of said Lot 66 and 550 feet westerly from the westerly line of Santa Anita Avenue, 100 feet wide; thence North on a line parallel to said westerly line of Santa Anita Avenue a distance of 27.5 feet; thence Westerly on a line parallel to the northerly line of said Lot 66 a distance of 390 feet; thence South on a line parallel to the westerly line of said Lot 66 to the northerly line of Las Tunas Drive; thence Southeasterly thereon to a point thereon whioh is 865 feet westerly from said westerly line or Santa Anita Avenue; thenoe Northerly on a line paral- le.l to said westerly line of Santa Anita Avenue to a point thereon which is 295 feet south of the northerly line of said Lot 66; thence Easterly on a line paral- lel to the Northerly line of said Lot 66 a distance of 865 feet to the westerly line of Santa Anita Ave- nue; thence Northerly thereon 60 feet to a point thereon which is 235 feet south of the northerly line of said Lot 66; thence Westerly on a line parallel to the northerly line of said Lot 66 a distance of 425 feet to the point of beginning, from Zones R-l, R-2, R-3 and PR-3 to Zone C-3; and The east 450 feet of the west 525 feet of the north 150 feet of Lot 66, Santa Anita Colony Tract, as shown on map recorded in Book 42, page 87, of Mis- cellaneous Records of Los Angeles County, -1- 211 . . from Zone R-l to Zone PR-3, looated at the corner of Santa Anita . Avenue and Live Oak Avenue, pursuant to Which, after notioe as re- quired by law. a public hearing was held by and before this Commis- sion on December 13, 1955, at which time all interested persons were given full opportunity to be heard and to present evidence. . SEC~ION 2. That while there were expressions in favor of the requested rezoning, both oral and written, as being the best de- velopment of the property in that locality, there were numerous pro- tests against the rezoning because of the additional traffio hazards, which would result therefrom and because of the resultant olose proximity of business to a residential area whioh would depreciate property values. That a portion of the property along Live Oak Ave- nue is presently zoned C-3; that the rezoning, if granted, will per- mit the building site to be relocated so as to provide more par~ng area in front of the building which is the present trend for large markets. That a partial reclassification of the subject property can be acoom11shed, upon the conditions hereinafter recommended without detriment to the adjacent residential properties. . SECTION 3. That for the foregoing reasons, this Commis- sion recommends to the City Council that the follOWing desoribed property be reclassified to Zone C-3: A portion of Lot 66, Santa Anita Colony Tract, as shown on map recorded in Book 42, page 87, of Mis- cellaneous Records of Los Angeles County, described as follows: Beginning at a point which is 425 feet westerly from the westerly line of Santa Anita Avenue, 100 feet wide, and 295 feet southerly from the norhterly line of said lot; thence South 89059'30" west parallel with the north line of said lot to a point 865 feet westerly from the west line of Santa Anita Avenue; thence South 0000'l5" West parallel with the east line of said lot to the north line of Las Tunas Drive; thence westerly thereon to a point 940 feet westerly from the west line of Santa Anita Avenue; thenoe North 0000'15" East to a point l50 feet southerly from the' north line of said lot; thence North 89059'30" East to a point 580 feet westerly from the west line of Santa Anita ~venue; thence South 0000'15" West 46.72 feet; thellCElSouth 6~o11135" East'179.58 feet; thence South 0000'15" West 26.98 feet to the point of beginning, -2- 211 . . , and that the following described property be reclassified to Zone PR-l: A portion of Lot 66, santa Anita Colony Traot, as shown on map recorded in Book 42. page 87, of Mis- cellaneous Records of Los Angeles County, described as follows: Beginning at a point in the north line of said lot 550 feet westerly from the west line of Santa Anita Avenue; thenoe South 0000'15" West 177.5 feet; thence South 89059'30" West 30 feet; thenoe North 0000'15" East 27.5 feet; thence S 89059'30" West to a point 60 feet ea~terlyfrom the west line of said lot; thenoe North 0000'15" East 32.5 feet; thence North 89059'30" East 15 feet; thence North 0000'15" East 117.5 feet to the north line of said lot; thenoe North 89059130" East thereon 450 feet to the point of beginning. That the reolassifications above recommended are subjeot to the im- position of the following conditions: 1. That a five-foot landscaped strip and a six-foot solid ~ masonry wall be provided along the north and west lines of the prop- erty, except that the wall shall be three and one-half feet high between the building line and the front property line on both Santa Anita Avenue and Las Tunas Drive; - 2. That a driveway oonnection be provided to the ohurch property, if satisfactory to the church officers; 3. That Sandra Avenue be extended to Las Tunas Drive adjacent to Lots l4 and 35, of Tract No. 13540; that one new R-l lot be created on the north side of Sandra Avenue adjaoent to Lot 13 of said traot; that a one-foot strip along the east side of extended Sandra Avenue be deeded in fee to the City to control aocess to the parking lot; that a six-foot masonry wall be erected along the east side of the new lot and along the east side of extended Sandra Ave- nue to the building line of Las Tunas Drive, then reduoing to three and one-half feet. 4. That the looation and width of all driveway entrances to publiC streets be approved by the City Council upon recommenda- the City Engineer and Planning Commission. SECTION 4. The Secretary shall oertify to the adoption -3- 2ll . . I of this Resolution and shall cause a copy to be forwarded to the City Council of the City of Arcadia. I HEREBY CERTIFY that the foregoing Resolution was adopted at a regular meeting of the City Planning Commission held on the 14th day of February, 1956.
