RESOLUTION NO. 189
A RESOLUTION OF THE CITY PLANNING
COMMISSION OF THE CITY OF ARCADIA,
CALIFORNIA, RECOMMENDING THE DENIAL
OF AN APPLICATION FOR CHANGE OF ZONE
FROM ZONE C-2 TO ZONE M-l AFFECTING
CERTAIN REAL PROPERTY IN SAID CITY
WHEREAS, there was filed with this Commission on April 1,
1955, the petition of Reuben V. Senior and others, as owners, for
a change of zone classification from Zone C-2 to Zone M-l on the
following described real property:
Portions of Lots 68 and 69, Santa Anita Colony,
as shown on map recorded in Book 42, page 87,
Miscellaneous Records of Los Angeles County,
described as follows:

Beginning at the intersection of the north line
of Live Oak Avenue with the east line of the
right of way of the Los Angeles County Flood
Control District; thence northwest along the
east line of said right of way to a point 164.37
feet south of the south line of Las Tunas Drive;
thence east parallel with Las Tunas Drive 117.04
feet; thence south 5.63 feet; thence east 147.52
feet; thence north 70 feet; thence east along a
line parallel with and 100 feet south of the
south line of that portion of Las ~lnas Drive
adjacent to lot 68, and along the easterly pro-
longation of said parallel line to the east line
of the west 351 feet of lot 6 9 (measured at
right angles to the west line of said lot); thence
south to the north line of Live Oak Avenue; thence
west thereon to the point of beginning, being
that property on the north side of Live Oak Ave-
nue between the Flood Control Channel and the
intersection of Live Oak Avenue and Las Tunas
Drive, to be changed from Zone C-2 (General Com-
mercial Zone) to Zone M-l (Light Manufacturing
Zone) ,
and,

WHEREAS, after due notice as required by law, a public
hearing was duly held on the matter by and before this Commission
on April 26, 1955, at which time all interested persons were given
a full opportunity to be heard and to present evidence;
NOW, THEREFORE, the City Planning Commission of the City
of Arcadia does hereby find, determine and resolve as follows:
SECTION 1. That there were munerous protests, both

written and oral, to the requested reclassification, and considera-
ble evidence received, by and from owners and tenants of property
in the area of subject property, to the effect that the requested
reclassification was undesirable, unnecessary, and would be detri-
mental to and depreciative of other properties in the same area.
SECTION 2. That the property on the north side of Las
Tunas Drive, between El Monte Avenue and Santa Anita Avenue, lying
across the street from subject property, is all zoned R-3 except
the northwest corner of Santa Anita Avenue which is zoned C-3. That
the property on both sides of Las Tunas Avenue and Live Oak Avenue
west of El Monte Avenue for many blocks is in Zone R-l. That the
property on the south side of Live Oak Avenue across the street
from subject property, lying between El Monte Avenue and San~Anita
Avenue, is in Zone C-3 under the applicable county zoning ordinance,
SECTION 3. That the requested reclassification of the
subject property is not necessary for the preservation or enjoyment
of substantial property rights of the applicants nor would the same
conform to good planning practices. That the present C-2 Zone
classification of subject property is more nearly comparable with
existing uses on las Tunas and with the existing C-3 Zone classifi-
cation of county territory on the south side of Live Oak Avenue
than an M-l Zone would be. That subject property is highly desira-
ble for the uses presently permitted thereon but that it does not
even approach its full development and utilization for such uses.
That down grading of subject property, as requested, will not
materially benefit the subject property but will only foster and
perpetuate the ill advised planning and development of the area
and will retard if not prevent proper development and utilization
of adjacent areas. That the public welfare, convenience and
neceSSity require, not the reqUested reclassification of subject
property, but its stabilization under zoning presently applicable.
SECTION 4. That for the foregoing reasons this Commission

recommends to the City Council that the request of Reuben V.
4It Senior and others for reclassification from Zone C-2 to Zone M-l
of the above described property be denied.
SECTION 5. The Secretary shall certify to the adoption
of this Resolution and shall cause a copy to be forwarded to the
City Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing Resolution was adopted
at a regular meeting of the City Planning Commission held on the
24th day of May, 1955, by the following vote:
AYES: Acker, Daly, Pratt, Robertson and Vachon
