. RESOLUTION NO. 180
A RESOLUTION OF THE CITY PLANNING
COMMISSION OF THE CITY OF ARCADIA,
CALIFORNIA, RECOMMENDING THE DENIAL
OF THE RE~UESTED ZONE RECLASSIFICATION
FROM ZONE R-3 TO ZONE C-2 AFFECTING
CERTAIN REAL PROPERTY IN SAID CITY
WHEREAS, there was filed with this Commission the appli-
cation of H. A. Valentine, as owner, for a zone reclassification
from Zone R-3 to Zone C-2 of the following described property in
the City of Arcadia:
Lot 55. Tract No. 13217, as shown on map recorded
in Book 264, pages 26 and 27, of Maps, Records of
Los Angeles County;
and,

WHEREAS, after due notice as required by law, a public
hearing was held in the matter by and before this Commission on
December 14, 1954, at which time all interested persons were given
.a full opportunity to be heard and to present evidence;
NOW, THEREFORE. the City Planning Commission does hereby
find, determine and resolve as follows:
SECTION 1. That there were numerous. protests to the
granting of the requested zone change, both oral and written, by
owners of property In the vicinity of subject property. That this
Commission has heretofore recommended the ~endment of Ordinance
No. 760 by the creation of two additional commercial zones and the
elimination of the semi-commercial professional uses from Zone R-3.
That these recommendations have been substantially incorporated
... hy the City Council in its Ordinance No. 900, adopted December 7,
1954, and effective January 6, 1955. That one of the primary pur-
poses of this Commission's said recommendations was to permit the
proper reclassification of properties, with the possibility of
affording limited relief to areas found to need the same after in-
vestigatlon and public hearings. without causing the d~age and
detriment to adjacent properties whioh frequently resulted from

reolassification under Ordinance No. 760 prior to the reoent amend-
ment thereof. That the Planning Commission is systematically
reviewing the present zoning throughout the City in the light of
Ordinanoe No. 900, has completed hearings with reference to one sec-
tion, is in process of hearings with respect to another section, and
will soon undertake the investigation and consideration cf the entire
area in which subject property is located. That the granting of the
requested reclassification of subject property without considering
the entire area in the light of Ordinance No. 900, will be premature,
ill-advised, and detr1m~tal to the rest of the area. That the
present petition for C~2 classification was filed while said Ordi-
nance No. 900 was in the process of adoption. That by the statements
of applicant's agents, 0-1 reclassification of subject property,
under Ordinance No. 760 as amended by Ordinance No. 900, would permit
applicant to use subject property for all purposes contemplated by
him without causing the exces.sive detriment to adjacent properties,
which would necessarily result from the use of subject properties for
some of the uses permitted by Zone 0-2.
SECTION 2. That for the foregoing reasons, this Commis-
sion recommends to the City Council that the requested reclassi-
fication be denied, or deferred until a full investigation and
reconsideration of the entire area in the vicinity of subject prop-
erty has been completed, particularly with reference to the effect
of the recent amendment of Ordinance No. 760 on this area.
SECTION 3. The Secretary shall certify to the adoption
of this Resolution and shall cause a copy to be forwarded to the
... City Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing Resolution was adopted
at a regular meeting of the City Planning Commission held on the 11th
day of January, 1955, by the following vote:
AYES: Commissioners Acker, Balser, Daly, Robertson and
Vachon
NOES: None
ABSENT: Commissioners Pratt an(#d Sorenson
